needs <strong>of</strong> the people <strong>and</strong> which require increasing community contributions to develop<br />

services <strong>and</strong> infrastructure.<br />

1.6 Economic growth<br />

Without doubt, we need economic growth <strong>and</strong> diversification to achieve full industrialization<br />

<strong>and</strong> sustainable development. Our emphasis is on the welfare <strong>of</strong> the<br />

people, aiming at human development, equitable <strong>and</strong> balanced growth, with a growing<br />

industrial sector, modernized agricultural sector, <strong>and</strong> an enabling macro-economic<br />

<strong>and</strong> political environment.<br />

1.7 National sovereignty <strong>and</strong> human integrity<br />

We cherish our national sovereignty <strong>and</strong> it must be preserved at all costs. Great<br />

value is also attached to <strong>Namibia</strong>n tradition <strong>and</strong> culture, but cultural ideas <strong>and</strong> practices<br />

which tend to inhibit progress towards development targets, may be sacrificed<br />

in the interest <strong>of</strong> the nation. Whatever we do must be done with the people <strong>of</strong> <strong>Namibia</strong><br />

in mind - healthy, brave, empowered, innovative, fully employed, confident<br />

<strong>and</strong> determined to succeed; with everyone having a role to play, <strong>and</strong> the playing<br />

ground is level <strong>and</strong>, unhindered by race, colour, gender, age, ability, ethnicity, religious<br />

affiliation or political inclination.<br />

1.8 <strong>Environment</strong><br />

Our environment is clean, <strong>and</strong> we will continue to keep it clean.<br />

1.9 Peace <strong>and</strong> security<br />

<strong>Namibia</strong> is a peaceful country, <strong>and</strong> we shall continue to uphold the principle that<br />

domestic <strong>and</strong> regional peace <strong>and</strong> security are indispensable conditions for our country’s<br />

socio-economic development.<br />
