At the close of every fiscal year, the Office of Sponsored Programs (OSP) reports and<br />

highlights the extraordinary work of faculty and staff in our annual Newsbrief. This<br />

public<strong>at</strong>ion is a compil<strong>at</strong>ion of their research efforts and accomplishments. As you peruse<br />

the Newsbrief, pay close <strong>at</strong>tention to the vast areas of research and training th<strong>at</strong> exist<br />

on our campus.<br />

<strong>Southern</strong> <strong>University</strong> is ready to take research to another level. The OSP needs your help in making this<br />

“CHANGE” in Cre<strong>at</strong>ing High-tech Advancements to Nurture Grantsmanship for Excellence.<br />

The Office of Sponsored Programs is the c<strong>at</strong>alyst by which ideas and inventions are birthed and research is<br />

p<strong>at</strong>ented or copyrighted. We want our faculty and staff to shift their position to soar in this direction of change.<br />

We feel very strongly th<strong>at</strong> the research demonstr<strong>at</strong>ed on this campus is worthy of an invention or p<strong>at</strong>ent. Our<br />

office will be aggressively promoting this effort, as well as the effort of collabor<strong>at</strong>ive research among colleges,<br />

departments, and campuses.<br />

Thanks to the faculty and staff who have grasped the importance of research <strong>at</strong> <strong>Southern</strong> <strong>University</strong>. We<br />

S.U. Professor Visits Pacific Northwest N<strong>at</strong>ional Labor<strong>at</strong>ory for 10 Weeks<br />

Dr. Riyadh Al-Raoush was invited by the Hydrology Group<br />

<strong>at</strong> the Pacific Northwest N<strong>at</strong>ional Labor<strong>at</strong>ory (PNNL) to<br />

spend 10 weeks of the summer to conduct a collabor<strong>at</strong>ive<br />

research project. Dr. Al-Raoush developed a 3D<br />

comput<strong>at</strong>ional model th<strong>at</strong> provides digital represent<strong>at</strong>ion of<br />

unconsolid<strong>at</strong>ed, n<strong>at</strong>ural, porous m<strong>at</strong>erials. The model utilizes<br />

3D microtomography images as input to an optimiz<strong>at</strong>ion algorithm th<strong>at</strong> mimics<br />

predefined geometrical and topological properties. The model will be used with pore<br />

scale solutions of the Navier-Stokes and Maxwell equ<strong>at</strong>ions to predict hydraulic and<br />

transport properties as well as electrical properties. Dr. Al-Raoush will continue his<br />

collabor<strong>at</strong>ion with scientists <strong>at</strong> the PNNL to solve fundamental and applied problem.<br />

Dr. Al-Raoush was invited to give a present<strong>at</strong>ion about his research, the present<strong>at</strong>ion<br />

entitled: "Pore- and Particle-Scale Studies using Synchrotron X-Ray Microtomography".<br />

The research visit was supported by DOE/PNNL and NSF/LA BOR.<br />

Philosophy: A Contract for Enhancing<br />

Multimedia Room<br />

The Louisiana Board of Regents<br />

awarded the Department of English<br />

and Philosophy the sum of $47,586 to<br />

install new multimedia equipment<br />

such as an instructor’s computer, new<br />

Room. The enhancement proposal<br />

was submitted by the Principal Investig<strong>at</strong>or, Dr. Sumita Roy,<br />

Assistant Professor of English who teaches Technical Writing in<br />

the department.<br />

<strong>Southern</strong> <strong>University</strong> College of Engineering Associ<strong>at</strong>e<br />

Dean, Dr. P<strong>at</strong>rick Carriere, coordin<strong>at</strong>ed a n<strong>at</strong>ional<br />

workshop designed to improve the program quality of<br />

grant proposals seeking funds for science and<br />

engineering initi<strong>at</strong>ives.<br />

The workshop, “Improving Proposal Submissions to<br />

the N<strong>at</strong>ional Science Found<strong>at</strong>ion (NSF) through the<br />

Scholarships in Science, Technology, Engineering, and<br />

M<strong>at</strong>hem<strong>at</strong>ics Program (S-STEM),” was held on April<br />

