full implementati<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> Programme of Acti<strong>on</strong> and stands ready <str<strong>on</strong>g>to</str<strong>on</strong>g> provide <str<strong>on</strong>g>you</str<strong>on</strong>g> with any<br />

assistance <str<strong>on</strong>g>you</str<strong>on</strong>g> might require over <str<strong>on</strong>g>the</str<strong>on</strong>g> coming days. <str<strong>on</strong>g>Madame</str<strong>on</strong>g> <str<strong>on</strong>g>President</str<strong>on</strong>g>,<br />

The UN Programme of Acti<strong>on</strong> was drafted more than a decade ago <str<strong>on</strong>g>to</str<strong>on</strong>g> tackle <str<strong>on</strong>g>the</str<strong>on</strong>g> illicit trade in<br />

small arms and light weap<strong>on</strong>s, which c<strong>on</strong>tinues <str<strong>on</strong>g>to</str<strong>on</strong>g> cause <str<strong>on</strong>g>the</str<strong>on</strong>g> majority of c<strong>on</strong>flict deaths. The<br />

appalling humanitarian and socio-ec<strong>on</strong>omic c<strong>on</strong>sequences of <str<strong>on</strong>g>the</str<strong>on</strong>g> illicit trade in small arms<br />

and light weap<strong>on</strong>s should be at <str<strong>on</strong>g>the</str<strong>on</strong>g> forefr<strong>on</strong>t of our minds as we undertake our resp<strong>on</strong>sibility<br />

at this Review C<strong>on</strong>ference <str<strong>on</strong>g>to</str<strong>on</strong>g> agree <strong>on</strong> ways <str<strong>on</strong>g>to</str<strong>on</strong>g> streng<str<strong>on</strong>g>the</str<strong>on</strong>g>n <str<strong>on</strong>g>the</str<strong>on</strong>g> implementati<strong>on</strong> and <str<strong>on</strong>g>the</str<strong>on</strong>g> impact<br />

of <str<strong>on</strong>g>the</str<strong>on</strong>g> Programme of Acti<strong>on</strong> and <str<strong>on</strong>g>the</str<strong>on</strong>g> Internati<strong>on</strong>al Tracing Instrument. Importantly, our work<br />

should take full account of <str<strong>on</strong>g>the</str<strong>on</strong>g> evoluti<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> illicit trade in small arms and light weap<strong>on</strong>s in<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> years since 2001.<br />

<str<strong>on</strong>g>Madame</str<strong>on</strong>g> <str<strong>on</strong>g>President</str<strong>on</strong>g>, <str<strong>on</strong>g>you</str<strong>on</strong>g>r early circulati<strong>on</strong> of draft outcome documents establishes a good<br />

basis for our work at this C<strong>on</strong>ference – our goal must be <str<strong>on</strong>g>to</str<strong>on</strong>g> agree an ambitious set of<br />

outcomes which can fulfil our shared commitment.<br />

As we review developments over <str<strong>on</strong>g>the</str<strong>on</strong>g> last decade, we can point <str<strong>on</strong>g>to</str<strong>on</strong>g> certain areas of tangible<br />

progress. These include:<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> successful development of a standardised reporting format and <str<strong>on</strong>g>the</str<strong>on</strong>g> submissi<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

date of more than 600 nati<strong>on</strong>al reports, as well as <str<strong>on</strong>g>the</str<strong>on</strong>g> important work carried out in<br />

matching up <str<strong>on</strong>g>the</str<strong>on</strong>g> informati<strong>on</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g>se reports <str<strong>on</strong>g>to</str<strong>on</strong>g> specific requirements for assistance;<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> agreement of <str<strong>on</strong>g>the</str<strong>on</strong>g> Internati<strong>on</strong>al Tracing Instrument;<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> work undertaken at <str<strong>on</strong>g>the</str<strong>on</strong>g> regi<strong>on</strong>al level <str<strong>on</strong>g>to</str<strong>on</strong>g> enhance informati<strong>on</strong> exchange,<br />

