S.U. Professor Visits Pacific Northwest National Laboratory for 10 Weeks
Dr. Riyadh Al-Raoush was invited by the Hydrology Group
at the Pacific Northwest National Laboratory (PNNL) to
spend 10 weeks of the summer to conduct a collaborative
research project. Dr. Al-Raoush developed a 3D
computational model that provides digital representation of
unconsolidated, natural, porous materials. The model utilizes
3D microtomography images as input to an optimization algorithm that mimics
predefined geometrical and topological properties. The model will be used with pore
scale solutions of the Navier-Stokes and Maxwell equations to predict hydraulic and
transport properties as well as electrical properties. Dr. Al-Raoush will continue his
collaboration with scientists at the PNNL to solve fundamental and applied problem.
Dr. Al-Raoush was invited to give a presentation about his research, the presentation
LA BOR Awards Department of English &
Philosophy: A Contract for Enhancing
Multimedia Room
National Grant Writing Workshop
Coordinated by Dr. Patrick Carriere
The Louisiana Board of Regents
awarded the Department of English
and Philosophy the sum of $47,586 to
install new multimedia equipment
such as an instructor’s computer, new
student computers to replace old
computers, and new printing
equipment to enhance the Multimedia
Room. The enhancement proposal
was submitted by the Principal Investigator, Dr. Sumita Roy,
Assistant Professor of English who teaches Technical Writing in
the department.
Southern University College of Engineering Associate
Dean, Dr. Patrick Carriere, coordinated a national
workshop designed to improve the program quality of
grant proposals seeking funds for science and
engineering initiatives.
The workshop, “Improving Proposal Submissions to
the National Science Foundation (NSF) through the
Scholarships in Science, Technology, Engineering, and
Mathematics Program (S-STEM),” was held on April
19-20 at the NSF office in Arlington, Va.
The room is in dire need of technology improvements.
Currently, it includes only 18 old, out-dated student computers,
and an old printer with HP interface. The printer “jams”
frequently, and many of the student computers do not function
efficiently. There is no projection equipment, and the instructor
does not have access to a dedicated computer. Approximately,
700 students from Engl. 090 (Developmental English) and Engl.
362 (Technical Writing) utilize the room during the Fall and
Spring semesters.
The Multimedia Room in the department plays a seminal role in
preparing a wide variety of students with varying writing skills,
along with effective communication skills. A self-contained
multimedia room equipped with essential technological aids
such as an instructor’s podium with necessary computer
hardware, software, and audio-visual tools and new student
computers would allow for a productive interaction between
students and faculty.
These installations are crucial and timely because they promote,
through computer-aided instructional software and audio-visual
tools, the teaching and learning of basic and professional
communication skills, technological literacy, fulfillment of
institutional goals, and teacher preparation. Implementing the
project would not only enhance the educational resources of the
department, but help improve the communication skills (written
and oral) of students from all Colleges, including Arts and
Humanities, Basic Sciences, Business, Education, Engineering,
and Public Policy. The Office of Technology Network Services
will maintain the equipment after installation.
The grant-writing program was funded through a
$100,000 grant from NSF. This is the third year he
has been selected to coordinate this type of workshop.
Workshop participants from fifty universities
throughout the US were selected.
The workshop entailed topics that highlight proposal
development and enhancement to improve the program
quality of grants. Participants received training in skill
enhancements that are normally not available to
college and university faculty. The workshop format
included interactive hands-on activities which afforded
participants the opportunity to meet individually with
NSF program officers.
The S-STEM program awards grants to universities to
provide scholarships for academically talented students
with financial needs. After completing the program,
students go into the workforce after earning an
associate, baccalaureate, or graduate level degree in
science and engineering.
THE TIMBUKTU ACADEMY
The Timbuktu Academy was first established in 1990-91 with funding from the Louisiana Board of Regents (BOR) and the National
Science Foundation (NSF) for the purpose of recruiting and mentoring 20 undergraduate physics majors per year. In 1993, based on
preliminary results, major funding was obtained from the Department of the Navy, Office of Naval Research (ONR). This funding led to a
vast expansion of the pre-college enrichment programs and to the mentoring of other science and engineering undergraduate students.
The Academy has been funded by the ExxonMobil Foundation, the Siemens Foundation, and the Center for Coastal Zone Assessment
and Remote Sensing (CCZARS). We acknowledge past funding, from 1990 to 2008, from the Hewlett Packard Foundation, the Baton
Area Foundation, the Southern University System, Dr. Ralph Slaughter, President, and NASA.