19-20 <strong>at</strong> the NSF office in Arlington, Va.<br />

The room is in dire need of technology improvements.<br />

Currently, it includes only 18 old, out-d<strong>at</strong>ed student computers,<br />

and an old printer with HP interface. The printer “jams”<br />

frequently, and many of the student computers do not function<br />

efficiently. There is no projection equipment, and the instructor<br />

does not have access to a dedic<strong>at</strong>ed computer. Approxim<strong>at</strong>ely,<br />

700 students from Engl. <strong>09</strong>0 (Developmental English) and Engl.<br />

362 (Technical Writing) utilize the room during the Fall and<br />

Spring semesters.<br />

The Multimedia Room in the department plays a seminal role in<br />

preparing a wide variety of students with varying writing skills,<br />

along with effective communic<strong>at</strong>ion skills. A self-contained<br />

multimedia room equipped with essential technological aids<br />

such as an instructor’s podium with necessary computer<br />

hardware, software, and audio-visual tools and new student<br />

computers would allow for a productive interaction between<br />

students and faculty.<br />

These install<strong>at</strong>ions are crucial and timely because they promote,<br />

through computer-aided instructional software and audio-visual<br />

tools, the teaching and learning of basic and professional<br />

communic<strong>at</strong>ion skills, technological literacy, fulfillment of<br />

institutional goals, and teacher prepar<strong>at</strong>ion. Implementing the<br />

project would not only enhance the educ<strong>at</strong>ional resources of the<br />

department, but help improve the communic<strong>at</strong>ion skills (written<br />

and oral) of students from all Colleges, including Arts and<br />

Humanities, Basic Sciences, Business, Educ<strong>at</strong>ion, Engineering,<br />

and Public Policy. The Office of Technology Network Services<br />

will maintain the equipment after install<strong>at</strong>ion.<br />

The grant-writing program was funded through a<br />

$100,000 grant from NSF. This is the third year he<br />

has been selected to coordin<strong>at</strong>e this type of workshop.<br />

Workshop participants from fifty universities<br />

throughout the US were selected.<br />

The workshop entailed topics th<strong>at</strong> highlight proposal<br />

development and enhancement to improve the program<br />

quality of grants. Participants received training in skill<br />

enhancements th<strong>at</strong> are normally not available to<br />

college and university faculty. The workshop form<strong>at</strong><br />

included interactive hands-on activities which afforded<br />

participants the opportunity to meet individually with<br />

NSF program officers.<br />

The S-STEM program awards grants to universities to<br />

provide scholarships for academically talented students<br />

with financial needs. After completing the program,<br />

students go into the workforce after earning an<br />

associ<strong>at</strong>e, baccalaure<strong>at</strong>e, or gradu<strong>at</strong>e level degree in<br />

science and engineering.<br />

THE TIMBUKTU ACADEMY<br />

The Timbuktu Academy was first established in 1990-91 with funding from the Louisiana Board of Regents (BOR) and the N<strong>at</strong>ional<br />

Science Found<strong>at</strong>ion (NSF) for the purpose of recruiting and mentoring 20 undergradu<strong>at</strong>e physics majors per year. In 1993, based on<br />

preliminary results, major funding was obtained from the Department of the Navy, Office of Naval Research (ONR). This funding led to a<br />

vast expansion of the pre-college enrichment programs and to the mentoring of other science and engineering undergradu<strong>at</strong>e students.<br />

The Academy has been funded by the ExxonMobil Found<strong>at</strong>ion, the Siemens Found<strong>at</strong>ion, and the Center for Coastal Zone Assessment<br />

and Remote Sensing (CCZARS). We acknowledge past funding, from 1990 to <strong>2008</strong>, from the Hewlett Packard Found<strong>at</strong>ion, the B<strong>at</strong>on<br />

Area Found<strong>at</strong>ion, the <strong>Southern</strong> <strong>University</strong> System, Dr. Ralph Slaughter, President, and NASA.<br />

Through the guidance of the Timbuktu Academy, one hundred seventy (170) minority undergradu<strong>at</strong>e scholars have earned a Bachelor of<br />

