President’s Message<br />
A<br />
s this will be my last message as a<br />
member <strong>of</strong> the <strong>Centreville</strong> <strong>Town</strong><br />
Council, I would like to express how<br />
enjoyable the last six years have been. I truly<br />
believe that the <strong>Town</strong> <strong>of</strong> <strong>Centreville</strong> is in a<br />
better place today than it was six years ago<br />
and that it is poised to even greater success in<br />
the near future. <strong>The</strong> purchase and the future<br />
<strong>of</strong> the Wharf area are paramount to the long-term success <strong>of</strong><br />
<strong>Centreville</strong>. <strong>The</strong> paving <strong>of</strong> Millstream Park trail is something I<br />
would like to see in the immediate future as I have requested this<br />
since I was initially elected.<br />
I would like to send my many thanks to all <strong>of</strong> those individuals<br />
who have helped and supported me and have made<br />
my job <strong>of</strong> serving the citizens <strong>of</strong> <strong>Centreville</strong> a real privilege.<br />
I have moved on to a new chapter in my life, and I will miss<br />
the friends I have made these last six years.<br />

Project Clean Stream -- Saturday, April 6 th<br />
W<br />
ant Clean Water? ACT! Spend a few hours to get<br />
outside and be active in your community. PROJECT<br />
CLEAN STREAM volunteers help beautify the environment<br />
and recognize the need for safe healthy communities.<br />
Trash is not the largest problem facing the Chesapeake<br />
Bay, but it is one <strong>of</strong> the easiest to eliminate. <strong>The</strong> Corsica<br />
River Conservancy and the Alliance for the Chesapeake Bay<br />
are seeking volunteers for April 6 th to help with the annual<br />
PROJECT CLEAN STREAM trash cleanup at three locations<br />
in <strong>Centreville</strong>: Mill Stream Park, <strong>Centreville</strong> <strong>Town</strong> Wharf<br />
and North Brook (Trickling Brook Way at the pavilion). If<br />
you want to volunteer, report to one <strong>of</strong> the designated sites<br />
between 9 a.m. and 12 noon on April 6 th . Gloves and bags<br />
will be provided.<br />
Façade Improvement<br />
Grant<br />
<strong>The</strong> <strong>Centreville</strong> Main<br />
Street program is now<br />
accepting applications<br />
for the Façade Improvement<br />
Program. <strong>The</strong><br />
$50,000 grant will enable<br />
Main Street businesses to<br />
improve the exterior <strong>of</strong><br />
their buildings.<br />
Specifically, the<br />
program is designed to<br />
promote the continued<br />
use and maintenance <strong>of</strong><br />
commercial buildings<br />
within the designated<br />
eight-block Main Street<br />
area by helping property<br />
owners and tenants<br />
rehabilitate and restore<br />
the building fronts <strong>of</strong><br />
eligible structures.<br />

Steve Walls Hired as<br />
<strong>Town</strong> Manager<br />

he<br />
<strong>Town</strong> Council announced at the Feb. 21 Council<br />
meeting that Steve Walls had been hired as the<br />
<strong>Town</strong> Manager. Steve took his oath at the March 7<br />
meeting.<br />
Steve has been serving as the Acting <strong>Town</strong> Manager<br />
since January. A life-long Queen Anne’s County resident,<br />
he attended <strong>Centreville</strong> Elementary School, <strong>Centreville</strong><br />
Middle School and is a graduate <strong>of</strong> Queen Anne’s County<br />
High School. Steve graduated from Chesapeake College<br />
and the University <strong>of</strong> <strong>Maryland</strong> College Park. He<br />
received his Master <strong>of</strong> Science in Public Administration<br />
from Wilmington College. Steve spent 33 years in various<br />
management positions with Queen Anne’s County government,<br />
including Director <strong>of</strong> Public Works and Director <strong>of</strong><br />
Parks and Recreation. Prior to starting with the <strong>Town</strong> <strong>of</strong><br />
<strong>Centreville</strong> in July 2012 as the Director <strong>of</strong> Public Works,<br />
Steve was the <strong>Town</strong> Manager for the towns <strong>of</strong> Sudlersville<br />
and Millington.<br />

