In a world motivated by the<br />
information revolution, where the<br />
World Wide Web and mobile phones<br />
have been turned into a platform for<br />
electronic commerce, government<br />
and public organisations are<br />
required to enable citizens to make<br />
their payments online or by mobile<br />
phones, safely, quickly and easily.<br />
The challenge<br />
The requirements of a government<br />
e-payments system, designed to<br />
facilitate the online payment of various<br />
government taxes and fees, are quite<br />
different than those of traditional<br />
e-payments systems.<br />
Government e-payments systems<br />
should:<br />
• Easily integrate with various<br />
back-end systems (different local<br />
governments, departments and<br />
public organisations) in order to<br />
obtain payment details and report<br />
back the payments made<br />
• Serve various end users (citizens,<br />
corporations, businesses or<br />
business representatives)<br />
• Support all payment types<br />
(voucher payments, service fees,<br />
product catalogue or referrals –<br />
i.e. business registration renewal<br />
fees, council taxes, building<br />
tax payments and land registry<br />
information)<br />
• Enable different payment methods<br />
(debit/credit card, direct online<br />
bank transfer and PayPal)<br />
• Provide a holistic view of all<br />
government payments.<br />
Enterprise or other banking<br />
e-payments solutions are ill suited to<br />
government needs. These solutions<br />
are concerned mainly with the<br />
management of product catalogues<br />
and inventories that are of little<br />
interest to governments. They do<br />
not support ad-hoc generation of<br />
personalised payment items or<br />
provide tight integration with a large<br />
variety of back-end systems, which are<br />
some of the unique requirements of a<br />
government e-payments foundation<br />
solution. In order to overcome this<br />
challenge, a central solution capable<br />
of matching these requirements needs<br />
to be implemented.<br />
