An overview of HEC funded Development Projects at selected<br />
Engineering Universities<br />
Research suggests that public policy plays an important role in shaping national innovative capacity by<br />
determining human capital investments and creating incentives for innovation. Countries that have increased<br />
their innovative capacities have invested heavily in science and engineering education. In economies such as<br />
Pakistan engineering universities are the main drivers of nascent industrial sector and hence assume great<br />
importance. They groom the manpower required by industry and provide the vitally important universityindustry<br />
linkage for product development and research. This report summarizes the efforts made by HEC to<br />
spearhead the promotion of research and excellence in learning by providing the necessary academic<br />
infrastructure, networking and IT facilities and research equipment at selected engineering universities of<br />
Rawalpindi\Islamabad and Taxila. The universities included in this sample are:<br />

100 - 120 students. Provision of books and journals for the programme. To help bridge the gap in supply & demand<br />
particularly when the expansion in the field of universal communication has become unstoppable worldwide. Sending 10<br />
MS and 10 BE qualified faculty members abroad to do Ph.D. and MS respectively in the Engineering subjects.<br />

The objectives of the project are to set up Communication System Lab, Internetworking Lab., and RF/Microwave<br />
Communication Lab. The project will provide state-of-the-art facilities in lab work to about 500 students. To produce<br />

competent engineering workforce that fits the requirement of the country and adaptable to the advanced and changing<br />
technology in the knowledge-economy era. To encompass new approaches to learning with greater industry participation.<br />
To nurture highly competent engineering workforce accustomed to innovative thinking that provides continuous flow of<br />

post to world peace. To focus particular attention on the South Asia region to identify the options and the means for the<br />

1.6.4 Establishment of Grid Node at National University of Sciences & Technology,<br />

The main objective is to establish a Grid Node at NIIT. Researchers and programmers got a platform on which they test<br />
their simulation models that require enormous resources in terms of hardware with minimum cost. TO develop highly<br />
skilled and functional manpower having knowledge of cutting-edge technologies and exposure of international research<br />
that benefit IT and engineering sector of Pakistan. Engineering and scientific simulations such as aircraft design, weather<br />
forecast and geophysics, nuclear cold tests etc. that require high performance computations would be possible at very losw<br />
cost because of Grid enabled node. The Grid Node will also be used in military simulations, battle field scenario<br />
management and handling of real time data coming from satellites for analysis<br />

The objective is to establish Department of Robotics and Artificial Intelligence at NUST. The robotics lab will be used by<br />
all the universities and institutions of Pakistan using the concept and technology of tele-robotics through internet .The<br />
department support the existing R&D organizations by involving its highly qualified faculty and students. The department<br />
will have collaborative programmes with other robotics-oriented institutes and universities of the world saving substantial<br />
foreign exchange & will have its Software Design Section where the software pertaining to industry in general and<br />

1.7.3 Programme for interaction of Young Pakistani Scientists with Nobel Laureates in<br />
Germany<br />
The objective of the project is to choose 10 Pakistani youths on merit from the disciplines of Physics, Chemistry, and<br />
Medicine to participate in the meeting in turn each year. The exposure gained from this activity help the Pakistani youth<br />
develop contacts with talented participants from other countries as their contemporaries and also develop scientific<br />
contacts with Nobel Laureates. This will promote research activity in the sciences and will in turn benefit Pakistan<br />

1.7.5 Up-Gradation of PIEAS Infrastructure<br />
The objective is to upgrade existing Departments of Nuclear Engineering, Electrical Engineering, Medical Sciences,<br />
Physics and Applied Mathematics, Chemical and Materials Engineering, Mechanical Engineering, Computer &<br />
Information Sciences and laboratory facilities of the existing departments. To establish new departments and initiate new<br />
degree programmes. To establish 3 Centers for advanced studies i.e. Thin Films and MEMS Technology Centre, Centre for<br />

The purpose of the project is to establish Renewable Energy Research and Development Center (REDRC). To develop new<br />
system designs and operation modes that will enable both better environmental performance and competitive generation<br />
of electricity under most possible speed, head and flow combination. Testing local manufactured turbines in the field to<br />
demonstrate if these turbines are commercially viable, compatible with today's environmental standards, capable of<br />
balancing environmental, technical, operational and cost considerations. The research programme will include prototype<br />
design, construction and testing of local developed turbine designs and evaluation of full-scale systems in more realistic<br />
field settings. Developing new tools to improve water use efficiency and operations optimization within hydropower units,<br />
plants and river systems with multiple hydropower facilities. The Center is assumed to open with an intake of 8 MS<br />
students and 2 Ph.D. The intake will increase yearly to be after the completion of the master plan 20 MS and 8 Ph.D.<br />