Through the guidance of the Timbuktu Academy, one hundred seventy (170) minority undergraduate scholars have earned a Bachelor of
Science degree. Seventy (70) of 83 physics graduates, twenty (20) of 29 chemistry graduates, and twenty-two (22) of 49 engineering
graduates have earned graduate degrees or are successfully enrolled in graduate school, with emphasis on the pursuit of the Ph.D. Two
(2) of the graduates, Mr. Anthony Pullen (SUBR Spring 2004 Student Grand Marshal) and Ms. Cacey Stevens (SUBR Spring 2008 Student
Grand Marshal), received the prestigious National Science Foundation (NSF) Graduate Research Fellowship. This lucrative support
provides a $30,000 stipend per 12-month period for a maximum of three (3) years and over $10,000 per year for general support
(tuition, travel to conferences, etc.). Mr. Pullen is pursuing a Ph.D. in Theoretical Astrophysics at the California Institute of Technology
and Ms. Stevens is pursuing a Ph.D. in Fluid Dynamics at the University of Chicago. The Academy has produced nine (9) Student Grand
Marshals at Southern University and A&M College, from 1992 to 2008. Six (6) of these students are pursuing Ph.D. degrees.
From the summer of 1994 to 2009, the Academy has engaged 2,093 pre-college scholars in its summer programs. One of the precollege
scholars, Mr. Polite Stewart, Jr., at age 14, began his undergraduate studies at Southern University and A&M College. Mr.
Stewart is majoring in Physics and Chemistry. The Academy has avoided and closed academic achievement gaps between its pre-college
and college scholars and their peers. One significant result that underscores this assertion consists of the average American College
Test (ACT) score increase of 2.5 – 3 points for the high school participants in the Challenge 2000 and Summer Science Institute (SSI),
residential summer enrichment programs. Since the summer of 1994, a total two-hundred seventy (270) scholars for Challenge 2000
and two-hundred eighty-nine (289) for SSI have participated in these programs. According to the ACT data, the six-week result (i.e., 2.5 -
3 point jump) is more than six times the increase a typical high school produces in the same six-week period. Since 2001, the Academy
has produced a total of fifty-one (51) National Merit and National Achievement Finalists. Each summer, federal, industrial, and university
laboratories, such as the National Institute of Standards and Technology (NIST), Lawrence Livermore National Laboratory (LLNL), other
Department of Energy (DOE) laboratories, NASA field centers, Iowa State University (ISU) and Michigan Technological University (MTU),
support the summer research of Academy scholars. Since the summer of 1994, the Academy has placed a total of five-hundred and
eight (508) scholars at three-hundred forty-four (344) summer research sites.
The Timbuktu Academy has established, through research and publication, a paradigm for the creation of educational, research, and
professional value-added. This paradigm, known as the Paradigm of the Timbuktu Academy, rests on a current, dynamic (evolving) sum
of knowledge in education and related disciplines, including cognitive and behavioral sciences. To meet its dissemination goals and
objectives, the Academy delivered over three-hundred eighty (380) presentations to thousands of K-12 students, parents, K-12 teachers,
college students, and college faculty members and published over one-hundred fifty (150) papers in physics and on Teaching, Mentoring
and Learning (TML).
The Timbuktu Academy received the 2002 U.S. Presidential Award for Excellence in Science, Mathematics, and Engineering Mentoring.
Its director received the individual U.S. Presidential Award for Excellence in 1996. The Academy and its director received the 2007
Benjamin Banneker Legacy Award from the Benjamin Banneker Institute. In 2009, its director, was one of four recipients of the
Distinguished Faculty Award from the Thurgood Marshall College Fund (TMCF). Details of the Timbuktu Academy are available at
RESEARCH NEWS:
Recovery Act and System Alleviation Notice from Grants.gov
Due to the expected increase in system activity resulting from the American Recovery and Reinvestment Act of 2009, the
Office of Management and Budget (OMB) has authorized steps to alleviate system strain and quickly increase system
capacity. As part of this strategy, select programs may choose to use alternate systems to process grant applications during
this heightened period of demand. As a result, once you have identified your grant opportunity, be sure to carefully read the
instructions to ensure you are following proper submission procedures for that application, even if you have applied before.
Note that Grants.gov will still be the one place to find all available federal grant opportunities. All opportunities posted
on Grants.gov will include specific application, and instructions for submitting applications outside of Grants.gov.
