Le Cosméto-Scientifique fait peau neuve avec le nouveau comité. Je me suis joint comme
éditrice avec un mandat de rajeunir et d'innover la présentation. À chaque numéro, la page
couverture présentera le sommaire du contenu et la conférence du mois. A l'intérieur, en plus
du mot de l'éditrice, vous trouverez les coordonnées des membres du comité, la chronique de
notre Présidente Maria Elkurdi, la présentation de notre prochain conférencier, les nouvelles
de l'association et de l'industrie, les opportunités de carrières, un article scientifique à propos
de la conférence du mois et bien sûr la publicité de nos commanditaires. La couverture arrière
sera toujours consacrée à l'Agenda de la SCC avec les dates des événements de notre
association ainsi que toutes les informations, dates et horaires des cours.
Il va sans dire que la publication d'un bulletin draine une partie du budget et dépend de la publicité.
La contribution de votre compagnie, que vous soyez fabricant, distributeur, fournisseur
de biens ou de services, serait grandement appréciée. N'est ce pas la meilleure façon de vous
faire connaître à tous les membres. Une grille de prix est publiée à la p.19.
La tâche la plus difficile pour l'éditeur est de faire respecter la date de tombée de la publication.
De ce côté, je me permettrai d'être rigoureuse. Dans chaque bulletin, nous annoncerons
la date de tombée du prochain numéro en page 19. Toutes les suggestions de nouvelles, d'articles,
de demandes de publication seront traitées avec considération.
Nous offrons la livraison du Cosméto-Scientifique par courrier électronique. Vous recevrez
un document par filière PDF ( Acrobat reader) de qualité imprimable. Les autres membres le
recevront par la voie régulière de Poste Canada.
N'oubliez pas de faxer votre coupon réponse pour le souper conférence du 28 janvier 2003
(p. 5) ou d'envoyer un email de confirmation. Nous vous attendons en grand nombre. Nous
apprécierons votre courtoisie de nous prévenir si vous devez annuler car les frais du souper

MOT de la PRÉSIDENTE -
PRESIDENT’S NOTE
Merci de m'avoir choisie pour vous représenter. Avec l'aide du nouveau comité extrêmement dynamique et
motivé, j'espère continuer le difficile travail déjà entrepris et fournir des évènements SCC agréables et formateurs
en même temps.
En tant que représentante du Chapitre du Québec, j'ai participé à la conférence nationale de la SCC à New-
York qui regroupait tous les représentants de l'Amérique du Nord. Plus de 1400 personnes étaient attendues.
La SCC est représentée par quatre directeurs de région dépendant du lieu géographique et comme vous le
savez, le Chapitre du Québec appartient à la région I. Nos directeurs pour cette année sont Messieurs Irwin
Palewsky et Nick Morante.
Lors de la rencontre des président(e)s et vice-président(e)s, il y a eu de nombreux sujets et notamment un portant
sur la coopération entre les petits chapitres. Par exemple, des activités effectuées par le Chapitre de
l'Ontario pourraient être disponibles et profitables pour le Québec. Ceci inclut spécialement les cours d'éducation
continue pour lesquels nous pourrions proposer des prix plus abordables… et en dollars canadiens.
Une journée des fournisseurs en commun serait aussi être mutuellement appréciée. Lors de cette réunion, nous
avons aussi discuté d'amélioration de la qualité et des services dans chacun des chapitres, ces idées vous
seront proposées dans nos prochains bulletins.
Dans l'attente de vous revoir à toutes nos prochaines réunions.
Thank-you for choosing me to represent you. With the help of an extremely energetic and motivated comity, we
hope to be able to continue the hard work, and make the SCC events fun and educational at the same time.
On behalf of the Quebec Chapter, I attended the National SCC conference in New York which includes representatives
of all of North America. More than 1400 people attended. The SCC is guided by four Area Directors
depending on geographical location and as you know the Quebec Chapter belongs to the Area I region. Our
directors for this year are Irwin Palewsky and Nick Morante.
During the meeting of chairs and chair elects, of
the many topics discussed in NY were how we
can co-operate with other small chapters, which in
our case is the Ontario Chapter to make certain
events available and profitable for everyone.
These specially include Advanced Education
Courses, for which we will be able to make the
prices affordable and payable in Canadian currency.
A joint supplier's day would also be mutually
agreeable. We also discussed how we could
improve the quality and services in each of our
chapters, these ideas will be proposed to you in
the following news updates.
Looking forward to seeing you, at all of the
upcoming events.

