q) Publicity: To assess the steps taken to publicize programmes being broadcast under<br />
the scheme and make suitable recommendations in this regard.<br />
r) Monitoring : To assess actions taken to monitor different aspects <strong>of</strong> implementation <strong>of</strong><br />
the scheme at National, State and District levels by Central /State Governments,<br />
Doordarshan and AIR and to make recommendations for improving the current system<br />
<strong>of</strong> monitoring the scheme.<br />
4.4 States: The study is to be undertaken in ten States, two States each from<br />
the five zones viz North, East South, West & North East. Accordingly, ten<br />
States i.e. J&K & UP (North Zone); M.P & Maharashtra (West Zone); Orissa<br />
& West Bengal (East Zone); AP & Karnataka (South Zone) and Assam &<br />
Tripura (North East Zone) have been identified.<br />
4.5 Districts: In order to select 40 districts, the categorization <strong>of</strong> districts has<br />
been done on the basis <strong>of</strong> presence <strong>of</strong> Narrowcasting, FM and both<br />
Narrowcasting & FM Stations. The State-wise list <strong>of</strong> number <strong>of</strong> districts to be<br />
covered is placed at Annexure-I. However, the final selection <strong>of</strong> the districts<br />
would be done on the basis <strong>of</strong> agro-diversity parameters in the districts in<br />
consultation with agri-experts/agencies.<br />
5. EXPECTED OUTPUT<br />
5.1 The output <strong>of</strong> the assignment will be an Evaluation Report covering all aspects as stated in<br />
the Objective & Scope <strong>of</strong> Work under para 4 above. It shall contain Executive Summary and<br />
pictorial documentation.<br />
6. ELIGIBILITY OF CONSORTIUM:<br />
6.1 The invited agencies are allowed to include other organizations or individuals not belonging<br />
to their firm in their core team for implementing the assignment.<br />
7. REVIEW AND MONITORING<br />
7.1 The following Evaluation-cum-Monitoring Committee (EMC) shall select the consultant,<br />
supervise its work and take related decisions:<br />