cooperati<strong>on</strong> and <str<strong>on</strong>g>the</str<strong>on</strong>g> regulati<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> arms trade; and<br />

c<strong>on</strong>certed efforts <str<strong>on</strong>g>to</str<strong>on</strong>g> develop <str<strong>on</strong>g>the</str<strong>on</strong>g> Internati<strong>on</strong>al Small Arms C<strong>on</strong>trols Standards, a major<br />

element of which will be launched this week; Ireland is proud <str<strong>on</strong>g>to</str<strong>on</strong>g> have offered<br />

significant support <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> development of <str<strong>on</strong>g>the</str<strong>on</strong>g>se standards.


However, <str<strong>on</strong>g>Madame</str<strong>on</strong>g> <str<strong>on</strong>g>President</str<strong>on</strong>g>, we should also acknowledge <str<strong>on</strong>g>the</str<strong>on</strong>g> shortcomings in<br />

implementati<strong>on</strong> of certain parts of <str<strong>on</strong>g>the</str<strong>on</strong>g> Programme of Acti<strong>on</strong>. The sharing of informati<strong>on</strong><br />

between States and within <str<strong>on</strong>g>the</str<strong>on</strong>g> UN system represents a key element of <str<strong>on</strong>g>the</str<strong>on</strong>g> Programme, both <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

enable States <str<strong>on</strong>g>to</str<strong>on</strong>g> meet minimum and best standards and <str<strong>on</strong>g>to</str<strong>on</strong>g> tackle <str<strong>on</strong>g>the</str<strong>on</strong>g> illicit trade of arms.<br />

Efforts <str<strong>on</strong>g>to</str<strong>on</strong>g> broaden and deepen this informati<strong>on</strong> exchange must be maintained, while <str<strong>on</strong>g>the</str<strong>on</strong>g> full<br />

implementati<strong>on</strong> of o<str<strong>on</strong>g>the</str<strong>on</strong>g>r instruments, including <str<strong>on</strong>g>the</str<strong>on</strong>g> UN Firearms Pro<str<strong>on</strong>g>to</str<strong>on</strong>g>col and <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Internati<strong>on</strong>al Instrument <strong>on</strong> Marking and Tracing, is critical <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> fight against <str<strong>on</strong>g>the</str<strong>on</strong>g> illicit<br />

trade in small arms and light weap<strong>on</strong>s.<br />

We must also remain c<strong>on</strong>scious of <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>necti<strong>on</strong> between <str<strong>on</strong>g>the</str<strong>on</strong>g> various strands of work <strong>on</strong><br />

global arms c<strong>on</strong>trol and <str<strong>on</strong>g>the</str<strong>on</strong>g> fight against <str<strong>on</strong>g>the</str<strong>on</strong>g> illicit trade in small arms and light weap<strong>on</strong>s. In<br />

this c<strong>on</strong>text, Ireland believes that a str<strong>on</strong>g, robust and transparent Arms Trade Treaty <str<strong>on</strong>g>would</str<strong>on</strong>g><br />

make a vital c<strong>on</strong>tributi<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> efforts <str<strong>on</strong>g>to</str<strong>on</strong>g> eliminate <str<strong>on</strong>g>the</str<strong>on</strong>g> illicit trade in small arms and light<br />

weap<strong>on</strong>s. While <str<strong>on</strong>g>the</str<strong>on</strong>g> recent negotiating c<strong>on</strong>ference did not result in a final agreement, Ireland<br />

c<strong>on</strong>siders that very substantial progress was made. We will c<strong>on</strong>tinue <str<strong>on</strong>g>to</str<strong>on</strong>g> work with<br />

determinati<strong>on</strong>, al<strong>on</strong>g with <str<strong>on</strong>g>the</str<strong>on</strong>g> many o<str<strong>on</strong>g>the</str<strong>on</strong>g>r committed States from all regi<strong>on</strong>s, <str<strong>on</strong>g>to</str<strong>on</strong>g>wards <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

early adopti<strong>on</strong> of this treaty.<br />

<str<strong>on</strong>g>Madame</str<strong>on</strong>g> <str<strong>on</strong>g>President</str<strong>on</strong>g>,<br />