Un Merci de la part de la présidente sortante
Merci au comité 2002 pour un excellent travail tout au long de l'année! Et, il va s'en dire que je souhaite la bienvenue
au nouveau comité 2003. Je serai dans l'ombre prête à aider et à conseiller au besoin tous ses membres.
L'année 2002 a été rapide et mouvementée. Avec le tournoi de golf de juin, le
cours SCC d'octobre et l'après-midi fournisseurs à la fin du même mois, le comité
a travaillé fort pour mettre en place tous ces programmes.
Un Merci encore plus spécial à Lory Boudjikanian, l'organisatrice des activités
sociales, et à Chantal Pelletier, notre secrétaire 2002. Elles ont travaillé en étroite
collaboration toute l'année afin que toutes nos activités se déroulent avec succès.
Quel beau travail elles ont fait lors de notre souper du temps des fêtes, le 26
novembre dernier. Le repas, les hors-d'œuvres, l'ambiance, tout a été de pair
pour une soirée bien réussie.
J'en profite en terminant pour remercier toutes les compagnies qui ont bien voulu donner un prix de présence
pour l'occasion. Sans votre générosité, la soirée n'aurait pas été aussi intéressante. On compte sur vous en
2003.

I would like to take this opportunity to thank especially
Lory Boudjikanian, our 2002 Social Activity
Director, and Chantal Pelletier, our 2002
Secretary, for their special team effort. Both
worked very hard together to ensure that all our
2002 activities were a success.
What a great job they did for the Holiday Dinner of
November 26! The meal, the ambiance, the horsd'oeuvres,
all was in place for a very nice evening.
I would also like to take this opportunity to thank
all the firms that gave generously door prizes for
the occasion. It is always more enjoyable to go
home with a gift during the Holiday Season. We
count on you in 2003!

The Cosmeto-Chemist Newsletter will make a fresh start with its new comity. I have accepted to be the editor
and have the challenging task of renewing the image and contents of the bulletin. The cover of each issue
will present a summary and the month's conference. On the inside you will find the Editors note and the co-ordinates
of the comity members, a word from our President, Maria Elkurdi and a presentation of the speaker of the
month. We will also bring you association news
and industry news, job opportunities in the
domain, a scientific article pertaining to the conference
of the month and finally advertisements of
our sponsors. The back page will always be
reserved for upcoming SCC events as well as timings
and dates of courses.
It goes without saying that publishing the bulletin
drains a part of the budget and we have to
depend on advertisements Your company's contribution,
whether you are a manufacturer, distributor
or supplier of goods or of services your contribution
will be greatly appreciated. There is no
better way to make yourself known to all the
members. A price grid is published on page 19.
The most difficult task of the editor is to respect
the publishing date. I will vow to be punctual. In
each bulletin we will announce the date of the
next issue on page 19. All requests for news,
reviews, and publications will be considered.

Qui n’a pas rêvé d’embaucher un magicien afin de régler tous les problèmes de préservation des produits
finis? Un coup de baguette et abracadabra, plus de problème de contamination. Dans la réalité,
tout n’est pas si simple. Le chimiste avec son bagage scientifique essaiera de résoudre la plupart des
problèmes reliés à la stabilité des produits.
À notre souper conférence du mois de Janvier, nous recevrons M. André Jean, inspecteur de Santé
Canada, qui nous entretiendra sur le sujet " Microbiologie & Cosmétiques ". M. Jean nous présentera
le programme de la sécurité des produits de Santé Canada et abordera ensuite le règlement canadien
sur les Cosmétiques. Enfin, il répondra à vos questions sur cet important sujet d'intérêt dans le
domaine de la Cosmétologie. Une liste de questions ont été proposé à M. Jean pour préparer ses
interventions.
M. André Jean est titulaire d'un Baccalauréat en Sciences Biologiques avec une spécialisation en
microbiologie de l'Université de Sherbrooke. Il est inspecteur depuis 4 ans au Programme de la
Sécurité des Produits, Direction générale de santé environnementale et de la sécurité des consommateurs
(DGSESC). Par le passé, il a occupé les postes de spécialiste des aliments avec l'Agence
Canadienne d'Inspection des Aliments (ACIA), d'inspecteur des aliments et des drogues avec Santé
Canada et de technicien de laboratoire au bureau des dangers microbiens avec le même ministère.
Cette conférence s’annonce des plus intéressantes, nous vous attendons en grand nombre.

