The <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong> (DOE) intends to have Rate Contract for<br />

exhibition work and items with pr<strong>of</strong>essional Exhibition Designers and<br />

Fabricators having long experience and good reputation for designing,<br />

fabricating & organising exhibitions and supplying exhibition display material<br />

for the same for at least last 5 years.<br />

Tender Form containing Terms & Conditions (Annexure A) &<br />

Qualification Information (Annexure C) and Financial Bid Format (Annexure<br />

D) can be had from the Exhibition Section, <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong>, Room No.<br />

208, KrishiVistarSadan, Pusa, New Delhi – 110 012 (Telephone: 25843736)<br />

against payment <strong>of</strong> Rs. 500 in the form <strong>of</strong> Demand Draft/Pay Order in favour <strong>of</strong><br />

Drawing & Disbursing Officer, <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong>, New Delhi payable at<br />

New Delhi. The documents (Tender Form, Terms & Conditions and<br />

Qualification Information) can also be downloaded from the website <strong>of</strong> DOE<br />

and DAC (www.vistar.nic.in and www.agricoop.nic.in) which can be submitted<br />

along with a Demand Draft/Pay Order <strong>of</strong> Rs.500 as the cost <strong>of</strong> Tender Form in<br />

addition to the Earnest Money. Annexure B gives detailed numerical criteria<br />

for evaluation <strong>of</strong> Technical Bids.<br />

Interested agencies may submit their rates in the prescribed Tender<br />

Form only marked as “Technical Bid – Rates for Exhibition Work” and<br />

“Financial Bid – Rates for Exhibition Work” along with other required document<br />

in a separate sealed cover along with a Bank Draft/Pay Order <strong>of</strong> Rs.2.00 lakh<br />

as Earnest Money in the name <strong>of</strong> Drawing & Disbursing Officer, <strong>Directorate</strong> <strong>of</strong><br />

<strong>Extension</strong>, New Delhi payable at New Delhi so as to reach the Director (F.I),<br />

<strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong>, Krishi Vistar Sadan, Pusa, New Delhi – 110 012 latest<br />

by 11.00 A.M on September 25, 2012. (If it happens to be a holiday, then on<br />

the next working day). The tender will be opened on the same day at 12.00<br />

Noon.<br />

The <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong> (DOE) reserves the right to accept or reject<br />

the whole tender or any part <strong>of</strong> rates received without assigning any reason.<br />

DOE will entertain no request for any change in the rates after receiving the<br />

tender.<br />

Annexure – A<br />

TERMS & CONDITIONS <strong>FOR</strong> SUBMITTING THE <strong>TENDER</strong> <strong>FOR</strong> EXECUTION<br />

OF EXHIBITION WORK AND SUPPLY OF EXHIBITION ITEMS/MATERIAL<br />

IN INDIA<br />

1. The Rate Contract shall be valid for 2 years from the date <strong>of</strong> award. The<br />

job shall be completed under the direct supervision and direction <strong>of</strong> the<br />

<strong>of</strong>ficer/<strong>of</strong>ficers deputed by the <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong>/Department <strong>of</strong><br />

Agriculture and Cooperation .<br />

2. The contract shall be reviewed annually by DOE with respect to the work<br />

done and services provided by the agency. If the work/services <strong>of</strong> the<br />

agency is found not satisfactory, the contract may be terminated by the<br />

<strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong>.<br />

3. The period <strong>of</strong> contract/rates may be extended for further one more year<br />

on the same rates, ubject to the satisfactory work done by the agency.<br />

4. The contractor/bidder will not be allowed to alter or modify their bids<br />

after expiry <strong>of</strong> the deadline for receipt <strong>of</strong> bids.<br />

5. The eligibility criteria is as under:-<br />

Pr<strong>of</strong>essional designers/fabricators/agencies who are in the field <strong>of</strong><br />

exhibitions/fairs for a minimum period 5 years are eligible.<br />

The agencies should have organized minimum 10 exhibitions in the last<br />

5 years with a value <strong>of</strong> more than 10 lakh each i.e (2007-08,2008-<br />

09,2009-10, 2010-11, 2011-12) out <strong>of</strong> which at least 2 should be large<br />

exhibitions involving budget <strong>of</strong> at least Rs 25 lakhs each.<br />

Sub contracted or sublet job will not be on their name considered<br />

towards eligibility. The agency which has the work order shall only be<br />

considered for this purpose<br />

The minimum turn over from work related only to exhibitions supply <strong>of</strong><br />

exhibits and display material for exhibitions and fairs only should not be<br />

less than Rs 10.00 crores during the last 5 years i.e (2007-08,2008-<br />

09,2009-10, 2010-11, 2011-12).<br />

6. The bidders should submit the Technical and Financial Bids in separate<br />

sealed envelopes indicating the same on each <strong>of</strong> the envelopes.( The cost<br />

