For 2010, municipality <strong>of</strong> Shtërpce/Štrpce will have a budget <strong>of</strong> €1,720,963, out <strong>of</strong><br />

which €966,636 for wages and salaries, €126,214 for goods and services, €32,120 for<br />

expenditure utilities, €5,000 for transfers and subsidies, and €590,993 for capital<br />

expenditures. The grants com<strong>in</strong>g from <strong>Kosovo</strong> government for this municipality are:<br />

general grant €884,507, grant <strong>of</strong> education €639,450 and grant <strong>of</strong> health €130,094. 21<br />

On the other hand, Novo Brdo’s budget for 2010 is €1,468,090 out <strong>of</strong> which €685,375<br />

are dedicated for wages and salaries, €60,375 for goods and services, €23,500 for<br />

expenditure utilities, €16,000 for subsidies and transfers, and €682,440 for capital<br />

expenditures. 22 The general budget grant is <strong>in</strong> an amount <strong>of</strong> €793,174, grant <strong>of</strong> education<br />

€502,888 and grant <strong>of</strong> health €117,414. 23<br />

F<strong>in</strong>ances for northern municipalities<br />

There is a widely spread belief that northern <strong>Serb</strong>-controlled, municipalities <strong>of</strong><br />

Leposaviq/Leposavić, Zveçan/Zvečan and Zub<strong>in</strong> Potok, do not cooperate with <strong>Kosovo</strong><br />

<strong>in</strong>stitutions. However, <strong>in</strong> the budget plan for 2010, <strong>Kosovo</strong> government has allocated a<br />

regular f<strong>in</strong>ancial amount <strong>of</strong> the function<strong>in</strong>g <strong>of</strong> these municipalities.<br />

Leposaviq/Leposavić is a municipality for which the <strong>Kosovo</strong> government allocated a<br />

budget <strong>of</strong> €2,129,276 for 2010, out <strong>of</strong> which, €1,244,292 as general grant, €664,060 as<br />

grant <strong>of</strong> education and €195,354 as grant <strong>of</strong> health. 24 Accord<strong>in</strong>g to the budget l<strong>in</strong>es, the<br />

capital <strong>in</strong>vestments <strong>in</strong> this municipality will be €521,859, while the municipality has 447<br />

staffs that are gett<strong>in</strong>g paid from <strong>Kosovo</strong>’s budget, <strong>in</strong> a total amount <strong>of</strong> €1,237,965. 25<br />

Zveçan/Zvečan will get a total <strong>of</strong> €1,503,662 from <strong>Kosovo</strong>’s budget <strong>in</strong> 2010, out <strong>of</strong><br />

which €933,546 as general grant, €340,733 as grant <strong>of</strong> education and €164,805 as grant <strong>of</strong><br />

health. 26 This municipality has 232 staff that will be paid from <strong>Kosovo</strong> budget. 27<br />

Zub<strong>in</strong> Potok will have a budget <strong>of</strong> €1,590,485 allocated by <strong>Kosovo</strong> government for<br />

2010, out <strong>of</strong> which €975,000 as general grant, €396,716 as grant <strong>of</strong> education and<br />

€154,424 as grant <strong>of</strong> health. 28 There are 327 staffs that are paid from <strong>Kosovo</strong>’s budget <strong>in</strong><br />

this municipality. 29<br />

e) Tensions with the central government<br />

Elected mayors have already compla<strong>in</strong>ed to central authorities and the <strong>in</strong>ternational<br />

community regard<strong>in</strong>g the distribution <strong>of</strong> the budget and conditions for full functionality<br />

<strong>of</strong> local governments. 30<br />

The budget that was assigned is also rated as <strong>in</strong>sufficient for a start-up <strong>of</strong> municipalities.<br />

New municipalities can generate own revenues through municipal taxes, different fees<br />

and charges, rent on immovable property, grants from different donors, <strong>in</strong>clud<strong>in</strong>g<br />
