▪ agree that <strong>the</strong> meeting should provide an opportunity to set new<br />

benchmarks or identify indicators <strong>for</strong> measuring progress and <strong>the</strong><br />

effectiveness <strong>of</strong> en<strong>for</strong>cement.<br />

■ <strong>SSN</strong> recommends that, if <strong>the</strong> en<strong>for</strong>cement meeting does not<br />

provide <strong>the</strong>se opportunities in <strong>the</strong> first two paragraphs above, <strong>the</strong>n<br />

<strong>the</strong> <strong>CITES</strong> En<strong>for</strong>cement Expert Group should undertake <strong>the</strong>se<br />

activities.<br />

• Decision 14:71:<br />

■ <strong>SSN</strong> recommends that <strong>the</strong> SC include this issue (that Parties<br />

that have or seek to have specialized wildlife crime units should<br />

receive technical assistance from <strong>the</strong> Secretariat and assistance<br />

with <strong>the</strong> identification <strong>of</strong> additional opportunities <strong>for</strong> technical and<br />

financial support) in <strong>the</strong> standardized reporting <strong>for</strong>mat <strong>for</strong><br />

determining compliance with Decision 14.65, as recommended<br />

above.<br />

• Decision 14.72:<br />

■ <strong>SSN</strong> recommends that <strong>the</strong> SC:<br />

▪ request <strong>the</strong> Secretariat to ensure that members <strong>of</strong> <strong>the</strong> <strong>CITES</strong><br />

Tiger En<strong>for</strong>cement Task Force attend <strong>the</strong> upcoming meeting <strong>of</strong> <strong>the</strong><br />

<strong>CITES</strong> En<strong>for</strong>cement Expert Group; and<br />

▪ request <strong>the</strong> Secretariat include this item (establish a mechanism<br />

to regularly monitor and evaluate <strong>the</strong> scale and nature <strong>of</strong> illegal<br />

trade in Asian big cats) on <strong>the</strong> agenda <strong>for</strong> <strong>the</strong> <strong>CITES</strong> Tiger<br />

En<strong>for</strong>cement Task Force / <strong>CITES</strong> En<strong>for</strong>cement Expert Group<br />

meeting.<br />

31.2 Intensive<br />

operations<br />

breeding tigers on<br />

a commercial scale<br />

• Prepared by India and Nepal.<br />

• Decision 14.69 states that “Parties with intensive operations<br />

breeding tigers on a commercial scale shall implement<br />

measures to restrict <strong>the</strong> captive population to a level<br />

supportive only to conserving wild tigers; tigers should not be<br />

bred <strong>for</strong> trade in <strong>the</strong>ir parts and derivatives.”<br />

• Requests <strong>the</strong> SC to ask all States breeding tigers on a<br />

commercial scale, to report on implementation <strong>of</strong> Decision<br />

14.69, discuss <strong>the</strong> issue at SC58, and to make relevant<br />

recommendations to Parties and <strong>the</strong> CoP.<br />

• <strong>SSN</strong> recommends that <strong>the</strong> SC:<br />

■ support <strong>the</strong> recommendation in SC57 Doc. 31.2 to request<br />

Parties present at SC57 that breed tigers on a commercial scale to<br />

report verbally to SC57 on <strong>the</strong> progress <strong>the</strong>y have made in<br />

implementation <strong>of</strong> Decision 14.69;<br />

■ request <strong>the</strong> Secretariat issue a Notification to <strong>the</strong> Parties to<br />

request that Parties with intensive operations breeding tigers on a<br />

commercial scale to report to <strong>the</strong> SC by 31 December 2008 on<br />

how <strong>the</strong>y are implementing this Decision, including a timeline<br />

leading to full implementation by SC58;<br />

■ determine at SC58 if relevant Parties have implemented this<br />

Decision; and<br />

■ <strong>for</strong> relevant Parties that have not implemented <strong>the</strong> Decision,<br />

decide follow up measures to be taken to ensure implementation<br />

by no later than CoP15.