<strong>of</strong> the tender and Earnest Money Deposit should be placed in the<br />

technical bid envelope.) Both envelopes should be placed in a single<br />

envelope and should clearly indicate ‘Bids for Exhibition Work’.<br />

7. The following documents should be submitted along with the Technical<br />

Bids<br />

i. Copy <strong>of</strong> work orders from Government/semi-government<br />

Departments/Organizations, Autonomous bodies including<br />

reputed private sector organizations for last 5 years duly attested<br />

by a gazette govt. <strong>of</strong>ficer.<br />

ii. Balance sheets and pr<strong>of</strong>it and loss accounts <strong>of</strong> his/her<br />

firm/company, for the five financial years 2007-08, 2008-09,<br />

2009-10, 2010-11 & 2011-12 duly verified by a Chartered<br />

Accountant (indicating membership no. <strong>of</strong> Chartered Accountant<br />

with seal.)<br />

iii. A certificate indicating the amount <strong>of</strong> Turnover from<br />

exhibitions/fairs for each year from the Chartered Accountant .<br />

Copy <strong>of</strong> the Work orders for each assignments in support <strong>of</strong> the<br />

turn over figure indicated.<br />

iv. Copy <strong>of</strong> sample works done in the past<br />

v. Copy <strong>of</strong> registration certificate duly attested by a gazetted govt.<br />

<strong>of</strong>ficer.<br />

vi. Copy <strong>of</strong> Service tax/VAT registration certificate duly attested by a<br />

gazette govt. <strong>of</strong>ficer.<br />

vii. Copies <strong>of</strong> Income-tax returns <strong>of</strong> last 5 years 2007-08, 2008-09,<br />

2009-10, 2010-11 & 2011-12 with PAN number.<br />

viii. Any other document which agency considers good for its<br />

consideration for the Rate Contract duly attested by a gazette govt.<br />

<strong>of</strong>ficer.<br />

ix. Company Pr<strong>of</strong>ile in Annexure – C (Enclosed).<br />

8. The Financial Bid (Tender Form – Annexure -D) would be submitted<br />

mentioning the rates <strong>of</strong> different work and items.The contractor/bidder<br />

is required to quote the rates for all items/services/works for Delhi and<br />

outside Delhi as per Tender Form (Annexure –D). The rates quoted<br />

otherwise will not be accepted and the tender will be liable to be<br />

rejected.<br />

9. Bids/quotations received without earnest money will be rejected and<br />

their Technical and Financial Bids would be returned un-opened.<br />

10. Every bid shall be accompanied by a Bank Draft/Pay Order <strong>of</strong><br />

Rs.2,00,000/- (Rupees Two lakhs only) duly endorsed in favour <strong>of</strong><br />

Drawing & Disbursing Officer, <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong>, New Delhi and<br />

payable at New Delhi as Earnest Money. The security shall be valid for a<br />

period <strong>of</strong> 45 days beyond the final bid validity period.<br />

11. The selection <strong>of</strong> the contractor/bidder will be done on the basis <strong>of</strong> costcum-quality<br />

formula <strong>of</strong> marks obtained for Technical (Tb) and Financial<br />

Bids (Tn). The calculation <strong>of</strong> marks will be done with the weightage <strong>of</strong><br />

30% marks (weight <strong>of</strong> 0.3) for Technical Bid and 70% marks (weight <strong>of</strong><br />

0.7) for Financial Bid out <strong>of</strong> 100 marks. The marks for Technical Bid<br />

will be calculated on the basis <strong>of</strong> experience, turn over and past work as<br />

per criteria/mark system given in the enclosed Annexure – B. The<br />

agency getting overall maximum marks will be selected for award <strong>of</strong><br />

work.<br />

12. The contractor/bidder will have to make his/her own arrangements for<br />

the procurement <strong>of</strong> materials for the execution <strong>of</strong> the assigned<br />

work/jobs in the events. The <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong> will not make any<br />

advance payment for execution <strong>of</strong> any <strong>of</strong> the job/work.<br />

13. No excuse will be entertained for non-compliance <strong>of</strong> the job in the<br />

stipulated time frame. If at any stage it is found that the work done by<br />

the contractor/bidder in any area is substandard or not up to the mark,<br />

the <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong> will have full power/right to get the job<br />

completed from any other agency at the risk and responsibility <strong>of</strong> the<br />

contractor/bidder and deduct the expenditure so incurred from the bill<br />

and also forfeit the Performance Security money.<br />

14. The successful bidder will be required to deposit a Performance Security<br />

<strong>of</strong> money <strong>of</strong> Rs.10.00 lakh (Rupees Ten lakh only) by way <strong>of</strong> Bank<br />

Guarantee from a Scheduled Commercial Bank or a Fixed Deposit<br />

Receipt. When specific work is to be awarded, the Performance Security<br />

will need to be at least 15% <strong>of</strong> the order value and difference, if any,<br />

between Rs.10.00 lakh and the 15% <strong>of</strong> the order value, will be deposited<br />

by the bidder before the issuance <strong>of</strong> specific work order.<br />

15. The Performance Security <strong>of</strong> Rs.10.00 lakh shall remain valid up to 60<br />

days beyond the expiry <strong>of</strong> period <strong>of</strong> rate contract or completion <strong>of</strong> all<br />

contractual obligations, whichever is later. The Performance Security <strong>of</strong><br />

additional amount required for any particular work will have to remain<br />

valid for a period <strong>of</strong> 90 days from the date <strong>of</strong> completion <strong>of</strong> work.<br />