Science degree. Seventy (70) of 83 physics gradu<strong>at</strong>es, twenty (20) of 29 chemistry gradu<strong>at</strong>es, and twenty-two (22) of 49 engineering<br />

gradu<strong>at</strong>es have earned gradu<strong>at</strong>e degrees or are successfully enrolled in gradu<strong>at</strong>e school, with emphasis on the pursuit of the Ph.D. Two<br />

(2) of the gradu<strong>at</strong>es, Mr. Anthony Pullen (SUBR Spring 2004 Student Grand Marshal) and Ms. Cacey Stevens (SUBR Spring <strong>2008</strong> Student<br />

Grand Marshal), received the prestigious N<strong>at</strong>ional Science Found<strong>at</strong>ion (NSF) Gradu<strong>at</strong>e Research Fellowship. This lucr<strong>at</strong>ive support<br />

provides a $30,000 stipend per 12-month period for a maximum of three (3) years and over $10,000 per year for general support<br />

(tuition, travel to conferences, etc.). Mr. Pullen is pursuing a Ph.D. in Theoretical Astrophysics <strong>at</strong> the California Institute of Technology<br />

and Ms. Stevens is pursuing a Ph.D. in Fluid Dynamics <strong>at</strong> the <strong>University</strong> of Chicago. The Academy has produced nine (9) Student Grand<br />

Marshals <strong>at</strong> <strong>Southern</strong> <strong>University</strong> and A&M College, from 1992 to <strong>2008</strong>. Six (6) of these students are pursuing Ph.D. degrees.<br />

From the summer of 1994 to 20<strong>09</strong>, the Academy has engaged 2,<strong>09</strong>3 pre-college scholars in its summer programs. One of the precollege<br />

scholars, Mr. Polite Stewart, Jr., <strong>at</strong> age 14, began his undergradu<strong>at</strong>e studies <strong>at</strong> <strong>Southern</strong> <strong>University</strong> and A&M College. Mr.<br />

Stewart is majoring in Physics and Chemistry. The Academy has avoided and closed academic achievement gaps between its pre-college<br />

and college scholars and their peers. One significant result th<strong>at</strong> underscores this assertion consists of the average American College<br />

Test (ACT) score increase of 2.5 – 3 points for the high school participants in the Challenge 2000 and Summer Science Institute (SSI),<br />

residential summer enrichment programs. Since the summer of 1994, a total two-hundred seventy (270) scholars for Challenge 2000<br />

and two-hundred eighty-nine (289) for SSI have particip<strong>at</strong>ed in these programs. According to the ACT d<strong>at</strong>a, the six-week result (i.e., 2.5 -<br />

3 point jump) is more than six times the increase a typical high school produces in the same six-week period. Since 2001, the Academy<br />

has produced a total of fifty-one (51) N<strong>at</strong>ional Merit and N<strong>at</strong>ional Achievement Finalists. Each summer, federal, industrial, and university<br />

labor<strong>at</strong>ories, such as the N<strong>at</strong>ional Institute of Standards and Technology (NIST), Lawrence Livermore N<strong>at</strong>ional Labor<strong>at</strong>ory (LLNL), other<br />

Department of Energy (DOE) labor<strong>at</strong>ories, NASA field centers, Iowa St<strong>at</strong>e <strong>University</strong> (ISU) and Michigan Technological <strong>University</strong> (MTU),<br />

support the summer research of Academy scholars. Since the summer of 1994, the Academy has placed a total of five-hundred and<br />

eight (508) scholars <strong>at</strong> three-hundred forty-four (344) summer research sites.<br />

The Timbuktu Academy has established, through research and public<strong>at</strong>ion, a paradigm for the cre<strong>at</strong>ion of educ<strong>at</strong>ional, research, and<br />

professional value-added. This paradigm, known as the Paradigm of the Timbuktu Academy, rests on a current, dynamic (evolving) sum<br />

of knowledge in educ<strong>at</strong>ion and rel<strong>at</strong>ed disciplines, including cognitive and behavioral sciences. To meet its dissemin<strong>at</strong>ion goals and<br />

objectives, the Academy delivered over three-hundred eighty (380) present<strong>at</strong>ions to thousands of K-12 students, parents, K-12 teachers,<br />

college students, and college faculty members and published over one-hundred fifty (150) papers in physics and on Teaching, Mentoring<br />

and Learning (TML).<br />

The Timbuktu Academy received the 2002 U.S. Presidential Award for Excellence in Science, M<strong>at</strong>hem<strong>at</strong>ics, and Engineering Mentoring.<br />

