The <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong> (DOE) intends to have the Rate Contract for exhibition<br />

work and items with pr<strong>of</strong>essional Exhibition Designers/Fabricators/Agencies (A Grade only) <strong>of</strong><br />

long experience for having reputation for designing, fabrication <strong>of</strong> display and supply <strong>of</strong><br />

exhibition items including organization <strong>of</strong> exhibitions for minimum 5 years.<br />

Tender Form (Annexure –A) indicating detailed specifications <strong>of</strong> work/items for<br />

submission <strong>of</strong> rates along with Terms & Conditions (Annexure – B) and Qualification<br />

Information (Annexure – C) can be had from the Exhibition Section, <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong>,<br />

Room No. 208, Krishi Vistar Sadan, Pusa, New Delhi – 110 012 (Telephone: 25843736) against<br />

payment <strong>of</strong> Rs.500/‐ in the form <strong>of</strong> Demand Draft/Pay Order in favour <strong>of</strong> Drawing & Disbursing<br />

Officer, <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong>, New Delhi payable at New Delhi from the date <strong>of</strong> appearance<br />

<strong>of</strong> this advertisement up to next 21 days. The documents (Tender Form, Terms & Conditions<br />

and Qualification Information) can also be downloaded from the website <strong>of</strong> DOE and DAC<br />

(www.vistar.nic.in and www.agricoop.nic.in) which can be submitted with a Demand Draft/Pay<br />

Order <strong>of</strong> Rs.500/‐ as the cost <strong>of</strong> Tender Form along with the Earnest Money.<br />

Interested agencies may submit their rates in the prescribed Tender Form only marked<br />

as “Financial Bid – Rates for Exhibition Work” along with their “Technical Bid – Rates for<br />

Exhibition Work” (Company pr<strong>of</strong>ile, details <strong>of</strong> business undertaken during last 3 years,<br />

registration certificate, detail <strong>of</strong> turnover <strong>of</strong> last 3 years, etc. in a separate sealed cover along<br />

with a Bank Draft/Pay Order <strong>of</strong> Rs.2.00 lakh as Earnest Money in the name <strong>of</strong> Drawing &<br />

Disbursing Officer, <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong>, New Delhi payable at New Delhi so as to reach to<br />

Director (F.I), <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong>, Krishi Vistar Sadan, Pusa, New Delhi – 110 012 latest by<br />

3.00 P.M on the 21 st day from the date <strong>of</strong> publication <strong>of</strong> advertisement (It it is<br />

Annexure – B<br />

TERMS & CONDITIONS <strong>FOR</strong> SUBMITTING THE <strong>TENDER</strong> <strong>FOR</strong> EXECUTION OF<br />

EXHIBITION WORK AND SUPPLY OF EXHIBITION ITEMS/MATERIAL IN INDIA<br />

1. The Contract/Rates shall be valid for 3 years from the date <strong>of</strong> its award. The job shall be<br />

completed under the direct supervision and direction <strong>of</strong> the <strong>of</strong>ficer/<strong>of</strong>ficers deputed by<br />

the <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong>.<br />

2. The contract may be terminated by the <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong> before the expiry <strong>of</strong> the<br />

period <strong>of</strong> the same without assigning any reason to the agency.<br />

3. The contract shall be reviewed annually by DOE with respect to the work done and<br />

services provided by the agency. If the work/services <strong>of</strong> the agency is found not<br />

satisfactory, the contract may be terminated by the <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong>.<br />

4. The period <strong>of</strong> contract/rates may be extended for further one more year on the same<br />

rates, if agreed by the agency and subject to the satisfactory work done by the agency.<br />

5. The contractor/bidder will not be allowed to alter or modify their bids after expiry <strong>of</strong> the<br />

deadline for receipt <strong>of</strong> bids.<br />

6. The pr<strong>of</strong>essional designers/fabricators/agencies (A Grade only) who are in the field <strong>of</strong><br />

exhibitions/fairs organization/display, execution <strong>of</strong> exhibition work and providing<br />

exhibition items/materials for the last 5 years and whose annual turnover during the last<br />

3 years is not less than 2.00 crore in each year or average turnover <strong>of</strong> Rs.7.00 crore for<br />

the last 3 years would be considered eligible for bidding.<br />

7. The bidders should submit the following documents in a separate sealed cover as a<br />

Technical Bid subscribing as “Rates for Exhibition Work.”<br />

i. Copy <strong>of</strong> work orders from Government/semi‐government Departments/<br />

