Introduction
Welcome from Cllr Manley
Welcome to Spring Open Door from Councillor Herbert Manley, Portfolio holder for Prosperity
and responsible for the Housing Management Service
Welcome to the Summer edition of Open Door. Once again
we have a bumper edition packed with informative articles
and useful information. As we were preparing this edition
we were in the middle of preparations for transferring the
management of the service to Plus Dane. As we have said
on many occasions – this is not about transferring your
home to another housing organisation as the Council will
still be your landlord. It is about continuing to build on the
improvements made to the housing management service
over the last two and a half years and ensuring that we
become a top performing landlord by 2014.
This edition includes a retrospective on Open Door itself –
from the first edition to the most recent changes in 2009 –
it’s interesting to see that we’ve continued to encourage
customers to become
involved in the service
from day one! We have a
report from the recent
Tenant and Leaseholders’
Conference and further
information on how to
become involved. We also
formally welcome Plus Dane
with an article from Peter
Shaw, the incoming Managing
Director.
As usual I hope that you enjoy
this edition of Open Door!
New Housing Contract
Plus Dane Group
Plus Dane is selected as the provider of the housing management contract for
Ellesmere port and Neston
Hello, I’m Peter Shaw, the Managing Director for the
Ellesmere Port and Neston area for the Plus Dane Group.
I am delighted that Plus Dane Group has been selected by the
Council to deliver housing management services to Cheshire
West and Chester tenants and leaseholders in Ellesmere Port
and Neston. I’m extremely pleased that this includes
managing and delivering the Council’s major repairs and
improvement programme for the next three to five years.
Plus Dane Group own and manage over 13,000 homes across
Merseyside and Cheshire and through our ‘Neighbourhood
Investor’ approach we get involved in anything that may
help to improve the neighbourhoods in which we operate
and which will stretch beyond the delivery of basic housing
services.
Our approach includes encouraging tenants and
leaseholders to get more involved in shaping how services
are provided and we have a strong record of working with
customers and other partners to deliver wider regeneration
opportunities wherever we work – and we intend to apply
this approach across the Ellesmere Port and Neston area.
The whole process has been a great team effort by all the
staff, board directors, tenants and partners involved. The
discussions that were held with staff and tenants over the
past year have enabled some great links to be formed and
everyone at Plus Dane who is involved in the contract is very
excited about the future.
What are we aiming to achieve during the five year
contract?
• Continue the improvements to the service that have
been achieved over the past two years.
• Increase the investment programme where possible.
• Increase the number of tenants and leaseholders
involved in the decisions we make about the services.
• Provide a key contribution to the regeneration of the
Ellesmere Port and Neston area by working with other
partners to create more job opportunities.
• Manage the Council’s investment of over £50m into
improving your homes.
• Deliver training and career opportunities for Council staff
who will be transferring from the Council to Plus Dane.
What does the contract mean to Ellesmere Port and
Neston tenants and leaseholders?
• The contract will start from Sunday 1st July 2012.
• We are currently establishing an office for the housing
team at 7-9 Civic Way, Ellesmere Port, Cheshire.
• Our office opening times will be the same as currently
operated by the Council of 8:30am to 5pm during
Monday to Thursday and 8:30am to 4:30pm on Friday.
• The council staff will be transferring to Plus Dane Group
and they will continue to be the same contacts for you.
• Services will be developed over the contract period to
continue the improvements achieved so far.
• More opportunities to be involved in influencing how
our services are delivered.
There is a lot of preparation work to be done before the
contract commences and we will be advising all tenants and
leaseholders over the next month of any changes that will
affect how you contact us well in
advance of the start date.
However, please continue to use
the same contact numbers
and names until advised
otherwise.
Finally, I am looking forward
to working with the staff
that you are familiar with to
continue to provide a better
service over the coming years.
Important Information
Tenancy Fraud
Housing tenancy fraud is the unlawful occupation of social housing.