Its director received the individual U.S. Presidential Award for Excellence in 1996. The Academy and its director received the 2007<br />

Benjamin Banneker Legacy Award from the Benjamin Banneker Institute. In 20<strong>09</strong>, its director, was one of four recipients of the<br />

Camp CEES Summer Camp 20<strong>09</strong><br />

The Center for Energy and Environmental Studies (CEES), in conjunction with the Office of Research and<br />

Str<strong>at</strong>egic Initi<strong>at</strong>ives (ORSI) <strong>at</strong> <strong>Southern</strong> <strong>University</strong>, hosted its 4 th year M<strong>at</strong>h, Science and Reading Summer<br />

Enrichment Camp. This Camp is committed to fostering educ<strong>at</strong>ional experiences in STEM (Science,<br />

Technology, Engineering and M<strong>at</strong>hem<strong>at</strong>ics) fields.<br />

As our n<strong>at</strong>ion turns its focus to the environment, this year CEES added a special program “CEES goes<br />

GREEN.” Campers had the opportunity to particip<strong>at</strong>e in several camp projects th<strong>at</strong> allowed students to utilize<br />

green science “by recycling, reducing carbon footprints and exploring altern<strong>at</strong>ive forms of energy.” The closing<br />

program fe<strong>at</strong>ured “Solar Energy Projects” with students displaying their own solar house. In addition, students<br />

demonstr<strong>at</strong>ed Chemistry and Robotics Projects.<br />

Camp CEES is funded by the N<strong>at</strong>ional Aeronautics and Space Administr<strong>at</strong>ion (NASA) Center for Coastal<br />

Zone Assessment and Remote Sensing (CCZARS) grant.<br />

ELECTRONIC PROPOSAL SUBMISSION<br />

WORKSHOPS HELD<br />

The Office of Sponsored Programs (OSP)<br />

held an electronic grants initi<strong>at</strong>ives workshop<br />

entitled, Electronic Proposal Prepar<strong>at</strong>ion and<br />

Submission, <strong>at</strong> the <strong>Southern</strong> <strong>University</strong> John B.<br />

Cade Library. Three full-day workshop sessions<br />

were held February 16-18, 20<strong>09</strong>, from 8:30 a.m. to<br />

4:00 p.m. The presenters were Dr. Lynn and Jeremy<br />

Miner of Miner and Associ<strong>at</strong>es, Inc.<br />

This “hands-on” interactive workshop was<br />

designed to educ<strong>at</strong>e faculty, staff, and community<br />

participants on how to successfully navig<strong>at</strong>e the<br />

electronic proposal submission process via<br />

Grants.gov, eRA Commons, and other electronic<br />

submission avenues. The participants were given an<br />

on-line “walk-through” demonstr<strong>at</strong>ion of the<br />

Grants.gov submission fe<strong>at</strong>ures. The presenter also<br />

provided tips and shortcuts on how to navig<strong>at</strong>e the<br />

system with ease.<br />

FALL INTELLECTUAL PROPERTY WORKSHOPS<br />

During the Fall of <strong>2008</strong>, the<br />

Office of Sponsored Programs<br />

(OSP) hosted two<br />

intellectual property<br />

workshop sessions entitled<br />

“From The Researcher’s Lab<br />

To Reality.” The session was<br />

held Wednesday, September 17, <strong>2008</strong> <strong>at</strong> the<br />

<strong>Southern</strong> <strong>University</strong> Agricultural Research and<br />

