buildings and many alterations <strong>of</strong> existing buildings in England and Wales,<br />

whe<strong>the</strong>r domestic, commercial or industrial.<br />

Practical guidance on ways to comply with <strong>the</strong> functional requirements in <strong>the</strong><br />

Building Regulations is outlined in a series <strong>of</strong> ʺApproved<br />

Documentsʺ[26, 27]<br />

published by Communities and Local Government. These documents contain<br />

general guidance on <strong>the</strong> performance expected <strong>of</strong> materials and building work<br />

in order to comply with each <strong>of</strong> <strong>the</strong> requirements <strong>of</strong> <strong>the</strong> Building Regulations<br />

and practical examples and solutions on how to achieve compliance for some <strong>of</strong><br />

<strong>the</strong> more common building situations.<br />

Both <strong>the</strong> Approved Documents, Volume 1 – Dwelling houses [26] and Volume 2 –<br />

Buildings o<strong>the</strong>r than dwelling houses [27] do not specify any requirement for <strong>fire</strong><br />

extinguishers within buildings.<br />

3.2.2 Regulatory Reform (<strong>Fire</strong> Safety) Order 2005<br />

The Government <strong>of</strong> UK is committed to regulating only where necessary and in<br />

a way that is more suited to <strong>the</strong> needs <strong>of</strong> modern businesses and processes.<br />

Therefore it introduced <strong>the</strong> Regulatory Reform Order 2005 [28] under <strong>the</strong><br />

Regulatory Reform Act 2001. It replaced most <strong>fire</strong> <strong>safety</strong> legislation with one<br />

simple order which enforces that any person who h<strong>as</strong> some level <strong>of</strong> control in a<br />

premises must take re<strong>as</strong>onable steps to reduce <strong>the</strong> risk from <strong>fire</strong> and make sure<br />

people can safely escape if <strong>the</strong>re is a <strong>fire</strong>.<br />

This order is applicable to most buildings except people’s private homes,<br />

including individual flats in a block or house. Under this order anyone who h<strong>as</strong><br />

control over <strong>the</strong> premises or anyone who h<strong>as</strong> a degree <strong>of</strong> control over certain<br />

are<strong>as</strong> is a responsible person and required to meet <strong>the</strong> requirements. The<br />
