A FORCE FOR CHANGE | Fiscal Year 2011, Annual Report

Letter from the Chief Executive Officer
Letter From the Board President
Tom Etling
Chief Executive Officer
As I continue my first year on staff at St. Patrick Center,
I reflect on how far this agency has grown over the
past 15 years since I was President of the Development
Board in 1997. The amazing growth has provided
opportunities and successful outcomes for so many
people in this region. The benefit of this change is not
only that we are able to serve more people in need each
year, but we are able to offer, through St. Patrick Center
and our partners, a comprehensive set of services for
our clients’ housing, employment and health needs.
St. Patrick Center has also provided our government
partners – the City of St. Louis, the State of Missouri
and the federal government – essential direct service
to people who are homeless or at risk of becoming
homeless. All of this increased service comes at a time
when traditional funding sources continue to dwindle.
We are incredibly grateful to our donors and the St. Louis
community for their unwavering support of our mission
during these challenging times. Your support is the
reason we were able to provide critical services to more
than 9,000 people this fiscal year through more than
50,000 individual visits with our program staff.
This challenging year in no way diminishes the amazing
work of our staff at St. Patrick Center. I continue to be
inspired by these men and women who dedicate their
lives to helping our clients.
For Fiscal Year 2012 and the years that follow, you will
hear the words “partnership” and “collaboration” a great
deal as we embark on a new three-year Strategic Plan.
Our overall objective is to deliver on our mission through
creativity, innovation and maximizing talent
and resources that are available to us every day.
St. Patrick Center would like to thank former CEO Dan
Buck for his seven-plus years of extraordinary service to
our agency. Dan’s leadership, creativity and compassion
for our clients were not only a catalyst for the growth of
St. Patrick Center, but also elevated the voice and role
that the agency has on homeless issues in St. Louis,
across the State of Missouri and nationally.
Thanks also to Maureen McGlynn and Steve O’Hara,
who guided our agency as Board President during this
fiscal year. We are also grateful to Catholic Charities
St. Louis and the Archdiocese of St. Louis for their
steadfast support of our agency and mission.
Tom Etling
Chief Executive Officer
Steve O’Hara
President, Board of
Directors FY 2011
All of us who work or volunteer for St. Patrick Center
seek to use our time, talent and treasure to help those
who are homeless or at risk of becoming homeless
build permanent, positive change in their lives though
affordable housing, sound mental health, employment
and financial stability.
This mission began simply 25 years ago with living
skills and housing programs, which in Fiscal Year
2011 continued to yield wonderful rewards with 200
living skills graduates and 622 housing placements. Ten
years ago, we added newer programs like Job Experience
Training (JET), which provides computer skills training
and job placement and had 61 participants in FY11.
This past year, we continued to evolve to serve our
clients by launching the Veterans GO! Green program
which provides training for veterans to enter the
emerging green industry, with a focus on training for the
sustainable horticulture and landscaping industry and
the recycling/waste management industry.
The constant through all the years and programs has been
a dedicated staff, which willingly took a salary reduction
to save programs during the recent recession, and
volunteers who are inspired to do God’s work in St. Louis.
On behalf of the Board of Directors, I thank you all.
However, as I transfer the role of Board president to
Jim Kavanaugh, CEO of World Wide Technology, I feel
compelled to point out an even greater need during the
next few years because of how St. Patrick Center receives
funds and disperses services.
Specifically, during these tough economic times, the need
for our services is growing exponentially, while some
historical funding sources are going away. We are all aware
of the problems with our national and state budgets and
the need for budget cuts. Unfortunately, many of these
cuts will come from funding for programs and fundraising
that directly impact St. Patrick Center. Combine this with
a private sector that is still emerging from recession and
watching donations carefully, and the recipe for reduced
funding needed to continue some programs is there, just
when our community needs these programs the most.
Therefore, if you are blessed with a good job, adequate
treasure to share or time to volunteer, I ask that you
consider increasing your commitment to St. Patrick Center
these next few years. Now is when permanent, positive
change is most needed and now is when you can have
the greatest impact. Thank you and God bless!
for Fiscal Year 2011
Fiscal Year 2011 was a challenging year for
raising money in the community because of
the overall economy and high unemployment rate.