It can cover a wide range of fraud such as:
Tenancy Fraud – What is it?
Unlawful sub-letting- When a council
tenant lets out their home without our
knowledge or permission they are
unlawfully subletting.
False applications- When a person gets
a council home by giving false
information in their application, for
example not telling us they are renting
another property, they are committing
tenancy fraud.
False successions – when someone who
is not entitled under the rules tries to take
over the tenancy. For example, they
might say they lived with the tenant
before they died, when in fact they were
living elsewhere.
Right to buy – when someone provides
false information to obtain a discount
they may not be entitled to
Tenancy Fraud – What does it cost?
Unlawful occupation of social housing
has a direct financial impact on Cheshire
West and Chester Council as we are
responsible for providing and paying for
temporary accommodation for homeless
people who could otherwise be housed
in permanent social housing.
The Audit Commission has estimated that
at least 50,000 social homes in England
are unlawfully sub-let.
The National Fraud Authority places the
cost of Housing Tenancy fraud at around
£900 million a year.
Data Sharing and the National Fraud Initiative
2012/13 sees Cheshire West and Chester Council once
again involved in the National Fraud Initiative (NFI)
conducted every two years by the Audit Commission.
According to figures provided by The National Fraud
Authority, tenancy fraud alone costs the tax-payer £900
million a year and in this current economic climate
detected cases of fraud and corruption are on the
increase.
Involvement in such initiatives as NFI and conducting
internal data matching is a vital tool in the council’s
fight against fraud and corruption.
Cheshire West and Chester Council is under a legal
duty to protect the public funds it administers, and
to this end may use the information you have
provided to us for prevention and detection of
fraud. The Council may share this information
internally across council services and also with
other bodies responsible for auditing and
administering public funds.
Cheshire West and Chester Council have always been
committed to involving our residents by providing
opportunities for you to influence the housing
service. The change of management to Plus Dane
from 1st July 2012 means there will be even more
chances for you to become involved.
Your involvement means we can make improvements to
our services using your suggestions. We provide all the
coaching, training, help and support you will need to take
part, including reimbursing you with travel and carers costs.
The ways you can tell us your views won’t change, these
range from completing a survey to being involved in the
inspection of services. Some methods take a few minutes,
others take a little more time, it’s up to you how and
when you would like to become involved.
Look out for some new and exciting resident involvement
activities in the coming months; we hope you’ll join us as
we develop new ways for you to get involved.
Delivering Decent Homes
An update on some of the investment contracts taking place during 2012/13
Pictured far left are Resident Liason
Officers Verna and Ann along with
Contract Supervisor Mark
Single To Double Glazing Conversion
We will be carrying out this work to the remaining
bungalows with single glazed windows in the Ellesmere
Port and Neston area, 641 bungalows have benefitted
from this programme work when it was completed in
June. The Liverpool Road Estate, Neston and the
Parklands area in Ellesmere Port will also benefit from full
house double glazing conversion as this work is now
being included as part of the External Works Programme
at your, our residents, request.
Kitchen and Bathroom Modernisation Programme
We are still continuing in the Great Sutton area and are
working with our residents to support them through this
process. In the latter part of the year we plan to begin this
work in the Grange Farm area.
A tenant’s story
During February we fitted a new kitchen for an elderly
resident who suffers with dementia. Before the work could
begin in her home, our Resident Liaison Officer, Verna and
Contract Supervisor, Mark discussed with the resident and
her family the work involved and agreed a date on which
the work would begin. During the first week of scheduled
kitchen work the resident’s family were unable to offer any
support as they lived outside the Ellesmere Port area and
were unable to take time off work. With the agreement of
the resident’s family a neighbour offered support by
holding a key for the resident, our Central Control service
were informed of this, in case there were any problems
outside normal office hours.