16. Financial Bid (Rates) <strong>of</strong> the technically qualified agencies scoring 60 out<br />

<strong>of</strong> 100 marks and eligible as per Terms & Conditions only will be<br />

opened.<br />

17. The rates quoted for the tender shall include transportation charges,<br />

packing and unpacking, loading and delivery <strong>of</strong> the material at the<br />

exhibition site/<strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong> as the case may be VAT, Service<br />

Tax or any other Government levies as applicable should be indicated<br />

separately for each item VAT & service tax shall be paid as per rates<br />

prevalent at the time <strong>of</strong> award/execution <strong>of</strong> work.<br />

18. The goods supplied shall be <strong>of</strong> ISI (BIS) standards.<br />

19. The responsibility <strong>of</strong> safety and security <strong>of</strong> the material <strong>of</strong> the<br />

contractor/bidder at the exhibition site will rest entirely on them. The<br />

<strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong> will not be responsible for any loss or damage<br />

to the items.<br />

20. The bid shall be valid for acceptance for a period <strong>of</strong> ninety days from the<br />

last day <strong>of</strong> its submission.<br />

21. The weightage average <strong>of</strong> rates for Delhi: Outside Delhi will be<br />

calculated at 3:1 ratio respectively for final comparison <strong>of</strong> amounts.<br />

22. The <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong> reserves the right to accept or reject any or<br />

all the tenders or accept only part <strong>of</strong> any tender or entrust the entire<br />

work to one or more contractors on item wise/or lump sum basis<br />

without assigning any reason or explanation therefore to the<br />

bidder/bidders.<br />

23. The Financial scores (Tn) will be calculated on the basis <strong>of</strong> lowest<br />

financial quote (Fm) by awarding maximum financial score (i.e 100) to<br />

the lowest bid i.e. Fm. The scores awarded to other bidders with a bid<br />

value <strong>of</strong> Fb will be Tn = Fm/Fb x 100.<br />

24. Final selection <strong>of</strong> the agency will be done on the basis <strong>of</strong> final score <strong>of</strong><br />

the bid i.e. (0.3xTb) + (0.7xTn). The bid with the highest final score<br />

calculated in this fashion shall be considered as the best value bid. In<br />

case <strong>of</strong> a tie, the bid that scored a higher Technical score (Tb) will be<br />

considered the best value bid.<br />

25. If an item is executed not to the satisfaction <strong>of</strong> the Physical Verification<br />

Committee (in terms <strong>of</strong> quality & workmanship) and the Committee has<br />

no option but to accept it due to paucity <strong>of</strong> time, penalty <strong>of</strong> up to 50%<br />

may be imposed on such item as may be deemed appropriate by the<br />

Committee if defects are not rectified even after giving opportunity to the<br />

contractor to rectify the defects<br />

26. If certain items included in the work order are not completed at all, a<br />

penalty <strong>of</strong> 50% <strong>of</strong> the value <strong>of</strong> such item may be levied in addition to<br />

withholding payment for such not completed items.<br />

27. If execution <strong>of</strong> certain items is delayed up to a period not exceeding 30%<br />

<strong>of</strong> duration <strong>of</strong> the event, penalty @ <strong>of</strong> 10% per day <strong>of</strong> the value <strong>of</strong> such<br />

items will be imposed. After expiry <strong>of</strong> period <strong>of</strong> 40% <strong>of</strong> the event<br />

duration, the work will be deemed to be incomplete and will be dealt<br />

with as per Clause (27) above.<br />

28. The material/items prepared/provided on lump sum/turnkey/purchase<br />

basis such as digital prints for display, flax, photographs, model,<br />

translites, rotogloves, diorama, storytelling board, electronic signage, etc<br />

other than on hire basis after the exhibition will belong to <strong>Directorate</strong> <strong>of</strong><br />

<strong>Extension</strong> and the agency will have no claim on it. The items which<br />

cannot be reused will be retained by the contractor at salvage <strong>of</strong> value <strong>of</strong><br />

10% <strong>of</strong> the cost <strong>of</strong> such items.<br />

29. (i) At any time prior to the deadline for submission <strong>of</strong> bids DAC,<br />

for any reason , whether at its own initiative or in response to the<br />

clarification(s) requested by prospective bidders may modify the<br />

bidding document by issuing amendments<br />

(ii) The bidders will be notified <strong>of</strong> the amendments on the<br />

DAC/DoE websites (http://agricoop.nic.in, http://vistar.nic.in)<br />

and these will be binding on them . Therefore Bidders are<br />

requested to visit the said website on regular basis for checking<br />

necessary updates.<br />

30. The resultant contract will be interpreted under Indian Laws and all<br />

disputes emanating from the resultant contract shall be settled under<br />

the jurisdiction <strong>of</strong> the Delhi High Court.<br />
