Welcome to Spring <strong>Open</strong> <strong>Door</strong> from Councillor Herbert Manley, Portfolio holder for Prosperity<br />

and responsible for the Housing Management Service<br />

Welcome to the <strong>Summer</strong> edition of <strong>Open</strong> <strong>Door</strong>. Once again<br />

we have a bumper edition packed with informative articles<br />

and useful information. As we were preparing this edition<br />

we were in the middle of preparations for transferring the<br />

management of the service to Plus <strong>Dane</strong>. As we have said<br />

on many occasions – this is not about transferring your<br />

home to another housing organisation as the Council will<br />

still be your landlord. It is about continuing to build on the<br />

improvements made to the housing management service<br />

over the last two and a half years and ensuring that we<br />

become a top performing landlord by 2014.<br />

This edition includes a retrospective on <strong>Open</strong> <strong>Door</strong> itself –<br />

from the first edition to the most recent changes in 2009 –<br />

it’s interesting to see that we’ve continued to encourage<br />

customers to become<br />

involved in the service<br />

from day one! We have a<br />

Plus <strong>Dane</strong> <strong>Group</strong><br />

Plus <strong>Dane</strong> is selected as the provider of the housing management contract for<br />

Ellesmere port and Neston<br />

Hello, I’m Peter Shaw, the Managing Director for the<br />

Ellesmere Port and Neston area for the Plus <strong>Dane</strong> <strong>Group</strong>.<br />

I am delighted that Plus <strong>Dane</strong> <strong>Group</strong> has been selected by the<br />

Council to deliver housing management services to Cheshire<br />

West and Chester tenants and leaseholders in Ellesmere Port<br />

and Neston. I’m extremely pleased that this includes<br />

managing and delivering the Council’s major repairs and<br />

improvement programme for the next three to five years.<br />

Plus <strong>Dane</strong> <strong>Group</strong> own and manage over 13,000 homes across<br />

Merseyside and Cheshire and through our ‘Neighbourhood<br />

Investor’ approach we get involved in anything that may<br />

help to improve the neighbourhoods in which we operate<br />

and which will stretch beyond the delivery of basic housing<br />

services.<br />

Our approach includes encouraging tenants and<br />

leaseholders to get more involved in shaping how services<br />

are provided and we have a strong record of working with<br />

customers and other partners to deliver wider regeneration<br />

opportunities wherever we work – and we intend to apply<br />

this approach across the Ellesmere Port and Neston area.<br />

The whole process has been a great team effort by all the<br />

staff, board directors, tenants and partners involved. The<br />

discussions that were held with staff and tenants over the<br />

past year have enabled some great links to be formed and<br />

everyone at Plus <strong>Dane</strong> who is involved in the contract is very<br />

excited about the future.<br />

What are we aiming to achieve during the five year<br />

contract?<br />

• Continue the improvements to the service that have<br />

been achieved over the past two years.<br />

• Increase the investment programme where possible.<br />

• Increase the number of tenants and leaseholders<br />

involved in the decisions we make about the services.<br />

• Provide a key contribution to the regeneration of the<br />

Ellesmere Port and Neston area by working with other<br />

partners to create more job opportunities.<br />

• Manage the Council’s investment of over £50m into<br />

improving your homes.<br />

• Deliver training and career opportunities for Council staff<br />

who will be transferring from the Council to Plus <strong>Dane</strong>.<br />

What does the contract mean to Ellesmere Port and<br />

Neston tenants and leaseholders?<br />

• The contract will start from Sunday 1st July <strong>2012</strong>.<br />

• We are currently establishing an office for the housing<br />

team at 7-9 Civic Way, Ellesmere Port, Cheshire.<br />

• Our office opening times will be the same as currently<br />

operated by the Council of 8:30am to 5pm during<br />

Monday to Thursday and 8:30am to 4:30pm on Friday.<br />

• The council staff will be transferring to Plus <strong>Dane</strong> <strong>Group</strong><br />