Organizations, Autonomous bodies including reputed private sector<br />

organizations for last 5 years.<br />

ii. Copy <strong>of</strong> Annual Financial Statements i.e. Pr<strong>of</strong>it and Loss <strong>of</strong> Account and General<br />

Balance Sheet for the last 3 years duly certified by the Chartered Accountant.<br />

iii. Copy <strong>of</strong> sample works done in the past.<br />

iv. Copy <strong>of</strong> registration certificate.<br />

v. Copy <strong>of</strong> Service tax/VAT registration certificate.<br />

vi. Any other document which agency considers good for its consideration for the<br />

Rate Contract.<br />

The Financial Bid (Tender Form – Annexure ‐A) would be submitted mentioning<br />

the rates <strong>of</strong> different work and items in a separate sealed cover clearly


mentioning on the envelop as “Financial Bid (Rates for Exhibition Work)” and<br />

both the envelopes <strong>of</strong> Technical and Financial Bids should be placed in one<br />

envelop mentioning on it as “Rates for Exhibition Work”.<br />

ix. Every bid shall be accompanied by a Bank Draft/Pay Order <strong>of</strong> Rs.2,00,000/‐<br />

(Rupees Two lakhs only) duly endorsed in favour <strong>of</strong> Drawing & Disbursing Officer,<br />

<strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong>, New Delhi and payable at New Delhi as Earnest Money.<br />

The security shall be valid for a period <strong>of</strong> 45 days beyond the final bid validity<br />

period.<br />

x. Bids/quotations received without earnest money will not be considered.<br />

xi. The selection <strong>of</strong> the contractor/bidder will be done on the basis <strong>of</strong> cost‐cumquality<br />

formula <strong>of</strong> marks obtained for Technical (Tb) and Financial Bids (Fb). The<br />

calculation <strong>of</strong> marks will be done with the weightage <strong>of</strong> 30% marks (weight <strong>of</strong><br />

0.3) for Technical Bid and 70% marks (weight <strong>of</strong> 0.7) for Financial Bid out <strong>of</strong> 100<br />

marks. The marks for Technical Bid will be calculated on the basis <strong>of</strong> experience,<br />

turn over and past work as per criteria/mark system given in the enclosed<br />

Annexure – I. The agency getting overall maximum marks will be selected for<br />

award <strong>of</strong> work.<br />

xii. The contractor/bidder will have to make his/her own arrangements for the<br />

procurement <strong>of</strong> materials for the execution <strong>of</strong> the assigned work/jobs in the<br />

events. The <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong> will not make any advance payment for<br />

execution <strong>of</strong> any <strong>of</strong> the job/work.<br />

xiii. No excuse will be entertained for non‐compliance <strong>of</strong> the job in the stipulated<br />

time frame. If at any stage it is found that the work done by the<br />

contractor/bidder in any area is substandard or not up to the mark, the<br />

<strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong> will have full power/right to get the job completed from<br />

any other agency at the risk and responsibility <strong>of</strong> the contractor/bidder and<br />

deduct the expenditure so incurred from the bill and also forfeit the<br />

Performance Security money.<br />

xiv. The successful bidder will be required to deposit 3 Performance Securities <strong>of</strong><br />

money <strong>of</strong> Rs.10.00 lakh (Rupees Ten lakh only) each with varying validity for the<br />

contract period <strong>of</strong> 3 years in the form <strong>of</strong> Fixed Deposit (FDR), Receipt from a<br />

Commercial Bank, and Bank Guarantee from a Commercial Bank in an acceptable<br />

form. The Bank Guarantee can be given in the format provided with Annexure‐C.<br />

The 1 st Performance Security shall be remained valid for a period <strong>of</strong> 60 days<br />

beyond the expiry <strong>of</strong> one year time from the date <strong>of</strong> award <strong>of</strong> work. The 2 nd<br />

Performance Security shall be remained valid beyond 60 days beyond the expiry<br />

<strong>of</strong> the 2 nd year and the 3 rd Performance Security shall be remained valid for a<br />

period <strong>of</strong> 60 days beyond the expiry <strong>of</strong> 3 rd year and completion <strong>of</strong> all contractual<br />

obligations. On receipt <strong>of</strong> all 3 Performance Securities money from the successful<br />

bidder, their Earnest Money would be returned to them.