Extension Center. The goal of the sessions was to<br />

provide the basics of disclosing intellectual property<br />

and the commercializ<strong>at</strong>ion process. The sessions<br />

focused on useful tool for researchers to protect their<br />

ideas and resulting inventions. The presenters were<br />

Dr. Rose Glee, Director of Technology Transfer <strong>at</strong><br />

Florida A&M <strong>University</strong>, and Michael Vallan, Esq.<br />

of Vallan & Lawrence, L.L.C. Approxim<strong>at</strong>ely 40<br />

members from the B<strong>at</strong>on <strong>Rouge</strong> campus and<br />

community, and the Agricultural Research Center<br />

<strong>at</strong>tended the session.<br />

N<strong>at</strong>ional Sponsored Programs Administr<strong>at</strong>ors<br />

Alliance (NSPAA) of HBCUs, Inc.<br />

15 th Annual Conference held in New Orleans, La.<br />

June 9-12, 20<strong>09</strong><br />

<strong>Southern</strong> <strong>University</strong> and A&M College was<br />

one of the host universities in planning the NSPAA<br />

conference. Other institutions were: Dillard<br />

<strong>University</strong>; Grambling St<strong>at</strong>e <strong>University</strong>; SUNO;<br />

SUSLA; and Xavier <strong>University</strong>. The Office of<br />

Sponsored Programs was represented by two staff<br />

members, Ms. Norma Lemond and Mr. Ashley<br />

Alexander, to assist in ensuring a successful meeting.<br />

The theme was, “Enhancing Institutional<br />

Competitiveness in Research and Sponsored<br />

Programs.” Some of the workshop sessions were:<br />

“American Recovery and Reinvestment Act<br />

Programs”; “Issues and Best Practices in Managing<br />

Intellectual Property in a <strong>University</strong> Setting”; “Export<br />

Controls: Wh<strong>at</strong> Universities Should Know”;<br />

“Electronic Research Administr<strong>at</strong>ion”; and “Best<br />

Practices for Avoiding Non-Compliance”.<br />

Represent<strong>at</strong>ives from several Federal<br />

Agencies were there to impart agency upd<strong>at</strong>es and<br />

funding opportunities. Proudly representing<br />

Louisiana were Lieutenant Governor Mitch Landrieu<br />

and <strong>Southern</strong> <strong>University</strong>’s President Ralph Slaughter<br />

as guest speakers.<br />

In sum, participants were able to network with<br />

other Sponsored Program administr<strong>at</strong>ors about<br />

various issues th<strong>at</strong> pertain to Research<br />

Administr<strong>at</strong>ion. We gained new insights on positioning<br />

our institution to maximize opportunities in research.

Proposal & Report Submission<br />

Fastlane uses the World Wide Web to facilit<strong>at</strong>e business<br />

transactions and the exchange of inform<strong>at</strong>ion between NSF and its<br />

client communities in submitting and reviewing proposals, the<br />

submission of annual and final project reports, and all other postaward<br />

notific<strong>at</strong>ions and requests. The Fastlane system has been<br />

under development for several years and has been in oper<strong>at</strong>ion<br />

since October 1, 2000.<br />

A faculty member who has never submitted a proposal to NSF must<br />

be registered through Fastlane before beginning the Proposal<br />

Prepar<strong>at</strong>ion process. The Office of Sponsored Programs has the<br />

responsibility of registering and assigning passwords for each<br />

faculty member submitting a proposal to NSF. Please contact our<br />

office <strong>at</strong> 771-28<strong>09</strong> if you need to register.<br />

U. S. Department of Energy (US DOE):<br />

Industry Interactive Procurement System (IIPS) is the electronic<br />

form<strong>at</strong> required by DOE for submitting a proposal. IIPS<br />

provides the medium for dissemin<strong>at</strong>ing solicit<strong>at</strong>ions, receiving<br />

applic<strong>at</strong>ions, and evalu<strong>at</strong>ing applic<strong>at</strong>ions. <strong>Southern</strong> <strong>University</strong> is<br />

registered and utilizing the IIPS System through the Office of<br />

Sponsored Programs who is the authorized office to submit<br />

proposals to U.S. DOE.<br />

ONR offers AwardWeb and AdminWeb as electronic distribution<br />

mediums to expedite the receipt of awards and modific<strong>at</strong>ions,<br />