and they will continue to be the same contacts for you.<br />

• Services will be developed over the contract period to<br />

continue the improvements achieved so far.<br />

• More opportunities to be involved in influencing how<br />

our services are delivered.<br />

There is a lot of preparation work to be done before the<br />

contract commences and we will be advising all tenants and<br />

leaseholders over the next month of any changes that will<br />

affect how you contact us well in<br />

advance of the start date.<br />

However, please continue to use<br />

Important Information<br />

Tenancy Fraud<br />

Housing tenancy fraud is the unlawful occupation of social housing.<br />

It can cover a wide range of fraud such as:<br />

Tenancy Fraud – What is it?<br />

Unlawful sub-letting- When a council<br />

tenant lets out their home without our<br />

knowledge or permission they are<br />

unlawfully subletting.<br />

False applications- When a person gets<br />

a council home by giving false<br />

information in their application, for<br />

example not telling us they are renting<br />

another property, they are committing<br />

tenancy fraud.<br />

False successions – when someone who<br />

is not entitled under the rules tries to take<br />

over the tenancy. For example, they<br />

might say they lived with the tenant<br />

before they died, when in fact they were<br />

living elsewhere.<br />

Right to buy – when someone provides<br />

false information to obtain a discount<br />

they may not be entitled to<br />

Tenancy Fraud – What does it cost?<br />

Unlawful occupation of social housing<br />

has a direct financial impact on Cheshire<br />

West and Chester Council as we are<br />

responsible for providing and paying for<br />

temporary accommodation for homeless<br />

people who could otherwise be housed<br />

in permanent social housing.<br />

The Audit Commission has estimated that<br />

at least 50,000 social homes in England<br />

are unlawfully sub-let.<br />

The National Fraud Authority places the<br />

cost of Housing Tenancy fraud at around<br />

£900 million a year.<br />

Data Sharing and the National Fraud Initiative<br />

<strong>2012</strong>/13 sees Cheshire West and Chester Council once<br />

again involved in the National Fraud Initiative (NFI)<br />

conducted every two years by the Audit Commission.<br />

According to figures provided by The National Fraud<br />

Authority, tenancy fraud alone costs the tax-payer £900<br />

million a year and in this current economic climate<br />

detected cases of fraud and corruption are on the<br />

increase.<br />

Involvement in such initiatives as NFI and conducting<br />

internal data matching is a vital tool in the council’s<br />

fight against fraud and corruption.<br />

Cheshire West and Chester Council is under a legal<br />

duty to protect the public funds it administers, and<br />

to this end may use the information you have<br />

provided to us for prevention and detection of<br />

fraud. The Council may share this information<br />

internally across council services and also with<br />

other bodies responsible for auditing and<br />

administering public funds.<br />

Resident<br />

Involvement...<br />

Cheshire West and Chester Council have always been<br />

committed to involving our residents by providing<br />

opportunities for you to influence the housing<br />

service. The change of management to Plus <strong>Dane</strong><br />

from 1st July <strong>2012</strong> means there will be even more<br />

chances for you to become involved.<br />

Your involvement means we can make improvements to<br />

our services using your suggestions. We provide all the<br />

coaching, training, help and support you will need to take<br />

part, including reimbursing you with travel and carers costs.<br />

The ways you can tell us your views won’t change, these<br />

range from completing a survey to being involved in the<br />

inspection of services. Some methods take a few minutes,<br />

others take a little more time, it’s up to you how and<br />

when you would like to become involved.<br />

Look out for some new and exciting resident involvement<br />

activities in the coming months; we hope you’ll join us as<br />

we develop new ways for you to get involved.<br />

Delivering Decent Homes<br />

An update on some of the investment contracts taking place during <strong>2012</strong>/13<br />

