Chief Executive Officer<br />
As I continue my first year on staff at <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong>,<br />
I reflect on how far this agency has grown over the<br />
past 15 years since I was President of the Development<br />
Board in 1997. The amazing growth has provided<br />
opportunities and successful outcomes for so many<br />
people in this region. The benefit of this change is not<br />
only that we are able to serve more people in need each<br />
year, but we are able to offer, through <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong><br />
and our partners, a comprehensive set of services for<br />
our clients’ housing, employment and health needs.<br />
<strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> has also provided our government<br />
partners – the City of <strong>St</strong>. Louis, the <strong>St</strong>ate of Missouri<br />
and the federal government – essential direct service<br />
to people who are homeless or at risk of becoming<br />
homeless. All of this increased service comes at a time<br />
when traditional funding sources continue to dwindle.<br />
We are incredibly grateful to our donors and the <strong>St</strong>. Louis<br />
community for their unwavering support of our mission<br />
during these challenging times. Your support is the<br />
reason we were able to provide critical services to more<br />
than 9,000 people this fiscal year through more than<br />
50,000 individual visits with our program staff.<br />
This challenging year in no way diminishes the amazing<br />
work of our staff at <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong>. I continue to be<br />
inspired by these men and women who dedicate their<br />
lives to helping our clients.<br />
For Fiscal Year 2012 and the years that follow, you will<br />
hear the words “partnership” and “collaboration” a great<br />
deal as we embark on a new three-year <strong>St</strong>rategic Plan.<br />
Our overall objective is to deliver on our mission through<br />
creativity, innovation and maximizing talent<br />
and resources that are available to us every day.<br />
<strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> would like to thank former CEO Dan<br />
Buck for his seven-plus years of extraordinary service to<br />
our agency. Dan’s leadership, creativity and compassion<br />
for our clients were not only a catalyst for the growth of<br />
<strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong>, but also elevated the voice and role<br />
that the agency has on homeless issues in <strong>St</strong>. Louis,<br />
across the <strong>St</strong>ate of Missouri and nationally.<br />
Thanks also to Maureen McGlynn and <strong>St</strong>eve O’Hara,<br />
who guided our agency as Board President during this<br />
fiscal year. We are also grateful to Catholic Charities<br />
<strong>St</strong>. Louis and the Archdiocese of <strong>St</strong>. Louis for their<br />

All of us who work or volunteer for <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong><br />
seek to use our time, talent and treasure to help those<br />
who are homeless or at risk of becoming homeless<br />
build permanent, positive change in their lives though<br />
affordable housing, sound mental health, employment<br />
and financial stability.<br />
This mission began simply 25 years ago with living<br />
skills and housing programs, which in Fiscal Year<br />
<strong>2011</strong> continued to yield wonderful rewards with 200<br />
living skills graduates and 622 housing placements. Ten<br />
years ago, we added newer programs like Job Experience<br />
Training (JET), which provides computer skills training<br />
and job placement and had 61 participants in FY11.<br />
This past year, we continued to evolve to serve our<br />
clients by launching the Veterans GO! Green program<br />
which provides training for veterans to enter the<br />
emerging green industry, with a focus on training for the<br />
sustainable horticulture and landscaping industry and<br />
the recycling/waste management industry.<br />
The constant through all the years and programs has been<br />
a dedicated staff, which willingly took a salary reduction<br />
to save programs during the recent recession, and<br />
volunteers who are inspired to do God’s work in <strong>St</strong>. Louis.<br />
On behalf of the Board of Directors, I thank you all.<br />
However, as I transfer the role of Board president to<br />
Jim Kavanaugh, CEO of World Wide Technology, I feel<br />
compelled to point out an even greater need during the<br />
next few years because of how <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> receives<br />
funds and disperses services.<br />
Specifically, during these tough economic times, the need<br />
for our services is growing exponentially, while some<br />
historical funding sources are going away. We are all aware<br />
of the problems with our national and state budgets and<br />
the need for budget cuts. Unfortunately, many of these<br />
cuts will come from funding for programs and fundraising<br />
that directly impact <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong>. Combine this with<br />
a private sector that is still emerging from recession and<br />
watching donations carefully, and the recipe for reduced<br />
funding needed to continue some programs is there, just<br />
when our community needs these programs the most.<br />
Therefore, if you are blessed with a good job, adequate<br />
treasure to share or time to volunteer, I ask that you<br />
consider increasing your commitment to <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong><br />
these next few years. Now is when permanent, positive<br />
change is most needed and now is when you can have<br />

