The RIS was posted on the ABCB website as part of the BCA Amendment<br />
Public Comment Draft process, an eight week consultation period held from 1<br />
June to 31 July annually. This process involves consultative opportunities for<br />
all ABCB stakeholders including representatives from all the major building<br />
and construction-related industry associations and State and Territory<br />
Administrations. All members of the ABCB <strong>Board</strong> and its <strong>Building</strong> <strong>Codes</strong><br />
Committee also received a copy of the Consultation RIS.<br />
In addition, the ABCB sought specific comment from a number of<br />
organisations directly involved in earthquake protection: Geoscience Australia,<br />
Emergency Management Australia, the Insurance Council of Australia (Risk<br />
Engineering Group) and the Standards Australia committee BD-006 (General<br />
Design Requirements and Loading on Structures).<br />
Further, the Consultation RIS was made available on the <strong>Australian</strong><br />
Government's Business Consultation website 16 for a period of six weeks up to<br />
31 July 2007. The purpose of this website is twofold:<br />
• to provide business with a recognised forum to consult with regulators;<br />
and<br />
• to provide agencies with an avenue to consult with selected<br />
businesses.<br />
6.3 Consultation received for this RIS, including ABCB response<br />
6.3.1 Summary of Consultation<br />
Five submissions were received on the Consultation RIS: four from State<br />
Government <strong>Building</strong> Administrations (Victoria, Tasmania, Western Australia<br />
and New South Wales) and one from Master Builders Australia (<strong>MB</strong>A).<br />
The Victorian <strong>Building</strong> Commission and the NSW Department of Planning<br />
raised concerns expressed to them about the effect of the proposal on<br />
earthwall construction (rammed earth walls and unfired earth bricks), while<br />
NSW also noted concerns about practitioner training for the new provisions.<br />
The Western <strong>Australian</strong> Department of Housing and Works raised some<br />
issues regarding the effects of the proposal on houses, while the response<br />
from the Tasmanian Department of Justice (<strong>Building</strong> Standards and<br />
Regulation) was to endorse the proposal. <strong>MB</strong>A proposed that the adequacy of<br />
the RIS could be improved by the ABCB undertaking some additional work on<br />
the quantification of the benefits of the proposal.<br />