xv. The Performance Security will be returned after expiry <strong>of</strong> each year for which it<br />

has been submitted.<br />

xvi. Financial Bid (Rates) <strong>of</strong> the technically qualified agencies scoring 60 out <strong>of</strong> 100<br />

marks and eligible as per Terms & Conditions only will be opened.<br />

xvii. The rates quoted for the tender shall include transportation charges, packing and<br />

unpacking, loading and delivery <strong>of</strong> the material at the exhibition site/<strong>Directorate</strong><br />

<strong>of</strong> <strong>Extension</strong> as the case may be.<br />

The goods supplied shall be <strong>of</strong> ISI (BIS) standards.<br />

The responsibility <strong>of</strong> safety and security <strong>of</strong> the material <strong>of</strong> the contractor/bidder<br />

at the exhibition site will rest entirely on them. The <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong> will<br />

not be responsible for any loss or damage to the items.<br />

xx. The bid shall be valid for acceptance for a period <strong>of</strong> ninety days from the last day<br />

<strong>of</strong> its submission.<br />

xxi. The contractor/bidder is required to quote the rates for all items/services/works<br />

for Delhi and outside Delhi as per Tender Form (Annexure –A) in three categories<br />

i.e. per day, per week and for 14 days basis. The rates quoted otherwise will not<br />

be accepted and the tender will be liable to be rejected.<br />

xxii. The weightage average <strong>of</strong> rates for Delhi: Outside Delhi will be calculated at 3:1<br />

The <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong> reserves the right to accept or reject any or all the<br />

tenders or accept only part <strong>of</strong> any tender or entrust the entire work to one or<br />

more contractors on item wise/or lump sum basis without assigning any reason<br />

or explanation therefore to the bidder/bidders.<br />

The Financial scores (Fn) will be calculated on the basis <strong>of</strong> lowest Financial quote<br />

(Fm) by awarding maximum Financial scores ‐ Fn (i.e 100). The Financial scores <strong>of</strong><br />

the other Financial bids (Fb) shall be scored as per the formula (Fn = (Fm x Fb)<br />

x100).<br />

Final selection <strong>of</strong> the agency will be done on the basis <strong>of</strong> final score <strong>of</strong> the bid i.e.<br />

(0.3xTb) + (0.7xFn). The bid with the highest final score calculated in this fashion<br />

shall be considered as the best value bid. In case <strong>of</strong> a tie, the bid that scored a<br />

higher Technical score (Tb) will be considered the best value bid.<br />

If an item is executed not to the satisfaction <strong>of</strong> the Physical Verification<br />

Committee (in terms <strong>of</strong> quality & workmanship) and the Committee has no<br />

option but to accept it due to paucity <strong>of</strong> time, penalty <strong>of</strong> up to 50% may be<br />

imposed on such item as may be deemed appropriate by the Committee if<br />

defects are not rectified even after giving opportunity to the contractor to rectify<br />

the defects.<br />

xxvii. If certain items included in the work order are not completed at all, a penalty <strong>of</strong><br />

50% <strong>of</strong> the value <strong>of</strong> such item may be levied in addition to withholding payment<br />

for such not completed items.


xxviii. If execution <strong>of</strong> certain items is delayed up to a period not exceeding 30% <strong>of</strong><br />

duration <strong>of</strong> the event, penalty @ <strong>of</strong> 10% per day <strong>of</strong> the value <strong>of</strong> such items will<br />

be imposed. After expiry <strong>of</strong> period <strong>of</strong> 40% <strong>of</strong> the event duration, the work will be<br />

deemed to be incomplete and will be dealt with as per Clause (xxvii) above.<br />

xxix. The material/items prepared/provided on lump sum/turnkey/purchase basis<br />

such as digital prints for display, flax, photographs, model, translites, rotogloves,<br />

diorama, storytelling board, electronic signage, etc other than on hire basis after<br />

the exhibition will belong to <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong> and the agency will have no<br />

claim on it. The items which cannot be reused will be retained by the contractor<br />

at salvage <strong>of</strong> value <strong>of</strong> 10% <strong>of</strong> the cost <strong>of</strong> such items.<br />

xxx. The resultant contract will be interpreted under Indian Laws and all disputes<br />

emanating from the resultant contract shall be settled under the jurisdiction <strong>of</strong><br />

the Delhi High Court.