Fiscal Year <strong>2011</strong> was a challenging year for<br />
raising money in the community because of<br />
the overall economy and high unemployment rate.<br />
While donations were under budget and slightly<br />
less than the previous year, government grants and<br />
contracts continued to show strong growth. <strong>St</strong>aff<br />
was diligent in holding costs under budget and<br />
close to last year but it was not enough to keep<br />

David’s hard partying ways and mental illness<br />
led him to a path of chronic homelessness. As a<br />
teenager with an addiction to marijuana and a diagnosis<br />
of bi-polar and schizophrenia, he struggled to get himself<br />
on the right track. Before long, David found himself<br />
homeless. “I was homeless by choice,” he says. “I didn’t<br />
want to stop doing drugs and I couldn’t afford medication<br />
for my condition. No one understood what I was going<br />
through.” Finally, after a homeless shelter referred him<br />
to <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong>, David was able to get into Rosati<br />
Group Home, SPC’s supportive housing program that<br />
assists individuals who are experiencing homelessness<br />
and persistent mental illness. At the group home, he<br />
focused on staying clean and maintaining his mental<br />
health through proper medication. When <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong><br />
opened Rosati Apartments in 2008, David moved into<br />
the new, semi-independent permanent, supportive<br />
housing complex. Now 30 years-old, he is happy with his<br />
life and proud of how far he’s come. David plays drums,<br />
guitar and piano and his relationship with his family is<br />
better than ever. “They finally understand.”<br />

“<strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> gave me a chance to put my life back together.<br />
I’m happy today, and life just gets better and better.”<br />
Lorenzo’s drinking and drug use started in the<br />
military, and his addictions followed him into a<br />
civilian life he refers to as a nightmare. For years, he<br />
worked for drug money and lived with other addicts.<br />
“I was tired of living in active addiction and wanted<br />
to go on, but I just didn’t know how.” At his last<br />
treatment program, Lorenzo says a “light” hit him and<br />
he knew it was time for a change. “I remember leaving<br />
not knowing where I was going, but good people had<br />
given me hope and that was so important.” Lorenzo<br />

DeShalle’s homelessness came at an early age, brought<br />
on by addiction to drugs and alcohol in her teens.<br />
She also became pregnant through prostitution. DeShalle<br />
was living in vacant buildings in downtown <strong>St</strong>. Louis<br />
when she learned about <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> from the<br />
agency’s Mobile Outreach team and decided to enroll in<br />
the Livings Skills class. “I had given up, I didn’t want my<br />
baby, I was terrified,” DeShalle recalls. By taking SPC<br />

program. He says the dedicated Project HERO team<br />
assisted him with the attitude adjustment he needed,<br />
as well as housing, sobriety and financial stability.<br />
Today, Lorenzo is focused on giving back. He works at<br />
a treatment center as a certified peer support specialist<br />
and does vet-to-vet meetings and fellowship activities.<br />
“I’m giving others hope and trying to pull them out of<br />
the horrors of addiction because I truly don’t think<br />
anyone is hopeless.”<br />
“<strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> is real love and sometimes a person is lacking it.<br />
<strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> taught me how to love – I get it now.”<br />
classes and participating in Shamrock Club programs, she<br />
says she got so much hope. She decided to keep her baby!<br />
DeShalle now has a home, receives help with her mental<br />
illness and is clean and sober. In addition, she is working<br />
her first job in 20 years! “My daughter is a very beautiful<br />
young girl, such an inspiration in my life and I’m so glad<br />
I kept her,” DeShalle adds. “I was a child without a Mom<br />
and I thank God for <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong>.”<br />

As case managers, receptionists, dock workers,<br />
volunteers and management, we are all very fortunate<br />
to help make a lasting contribution in the lives of<br />
those who come through our doors for assistance.<br />
In the short amount of time that clients are with us,<br />
our desire is to help change lives for those who are<br />
ready to move from just “living life” toward permanent<br />
housing, economic stability and sound mental and<br />
physical health. The road is often tough because<br />
it requires leaving behind negative thoughts and<br />
environments that hinder personal growth. But the<br />
road is not impossible to navigate and change is just<br />
around the corner.<br />
In Fiscal Year <strong>2011</strong>:<br />
<strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> is honored to be a part of that<br />
change. Through quality case management, we<br />
provide several training programs that help adults obtain<br />
employment and education classes for those needing<br />
GED certification. Housing assistance is available for<br />
those who want to move into permanent housing.<br />
Counselors are on hand to help with addiction and<br />
mental health challenges. Other support services such<br />
as the clothing room and food pantry are also available.<br />
All of these <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> resources are geared to<br />
positively impact the small window of time we have<br />
with our clients. We are privileged to be a part of helping<br />
adults and families build permanent, positive change.<br />