AwardWeb and AdminWeb. If you have an award funded or<br />

The Office of Sponsored Programs <strong>at</strong> the Board of Regents made<br />

a significant change in the reporting requirements for Support<br />

Fund (LEQSF) project reports. The Reporting System uses<br />

“LOGAN” to facilit<strong>at</strong>e the way the BOR does business with the<br />

research, educ<strong>at</strong>ion, and rel<strong>at</strong>ed communities. The system is<br />

available for project reporting, fiscal reporting, and post-award<br />

administr<strong>at</strong>ive activities. All Interim/Annual and Final Reports and<br />

Expenditure Reports must be completed electronically.<br />

Please be reminded th<strong>at</strong> if you have an awarded BOR Support<br />

Fund project or if you receive an award in the future, a report is<br />

due electronically. The Office of Sponsored Programs informs the<br />

Principal Investig<strong>at</strong>or of the type and form<strong>at</strong> required, as well as<br />

the due d<strong>at</strong>e.<br />

N<strong>at</strong>ional Institutes of Health (NIH):<br />

where NIH and the grantee community are able to conduct their<br />

extramural research administr<strong>at</strong>ion business electronically.<br />

Registering with the “Commons” SUBR faculty and staff will be<br />

able to take advantage of electronic submission and retrieval of<br />

grant inform<strong>at</strong>ion.<br />

HBCU-UP SMART Program Hosts<br />

S<strong>at</strong>urday M<strong>at</strong>h Tutorial<br />

In its continuing effort to enrich the K-12 learning<br />

environment, the HBCU-UP SMART Program will offer free m<strong>at</strong>h<br />

tutoring for middle and high school students during the fall 20<strong>09</strong><br />

academic period. The S<strong>at</strong>urday M<strong>at</strong>h Tutorial, which has been<br />

conducted since 2005, is structured to complement and<br />

reinforce m<strong>at</strong>hem<strong>at</strong>ics concepts th<strong>at</strong> the students are currently<br />

studying in Pre-algebra, Algebra I, Algebra II, Geometry, Advanced<br />

M<strong>at</strong>h, and Calculus. Sessions are conducted by faculty from the<br />

Department of M<strong>at</strong>hem<strong>at</strong>ics on S<strong>at</strong>urdays from 9:00am to 12<br />

noon in T. T. Allain Hall – Room 324. This undertaking should<br />

result in students having a better found<strong>at</strong>ion with which to<br />

successfully master the rigors of high school and college<br />

m<strong>at</strong>hem<strong>at</strong>ics as well as scientific courses (such as chemistry and<br />

physics) th<strong>at</strong> require an applic<strong>at</strong>ion of m<strong>at</strong>hem<strong>at</strong>ical principles.<br />

With funding by the N<strong>at</strong>ional Science Found<strong>at</strong>ion since<br />

1998 and recent funding from Siemens Found<strong>at</strong>ion and British<br />

Petroleum, the HBCU-UP SMART Program addresses the<br />

historical under-represent<strong>at</strong>ion of minorities in science,<br />

technology, engineering, and m<strong>at</strong>hem<strong>at</strong>ics (STEM) disciplines of<br />

study <strong>at</strong> the undergradu<strong>at</strong>e and doctoral levels. Several<br />

str<strong>at</strong>egies for improvements to student performance are also<br />

directed to K-12 students to mitig<strong>at</strong>e academic barriers th<strong>at</strong> may<br />

hinder students from selecting a STEM major upon enrolling in<br />

college:<br />

Pre-College Algebra Course for High School<br />

Students (SMART PAC) to provide early<br />

exposure to the academic rigors of a college<br />

level m<strong>at</strong>hem<strong>at</strong>ics course.<br />

ACT Prep in an effort to improve students’ critical<br />

thinking skills and emphasize various testtaking<br />

str<strong>at</strong>egies th<strong>at</strong> will help students<br />

increase their overall composite score on the<br />

actual ACT examin<strong>at</strong>ion.<br />

S<strong>at</strong>urday M<strong>at</strong>h Tutorial as a means to provide<br />

supplemental m<strong>at</strong>hem<strong>at</strong>ics instruction <strong>at</strong> the<br />

middle and high school levels.<br />
