Son yıllarda bütün Avrupa ülkeleri, ulusal
sürdürülebilir kalkınma stratejileri geliştirmiş ve
yasallaştırmıştır. Bölgeler, şehirler ve belediyeler
(yerel yönetimler) bu stratejiler tarafından sıkça
etkilenmekte (örneğin arazi paylaşımı, altyapı, yol
yapımı konularında), ancak uygulamaya katılımları
farklı şekillerde meydana gelmektedir.
Avrupa çapında yürütülen bir karşılaştırmalı
araştırma çerçevesinde, ulusal sürdürülebilir
kalkınma stratejilerinin uygulanmasında yerel veya
bölgesel düzeydeki katılım araçları ve bu alandaki
deneyimler toplanmış ve karşılaştırılmıştır. Vaka
analizlerinin seçiminde, çeşitli siyasi-idari modeller,
yetki dağılımları ve yönetim kültürleri dikkate
alınmıştır.
All European countries have developed and
enacted National Sustainable Development
Strategies over recent years. Regions, cities
and villages are often affected by these
strategies (e.g. regarding land consumption,
infrastructure, traffic routes), but their inclusion
into strategy development comes in
different ways.
Hence, this Europe-wide comparative study
brings up and compares the instruments of and
experiences in including the local or regional
level in the implementation of corresponding
National Sustainable Development Strategies.
The project consists of the analysis of the
strategy and implementation documents of all
European countries and eleven specific case
studies which are gathered via qualitative
telephone interviews and experts’ discussions.
The selection of the case studies takes into
consideration the variety of politicaladministrative
systems, distribution of
competences and political cultures in Europe.
