science <strong>and</strong> technology in such a way that citizens as a whole will truly share in its<br />

progress <strong>and</strong> benefits. In order to meet the exigencies, <strong>Namibia</strong> constantly monitors<br />

cross-sectoral internal <strong>and</strong> external development in the field <strong>of</strong> “knowledge, information<br />

<strong>and</strong> technology”, <strong>and</strong> assesses its impact on the rights <strong>of</strong> the individual <strong>and</strong><br />

the functioning <strong>of</strong> society <strong>and</strong> national economy. A monitoring system is in place<br />

<strong>and</strong> this enables society to initiate <strong>and</strong> conduct efficiently the necessary adaptations<br />

<strong>of</strong> the existing legislative <strong>and</strong> regulatory framework, timeously.<br />

3.6 Equity: Individuals, Community <strong>and</strong> the State<br />

No human society has succeeded in eliminating inequity altogether; but by attacking<br />

<strong>and</strong> weakening the fundamental basis <strong>of</strong> injustice <strong>and</strong> by being fair to all, many<br />

developed countries are up on the scale <strong>of</strong> human development. By <strong>2030</strong>, <strong>Namibia</strong><br />

has moved significantly up the scale <strong>of</strong> human development, ranking high among<br />

the developed countries in the world.<br />

3.6.1 Gender, Age, Ethnicity <strong>and</strong> Ability<br />

<strong>Namibia</strong> will be a just, moral, tolerant <strong>and</strong> safe society with legislative, economic<br />

<strong>and</strong> social structures in place to eliminate marginalisation, <strong>and</strong> ensure peace <strong>and</strong><br />

equity between women <strong>and</strong> men, the diverse ethnic groups <strong>and</strong> people <strong>of</strong> different<br />

ages, interests <strong>and</strong> abilities.<br />

Women are making great strides in all areas by <strong>2030</strong>, especially regarding representation<br />

in the workplace at all levels including the senior management level, <strong>and</strong> in<br />

decision-making positions, including the political arena. Girls remain in school as<br />

long as boys, <strong>and</strong> girls <strong>and</strong> women are participating equally in the fields <strong>of</strong> science<br />

<strong>and</strong> technology. The elderly citizens are acknowledged <strong>and</strong> well esteemed for their<br />

past contributions to the development <strong>of</strong> our country, <strong>and</strong> in their old age they are<br />

well cared for <strong>and</strong> remain happy senior citizens in a safe <strong>and</strong> loving environment.<br />

The disabled are well integrated into the mainstream <strong>of</strong> the <strong>Namibia</strong>n society.<br />