Resident Liaison Officers, Ann and Verna helped the
resident prepare for the fitting of the new kitchen by
helping her to clear the kitchen area, packing items from
page 6
cheshirewestandchester.gov.uk

cupboards safely in boxes. During the first week of the
work either Verna or Ann visited the resident each day,
made her a cup of tea and discussed with her the work
that would be carried out that day. A diary was also left
with details about the work that would be carried out so
the resident could refer to this at any time during the day.
Verna also visited in the evening to make sure that the
resident had returned home safely from her daily outings
and to check that they were happy with the work that had
taken place that day.
At the end of the first week it was apparent to Verna that
the resident although very independent may be in need
of additional support as the residents short term memory
loss appeared more severe than first noticed. During the
second week of the kitchen modernisation work a family
member was able to provide support. Verna continued to
visit providing details on how the family could obtain
additional support for their “mum”. Verna also provided a
copy of ‘In the Know’ newsletter and ‘Sheltered Housing’
handbook for their perusal.
Customer feedback given after the completion of this
kitchen was very positive - “it is lovely to meet such caring
people. Thanks for everything. I am so grateful and I know
mum is too. She is loving her new kitchen” Once we have
completed work in the Great Sutton area we anticipate
starting in the Grange Farm area in January 2013, if not
sooner! We will be contacting residents on our first phase
in Grange Farm over the next couple of months to invite
them to an open evening, to discuss the work involved
and view the type and colour options of kitchen units,
wall tiles and flooring on offer.
Transforming the Hawksley Bungalows.
Our pilot scheme in Whitby area to over clad and reroof
16 Hawksley bungalows completed as planned
in May. We have installed a lightweight roofing tile
and rendered the chimney. The exterior of the
bungalows have been insulated with thermal
insulation which is made of a natural substance, and a
brick slip applied on top, giving a brick work effect, the
gable elevation has been part rendered. Environmental
works such as fitting outside lights to the front and back,
painting of sheds and installing a new link roof between
the bungalow and shed have been carried out. Fencing
and pathways have also been improved where necessary.
The transformation as you can see from the “before” and
“after” pictures is amazing. The residents are extremely
happy with the results. By over cladding and re-roofing
these bungalows we’re confident our residents will not
only see that their homes look great but most importantly
they will benefit from a reduction in their energy costs
during the winter periods.
Recent customer satisfaction feedback for this project has
been positive from our residents - “I can no longer hear
the rain on my roof” .
During this financial year we will begin the over cladding
and re-roofing of the Hawksley bungalows in the Rivacre
area and this project will also include environmental
works similar to those carried out on our Hawksley
bunglows in Whitby. We aim to complete this work on the
Rivacre Estate in two phases over the next two years,
targeting 41 bungalows during 2012/13 and completing
the remaining 47 bungalows during 2013/14.
During May, we invited residents on phase one of this
project to an open evening at Overpool Community
Centre. A short presentation was given providing details
of the work involved. Residents were given an
opportunity to ask questions and also had the
opportunity to select colour choices for the roof tile and
brick slip for their home.
Photographs from the pilot project in Whitby were also on
display providing residents with an idea of what the work
entails. Information packs were also given to residents
containing lots of useful information on the work, for
them to review at their leisure. Any residents that were
not able to attend the open evening were contacted and
arrangements were made to carry out a home visit.
Tenant Conference 2012
The annual tenant and leaseholder conference took place on
16th May 2012 at the Civic Hall in Ellesmere Port.
The day was split into three distinct sessions. The first
consisted of three workshops covering Welfare Reform,
Plus Dane’s proposed branding and Resident Scrutiny.
The second session was an open ‘Market Place’ and finally
the third session after lunch was a presentation from Plus
Dane’s Managing Director Peter Shaw entitled ‘Plus Dane
– The Future’.