“Kip” Matthews, Jr. has<br />
been hired as the <strong>Town</strong>’s Public<br />
Works Director.<br />
Kip grew up on a dairy farm in<br />
Kent County. After obtaining his electrical<br />
and plumbing license, he started his<br />
own electric, plumbing and excavation<br />
business. Since 1989, his business in<br />
part handled public works, as well as the needs and operations<br />
for the <strong>Town</strong> <strong>of</strong> Betterton. For more than 10 years,<br />
Kip was the <strong>Town</strong> <strong>of</strong> Betterton’s Superintendent <strong>of</strong> Public<br />
Works until his current employment with the <strong>Town</strong> <strong>of</strong><br />
<strong>Centreville</strong>. Kip resides in Betterton with his wife Monica,<br />
who teaches at Kennard Elementary. Kip volunteers his<br />
time for the Betterton Volunteer Fire Company as an EMT,<br />
Fire Fighter, Rescue SCUBA diver, Emergency vehicle<br />
driver and also serves as Vice President. In his spare time,<br />
he enjoys his grandchildren, riding his Harley Davidson<br />
motorcycle and camping.<br />

Main Street Program<br />
Farmers’ Market Update<br />
Warmer weather ushers in the urge to garden for many <strong>of</strong> us. <strong>The</strong>n, <strong>of</strong><br />
course, there are those folks who simply literally enjoy the fruits <strong>of</strong> others’<br />
labor by shopping farmers’ markets. <strong>The</strong> <strong>Town</strong> <strong>of</strong> <strong>Centreville</strong> and<br />
the <strong>Centreville</strong> Main Street program are pleased to announce the opening<br />
<strong>of</strong> the <strong>Centreville</strong> Farmers’ market on April 24.<br />
New market hours will be 3 - 7 p.m. on Wednesday and our regular<br />
9 a.m. - 1 p.m. Saturday hours. Parking will be waived on Wednesday<br />
to make shopping easier. Another new component to the market will be<br />
a partnership for the Queen Anne’s County Future Farmers <strong>of</strong> America<br />
students. Students will work on various projects connected to the market.<br />
<strong>The</strong> 2013 market will welcome back your favorite farmers and<br />
vendors who will tempt you with their farm fresh produce and locally<br />
produced value-added items.<br />
Our returning market favorites are:<br />
• White Pines Farm (<strong>Centreville</strong>, Md.) -- Each year, shoppers await<br />
Bob Baer’s delicious tomatoes and corn, as well as other vegetables.<br />

and miscellaneous craft items to market.<br />

Farmers’ Market Wine Legislation in Annapolis<br />
<strong>The</strong> <strong>Centreville</strong> Main Street program has initiated an effort to enable<br />
wineries to sell wine at Queen Anne’s County farmers’ markets.<br />
<strong>The</strong> initiative began in December 2012. Main Street Manager Carol<br />
D’Agostino spearheaded the effort with<br />
<strong>Maryland</strong> Delegate Steve Hershey and<br />
the <strong>Maryland</strong> Wineries Association.<br />
D’Agostino testified at the House<br />
hearing (HB 1197) on February 25, and<br />
gathered support letters from the Queen<br />
Anne’s County Commissioners and the<br />
<strong>Centreville</strong> <strong>Town</strong> Council. <strong>The</strong> hearing<br />
for the Senate cross file <strong>of</strong> the bill<br />
(SB 980) was held on March 7.<br />
“By creating more diverse product<br />
options we can attract more shoppers<br />
to our market, benefiting current<br />
market vendors, the wineries, and <strong>of</strong><br />
course our downtown merchants,”<br />
says D’Agostino. “It’s a win-win for<br />
everyone,” she adds.<br />
If all goes well, the legislation<br />
will pass in April and be signed into law July 1. <strong>The</strong> legislation mirrors<br />
similar legislation enacted in other counties over the past two years.<br />
Under the proposed law, wineries would apply for a State permit from<br />
the <strong>Maryland</strong> Comptroller’s <strong>of</strong>fice for a full market season. Currently,<br />
wineries only have 12 special event permits for an entire year.<br />