Who has not dreamt of hiring a magicien, to
solve our conservation problems. A wave of a
wand and abracadabra, no more microbial
contamination. In reality, it is not so simple. A
chemist with his scientific background will try
to resolve most of the problems related to
product stability.
At the dinner conference in January, we would
like to present Mr. André Jean, inspector from
Health Canada. He will speak on Product
Safety and Microbiology regulations in cosmetic
products. It will also answer your questions
on the subject. A list of questions have
been proposed to Mr. Jean, as a broad guideline
for the conference.
Mr. André Jean is graduated with a BSc. in
Biology with a Microbiology major from the
University of Sherbrooke. He currentlty works
as a Product Safety Inspector for the Health
Environment and Consumer Safety
Directorate (HECSD) of Health Canada for the
past four years for the application of the
Hazardous Products Act and the Food and
Drugs Act and Cosmetic Regulations. In the
past, he did work as a food specialist with the
Canadian Food Inspection Agency (CFIA), a
food and drug inspector with Health Canada
and a lab technician with the Bureau of
Microbio Hazards with Health Canada.
We expect to meet all of you at this very interesting
meeting.

Here are some new ideas on how to maintain the integrity of a formula.
Most cosmetic products are susceptible to microbial contamination.
Microbial contamination causes spoilage and is
potentially a serious hazard to the consumer.
Microorganisms are extremely diverse and are everywhere
to contaminate the product. Antimicrobials preserve the
product and keep it safe from bacterial attack. A suitable
antimicrobial preservative or mixture of preservatives possess
as many of the following properties as possible.
1. Broad-spectrum activity. It should be effective against
gram-positive and gram-negative bacteria.
2. Long-lasting activity. It should maintain such activity
under normal conditions of storage and contamination during
use and preferably under less favourable circumstances.
3. Rapid action. After a cosmetic has been contaminated
during use, the preservative must quickly sterilize the product
in less than an hour.
4. Non-sensitizing. It should not have any allergenic or sensitizing
tendencies.
5. Non-toxic and non-irritating. It should be non-toxic and
non-irritating to the skin tissues in the concentrations and
frequencies used.
6. Compatibility. It should be chemically and pharmacologically
compatible with the other ingredients and should not
significantly alter the pH and tonicity of the system if it is a
solution.
7. Stability. It should be chemically stable to beat and not
undergo discoloration or disintegration during prolonged
storage.
8. Inactivity. It should be chemically integral not to be neutralized
by other ingredients in the formula.

the appropriate vehicle in the formula. For a water-based
product, it should be sufficiently soluble in water to achieve
adequate concentration in the aqueous phase of a system
of two or more phases.

A great many problems in product formulation arise
due to chemical interactions between cosmetic ingredients.
In fact, even the packaging in direct contact with
the product may interact physically or chemically with
the product or the preservatives that it holds, altering
strength and quality.
Actually, a large number of interactions have been recognized,
and the majority of them are related to the
inactivation of preservatives. Once identified, however,
alternatives can usually be found to circumvent the
problems involved in the very early stages of product
development.
VITAMINES
Preservation Problems.
The combination of methyl and propyl esters of p-
hydroxybenzoic acid have been employed as compatible,
non-toxic preservatives for liquids and creams for
many years. However, since 1950, a number of investigators
have observed the inactivation of these agents
in the presence of several non-ionic surfactants and
vegetable gums. Loss of preservative activity has been
attributed to the formation of a complex between the
preservative and the surfactant. In this interaction, the tendency
of phenols to form molecular complexes with polyethers
present in polymers was noted separately by other
researchers. This was later confirmed by dialysis technique.
It was suggested that p-hydroxy-benzates could be
employed efficiently as preservatives provided higher concentrations
be used to offset that quantity bound by nonionic
surfactants.

Typical preservatives used in the cosmetic industry include
methylparaben, ethylparaben and propylparaben and their
derivatives. They disable enzyme activity in the bacterial
wall to prevent fungal contamination. This action continues
when the product is on the skin and may be absorbed into
the skin tissue, taken up by the blood stream and ultimately
reside in the major organs. The preservative action is so
stable; it continues to work while inside the body, limiting the
normal enzyme activity of the body.
How do we know this? Autopsies performed on cancerous
tumours have shown residues of methyl-, ethyl- and propylparabens.
The cosmetic industry is adopting a new strategy,
which includes several approaches. They show promise,
but none of these materials is expected to supplant
parabens as the preservative of choice in cosmetics.