The Market Place session was held in the Civic Suite
which was decked with bunting, balloons and banners;
our internal services were represented by:
Resident Involvement, Repairs, Asset Management, Rent
Income, Communications, Leaseholders, Housing
Management, Supported Housing, Money Advice,
Housing Benefits, Trust Home Choice, HHEET centre and
the Healthy Living Centre. Joining them were
representatives from the Sport Cheshire and West
Cheshire College who provided a selection of tasty food
and their beauty department who were providing
manicure treatments.
Plus Dane staff were on hand to talk to tenants who had
questions about the transfer of the services which will
take place on 1st July, they also used the opportunity to
hold a workshop to gain tenants and leaseholders’ views
on the branding they will use for Ellesmere Port and
Neston area.
We were thrilled by the commitment of staff who took
part and the imaginative and original displays they
created on their stalls. Well over a 100 tenants attended
the event and we were delighted to be told by tenants
they thoroughly enjoyed the day - particularly as they
were able to meet the staff and discuss any issues they
had in an informal setting.
One tenant told us, “It was a really, really lovely day and
great to see the staff out from behind their desks”
information regarding the changes which will take place
next year.
Several stalls held mini competitions and every attendee
was entered into a prize draw. Here are
some of the winners.
History
Open Door Through The Years
As we transfer the management of the housing stock to Plus Dane we thought it would
be a good opportunity to look back at Open Door magazine and the changes that have
taken place in housing over the years. There have actually been seven design changes
over the years until we get to the magazine we all know today. Here are a few of them...
Issue 1 was in the winter of 1989, with an introduction by
Councillor O’Brien, Chairman of the Housing Committee
for Ellesmere Port and Neston Borough Council. There
wasn’t much colour, the illustrations were stick drawings
and the photos were black and white. Articles included a
focus on Westminster, and the refurbishment of the
Percival Road maisonettes. Issue 2 was a bit glossier, but
still only black and white photographs, including one of
the Housing Management team. I’m sure some of you will
remember names like Brian Simpson, now Chief Executive
of Wirral Partnership Homes.
Autumn 1996 saw a new look for the magazine and for the
Rother Drive Estate, by this time photos were in colour!
There was also an article about all the activities at
Churchill Court in Neston, which still thrives today. Spring
1999 featured a very familiar picture on the front, Mrs
Ogilvie, a regular entrant to our garden competition.
There has always been a range of competitions in Open
Door, which hopefully keep our readers entertained (and
puzzled!), and this issue was no exception. We had a fun
quiz, which is repeated in this issue, the regular word
search and the entry form for the garden competition,
again being repeated this time round. Autumn 2003 saw
news about a Housing Stock Transfer Update and
contracts such as the completion of fitting door entry
systems. By Winter 2006 the design had changed again.
This issue featured a history piece about Places of
Worship. From feedback we get from tenants, the history
article is always popular, either with the memories it
brings back, or information for residents who have not
lived in the area all their lives.
Spring 2009 saw a big change, the first issue under
Cheshire West and Chester Council. Although the cover
looked different, we still packed as much information
about the housing service as usual, such as the move to
Choice Based Lettings with CDHT and Weaver Vale
Housing Trust.
And now it’s our final edition before another move, thank
you to all our readers over the years, long may it continue.
How we are doing...
Our latest performance results are published in our Annual Report 2011-12, which is being
delivered with this edition of Open Door. If you receive a service from us, we want to know
about your experience – good or bad. Customer feedback is extremely valuable in helping
us develop our services. Below is some feedback we have had when things have gone well.
A resident who had recently signed up
for a property
“Overall we have been very
impressed with the service and
received excellent support.”
A resident regarding
neighbourhood/estate services
“I am very impressed with the
work that the caretakers do at
the block of flats in Sutton way.”
A resident who has had day to day
repairs carried out in their property
“I am very satisfied with the value of
work carried out to the above
property and in general the attitude
of the workmen.”
A resident who had recently had central
heating installed
“I found the guys were very honest and
friendly, they kept the place nice and
clean, any questions I asked about the
work they answered no questions asked.”