Single To Double Glazing Conversion<br />

We will be carrying out this work to the remaining<br />

bungalows with single glazed windows in the Ellesmere<br />

Port and Neston area, 641 bungalows have benefitted<br />

from this programme work when it was completed in<br />

June. The Liverpool Road Estate, Neston and the<br />

Parklands area in Ellesmere Port will also benefit from full<br />

house double glazing conversion as this work is now<br />

being included as part of the External Works Programme<br />

at your, our residents, request.<br />

Kitchen and Bathroom Modernisation Programme<br />

We are still continuing in the Great Sutton area and are<br />

working with our residents to support them through this<br />

process. In the latter part of the year we plan to begin this<br />

work in the Grange Farm area.<br />

A tenant’s story<br />

During February we fitted a new kitchen for an elderly<br />

resident who suffers with dementia. Before the work could<br />

begin in her home, our Resident Liaison Officer, Verna and<br />

Contract Supervisor, Mark discussed with the resident and<br />

her family the work involved and agreed a date on which<br />

the work would begin. During the first week of scheduled<br />

kitchen work the resident’s family were unable to offer any<br />

support as they lived outside the Ellesmere Port area and<br />

were unable to take time off work. With the agreement of<br />

the resident’s family a neighbour offered support by<br />

holding a key for the resident, our Central Control service<br />

were informed of this, in case there were any problems<br />

outside normal office hours.<br />

Resident Liaison Officers, Ann and Verna helped the<br />

resident prepare for the fitting of the new kitchen by<br />

helping her to clear the kitchen area, packing items from<br />

cupboards safely in boxes. During the first week of the<br />

work either Verna or Ann visited the resident each day,<br />

made her a cup of tea and discussed with her the work<br />

that would be carried out that day. A diary was also left<br />

with details about the work that would be carried out so<br />

the resident could refer to this at any time during the day.<br />

Verna also visited in the evening to make sure that the<br />

resident had returned home safely from her daily outings<br />

and to check that they were happy with the work that had<br />

taken place that day.<br />

At the end of the first week it was apparent to Verna that<br />

the resident although very independent may be in need<br />

of additional support as the residents short term memory<br />

loss appeared more severe than first noticed. During the<br />

second week of the kitchen modernisation work a family<br />

member was able to provide support. Verna continued to<br />

visit providing details on how the family could obtain<br />

additional support for their “mum”. Verna also provided a<br />

copy of ‘In the Know’ newsletter and ‘Sheltered Housing’<br />

handbook for their perusal.<br />

Customer feedback given after the completion of this<br />

kitchen was very positive - “it is lovely to meet such caring<br />

people. Thanks for everything. I am so grateful and I know<br />

mum is too. She is loving her new kitchen” Once we have<br />

completed work in the Great Sutton area we anticipate<br />

starting in the Grange Farm area in January 2013, if not<br />

sooner! We will be contacting residents on our first phase<br />

in Grange Farm over the next couple of months to invite<br />

them to an open evening, to discuss the work involved<br />

and view the type and colour options of kitchen units,<br />

wall tiles and flooring on offer.<br />

Transforming the Hawksley Bungalows.<br />

Our pilot scheme in Whitby area to over clad and reroof<br />

16 Hawksley bungalows completed as planned<br />

in May. We have installed a lightweight roofing tile<br />

and rendered the chimney. The exterior of the<br />

bungalows have been insulated with thermal<br />

insulation which is made of a natural substance, and a<br />

brick slip applied on top, giving a brick work effect, the<br />

gable elevation has been part rendered. Environmental<br />

works such as fitting outside lights to the front and back,<br />

painting of sheds and installing a new link roof between<br />

the bungalow and shed have been carried out. Fencing<br />

and pathways have also been improved where necessary.<br />

The transformation as you can see from the “before” and<br />

“after” pictures is amazing. The residents are extremely<br />

happy with the results. By over cladding and re-roofing<br />

these bungalows we’re confident our residents will not<br />

only see that their homes look great but most importantly<br />

they will benefit from a reduction in their energy costs<br />

during the winter periods.<br />

Recent customer satisfaction feedback for this project has<br />

been positive from our residents - “I can no longer hear<br />

the rain on my roof” .<br />

During this financial year we will begin the over cladding<br />

and re-roofing of the Hawksley bungalows in the Rivacre<br />

area and this project will also include environmental<br />

works similar to those carried out on our Hawksley<br />

bunglows in Whitby. We aim to complete this work on the<br />

Rivacre Estate in two phases over the next two years,<br />

targeting 41 bungalows during <strong>2012</strong>/13 and completing<br />

the remaining 47 bungalows during 2013/14.<br />

During May, we invited residents on phase one of this<br />

project to an open evening at Overpool Community<br />

Centre. A short presentation was given providing details<br />

of the work involved. Residents were given an<br />

opportunity to ask questions and also had the<br />

opportunity to select colour choices for the roof tile and<br />

brick slip for their home.<br />

Photographs from the pilot project in Whitby were also on<br />

display providing residents with an idea of what the work<br />

entails. Information packs were also given to residents<br />

containing lots of useful information on the work, for<br />

them to review at their leisure. Any residents that were<br />

not able to attend the open evening were contacted and<br />

arrangements were made to carry out a home visit.<br />

News<br />

Tenant Conference <strong>2012</strong><br />

The annual tenant and leaseholder conference took place on<br />

16th May <strong>2012</strong> at the Civic Hall in Ellesmere Port.<br />

The day was split into three distinct sessions. The first<br />

consisted of three workshops covering Welfare Reform,<br />

Plus <strong>Dane</strong>’s proposed branding and Resident Scrutiny.<br />

The second session was an open ‘Market Place’ and finally<br />

the third session after lunch was a presentation from Plus<br />

<strong>Dane</strong>’s Managing Director Peter Shaw entitled ‘Plus <strong>Dane</strong><br />