Summary <strong>of</strong> Stormwater Retr<strong>of</strong>it Projects<br />
<strong>Centreville</strong> Heights<br />
As part <strong>of</strong> the <strong>Town</strong> <strong>of</strong> <strong>Centreville</strong>’s stormwater management<br />
effort to reduce stormwater run<strong>of</strong>f and to meet the<br />
goals <strong>of</strong> the Corsica River Watershed Restoration Strategy,<br />
the <strong>Town</strong> awarded a bid in July 2012 to a local engineering<br />
firm Davis, Moore and Shearon to provide engineering<br />
services for the preparation <strong>of</strong> a storm water quality retr<strong>of</strong>it<br />
design for the <strong>Centreville</strong> Heights project, located at the<br />
south end <strong>of</strong> Chestnut Street. <strong>The</strong> goal <strong>of</strong> the project is to<br />
design a plan to intercept existing flows from the terminus<br />
<strong>of</strong> Chestnut Street, treat it for water quality in a bio retention<br />
area and discharge it safely through a residential lot,<br />
which fronts Route 305 and into a SHA yard inlet. <strong>The</strong><br />
proposed retr<strong>of</strong>it will treat approximately 3.0 acres, 1.0<br />
acre <strong>of</strong> which is impervious and will ultimately drain to<br />
Gravel Run. Final plans are currently being designed and<br />
construction is expected to begin in summer 2013. This<br />
project is completely funded by a 319 grant.<br />
Newnam Ave<br />
As part <strong>of</strong> the <strong>Town</strong> <strong>of</strong> <strong>Centreville</strong>’s stormwater management<br />
effort to reduce stormwater run<strong>of</strong>f and to meet the<br />
goals <strong>of</strong> the Corsica River Watershed Restoration Strategy,<br />
the <strong>Town</strong> awarded a bid in July 2012 to a local engineering<br />
firm Lane Engineering to provide engineering services<br />
for the preparation <strong>of</strong> a storm water quality retr<strong>of</strong>it design<br />
for Newnam Ave, located at the intersection with Windsor<br />
Ave. <strong>The</strong> goal <strong>of</strong> the project is to design a plan that<br />
will intercept existing flows from 3 inlets which drain<br />
directly to non-tidal wetlands <strong>of</strong> Millstream. Flows from<br />
the existing roads will be treated for water quality in a best<br />
management practice located in the <strong>Town</strong> right <strong>of</strong> way and<br />
discharged safely into the non-tidal wetlands to the west<br />
<strong>of</strong> the Millstream Trail. <strong>The</strong> proposed retr<strong>of</strong>it will treat<br />
approximately 3.0 acres, 1.0 acre <strong>of</strong> which is impervious.<br />
This is the first retr<strong>of</strong>it project for the Millstream subwatershed.<br />
Final plans are currently being designed, and<br />
construction is expected to begin in summer 2013. This<br />
project is completely funded by a 319 grant.<br />
Chesterfield Ave<br />
As part <strong>of</strong> the <strong>Town</strong> <strong>of</strong> <strong>Centreville</strong>’s stormwater management<br />

for Chesterfield Ave Pocket Wetland. <strong>The</strong> goal <strong>of</strong> the<br />
project is to intercept existing flows from the pipe which<br />
drains directly to tidal waters <strong>of</strong> Millstream. Flows from<br />
the existing roads will be treated for water quality in a<br />
pocket wetland located in the <strong>Town</strong>’s South Pocket Park<br />
on Front Street and discharge safely into the tidal waters.<br />
<strong>The</strong> proposed retr<strong>of</strong>it will treat approximately 3.0 acres,<br />
1.0 acre <strong>of</strong> which is impervious. Final plans are completed<br />
and critical area approval was granted in November 2012.<br />
A MDE joint application will be applied for in February<br />
2013 and construction is expected to begin in summer<br />
2013. This project is completely funded by a 319 grant.<br />
<strong>Centreville</strong> Waste Water Treatment Plant,<br />
Phase 2 Stream Restoration<br />
<strong>The</strong> <strong>Town</strong> completed outfall improvements to the<br />
existing 24” storm drain outfall located at the <strong>Centreville</strong><br />
Waste Water Treatment Plant in February 2012. <strong>The</strong><br />
intent <strong>of</strong> the project was to remove and dispose <strong>of</strong> the<br />
damaged concrete headwall and broken 24” concrete<br />
pipe, re-grade the slopes at the outfall, and install three<br />

with large sandstone boulders and smaller silica cobbles.<br />
<strong>The</strong> <strong>Town</strong> awarded a bid in July 2012 to a local engineering<br />
firm Environmental Concern to provide engineering<br />
services for Phase 2. <strong>The</strong> goal <strong>of</strong> the project is<br />
to design a plan that will improve approximately 300<br />
linear feet <strong>of</strong> impaired stream, assess degree <strong>of</strong> erosion,<br />

and propose as natural as possible restoration. It is<br />
estimated the project will have the following reductions:<br />
N 6lbs/yr, P 1.05 lbs/yr and SS 0.38tons/yr based<br />
on stream restoration reduction rates. Gravel Run is<br />
the receiving stream. Preliminary plans are complete<br />
and the project will require a Category B, joint evaluation<br />
from MDE. Construction is expected to begin in<br />
summer 2013. 319 grant funds will be used for project<br />
management and construction inspection and Trust<br />
Fund FY12 monies will be used for design and construction.<br />
Trust Fund FY 13 monies are ear marked for a<br />
quality management retr<strong>of</strong>it upstream <strong>of</strong> this outfall,<br />
Powell Street Parking Lot Retr<strong>of</strong>it. This retr<strong>of</strong>it will<br />
be the first in the upstream area <strong>of</strong> the 10+ acre sub<br />