While donations were under budget and slightly
less than the previous year, government grants and
contracts continued to show strong growth. Staff
was diligent in holding costs under budget and
close to last year but it was not enough to keep
David’s hard partying ways and mental illness
led him to a path of chronic homelessness. As a
teenager with an addiction to marijuana and a diagnosis
of bi-polar and schizophrenia, he struggled to get himself
on the right track. Before long, David found himself
homeless. “I was homeless by choice,” he says. “I didn’t
want to stop doing drugs and I couldn’t afford medication
for my condition. No one understood what I was going
through.” Finally, after a homeless shelter referred him
to St. Patrick Center, David was able to get into Rosati
Group Home, SPC’s supportive housing program that
assists individuals who are experiencing homelessness
and persistent mental illness. At the group home, he
focused on staying clean and maintaining his mental
health through proper medication. When St. Patrick Center
opened Rosati Apartments in 2008, David moved into
the new, semi-independent permanent, supportive
housing complex. Now 30 years-old, he is happy with his
life and proud of how far he’s come. David plays drums,
guitar and piano and his relationship with his family is
better than ever. “They finally understand.”
Lorenzo
David
Lorenzo, Project HERO client
“St. Patrick Center gave me a chance to put my life back together.
I’m happy today, and life just gets better and better.”
Lorenzo’s drinking and drug use started in the
military, and his addictions followed him into a
civilian life he refers to as a nightmare. For years, he
worked for drug money and lived with other addicts.
“I was tired of living in active addiction and wanted
to go on, but I just didn’t know how.” At his last
treatment program, Lorenzo says a “light” hit him and
he knew it was time for a change. “I remember leaving
not knowing where I was going, but good people had
given me hope and that was so important.” Lorenzo
DeShalle, Shamrock Club client
DeShalle’s homelessness came at an early age, brought
on by addiction to drugs and alcohol in her teens.
She also became pregnant through prostitution. DeShalle
was living in vacant buildings in downtown St. Louis
when she learned about St. Patrick Center from the
agency’s Mobile Outreach team and decided to enroll in
the Livings Skills class. “I had given up, I didn’t want my
baby, I was terrified,” DeShalle recalls. By taking SPC
David, Rosati Apartments client
came to St. Patrick Center and joined the Project HERO
program. He says the dedicated Project HERO team
assisted him with the attitude adjustment he needed,
as well as housing, sobriety and financial stability.
Today, Lorenzo is focused on giving back. He works at
a treatment center as a certified peer support specialist
and does vet-to-vet meetings and fellowship activities.
“I’m giving others hope and trying to pull them out of
the horrors of addiction because I truly don’t think
anyone is hopeless.”
“St. Patrick Center is real love and sometimes a person is lacking it.
St. Patrick Center taught me how to love – I get it now.”
classes and participating in Shamrock Club programs, she
says she got so much hope. She decided to keep her baby!
DeShalle now has a home, receives help with her mental
illness and is clean and sober. In addition, she is working
her first job in 20 years! “My daughter is a very beautiful
young girl, such an inspiration in my life and I’m so glad
I kept her,” DeShalle adds. “I was a child without a Mom
and I thank God for St. Patrick Center.”
“I have such great support at Rosati Apartments... the employees here
are awesome.”

Program Highlights continued
Elaine St. Clemmons
Chief Program Officer
As case managers, receptionists, dock workers,
volunteers and management, we are all very fortunate
to help make a lasting contribution in the lives of
those who come through our doors for assistance.
In the short amount of time that clients are with us,
our desire is to help change lives for those who are
ready to move from just “living life” toward permanent
housing, economic stability and sound mental and
physical health. The road is often tough because
it requires leaving behind negative thoughts and
environments that hinder personal growth. But the
road is not impossible to navigate and change is just
around the corner.
In Fiscal Year 2011:
St. Patrick Center is honored to be a part of that
change. Through quality case management, we
provide several training programs that help adults obtain
employment and education classes for those needing
GED certification. Housing assistance is available for
those who want to move into permanent housing.
Counselors are on hand to help with addiction and
mental health challenges. Other support services such
as the clothing room and food pantry are also available.
All of these St. Patrick Center resources are geared to
positively impact the small window of time we have
with our clients. We are privileged to be a part of helping
adults and families build permanent, positive change.
