TENDER NOTICE FOR RATE CONTRACT FOR EXHIBITION WORK & ITEMS 

The Directorate of Extension (DOE) intends to have Rate Contract for 

exhibition work and items with professional Exhibition Designers and 

Fabricators having long experience and good reputation for designing, 

fabricating & organising exhibitions and supplying exhibition display material 

for the same for at least last 5 years. 

Tender Form containing Terms & Conditions (Annexure A) & 

Qualification Information (Annexure C) and Financial Bid Format (Annexure 

D) can be had from the Exhibition Section, Directorate of Extension, Room No. 

208, KrishiVistarSadan, Pusa, New Delhi – 110 012 (Telephone: 25843736) 

against payment of Rs. 500 in the form of Demand Draft/Pay Order in favour of 

Drawing & Disbursing Officer, Directorate of Extension, New Delhi payable at 

New Delhi. The documents (Tender Form, Terms & Conditions and 

Qualification Information) can also be downloaded from the website of DOE 

and DAC (www.vistar.nic.in and www.agricoop.nic.in) which can be submitted 

along with a Demand Draft/Pay Order of Rs.500 as the cost of Tender Form in 

addition to the Earnest Money. Annexure B gives detailed numerical criteria 

for evaluation of Technical Bids. 

Interested agencies may submit their rates in the prescribed Tender 

Form only marked as “Technical Bid – Rates for Exhibition Work” and 

“Financial Bid – Rates for Exhibition Work” along with other required document 

in a separate sealed cover along with a Bank Draft/Pay Order of Rs.2.00 lakh 

as Earnest Money in the name of Drawing & Disbursing Officer, Directorate of 

Extension, New Delhi payable at New Delhi so as to reach the Director (F.I), 

Directorate of Extension, Krishi Vistar Sadan, Pusa, New Delhi – 110 012 latest 

by 11.00 A.M on September 25, 2012. (If it happens to be a holiday, then on 

the next working day). The tender will be opened on the same day at 12.00 

Noon. 

The Directorate of Extension (DOE) reserves the right to accept or reject 

the whole tender or any part of rates received without assigning any reason. 

DOE will entertain no request for any change in the rates after receiving the 

tender.

Annexure – A 

TERMS & CONDITIONS FOR SUBMITTING THE TENDER FOR EXECUTION 

OF EXHIBITION WORK AND SUPPLY OF EXHIBITION ITEMS/MATERIAL 

IN INDIA 

1. The Rate Contract shall be valid for 2 years from the date of award. The 

job shall be completed under the direct supervision and direction of the 

officer/officers deputed by the Directorate of Extension/Department of 

Agriculture and Cooperation . 

2. The contract shall be reviewed annually by DOE with respect to the work 

done and services provided by the agency. If the work/services of the 

agency is found not satisfactory, the contract may be terminated by the 

Directorate of Extension. 

3. The period of contract/rates may be extended for further one more year 

on the same rates, ubject to the satisfactory work done by the agency. 

4. The contractor/bidder will not be allowed to alter or modify their bids 

after expiry of the deadline for receipt of bids. 

5. The eligibility criteria is as under:- 

Professional designers/fabricators/agencies who are in the field of 

exhibitions/fairs for a minimum period 5 years are eligible. 

The agencies should have organized minimum 10 exhibitions in the last 

5 years with a value of more than 10 lakh each i.e (2007-08,2008- 

09,2009-10, 2010-11, 2011-12) out of which at least 2 should be large 

exhibitions involving budget of at least Rs 25 lakhs each. 

Sub contracted or sublet job will not be on their name considered 

towards eligibility. The agency which has the work order shall only be 

considered for this purpose 

The minimum turn over from work related only to exhibitions supply of 

exhibits and display material for exhibitions and fairs only should not be 

less than Rs 10.00 crores during the last 5 years i.e (2007-08,2008- 

09,2009-10, 2010-11, 2011-12). 