Rosati Group<br />
Home: The Rosati<br />
Group Home is a<br />
housing program of<br />
<strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong><br />
with a mission to<br />
serve homeless adults<br />
with severe and persistent mental illness. It is designed to<br />
serve as a therapeutic environment that assists individuals<br />
in stabilization. In FY11, we provided counseling, daily<br />
living skills instruction and 24-hour protective oversight<br />
to 32 clients who are mentally ill. Of the 18 who were<br />
discharged, 11 moved into more independent living<br />
quarters after acquiring daily living skills and stability.<br />
City Seeds Urban Farm: Mentored by Gateway<br />
Greening, <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> clients take classes in<br />
horticulture while learning hands-on vegetable production<br />
and landscape maintenance. Since establishing City<br />
Seeds Urban Farm in 2006, 37,000 pounds of sustainably<br />
grown produce has been distributed. In FY11, 33 clients<br />
participated in the City Seeds Urban Farm training.<br />
Mobile Outreach: In 1988, <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> initiated<br />
its Mobile Outreach Program to identify homeless<br />
individuals who are living on the streets and may be<br />
mentally ill, substance abusing or both. The ultimate<br />
goal of the program is to encourage persons who are<br />
chronically homeless to access agency programs that will<br />
lead them to permanent housing and financial stability.<br />
In FY11, two full-time counselors, using bikes or vans,<br />
developed trusting relationships with 163 homeless<br />
mentally ill people living on the streets and provided<br />
mental health, psychiatric, employment and financial<br />
guidance services to 60 clients.<br />
Program Highlights<br />
Job Experience Training: Celebrating 10 years<br />
in <strong>2011</strong>! Job Experience Training (JET) prepares<br />
clients for careers that provide livable wages, benefits<br />
and advancement opportunities. The program offers<br />
courses in Automated Office Systems, Customer Service,<br />
Keyboarding and Food Safety and Sanitation. In FY11,<br />
30 active clients participated in this intense computer<br />
skills training program that includes an eight-week<br />
training class with stipend followed by a four-week<br />
paid internship with a local employer. In addition,<br />
37 took classes to receive a nationally recognized<br />
ServSafe Certificate.<br />
Veterans GO! Green: As part of the United <strong>St</strong>ates<br />
Department of Labor Veterans Workforce Investment<br />
Program (VWIP), Veterans GO! Green provides job<br />
training to assist in reintegrating veterans into meaningful<br />
employment within the green industry. Services are<br />
provided through a case management approach that<br />
networks with federal, state and local resources for veteran<br />
support programs. In FY11, we placed 45 veterans into<br />
green jobs and 18 into housing. We added 25 employers to<br />
our list of program supporters, many of whom provided<br />
veterans with green industry training and generated<br />
23 green industry paid<br />
internships.<br />
Fast Track GED:<br />
<strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong>’s<br />
Fast Track GED<br />
program provides<br />
clients with a fastpaced<br />
curriculum to<br />
help improve their<br />
reading, writing and<br />
math skills, and obtain<br />
their GED. The program was created in 2009 to directly<br />
impact the lives of SPC clients who need their GED<br />
certification in order to obtain employment. Partnering<br />
with <strong>St</strong>. Louis Community College, the program’s goals<br />
include (1) graduating a large percentage of all who sign<br />
up for classes; and (2) helping the graduates gain either<br />
employment or college campus enrollment in advanced<br />
education. Since the program’s inception, 22 students<br />
have graduated.<br />