Ireland believes that <str<strong>on</strong>g>the</str<strong>on</strong>g> sharing of expertise and <str<strong>on</strong>g>the</str<strong>on</strong>g> provisi<strong>on</strong> of assistance is indispensable<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> successful implementati<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> Programme of Acti<strong>on</strong>. Since <str<strong>on</strong>g>the</str<strong>on</strong>g> Programme was<br />

established, Ireland has provided over €2 milli<strong>on</strong> in direct assistance <str<strong>on</strong>g>to</str<strong>on</strong>g> projects aimed at<br />

combating <str<strong>on</strong>g>the</str<strong>on</strong>g> illicit trade of small arms and light weap<strong>on</strong>s. Members of our police and<br />

defence forces have participated in numerous missi<strong>on</strong>s abroad, working <str<strong>on</strong>g>to</str<strong>on</strong>g> mitigate <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

effects of <str<strong>on</strong>g>the</str<strong>on</strong>g> proliferati<strong>on</strong> of small arms and light weap<strong>on</strong>s and assisting with <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

demobilisati<strong>on</strong>, disarming and rehabilitati<strong>on</strong> of former combatants <str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>flicts across Europe<br />

and Africa. Ireland remains str<strong>on</strong>gly committed <str<strong>on</strong>g>to</str<strong>on</strong>g> fulfilling its obligati<strong>on</strong>s <str<strong>on</strong>g>to</str<strong>on</strong>g> assist o<str<strong>on</strong>g>the</str<strong>on</strong>g>rs in<br />

implementing <str<strong>on</strong>g>the</str<strong>on</strong>g> Programme of Acti<strong>on</strong>, and we look forward <str<strong>on</strong>g>to</str<strong>on</strong>g> fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r, enhanced<br />

collaborati<strong>on</strong> with partner States <str<strong>on</strong>g>to</str<strong>on</strong>g> this end.<br />

As a member State of <str<strong>on</strong>g>the</str<strong>on</strong>g> European Uni<strong>on</strong>, Ireland c<strong>on</strong>tributes <str<strong>on</strong>g>to</str<strong>on</strong>g> and implements <str<strong>on</strong>g>the</str<strong>on</strong>g> EU<br />

Strategy <strong>on</strong> Small Arms and Light Weap<strong>on</strong>s. We welcome <str<strong>on</strong>g>the</str<strong>on</strong>g> development of initiatives in<br />

o<str<strong>on</strong>g>the</str<strong>on</strong>g>r regi<strong>on</strong>al fora aimed at tackling <str<strong>on</strong>g>the</str<strong>on</strong>g> illicit trade in small arms and light weap<strong>on</strong>s, and<br />

offer our full support <str<strong>on</strong>g>to</str<strong>on</strong>g> such mechanisms.<br />

In closing, <str<strong>on</strong>g>Madame</str<strong>on</strong>g> <str<strong>on</strong>g>President</str<strong>on</strong>g>, let me thank <str<strong>on</strong>g>you</str<strong>on</strong>g> again for <str<strong>on</strong>g>the</str<strong>on</strong>g> wisdom and leadership <str<strong>on</strong>g>you</str<strong>on</strong>g><br />

have shown <str<strong>on</strong>g>to</str<strong>on</strong>g> date. We know that <str<strong>on</strong>g>you</str<strong>on</strong>g> share our collective wish for a positive, ambitious<br />

outcome <str<strong>on</strong>g>to</str<strong>on</strong>g> this process, and we offer our full support <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>you</str<strong>on</strong>g> as <str<strong>on</strong>g>you</str<strong>on</strong>g> lead our important work<br />