6. The bidders should submit the Technical and Financial Bids in separate 

sealed envelopes indicating the same on each of the envelopes.( The cost 

of the tender and Earnest Money Deposit should be placed in the 

technical bid envelope.) Both envelopes should be placed in a single 

envelope and should clearly indicate ‘Bids for Exhibition Work’. 


7. The following documents should be submitted along with the Technical 

Bids 

i. Copy of work orders from Government/semi-government 

Departments/Organizations, Autonomous bodies including 

reputed private sector organizations for last 5 years duly attested 

by a gazette govt. officer. 

ii. Balance sheets and profit and loss accounts of his/her 

firm/company, for the five financial years 2007-08, 2008-09, 

2009-10, 2010-11 & 2011-12 duly verified by a Chartered 

Accountant (indicating membership no. of Chartered Accountant 

with seal.) 

iii. A certificate indicating the amount of Turnover from 

exhibitions/fairs for each year from the Chartered Accountant . 

Copy of the Work orders for each assignments in support of the 

turn over figure indicated. 

iv. Copy of sample works done in the past 

v. Copy of registration certificate duly attested by a gazetted govt. 

officer. 

vi. Copy of Service tax/VAT registration certificate duly attested by a 

gazette govt. officer. 

vii. Copies of Income-tax returns of last 5 years 2007-08, 2008-09, 

2009-10, 2010-11 & 2011-12 with PAN number. 

viii. Any other document which agency considers good for its 

consideration for the Rate Contract duly attested by a gazette govt. 

officer. 

ix. Company Profile in Annexure – C (Enclosed). 

8. The Financial Bid (Tender Form – Annexure -D) would be submitted 

mentioning the rates of different work and items.The contractor/bidder 

is required to quote the rates for all items/services/works for Delhi and 

outside Delhi as per Tender Form (Annexure –D). The rates quoted 

otherwise will not be accepted and the tender will be liable to be 

rejected. 

9. Bids/quotations received without earnest money will be rejected and 

their Technical and Financial Bids would be returned un-opened. 

10. Every bid shall be accompanied by a Bank Draft/Pay Order of 

Rs.2,00,000/- (Rupees Two lakhs only) duly endorsed in favour of 

Drawing & Disbursing Officer, Directorate of Extension, New Delhi and 

payable at New Delhi as Earnest Money. The security shall be valid for a 

period of 45 days beyond the final bid validity period. 


11. The selection of the contractor/bidder will be done on the basis of costcum-quality 

formula of marks obtained for Technical (Tb) and Financial 

Bids (Tn). The calculation of marks will be done with the weightage of 

30% marks (weight of 0.3) for Technical Bid and 70% marks (weight of 

0.7) for Financial Bid out of 100 marks. The marks for Technical Bid 

will be calculated on the basis of experience, turn over and past work as 

per criteria/mark system given in the enclosed Annexure – B. The 

agency getting overall maximum marks will be selected for award of 

work. 

12. The contractor/bidder will have to make his/her own arrangements for 

the procurement of materials for the execution of the assigned 

work/jobs in the events. The Directorate of Extension will not make any 

advance payment for execution of any of the job/work. 

13. No excuse will be entertained for non-compliance of the job in the 

stipulated time frame. If at any stage it is found that the work done by 

the contractor/bidder in any area is substandard or not up to the mark, 

the Directorate of Extension will have full power/right to get the job 

completed from any other agency at the risk and responsibility of the 

contractor/bidder and deduct the expenditure so incurred from the bill 

and also forfeit the Performance Security money. 

14. The successful bidder will be required to deposit a Performance Security 

of money of Rs.10.00 lakh (Rupees Ten lakh only) by way of Bank 

Guarantee from a Scheduled Commercial Bank or a Fixed Deposit 

Receipt. When specific work is to be awarded, the Performance Security 

will need to be at least 15% of the order value and difference, if any, 

between Rs.10.00 lakh and the 15% of the order value, will be deposited 

by the bidder before the issuance of specific work order. 