– The Future’.<br />

The Market Place session was held in the Civic Suite<br />

which was decked with bunting, balloons and banners;<br />

our internal services were represented by:<br />

Resident Involvement, Repairs, Asset Management, Rent<br />

Income, Communications, Leaseholders, Housing<br />

Management, Supported Housing, Money Advice,<br />

Housing Benefits, Trust Home Choice, HHEET centre and<br />

the Healthy Living Centre. Joining them were<br />

representatives from the Sport Cheshire and West<br />

Cheshire College who provided a selection of tasty food<br />

and their beauty department who were providing<br />

manicure treatments.<br />

Plus <strong>Dane</strong> staff were on hand to talk to tenants who had<br />

questions about the transfer of the services which will<br />

take place on 1st July, they also used the opportunity to<br />

hold a workshop to gain tenants and leaseholders’ views<br />

on the branding they will use for Ellesmere Port and<br />

Neston area.<br />

We were thrilled by the commitment of staff who took<br />

part and the imaginative and original displays they<br />

created on their stalls. Well over a 100 tenants attended<br />

the event and we were delighted to be told by tenants<br />

they thoroughly enjoyed the day - particularly as they<br />

were able to meet the staff and discuss any issues they<br />

had in an informal setting.<br />

One tenant told us, “It was a really, really lovely day and<br />

great to see the staff out from behind their desks”<br />

The Welfare Reform, Housing Benefit and Money advice<br />

stalls received the most visitors as tenants sought<br />

information regarding the changes which will take place<br />

next year.<br />

Several stalls held mini competitions and every attendee<br />

was entered into a prize draw. Here are<br />

some of the winners.<br />

service in its infancy. We have been rehoming<br />

items successfully for 2 years. We<br />

have items of furniture or clothing that just<br />

may suit your needs. We make a small charge<br />

for items and all monies paid go towards the<br />

hiring of vans when delivery and collection<br />

are required .<br />

If you are down sizing or just have odd<br />

items you wish to get rid of please contact<br />

us, we will always find a home for them.<br />

History<br />

<strong>Open</strong> <strong>Door</strong> Through The Years<br />

As we transfer the management of the housing stock to Plus <strong>Dane</strong> we thought it would<br />

be a good opportunity to look back at <strong>Open</strong> <strong>Door</strong> magazine and the changes that have<br />

taken place in housing over the years. There have actually been seven design changes<br />

over the years until we get to the magazine we all know today. Here are a few of them...<br />

Issue 1 was in the winter of 1989, with an introduction by<br />

Councillor O’Brien, Chairman of the Housing Committee<br />

for Ellesmere Port and Neston Borough Council. There<br />

wasn’t much colour, the illustrations were stick drawings<br />

and the photos were black and white. Articles included a<br />

focus on Westminster, and the refurbishment of the<br />

Percival Road maisonettes. Issue 2 was a bit glossier, but<br />

still only black and white photographs, including one of<br />

the Housing Management team. I’m sure some of you will<br />

remember names like Brian Simpson, now Chief Executive<br />

of Wirral Partnership Homes.<br />

Autumn 1996 saw a new look for the magazine and for the<br />

Rother Drive Estate, by this time photos were in colour!<br />

There was also an article about all the activities at<br />

Churchill Court in Neston, which still thrives today. Spring<br />

1999 featured a very familiar picture on the front, Mrs<br />

Ogilvie, a regular entrant to our garden competition.<br />

There has always been a range of competitions in <strong>Open</strong><br />

<strong>Door</strong>, which hopefully keep our readers entertained (and<br />

puzzled!), and this issue was no exception. We had a fun<br />

quiz, which is repeated in this issue, the regular word<br />

search and the entry form for the garden competition,<br />

again being repeated this time round. Autumn 2003 saw<br />

news about a Housing Stock Transfer Update and<br />

contracts such as the completion of fitting door entry<br />

systems. By Winter 2006 the design had changed again.<br />

This issue featured a history piece about Places of<br />

Worship. From feedback we get from tenants, the history<br />

article is always popular, either with the memories it<br />

brings back, or information for residents who have not<br />

lived in the area all their lives.<br />

Spring 2009 saw a big change, the first issue under<br />

Cheshire West and Chester Council. Although the cover<br />

looked different, we still packed as much information<br />

about the housing service as usual, such as the move to<br />

Choice Based Lettings with CDHT and Weaver Vale<br />

Housing Trust.<br />

And now it’s our final edition before another move, thank<br />

you to all our readers over the years, long may it continue.<br />

Our latest performance results are published in our Annual Report 2011-12, which is being<br />