The following agencies will be accepting some or all applications outside of Grants.gov: Corporation for National and
Community Service (CNCS), Department of Defense (DOD), Department of Education (DoED), Department of Energy
(DOE), Department of Housing and Urban Development (HUD), Department of Justice (DOJ), Department of Treasury,
Department of Transportation (DOT), Environmental Protection Agency (EPA), National Aeronautics and Space
Administration (NASA), the Department of Homeland Security (DHS), and the National Science Foundation (NSF). Please
pay close attention to the grant announcements and application instructions for these agencies. Applicants for grant
announcements offered by agencies using alternate systems should note that the Grants.gov Contact Center cannot address
questions or issues relating to an alternate processing system. For assistance, applicants should contact the designated
official specified in the grant announcement and application instructions.

15 th Annual Conference held in New Orleans, La.
June 9-12, 2009
Southern University and A&M College was
one of the host universities in planning the NSPAA
conference. Other institutions were: Dillard
University; Grambling State University; SUNO;
SUSLA; and Xavier University. The Office of
Sponsored Programs was represented by two staff
members, Ms. Norma Lemond and Mr. Ashley
Alexander, to assist in ensuring a successful meeting.
The theme was, “Enhancing Institutional
Competitiveness in Research and Sponsored
Programs.” Some of the workshop sessions were:
“American Recovery and Reinvestment Act
Programs”; “Issues and Best Practices in Managing
Intellectual Property in a University Setting”; “Export
Controls: What Universities Should Know”;
“Electronic Research Administration”; and “Best
Practices for Avoiding Non-Compliance”.
Representatives from several Federal
Agencies were there to impart agency updates and
funding opportunities. Proudly representing
Louisiana were Lieutenant Governor Mitch Landrieu
and Southern University’s President Ralph Slaughter
“LOGAN” to facilitate the way the BOR does business with the
research, education, and related communities. The system is
available for project reporting, fiscal reporting, and post-award
administrative activities. All Interim/Annual and Final Reports and
Expenditure Reports must be completed electronically.
Please be reminded that if you have an awarded BOR Support
Fund project or if you receive an award in the future, a report is
due electronically. The Office of Sponsored Programs informs the
Principal Investigator of the type and format required, as well as
The National Institutes of Health (NIH) has developed a system to
facilitate the discrete change of essential information between
NIH and applicant organizations. “Commons” is a Web interface
where NIH and the grantee community are able to conduct their
extramural research administration business electronically.
Registering with the “Commons” SUBR faculty and staff will be
able to take advantage of electronic submission and retrieval of
grant information.
Grants.gov:
http://www.grants.gov
Grants.gov allows organizations to electronically find and apply for
competitive grant opportunities from all Federal grant-making
agencies. Grants.gov is the single access point for over 900 grant
programs offered by the 26 Federal grant-making agencies.

HBCU-UP SMART Program Hosts
Saturday Math Tutorial
In its continuing effort to enrich the K-12 learning
environment, the HBCU-UP SMART Program will offer free math
tutoring for middle and high school students during the fall 2009
academic period. The Saturday Math Tutorial, which has been
conducted since 2005, is structured to complement and
reinforce mathematics concepts that the students are currently
studying in Pre-algebra, Algebra I, Algebra II, Geometry, Advanced
Math, and Calculus. Sessions are conducted by faculty from the
Department of Mathematics on Saturdays from 9:00am to 12
noon in T. T. Allain Hall – Room 324. This undertaking should
result in students having a better foundation with which to
successfully master the rigors of high school and college
mathematics as well as scientific courses (such as chemistry and
physics) that require an application of mathematical principles.
With funding by the National Science Foundation since
1998 and recent funding from Siemens Foundation and British
Petroleum, the HBCU-UP SMART Program addresses the
historical under-representation of minorities in science,
technology, engineering, and mathematics (STEM) disciplines of
study at the undergraduate and doctoral levels. Several
strategies for improvements to student performance are also
directed to K-12 students to mitigate academic barriers that may
hinder students from selecting a STEM major upon enrolling in
college:
Pre-College Algebra Course for High School
Students (SMART PAC) to provide early
exposure to the academic rigors of a college
level mathematics course.
ACT Prep in an effort to improve students’ critical
thinking skills and emphasize various testtaking
strategies that will help students
increase their overall composite score on the
actual ACT examination.
Saturday Math Tutorial as a means to provide
supplemental mathematics instruction at the