15. The Performance Security of Rs.10.00 lakh shall remain valid up to 60 

days beyond the expiry of period of rate contract or completion of all 

contractual obligations, whichever is later. The Performance Security of 

additional amount required for any particular work will have to remain 

valid for a period of 90 days from the date of completion of work. 

16. Financial Bid (Rates) of the technically qualified agencies scoring 60 out 

of 100 marks and eligible as per Terms & Conditions only will be 

opened. 

17. The rates quoted for the tender shall include transportation charges, 

packing and unpacking, loading and delivery of the material at the 

exhibition site/Directorate of Extension as the case may be VAT, Service 

Tax or any other Government levies as applicable should be indicated 


separately for each item VAT & service tax shall be paid as per rates 

prevalent at the time of award/execution of work. 

18. The goods supplied shall be of ISI (BIS) standards. 

19. The responsibility of safety and security of the material of the 

contractor/bidder at the exhibition site will rest entirely on them. The 

Directorate of Extension will not be responsible for any loss or damage 

to the items. 

20. The bid shall be valid for acceptance for a period of ninety days from the 

last day of its submission. 

21. The weightage average of rates for Delhi: Outside Delhi will be 

calculated at 3:1 ratio respectively for final comparison of amounts. 

22. The Directorate of Extension reserves the right to accept or reject any or 

all the tenders or accept only part of any tender or entrust the entire 

work to one or more contractors on item wise/or lump sum basis 

without assigning any reason or explanation therefore to the 

bidder/bidders. 

23. The Financial scores (Tn) will be calculated on the basis of lowest 

financial quote (Fm) by awarding maximum financial score (i.e 100) to 

the lowest bid i.e. Fm. The scores awarded to other bidders with a bid 

value of Fb will be Tn = Fm/Fb x 100. 

24. Final selection of the agency will be done on the basis of final score of 

the bid i.e. (0.3xTb) + (0.7xTn). The bid with the highest final score 

calculated in this fashion shall be considered as the best value bid. In 

case of a tie, the bid that scored a higher Technical score (Tb) will be 

considered the best value bid. 

25. If an item is executed not to the satisfaction of the Physical Verification 

Committee (in terms of quality & workmanship) and the Committee has 

no option but to accept it due to paucity of time, penalty of up to 50% 

may be imposed on such item as may be deemed appropriate by the 

Committee if defects are not rectified even after giving opportunity to the 

contractor to rectify the defects 

26. If certain items included in the work order are not completed at all, a 

penalty of 50% of the value of such item may be levied in addition to 

withholding payment for such not completed items. 

27. If execution of certain items is delayed up to a period not exceeding 30% 

of duration of the event, penalty @ of 10% per day of the value of such 

items will be imposed. After expiry of period of 40% of the event 

duration, the work will be deemed to be incomplete and will be dealt 

with as per Clause (27) above. 


28. The material/items prepared/provided on lump sum/turnkey/purchase 

basis such as digital prints for display, flax, photographs, model, 

translites, rotogloves, diorama, storytelling board, electronic signage, etc 

other than on hire basis after the exhibition will belong to Directorate of 

Extension and the agency will have no claim on it. The items which 

cannot be reused will be retained by the contractor at salvage of value of 

10% of the cost of such items. 

29. (i) At any time prior to the deadline for submission of bids DAC, 

for any reason , whether at its own initiative or in response to the 

clarification(s) requested by prospective bidders may modify the 

bidding document by issuing amendments 

(ii) The bidders will be notified of the amendments on the 

DAC/DoE websites (http://agricoop.nic.in, http://vistar.nic.in) 

and these will be binding on them . Therefore Bidders are 

requested to visit the said website on regular basis for checking 

necessary updates. 

30. The resultant contract will be interpreted under Indian Laws and all 

disputes emanating from the resultant contract shall be settled under 

the jurisdiction of the Delhi High Court.