adopted I order to develop preservative-free products.
" Inclusion of ingredients (emollient esters) that are
self-preserving.
Recently a variety of emollients has claimed to perform like
preservatives or boost paraben activity. These esters, such
as caprylic/capric glycerides, are mild, multifunctional and
create an almost preservatives-free environment for a product.
" Inclusion of fragrances that provide significant
antimicrobial activity.
" Naturally derived botanical material that deter
microbial growth.
Here are several natural materials that have been promoted
for their preservation effects.
The bactericidal and fungicidal properties of tea tree oil
make it suitable for use as a multifunctional active or preservative
component in a broad range of cosmetic products.
Its antimicrobial activity is broad spectrum that includes
fungi and yeasts.
Neem (azadirachea indica) is a very popular remedy in
India, and is useful in curing various skin diseases and as
an insecticide. The composition (terpenoids, diterpenes and
more than 50 highly oxidized tetramer-tripernoids like
azadirachtin ,nimbolide, nimbidinic acid, azadirone and
nimbin) suggest its powerful role to protect product from
bacteria.
Willow Bark (Solix alba, S. purpusa L., S. fragilis L.) has
uses as an analgesic, antiseptic, anti-inflammatory,
antirheumatic and antipyretic. It can also be a useful tool to
boost the activity of conventional preservative owing to the
presence of 1,5 - 2,2 % phenolic glycosides, mainly salicylates
(1,0 - 10,2 %), including salicin and its derivatives salicortin,
fragilin, populin, triandrin and vimaln; tannins-mainly
catechin; some gallotannins and condensed tannins (pyrocyanidins)
and 1-4% flavonoides including isoquarcitrin and
naringin and its glucosides. The chemical composition of
the young twigs is comparable though lower in concentrations
than the bark alone. The species with the highest
reported salicilin content are s.purpurea, s. daphnoides and
s. fragilis.
Witch Hazel (Hamamelis virginiana) is an effective household
remedy to treat bruises, spraine and minor cuts. It is
also useful for local inflammations, and infections of the
mucose. It as been an effective remedy to be use as a gargle
for a sore throat.
The composition from leaves contain 3-10 % tannins (a mixture
of catechins, gallotannins, plus cyaniding and delphinidin
type proanthocyanidins), mainly hamamelitannin and
hamamelose, catechins, mainly (+) catechin, (+)
Page 14 - catechin, (+) - epigallocatechin gallate; phenolic
acids (caffeic and gallic acids; flavonoids such as
kaempferol, quercetin, quercitrin and isoquercitrin, 0.01-
0.5%) volatile essential oil of which 40% are aliphatic alcohols,
25% are carbonyl compounds (n-hex-2-en-1-
al,acetaldehyde, a- and ß-ionine, 15% are aliphatic esters,
and not more than 0.2% safrol, tannin, flavonoids,
saponons and polyphenols) also suggest a viable extract
from the plant source to boost up the preservative activity of
the conventional preservative system.
Serpents Tongue (Erythronium Americanum L.): The oil is
used externally for wound healing and various cuts and
abrasions. It is an indigenous, perennial herb, with a cormus
or bulb at some distance below the surface, which is white
internally, and fawn-colored externally. It is rich in a-methylene
butyrolactone the aqueous extract have activity against
Gram-positive as well as Gram-negative bacteria.
There are also many common synthetic raw material that
provide a hostile environment for bacteria; they include
propylene glycol, dipropylene glycol, aluminum zirconium
tetra-chlorohydrex glycinate, TEA salicylate, hydroquinone,
sodium lauroyl sarcosinate, dihydroxyacetone, octyl
methoxy-cinnamate, polybutene, caprylic/capric triglyceride,
phytosterol acetate, ethanol, and BHT. However, all of
them still require small amounts of conventional preservative
to pass the lengthier challenge test.
Essential Oils
The healing potential of essential oils has been well known
since ancient times. Their antiseptic effects have been successfully
employed to preserve food and cosmetics. In
times of epidemics, perfumed candles, incense sticks and
orange and lemon peels (both are good sources of essential
oils) were used in hospitals to counteract bacterial infections.
This practice continues today. Essential oils and
spices with characteristic flavour and aroma have long been
used as preservatives. Their chemistry is complex and consists
of one of more of the following: alcohols, phenols,
esters, acids, aldehydes and terpenes.
The evaporation of essences from the plant surface protects
it against bacterial or fungal infections. Historically, this
led to the use of aromatic substances to combat diseases.
In early studies, Phenol coefficient was used as a standard
value for comparing antimicrobial activity of aromatics. And
impressive phenol coefficient and antimicrobial inhibitory
activity data as been given.
Some key essential oils include eucalyptus, wintergreen,
thymol, sandle-wood, cubeb, clove and camphor. The new,
encapsulated preservative are said to perform on demand;
that is, they become active when a product is threatened by
bacterial contamination. The capsule burst when either preservative
quantity is low in the main bulk or becomes active
when there is a physical contact with bacteria, mold or fungi.