Housing Programs<br />
Independent Living Skills/ABE & GED: 520<br />
participants and 200 graduates learned parenting and living<br />
skills that support their move to permanent housing and<br />
self-sufficiency. We taught reading, writing and math skills<br />
in Adult Basic Education (ABE) and General Education<br />
Development (GED). In addition, 22 clients have received<br />
their GED in a Fast Track program that began in 2009.<br />
Neighborhood Support: Agency-wide, 714<br />
poverty-level individuals (484 families) in existing<br />
housing were assessed for and/or received utility or<br />
rent payment assistance to overcome housing crises.<br />
Project Protect: This regional partnership provided<br />
family stability, substance abuse, financial stability and<br />
housing services for 200 families with 343 children<br />
affected by parental substance abuse.<br />
Rosati Apartments: We provided case management<br />
services and housing for a year or more to 18 chronically<br />
homeless men and women in our permanent, supportive<br />
housing complex. In addition, 3 residents graduated<br />
into independent apartments in the community and<br />
2 were moved to more supervised settings to meet their<br />
treatment needs.<br />
Rosati Assertive Community Treatment<br />
(ACT): We provided permanent housing, mental health<br />
and substance abuse counseling, and employment and<br />
financial guidance services to 19 Rosati Apartments ACT<br />
residents and up to 32 chronically homeless individuals<br />
living at other sites in the community.<br />

Employment & Training<br />
Programs<br />
BEGIN New Venture <strong>Center</strong>: 15 new companies<br />
signed on with the BEGIN New Venture <strong>Center</strong> small<br />
business incubator, for a total of 24 companies with<br />
mission sensitivity to provide employment opportunities<br />
for <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> clients.<br />
BEGIN Training & Education <strong>Center</strong>: 120 clients<br />
graduated from BTEC employment programs, including<br />
construction, green jobs, painting, safety training and<br />
GED education.<br />

(BEST): 78 men and women earned part-time wages<br />
and completed on-the-job training. 42 were placed into<br />
jobs and 37 were housed.<br />
General Employment: We assisted 748 individuals<br />
with job training, employment readiness, transportation<br />
and work uniforms.<br />
Homeless Employment Program (HEP): We<br />
helped 200 clients find and retain full-time employment<br />
in this program that works as an employment agency,<br />
with no fee to the employer or to the applicant. In<br />
addition, we achieved 87 housing placements.<br />
Homeless Veterans<br />
Reintegration Program<br />
(HVRP): We placed 146 veterans<br />
into full-time jobs and 90 into<br />
housing. 44 received advanced<br />
employment training.<br />
Job Experience Training<br />

McMurphy’s Grill: 68 clients<br />
participated in the first restaurant<br />
training program in the nation for<br />
clients struggling with homelessness<br />
and mental illness. 28 found<br />

Project HERO: We placed 70<br />
honorably discharged veterans,<br />
including females and other hard-to-house veterans,<br />
in housing and helped stabilize an additional 27<br />
for more than one year, ending more than 205<br />
years of homelessness. A total of 125 vets received<br />
comprehensive housing and employment assistance.<br />
Project REACH: Over the five-year term of this<br />
program, we enrolled 884 participants and placed<br />
668 into full-time jobs after their release from prison.<br />
We also provided comprehensive housing, mentoring<br />
and substance abuse services to these clients.<br />

provided mental health, psychiatric, employment and<br />

professionals grew to 3,400.<br />
Child Drop-In <strong>Center</strong>: 252 children, ages 6 weeks<br />
to 6 years, were cared for during visits to our safe,<br />
educational and nurturing environment while their<br />
parents received services.<br />
Client Intake, Assessment & Tracking<br />
Program: Counselors completed 3,574 new,<br />
comprehensive assessments of clients’ needs,<br />
capturing vital information regarding income,<br />
education, children, etc.<br />
Healthcare Wing: This collaborative effort of Grace<br />
Hill Health Services, Logan Chiropractic Clinic and the<br />
Greater <strong>St</strong>. Louis Dental Society provided comprehensive<br />
health services to 1,020 clients.<br />
<strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> in the News<br />
Fiscal Year <strong>2011</strong> was a successful year in the <strong>St</strong>. Louis<br />
media for <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong>, as we continued to share<br />

article about SPC client Chris Webb, who was outliving<br />
a dire health prognosis through prayer and meditation.<br />
Chris, who made a deep impact on agency staff and those<br />
who knew him, passed away on February 19, <strong>2011</strong>. The<br />

