St. Tammany Parish Annual Report 2012 Pat Brister, Parish President R. Reid Falconer District 4 It is an honor and a privilege to represent the people of the expanded District 4, including for the first time the town of Madisonville. I enjoy working with the boards of our neighborhood associations to coordinate the delivery of drainage, paving and other infrastructure improvements. In this work, it is important that Parish Government remain focused on delivering top quality service while maintaining a tight control on expenditures. We must take every opportunity to encourage business creation and entrepreneurship in our community. St. Tammany Parish Annual Report 2012 Pat Brister, Parish President Marty Gould Chairman-District 5 2012 was very productive for the Parish Council in fulfilling its commitment to the citizens of our great Parish, to operate government as efficiently and effectively as possible. Through the cooperative efforts of both the Council and the Parish President, public budgetary hearings were again conducted in which every Parish Department was required to justify its request for funding in 2013. An extensive review was conducted of each department, and as a result of this process the budget from the previous year was reduced by $2.4 million. Great success was achieved in completing the first-year transition with Parish President Pat Brister and the new members of the Council. A consolidation of the internal departments of Parish government was approved by the Council which resulted in the establishment of “One Stop Shopping” with everything from the opening of a business, to obtaining a building permit. Revision of the impact fee ordinance essentially eliminates impact fees for single family residential construction north of the urban growth boundary line, and reduces fees for all other types of construction throughout the Parish. A fire efficiency study was authorized to review the operation of the numerous fire districts throughout the Parish to determine what steps could be taken by the Council to maximize the productivity of fire and emergency response. The success of the Council’s continuing efforts in funding Parish drainage infrastructure projects and improving drainage regulations for new development, can be seen in reduced instances of flooding during major rain events and lower property flood insurance premiums. This is particularly true with work on four major regional storm water detention ponds in strategic areas of the Parish. The Parish Council will strive to make policy decisions in the coming year in keeping with its vision for a growing Parish with high quality of life standards. I invite everyone to be involved in your government, whether it is a call to your council member on a particular issue, or participation at a public meeting.