Rosati Group
Home: The Rosati
Group Home is a
housing program of
St. Patrick Center
with a mission to
serve homeless adults
with severe and persistent mental illness. It is designed to
serve as a therapeutic environment that assists individuals
in stabilization. In FY11, we provided counseling, daily
living skills instruction and 24-hour protective oversight
to 32 clients who are mentally ill. Of the 18 who were
discharged, 11 moved into more independent living
quarters after acquiring daily living skills and stability.
City Seeds Urban Farm: Mentored by Gateway
Greening, St. Patrick Center clients take classes in
horticulture while learning hands-on vegetable production
and landscape maintenance. Since establishing City
Seeds Urban Farm in 2006, 37,000 pounds of sustainably
grown produce has been distributed. In FY11, 33 clients
participated in the City Seeds Urban Farm training.
Mobile Outreach: In 1988, St. Patrick Center initiated
its Mobile Outreach Program to identify homeless
individuals who are living on the streets and may be
mentally ill, substance abusing or both. The ultimate
goal of the program is to encourage persons who are
chronically homeless to access agency programs that will
lead them to permanent housing and financial stability.
In FY11, two full-time counselors, using bikes or vans,
developed trusting relationships with 163 homeless
mentally ill people living on the streets and provided
mental health, psychiatric, employment and financial
guidance services to 60 clients.
Program Highlights
Job Experience Training: Celebrating 10 years
in 2011! Job Experience Training (JET) prepares
employment within the green industry. Services are
provided through a case management approach that
networks with federal, state and local resources for veteran
support programs. In FY11, we placed 45 veterans into
green jobs and 18 into housing. We added 25 employers to
our list of program supporters, many of whom provided
veterans with green industry training and generated
Fast Track GED
program provides
clients with a fastpaced
curriculum to
help improve their
reading, writing and
math skills, and obtain
their GED. The program was created in 2009 to directly
impact the lives of SPC clients who need their GED
certification in order to obtain employment. Partnering
with St. Louis Community College, the program’s goals
include (1) graduating a large percentage of all who sign
up for classes; and (2) helping the graduates gain either
employment or college campus enrollment in advanced
education. Since the program’s inception, 22 students
The St. Louis Post-Dispatch’s
“How I Did It” column in December featured a follow-up
article about SPC client Chris Webb, who was outliving
a dire health prognosis through prayer and meditation.
Chris, who made a deep impact on agency staff and those
who knew him, passed away on February 19, 2011. The
Post-Dispatch ran a final farewell in February. See photo 4.
Small Business Monthly magazine in January
featured BNVC business owner Jane Muscroft of Queen’s
Cuisine as an “Entrepreneur to Watch,” and in June, the
publication named BNVC Director Jan DeYoung as one of
the top 100 people to know in St. Louis business.
Jan Rasmussen
Chief Development Officer
From the Chief Development Officer
For 28 years, St. Patrick Center has opened its doors
each morning to welcome people from the streets
who have nowhere to go on a cold winter day or a
scorching summer day. It is mostly men, but many
times, it is women and children. They are all exhausted
from a long night on a park bench and hungry, with
no idea where their next meal will come from. It is
heart wrenching.
For 28 years, St. Patrick Center has welcomed anyone
who comes to our doors asking for a hand-up, for
help in changing their lives, for a way to achieve financial
stability, for a safe affordable home and guidance to find
peace of mind and sound mental health.
We believe sincerely that they deserve lives of dignity.
We have done this year after year because of you – our
compassionate and charitable donors and friends.
This past year was the most challenging in the history of
St. Patrick Center. Because of the recession, we had more
people come to us in need and many donors experienced
their own economic challenges, yet many of you continued
stretching your giving to help sustain our agency. You all
have touched my heart! I have had the honor to meet many
of you and I am blessed to be part of this extraordinary
mission. We all are!
We have to move forward and we need your continued
support. We will open our doors tomorrow and the next
day, and for many years to come. We will do what it takes
so there are no mothers and children sleeping in the park
tonight, no men sleeping in a doorway and all those who
are homeless and hungry have a home where they can
prepare a warm meal each day.
We need you more than ever during these tough economic
times. If you are able to make a gift, increase your giving
or will ask a friend, family member or colleague to give,
please do this for those in such great need. Your support
will sustain our mission to help people build permanent,
positive change in their lives. Thank you!
Most gratefully,
Jan Rasmussen
In Memory of Christian B. Peper Sr.
My father decided to support
St. Patrick Center when I joined the
board. He was influenced by my
enthusiasm of what the agency was
doing to help the many people who
are homeless and living on the street.
