President’s Message
A
s this will be my last message as a
member of the Centreville Town
Council, I would like to express how
enjoyable the last six years have been. I truly
believe that the Town of Centreville is in a
better place today than it was six years ago
and that it is poised to even greater success in
the near future. The purchase and the future
of the Wharf area are paramount to the long-term success of
Centreville. The paving of Millstream Park trail is something I
would like to see in the immediate future as I have requested this
since I was initially elected.
I would like to send my many thanks to all of those individuals
who have helped and supported me and have made
my job of serving the citizens of Centreville a real privilege.
I have moved on to a new chapter in my life, and I will miss
the friends I have made these last six years.
Farmers’ Market Wine Legislation in Annapolis
The Centreville Main Street program has initiated an effort to enable
wineries to sell wine at Queen Anne’s County farmers’ markets.
The initiative began in December 2012. Main Street Manager Carol
D’Agostino spearheaded the effort with
Maryland Delegate Steve Hershey and
the Maryland Wineries Association.
D’Agostino testified at the House
hearing (HB 1197) on February 25, and
gathered support letters from the Queen
Anne’s County Commissioners and the
Centreville Town Council. The hearing
for the Senate cross file of the bill
(SB 980) was held on March 7.
“By creating more diverse product
options we can attract more shoppers
to our market, benefiting current
market vendors, the wineries, and of
course our downtown merchants,”
says D’Agostino. “It’s a win-win for
everyone,” she adds.
If all goes well, the legislation
will pass in April and be signed into law July 1. The legislation mirrors
similar legislation enacted in other counties over the past two years.
Under the proposed law, wineries would apply for a State permit from
the Maryland Comptroller’s office for a full market season. Currently,
wineries only have 12 special event permits for an entire year.
Summary of Stormwater Retrofit Projects
Centreville Heights
As part of the Town of Centreville’s stormwater management
effort to reduce stormwater runoff and to meet the
goals of the Corsica River Watershed Restoration Strategy,
the Town awarded a bid in July 2012 to a local engineering
firm Davis, Moore and Shearon to provide engineering
services for the preparation of a storm water quality retrofit
design for the Centreville Heights project, located at the
south end of Chestnut Street. The goal of the project is to
design a plan to intercept existing flows from the terminus
of Chestnut Street, treat it for water quality in a bio retention
area and discharge it safely through a residential lot,
which fronts Route 305 and into a SHA yard inlet. The
proposed retrofit will treat approximately 3.0 acres, 1.0
acre of which is impervious and will ultimately drain to
Gravel Run. Final plans are currently being designed and
construction is expected to begin in summer 2013. This
project is completely funded by a 319 grant.
As part of the Town of Centreville’s stormwater management
effort to reduce stormwater runoff and to meet the
goals of the Corsica River Watershed Restoration Strategy,
the Town awarded a bid in July 2012 to a local engineering
firm Lane Engineering to provide engineering services
for the preparation of a storm water quality retrofit design
for Newnam Ave, located at the intersection with Windsor
Ave. The goal of the project is to design a plan that
will intercept existing flows from 3 inlets which drain
directly to non-tidal wetlands of Millstream. Flows from
the existing roads will be treated for water quality in a best
management practice located in the Town right of way and
discharged safely into the non-tidal wetlands to the west
of the Millstream Trail. The proposed retrofit will treat
approximately 3.0 acres, 1.0 acre of which is impervious.
This is the first retrofit project for the Millstream subwatershed.
Final plans are currently being designed, and
construction is expected to begin in summer 2013. This
As part of the Town of Centreville’s stormwater management
effort to reduce stormwater runoff and to meet the goals
of the Corsica River Watershed Restoration Strategy, the
Town awarded a bid in Spring 2012 to a local engineering
firm McCrone, Inc., to provide engineering services
for the preparation of a storm water quality retrofit design
for Chesterfield Ave Pocket Wetland. The goal of the
project is to intercept existing flows from the pipe which
drains directly to tidal waters of Millstream. Flows from
the existing roads will be treated for water quality in a
pocket wetland located in the Town’s South Pocket Park
on Front Street and discharge safely into the tidal waters.
The proposed retrofit will treat approximately 3.0 acres,
1.0 acre of which is impervious. Final plans are completed
and critical area approval was granted in November 2012.
A MDE joint application will be applied for in February
2013 and construction is expected to begin in summer
2013. This project is completely funded by a 319 grant.
Centreville Waste Water Treatment Plant,
Phase 2 Stream Restoration
The Town completed outfall improvements to the
existing 24” storm drain outfall located at the Centreville
Waste Water Treatment Plant in February 2012. The
intent of the project was to remove and dispose of the
damaged concrete headwall and broken 24” concrete
pipe, re-grade the slopes at the outfall, and install three
vegetated plunge pools in a stepped fashion constructed
with large sandstone boulders and smaller silica cobbles.
The Town awarded a bid in July 2012 to a local engineering
firm Environmental Concern to provide engineering
services for Phase 2. The goal of the project is
to design a plan that will improve approximately 300
linear feet of impaired stream, assess degree of erosion,
DNR Trust Fund Projects
and propose as natural as possible restoration. It is
estimated the project will have the following reductions:
N 6lbs/yr, P 1.05 lbs/yr and SS 0.38tons/yr based
on stream restoration reduction rates. Gravel Run is
the receiving stream. Preliminary plans are complete
and the project will require a Category B, joint evaluation
from MDE. Construction is expected to begin in
summer 2013. 319 grant funds will be used for project
management and construction inspection and Trust
Fund FY12 monies will be used for design and construction.
Town’s website: www.townofcentreville.org. Baltimore-based engineering
firm McCormick Taylor was awarded the feasibility study bid.
The Centreville Dam is ranked in the top 10% of all dams
(nearly 4,000 blockages) in the Bay watershed. The long term goal is
to remove the obsolete dam and restore fish passage to up to thirteen
miles. Historically, Gravel Run supported alewife herring, blueback
herring, yellow perch, white perch and American eel. Removing
the dam will decrease localized flooding particularly at the adjacent
Centreville Police Department. Other benefits include: improved
water quality, reduced stream temperatures, and increased dissolved
oxygen. This project will serve as a fantastic opportunity for education
and outreach given its location in the Town of Centreville and its
location in the Corsica River Watershed.
