RATIONALE<br />
One of the priorities of the Government is to further exploit the potential of<br />
manufacturing sector as an important contributor of economic development. This<br />
strategy requires greater participation of the private sector in the development and<br />
transformation of the manufacturing sector. To attract greater participation of the<br />
private sector, there is a need to provide an enabling business environment that<br />
includes coherence, efficiency, predictability and transparency in the rules and regulations<br />
governing business.<br />
In the manufacturing sector, regulation would normally include measures that relate to<br />
licensing and procedures as well as technical standards. However, unnecessary and<br />
irrelevant business regulatory may affect the efficiency business operations as well<br />
as the competitiveness of the business community. Therefore, business regulations<br />
must be reviewed periodically to promote conducive business environment.<br />
OBJECTIVES<br />
• To share the nature of business regulations (i.e., legislations, regulations, and<br />
administrative circulars) affecting the manufacturing industries;<br />
• To share the analysis of business regulations that cause unnecessary burdens<br />
to the business community; and<br />
• To promote the recommendations on how to improve the regulatory environment<br />
for promoting the development of manufacturing industries.<br />
