It is the responsibility <strong>of</strong> Government to promote social welfare, social pr<strong>of</strong>itability<br />

<strong>and</strong> public interest; <strong>and</strong> the action <strong>of</strong> <strong>of</strong>ficials is constantly checked to see if they are<br />

in line with these cherished social values. Public <strong>of</strong>ficials maintain important ethical<br />

st<strong>and</strong>ards such as trust, neutrality, probity, pr<strong>of</strong>essional honour, secrecy <strong>and</strong> fairness.<br />

There is constant surveillance to determine continued adherence to these values.<br />

<strong>Namibia</strong> thrives in an environment <strong>of</strong> regional <strong>and</strong> international peace <strong>and</strong> security.<br />

Development cooperation with all friendly nations is strong <strong>and</strong> is based largely on<br />

trade <strong>and</strong> mutual exchange <strong>of</strong> opportunities; dependency on foreign development<br />

aid is minimal, if at all. <strong>Namibia</strong> is part <strong>and</strong> parcel <strong>of</strong> organized regional structures<br />

in which it contributes to the political, economic <strong>and</strong> social well being <strong>of</strong> the people.<br />
