Chief Program Officer<br />

As case managers, receptionists, dock workers,<br />

volunteers and management, we are all very fortunate<br />

to help make a lasting contribution in the lives of<br />

those who come through our doors for assistance.<br />

In the short amount of time that clients are with us,<br />

our desire is to help change lives for those who are<br />

ready to move from just “living life” toward permanent<br />

housing, economic stability and sound mental and<br />

physical health. The road is often tough because<br />

it requires leaving behind negative thoughts and<br />

environments that hinder personal growth. But the<br />

road is not impossible to navigate and change is just<br />

around the corner.<br />

In Fiscal Year <strong>2011</strong>:<br />

<strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> is honored to be a part of that<br />

change. Through quality case management, we<br />

provide several training programs that help adults obtain<br />

employment and education classes for those needing<br />

GED certification. Housing assistance is available for<br />

those who want to move into permanent housing.<br />

Counselors are on hand to help with addiction and<br />

mental health challenges. Other support services such<br />

as the clothing room and food pantry are also available.<br />

All of these <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> resources are geared to<br />

positively impact the small window of time we have<br />

with our clients. We are privileged to be a part of helping<br />

adults and families build permanent, positive change.<br />

Rosati Group<br />

Home: The Rosati<br />

Group Home is a<br />

housing program of<br />

<strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong><br />

with a mission to<br />

serve homeless adults<br />

with severe and persistent mental illness. It is designed to<br />

serve as a therapeutic environment that assists individuals<br />

in stabilization. In FY11, we provided counseling, daily<br />

living skills instruction and 24-hour protective oversight<br />

to 32 clients who are mentally ill. Of the 18 who were<br />

discharged, 11 moved into more independent living<br />

quarters after acquiring daily living skills and stability.<br />

City Seeds Urban Farm: Mentored by Gateway<br />

Greening, <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> clients take classes in<br />

horticulture while learning hands-on vegetable production<br />

and landscape maintenance. Since establishing City<br />

Seeds Urban Farm in 2006, 37,000 pounds of sustainably<br />

grown produce has been distributed. In FY11, 33 clients<br />

participated in the City Seeds Urban Farm training.<br />

Mobile Outreach: In 1988, <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> initiated<br />

its Mobile Outreach Program to identify homeless<br />

individuals who are living on the streets and may be<br />

mentally ill, substance abusing or both. The ultimate<br />

goal of the program is to encourage persons who are<br />

chronically homeless to access agency programs that will<br />

lead them to permanent housing and financial stability.<br />

In FY11, two full-time counselors, using bikes or vans,<br />

developed trusting relationships with 163 homeless<br />

mentally ill people living on the streets and provided<br />

mental health, psychiatric, employment and financial<br />

guidance services to 60 clients.<br />

Program Highlights<br />

Job Experience Training: Celebrating 10 years<br />

in <strong>2011</strong>! Job Experience Training (JET) prepares<br />

clients for careers that provide livable wages, benefits<br />

and advancement opportunities. The program offers<br />

courses in Automated Office Systems, Customer Service,<br />

Keyboarding and Food Safety and Sanitation. In FY11,<br />

30 active clients participated in this intense computer<br />

skills training program that includes an eight-week<br />

training class with stipend followed by a four-week<br />

paid internship with a local employer. In addition,<br />

37 took classes to receive a nationally recognized<br />

ServSafe Certificate.<br />

Veterans GO! Green: As part of the United <strong>St</strong>ates<br />

Department of Labor Veterans Workforce Investment<br />

Program (VWIP), Veterans GO! Green provides job<br />

training to assist in reintegrating veterans into meaningful<br />

employment within the green industry. Services are<br />

provided through a case management approach that<br />

networks with federal, state and local resources for veteran<br />

support programs. In FY11, we placed 45 veterans into<br />

green jobs and 18 into housing. We added 25 employers to<br />

our list of program supporters, many of whom provided<br />

veterans with green industry training and generated<br />

23 green industry paid<br />

internships.<br />

Fast Track GED:<br />

<strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong>’s<br />

Fast Track GED<br />

program provides<br />

clients with a fastpaced<br />

curriculum to<br />

help improve their<br />

reading, writing and<br />

math skills, and obtain<br />

their GED. The program was created in 2009 to directly<br />

impact the lives of SPC clients who need their GED<br />

certification in order to obtain employment. Partnering<br />

with <strong>St</strong>. Louis Community College, the program’s goals<br />

include (1) graduating a large percentage of all who sign<br />

up for classes; and (2) helping the graduates gain either<br />

employment or college campus enrollment in advanced<br />

education. Since the program’s inception, 22 students<br />

have graduated.<br />

Housing Programs<br />

Independent Living Skills/ABE & GED: 520<br />

participants and 200 graduates learned parenting and living<br />

skills that support their move to permanent housing and<br />

self-sufficiency. We taught reading, writing and math skills<br />

in Adult Basic Education (ABE) and General Education<br />

Development (GED). In addition, 22 clients have received<br />

their GED in a Fast Track program that began in 2009.<br />

Neighborhood Support: Agency-wide, 714<br />

poverty-level individuals (484 families) in existing<br />

housing were assessed for and/or received utility or<br />

rent payment assistance to overcome housing crises.<br />

Project Protect: This regional partnership provided<br />

family stability, substance abuse, financial stability and<br />

housing services for 200 families with 343 children<br />

affected by parental substance abuse.<br />

Rosati Apartments: We provided case management<br />

services and housing for a year or more to 18 chronically<br />

homeless men and women in our permanent, supportive<br />

housing complex. In addition, 3 residents graduated<br />

into independent apartments in the community and<br />

2 were moved to more supervised settings to meet their<br />

treatment needs.<br />

Rosati Assertive Community Treatment<br />

(ACT): We provided permanent housing, mental health<br />

and substance abuse counseling, and employment and<br />

financial guidance services to 19 Rosati Apartments ACT<br />

residents and up to 32 chronically homeless individuals<br />

living at other sites in the community.<br />

Employment & Training<br />

Programs<br />

BEGIN New Venture <strong>Center</strong>: 15 new companies<br />

signed on with the BEGIN New Venture <strong>Center</strong> small<br />

business incubator, for a total of 24 companies with<br />

mission sensitivity to provide employment opportunities<br />

for <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> clients.<br />

BEGIN Training & Education <strong>Center</strong>: 120 clients<br />

graduated from BTEC employment programs, including<br />

construction, green jobs, painting, safety training and<br />

GED education.<br />