featured BNVC business owner Jane Muscroft of Queen’s<br />

For 28 years, <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> has opened its doors<br />
each morning to welcome people from the streets<br />
who have nowhere to go on a cold winter day or a<br />
scorching summer day. It is mostly men, but many<br />
times, it is women and children. They are all exhausted<br />
from a long night on a park bench and hungry, with<br />
no idea where their next meal will come from. It is<br />
heart wrenching.<br />
For 28 years, <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> has welcomed anyone<br />
who comes to our doors asking for a hand-up, for<br />
help in changing their lives, for a way to achieve financial<br />
stability, for a safe affordable home and guidance to find<br />
peace of mind and sound mental health.<br />
We believe sincerely that they deserve lives of dignity.<br />
We have done this year after year because of you – our<br />
compassionate and charitable donors and friends.<br />
This past year was the most challenging in the history of<br />
<strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong>. Because of the recession, we had more<br />
people come to us in need and many donors experienced<br />
their own economic challenges, yet many of you continued<br />
stretching your giving to help sustain our agency. You all<br />
have touched my heart! I have had the honor to meet many<br />
of you and I am blessed to be part of this extraordinary<br />
mission. We all are!<br />
We have to move forward and we need your continued<br />
support. We will open our doors tomorrow and the next<br />
day, and for many years to come. We will do what it takes<br />
so there are no mothers and children sleeping in the park<br />
tonight, no men sleeping in a doorway and all those who<br />
are homeless and hungry have a home where they can<br />
prepare a warm meal each day.<br />

Open, two of the agency’s biggest fundraisers. It was<br />
great to see our CFO Mike Doyle step up and provide<br />
the leadership as chairman of the <strong>2011</strong> Irish Open.<br />
My favorite events every year are serving lunch at the<br />
Shamrock Club on Thanksgiving Day and Christmas<br />
Day. You get to see many <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> clients and<br />
how grateful they are for all the agency does for them.<br />
There are many worthy organizations that need help.<br />
I like <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> because the agency helps the<br />
<strong>St</strong>. Louisans who are the most vulnerable and need<br />
to get their lives back on track. Donor gifts are not just<br />

“Project XOXO started in the fall of 2009 when a<br />
<strong>St</strong>. Louis attorney wondered if he could combine his<br />
individual efforts for charity with the organizational<br />
efforts of the Bar Association of Metro <strong>St</strong>. Louis<br />
which led him to the <strong>St</strong>. Louis Bar Foundation. Our<br />
grant allocation committee looks at area programs to<br />
determine which agencies best utilize dollars to the<br />
benefit of those who need them most. We determine<br />
which ones are making the most impact with what<br />
they’re given, and we compare that to administrative<br />
costs, etc. It’s great for me to see what programs are<br />

street, and give them job training, rental assistance and<br />

Volunteers make <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> a more efficient and effective agency. More than 3,000 volunteers<br />
donated more than 42,000 hours baking casseroles, selling raffle tickets, sorting donations, filing paperwork<br />
and much more. Margaret Mead said, “Never doubt that a small group of thoughtful, committed citizens<br />
can change the world; indeed, it’s the only thing that ever has.” In large and small ways, <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong><br />
volunteers are a Force for Change!<br />
In Fiscal Year, <strong>2011</strong>, more than 3,000 total<br />
volunteers assisted <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong>.<br />
Our major fundraisers would not be possible<br />
without the support of our amazing volunteers and<br />
ambassadors of <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong>!<br />
319 volunteers helped with the <strong>2011</strong> Sports Trivia<br />
Championship, which raised $719,000 in revenue and<br />
contributed goods and services.<br />
Volunteer Spotlight<br />
Tina Charpentier first began volunteering for<br />
<strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> 8 years ago baking casseroles<br />
for our Casserole Program. Now, Tina can typically<br />
be found on the 4th Floor in the BEGIN New Venture<br />
<strong>Center</strong> (BNVC) small business incubator where in<br />
Fiscal Year <strong>2011</strong>, she dedicated 425 hours of service!<br />
200+ volunteers staffed kettles across the region for<br />
the <strong>2011</strong> Pot O’ Gold Kettle Drive, which raised $46,000<br />
to benefit <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> clients.<br />
148 volunteers helped with the <strong>2011</strong> Irish Open<br />
Dinner Auction and Golf Tournament, which raised<br />
$412,000 in net revenue, ending homelessness for 206<br />
clients and their families.<br />

chose <strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> as the<br />
place where I wanted to devote<br />
my energy,” says Tina. “I am<br />
passionate about <strong>St</strong>. <strong>Patrick</strong><br />

Our Mission<br />
<strong>St</strong>. <strong>Patrick</strong> <strong>Center</strong> provides opportunities for<br />
self-sufficiency and dignity to people who are homeless<br />
or at risk of becoming homeless. Individuals achieve permanent,<br />
positive changes in their lives through affordable housing,<br />