BRUXELLES - L’Union européenne (UE) a fait un nouveau pas cette semaine vers un accord ui interdirait le
recours aux tests menés sur des animaux dans l’industrie comestique au sein de l’UE.
Les négociateurs des 15 pays membres de l’UE et ceux du Parlement européen sont parvenus à un compromis
qui introduirait l’interdiction en 2009. «Nous
pouvons aujour’hui entrevoir la fin des tests sur les
animaux», a déclaré le ministre danois de
l’Environnement, Hans Christian Schmidt, à la tête
de l’équipe des négociateurs représentant les différents
gouvernements. Le texte interdirait les
tests cosmétiques sur les animaux réalisés en
Europe et appellerait également à porter un coup

Industry surprised by animal testing decision
The beauty industry in Europe is expressing its unanimous surprise at the stringency of the agreement
reached between the European Parliament (EP) and Council on November 7, regarding the 7th
amendment to the European Cosmetics Directive. The proposed conciliation seeks to ban animal testing
and the sale of products tested on animals, as well as those containing animal-tested ingredients,
as of 2009.
The EP and Council agreed that three systemic tests (repeated dose toxicity, reproductive toxicity and
toxicokinetics), would be subject to a ten year deadline. Where alternative testing methods are available,
the ban will come into force at the same time as the new legislation.
This will mean finding alternative test methods, which take many years to be validated. ''We have to
be realistic,'' Colipa (The European Cosmetic, Toiletry and Perfumery Association) secretary general
Bertil Heerink tells BBN. ''This deadline is very optimistic and will be extremely difficult to meet.'' In light
of these developments, Colipa has contacted the European Commission to try to negotiate the cut-off
date, and to reiterate its intention of stepping-up efforts to find alternative methods in collaboration with
European authorities such as the ECVAM (European Center of the Validation of Alternative Methods,
part of the European Commission), and with the industry. But many remain skeptic about the timeframe.
''Ingredients have to be tested, and so far supplementary testing methods have not been found
for all of them, or will not be found in the timeframe given by the European Commission, '' German
beauty giant Beiersdorf vp international R&D Dr KlausPeter Widdern tells BBN.
This sales ban within the EU will have massive repercussions worldwide, as manufacturers would be
forced to withdraw products. ''(the ban) would lead to a major conflict with the World Trade
Organization, as US companies would be unable to sell their products in Europe because they test on
animals,'' French Federation of Fragrance, Toiletries and Cosmetics president Alain Grangé Cabane
recently commented.
Colipa has contacted the transatlantic Business Dialogue organization (which involves European and
US industries and governmental agencies) to discuss the issue.
Other questions stemming from the 7th amendment will be addressed at European level by early
December. These issues include what to do about CMRs (substances reputed to be carcinogenic,
mutagenic or reprotoxic), durability (what should be indicated on the packaging) and the question of
whether 26 allergenic substances should be listed on the labels, depending on their concentration.

cours d'éducation continue. Le bureau national de la SCC à New-York a confirmé que le prix d'un cours d'une
journée est de 3000$US et pour un cours de 2 jours 4000$US. Pour ce montant, le bureau national nous fournit
le conférencier et tous les documents du cours. Dans le but d'offrir un réel avantage aux membres, ces cours
peuvent être pris en charge par le Chapitre du Québec. Ceci veut dire que si vous êtes membres du Chapitre du
Québec pour la SCC, vous pourrez bénéficier d'un cours d'Education Continue qui se tiendra à Montréal, pour
aussi peu que 100$CA par jour si cette proposition est acceptée par le comité. Le reste du coût sera absorbé

Comme aucune université locale n'offre des cours dans le domaine des Sciences en Cosmétologie, c'est

I mentioned in the president’s note that we as a chapter had the option of presenting our own Advanced Education
Courses. The National SCC office in New York has confirmed that the cost for a one-day course will be US$ 3000
and the cost for a two day course will be US$ 4000. For this amount National will provide us with a speaker and
course documentation. In order to offer an incentive to members, these courses will be subsidized by the SCC
Quebec Chapter. Which means that if you are a member of the Quebec Chapter, you may be able to attend an
Advanced Education Course if held in Montreal, for as little as 100$CAD/per day if this proposition is accepted by
the comity. The rest of the cost will be absorbed by the SCC Quebec. The success of this option depends on your
support and enthusiasm. Since local universities do not offer courses in Cosmetic Science, this is the only way
we have of updating our scientific know how. At the upcoming conference you will receive a list of courses that
can be held in Montreal, we kindly request you to select a formation course that would interest you and the month
that is convenient.
