Naval Engineering Bulletin • June 2001 Foreword By Vice Admiral David Shackleton AO RAN Chief of Navy Welcome to the first edition of the new Naval Engineering Bulletin. This Bulletin is all about communicating with our people. Although it has a focus on engineering, it is not meant to be just for the “techos”. I commend it to the wider defence community as means of sharing ideas, evoking thought and providing feedback on this very important aspect of the RAN. As the Chief of a modern Navy, I see our harnessing of technology as fundamental to our ongoing success and effectiveness. Engineering is the business of putting technology into practice. Engineering is, and will continue to be, fundamental to the ongoing operation and effectiveness of our Navy. We have come a long way with Engineering in the RAN. Our drive to be at the technological forefront has gained us a war fighting edge and allows us to enjoy world- wide reputation for excellence. In the past, the RAN has relied heavily on using other Navy’s platforms and with that came a host of engineering, logistic and training support systems. In today’s RAN, however, we have now gone our own way in many respects through in-house Ship and Submarine building programs and on going weapon system integration programs in all our platforms, including the new Sea Sprite helicopters. We have come of age, but with that comes the impost of being a “parent Navy”. This carries with it enormous responsibilities and challenges and engineering prowess will be the key to our future. I look forward to reading about these issues in this, and future editions of the Naval Engineering Bulletin. discuss the engineering aspects of safety and risk, and as an adjunct to the RAN safety brochure “Seaworthy”. There are many facets to engineering that might be addressed in this Bulletin. To many, “engineering” evokes images of coal and steam and lands of “whirling death” and to others it is all about analysing complex electronic circuit faults or debugging software problems. In any case there is many a good “warrie” to be spun, and hopefully a few lessons to be learnt along the way. Importantly, there are also many “people issues” to be discussed and the Naval Engineering Bulletin should provide an excellent forum to do so. I hope the Naval Engineering Bulletin will continue to cater for a mix of interests as it has attempted to do this time, and I encourage you to contribute articles for future editions. I trust you will enjoy this first edition of the Naval Engineering Bulletin. Engineers make it happen! David Shackleton Vice Admiral AO RAN Chief of Navy Leading edge technology and striving to be the best does not, however, come without risk. As the Navy’s Safety Manager I carry the ultimate responsibility for safety and for the minimisation of risk. Whilst we have relatively mature risk management systems in place, the surest way to manage risk is to eliminate it all together. In the majority of cases, the ultimate way to eliminate risk is to engineer it out of a system, or to ensure it is not embedded in the design in the first case. Under the technical regulatory framework, I rely on engineers to advise and to assure me as to safety and fitness for purpose of our Ships, Submarines and Aircraft. I see the Naval Engineering Bulletin as a forum to 2