A resident regarding neighbourhood /
estate services
“I am very satisfied with the way and
speed at which my complaint was dealt
with. Thank you for your help with this
matter, a much improved service”
And when things haven’t gone so well …
A resident who has recently had a new
kitchen installed
“I am extremely happy with my new
kitchen all the workmen were excellent
and we had no problems what so ever.
Thank you guys you were great.”
We received a complaint about the amount of
time taken to replace an external communal light
The delay was because a replacement bulb
wasn’t ordered by the person responsible due
to sickness absence the next day. We have
now put in place a process to make sure any
outstanding actions are picked up if an
operative is absent the next working day.
Resident Inspectors making a difference
Every month Resident Inspectors randomly inspect a few
empty properties after all works have been completed to
check they meet the lettable standard. They recently
failed a property which didn’t meet this standard. The
works identified by the inspectors were then completed
before it was offered to the new tenant. We have looked
into why the property was passed by ourselves as
meeting the lettable standard and as a result the officer
who undertook the inspection was provided with more
training to ensure this didn’t happen again. This is a great
example of how the resident inspectors are making a real
difference to the
services provided by us
to you.
If you would like more
information on becoming
For the first time in some years, a number of service costs
have increased significantly due to factors beyond our
control:
• Charges for electricity for communal staircase lighting
have increased from 5p per unit (or kilowatt/hour) to 12.4p.
• Insurance costs have increased from £22.14 per
property per year to approximately £50 per property
per year.
• The cost of building repairs has increased by an average
of 3.5%.
• Window cleaning cost is estimated at around £15 per
property, per year. This may be affected by the
termination of the current window cleaning contract,
and tendering for a new one.
• The management fee has remained unchanged at £150
per property per year since 1st April 2009. This is now
currently being reviewed; leaseholders will be advised
of any change as soon as possible.
Copies of the leasehold property insurance schedules are
now available and a summary of the insurance cover will
be sent to leaseholders with the July quarter’s service
charge estimates. Copies of the insurance schedules are
also available and can be sent to leaseholders on request.
Leaseholder Forum
The latest Leaseholder Forum met on 21st April, the main
items discussed were an update on the effect on
leaseholders of the outsourcing of the Housing
Management Service and the increases in the cost of
services. If you want a copy of the minutes of the meeting,
please contact us, details on the back page.
Leaseholder Contact Information
It is extremely important we have emergency contact
details. Unfortunately there was a recent incident where
leaseholders had gone on holiday and could not be
contacted for more than a week as we didn’t have a
mobile phone number, or contact details for their
subtenants. We will be writing directly to all leaseholders
again asking for this information so that if there is a
problem, prompt action can be taken to deal with it.
If you would like further information about any
of the matters in this article, please contact us,
details on the back page.
Quick Summer Pudding
Get the tennis on the telly and enjoy this beautiful fresh Summer Pudding!
Method
1. Lightly oil 4 teacups or one large bowl
(1.2l/2pt) and line with cling film.
2. Mix together the defrosted fruits, fresh
strawberries, basil and sugar.
3. Pour half of the raspberry sauce into a
shallow dish.
Ingredients
• 300g mixed frozen fruits, de-frosted
• 1 large punnet of strawberries, tops removed
and halved if large
• 5 tbsp caster sugar
• 10 slices good white bread, crusts removed
• 5g basil
• 1 jar raspberry sauce
4. Cut the bread to form a small circle for the
base, slices for the sides and a larger circle for
the top. To line the mould - dip the bread on
one side in the sauce and place in the mould,
dipped side against the mould. Make sure the
pieces overlap to securely encase the filling.
5. Fill the centre with the fruit mixture and press
down well, top with the last slice of bread.
6. Remove the pudding from the mould and
place on a plate. Pour over the remaining
sauce. Dust with icing sugar and serve.