<strong>The</strong> following projects are funded by DNR Trust Fund 2010 FY 13:<br />
Powell Street Parking Lot Retr<strong>of</strong>it<br />
<strong>The</strong> <strong>Town</strong> awarded a bid in November 2012 to a local engineering<br />
firm Davis, Moore and Shearon to provide engineering services<br />
for the preparation <strong>of</strong> a storm water quality retr<strong>of</strong>it design for the<br />
parking lot owned by the <strong>Town</strong> located behind the Goodwill Volunteer<br />
Fire Department. <strong>The</strong> proposed retr<strong>of</strong>it will treat approximately<br />
2.0 acres. <strong>The</strong> area is highly impervious and has no landscaping or<br />
stormwater management. Approximately 5,000 sq. ft <strong>of</strong> impervious<br />
surface will be removed and replaced with landscaping. <strong>The</strong> parking<br />
lot drains to an inlet which is piped directly to the newly improved<br />
outfall at the waste water treatment plant. Final plans are being<br />
completed, and construction is expected to begin in summer 2013.<br />

Pennsylvania Ave Retr<strong>of</strong>it<br />
<strong>The</strong> <strong>Town</strong> awarded a bid in November 2012 to a local engineering<br />

Ave which is located in a revitalized retail/apartment area in the<br />
heart <strong>of</strong> the <strong>Town</strong> <strong>of</strong> <strong>Centreville</strong>. <strong>The</strong> area is highly impervious with<br />
on street parallel parking and has no stormwater management. <strong>The</strong><br />
proposed retr<strong>of</strong>it will treat approximately 3.0 acres for water quality<br />
and correct a drainage problem. <strong>The</strong> retr<strong>of</strong>it will be located on <strong>Town</strong><br />
property where the old railroad station was located. Final plans are<br />
being completed and construction is expected to begin in summer<br />
2013. 319 funds will be used for project management and construction<br />
inspection and Trust Fund FY13 monies will be used for design<br />
and construction.<br />
Removal <strong>of</strong> <strong>Town</strong> Dam<br />
<strong>The</strong> <strong>Town</strong> <strong>of</strong> <strong>Centreville</strong> partnered with American Rivers in the<br />
Spring, 2012 for a grant to perform a feasibility study for removal<br />
<strong>of</strong> the dam located on Gravel Run. <strong>The</strong> study can be found on the<br />
<strong>Town</strong>’s website: www.town<strong>of</strong>centreville.org. Baltimore-based engineering<br />
firm McCormick Taylor was awarded the feasibility study bid.<br />
<strong>The</strong> <strong>Centreville</strong> Dam is ranked in the top 10% <strong>of</strong> all dams<br />
(nearly 4,000 blockages) in the Bay watershed. <strong>The</strong> long term goal is<br />
to remove the obsolete dam and restore fish passage to up to thirteen<br />
miles. Historically, Gravel Run supported alewife herring, blueback<br />
herring, yellow perch, white perch and American eel. Removing<br />
the dam will decrease localized flooding particularly at the adjacent<br />
<strong>Centreville</strong> Police Department. Other benefits include: improved<br />
water quality, reduced stream temperatures, and increased dissolved<br />
oxygen. This project will serve as a fantastic opportunity for education<br />
and outreach given its location in the <strong>Town</strong> <strong>of</strong> <strong>Centreville</strong> and its<br />
location in the Corsica River Watershed.<br />
Façade Improvement Grant<br />

<strong>The</strong> Façade Improvement Program<br />
provides reimbursement grants ranging from<br />
$500 to $10,000 per qualifying application<br />
to owners and tenants in recognition <strong>of</strong> the<br />
positive impact that individual building<br />
improvements can have on the overall<br />
appearance, quality, and vitality <strong>of</strong><br />
<strong>Centreville</strong>’s downtown.<br />
Eligibility<br />
To be eligible for the Façade Improvement<br />
Program, a building is required to be at least<br />
25 years old and used in whole or in part for<br />
commercial purposes. Mixed-use buildings<br />
are preferred, and must be located within<br />
<strong>Centreville</strong>’s designated Main Street area<br />
Property owners or business tenants<br />
who will make at least $500 in qualifying<br />
façade improvements are eligible to receive<br />
a matching grant up to $10,000.<br />