He was a very philanthropic man
who was generous with various St. Louis community
public interest needs and Harvard, his university. He
was a strong Catholic. He was impressed with the
great deal of good St. Patrick Center was doing in
the community. As an attorney, he was pleased with
the organization of agency and its sensible, rational
business manner. – Christian B. Peper, Jr.
The Gatesworth Communities supports as many
St. Patrick Center events as we can, including the
Sports Trivia Championship and the St. Patrick’s Irish
Open, two of the agency’s biggest fundraisers. It was
great to see our CFO Mike Doyle step up and provide
the leadership as chairman of the 2011 Irish Open.
My favorite events every year are serving lunch at the
Shamrock Club on Thanksgiving Day and Christmas
Day. You get to see many St. Patrick Center clients and
how grateful they are for all the agency does for them.
There are many worthy organizations that need help.
I like St. Patrick Center because the agency helps the
St. Louisans who are the most vulnerable and need
to get their lives back on track. Donor gifts are not just
handouts that allow someone to eat and be sheltered
for a day. Their contributions go toward the neediest in
our community to help them gain self-respect and live
a productive life by learning a skill so they can work
while learning to maintain their physical and mental
health, live self-sufficient lives and regain respect
again. – Bob Leonard, The Gatesworth Communities
“Project XOXO started in the fall of 2009 when a
St. Louis attorney wondered if he could combine his
individual efforts for charity with the organizational
efforts of the Bar Association of Metro St. Louis
which led him to the St. Louis Bar Foundation. Our
grant allocation committee looks at area programs to
determine which agencies best utilize dollars to the
benefit of those who need them most. We determine
which ones are making the most impact with what
they’re given, and we compare that to administrative
costs, etc. It’s great for me to see what programs are
available through St. Patrick Center. Giving to SPC
makes me feel extremely grateful for what I have and I
am happy to be able to contribute to this organization
which truly makes a difference. It’s simple: St. Patrick
Center is a well-run organization that helps people get
back on their feet.” – Zoe Linza, Executive Director,
“I first learned about
St. Patrick Center in the newspaper
with a story about McMurphy’s
Grill, the agency’s full-service
restaurant and employment
program. I called Jan Rasmussen
and set up a tour. I was amazed at
how much the agency was doing to take people off the
street, and give them job training, rental assistance and
clothing. They do so much! I always feel satisfied when
I give to St. Patrick Center because I know I have helped
someone. I have set up a trust for St. Patrick Center
and I also like to support the agency annually. I am a
big fan of everything they do and the people who are
running the agency. I just don’t know how
they manage to get it all done!” – Rosalinda Rosemann
Volunteer Services
Agency Leadership
Volunteers make St. Patrick Center a more efficient and effective agency. More than 3,000 volunteers
donated more than 42,000 hours baking casseroles, selling raffle tickets, sorting donations, filing paperwork
and much more. Margaret Mead said, “Never doubt that a small group of thoughtful, committed citizens
can change the world; indeed, it’s the only thing that ever has.” In large and small ways, St. Patrick Center
volunteers are a Force for Change!
In Fiscal Year, 2011, more than 3,000 total
volunteers assisted St. Patrick Center.
Our major fundraisers would not be possible
without the support of our amazing volunteers and
ambassadors of St. Patrick Center!
319 volunteers helped with the 2011 Sports Trivia
Championship, which raised $719,000 in revenue and
contributed goods and services.
Volunteer Spotlight
Tina Charpentier first began volunteering for
St. Patrick Center 8 years ago baking casseroles
for our Casserole Program. Now, Tina can typically
be found on the 4th Floor in the BEGIN New Venture
Center (BNVC) small business incubator where in
Fiscal Year 2011, she dedicated 425 hours of service!
200+ volunteers staffed kettles across the region for
the 2011 Pot O’ Gold Kettle Drive, which raised $46,000
to benefit St. Patrick Center clients.
148 volunteers helped with the 2011 Irish Open
Dinner Auction and Golf Tournament, which raised
$412,000 in net revenue, ending homelessness for 206
clients and their families.
“I had a desire to give back and
chose St. Patrick Center as the
place where I wanted to devote
my energy,” says Tina. “I am
passionate about St. Patrick
Center’s mission and I’m proud to
play a small part by volunteering.”