delivered with this edition of <strong>Open</strong> <strong>Door</strong>. If you receive a service from us, we want to know<br />

about your experience – good or bad. Customer feedback is extremely valuable in helping<br />

us develop our services. Below is some feedback we have had when things have gone well.<br />

We received a complaint about the amount of<br />

time taken to replace an external communal light<br />

The delay was because a replacement bulb<br />

wasn’t ordered by the person responsible due<br />

to sickness absence the next day. We have<br />

now put in place a process to make sure any<br />

outstanding actions are picked up if an<br />

operative is absent the next working day.<br />

Resident Inspectors making a difference<br />

Every month Resident Inspectors randomly inspect a few<br />

empty properties after all works have been completed to<br />

check they meet the lettable standard. They recently<br />

failed a property which didn’t meet this standard. The<br />

works identified by the inspectors were then completed<br />

before it was offered to the new tenant. We have looked<br />

Leasehold News<br />

Moving Offices<br />

Along with our colleagues from Civic Way, the leasehold<br />

team will be moving to the new offices at 7-9 Civic Way.<br />

More information about the change, how to contact the<br />

Home Ownership Team, and how you can pay charges<br />

have been sent out. The members of the team remain<br />

unchanged.<br />

Service Charge Update<br />

For the first time in some years, a number of service costs<br />

have increased significantly due to factors beyond our<br />

control:<br />

• Charges for electricity for communal staircase lighting<br />

have increased from 5p per unit (or kilowatt/hour) to 12.4p.<br />

• Insurance costs have increased from £22.14 per<br />

property per year to approximately £50 per property<br />

per year.<br />

• The cost of building repairs has increased by an average<br />

of 3.5%.<br />

• Window cleaning cost is estimated at around £15 per<br />

property, per year. This may be affected by the<br />

termination of the current window cleaning contract,<br />

and tendering for a new one.<br />

• The management fee has remained unchanged at £150<br />

per property per year since 1st April 2009. This is now<br />

currently being reviewed; leaseholders will be advised<br />

of any change as soon as possible.<br />

Copies of the leasehold property insurance schedules are<br />

now available and a summary of the insurance cover will<br />

be sent to leaseholders with the July quarter’s service<br />

charge estimates. Copies of the insurance schedules are<br />

also available and can be sent to leaseholders on request.<br />

Leaseholder Forum<br />

The latest Leaseholder Forum met on 21st April, the main<br />

items discussed were an update on the effect on<br />

leaseholders of the outsourcing of the Housing<br />

Management Service and the increases in the cost of<br />

services. If you want a copy of the minutes of the meeting,<br />

Leaseholder Contact Information<br />

It is extremely important we have emergency contact<br />

details. Unfortunately there was a recent incident where<br />

leaseholders had gone on holiday and could not be<br />

contacted for more than a week as we didn’t have a<br />

mobile phone number, or contact details for their<br />

subtenants. We will be writing directly to all leaseholders<br />

again asking for this information so that if there is a<br />

problem, prompt action can be taken to deal with it.<br />

Quick <strong>Summer</strong> Pudding<br />

Get the tennis on the telly and enjoy this beautiful fresh <strong>Summer</strong> Pudding!<br />

Method<br />

1. Lightly oil 4 teacups or one large bowl<br />

(1.2l/2pt) and line with cling film.<br />

2. Mix together the defrosted fruits, fresh<br />

strawberries, basil and sugar.<br />

3. Pour half of the raspberry sauce into a<br />

shallow dish.<br />

Ingredients<br />

• 300g mixed frozen fruits, de-frosted<br />

• 1 large punnet of strawberries, tops removed<br />

and halved if large<br />

• 5 tbsp caster sugar<br />

• 10 slices good white bread, crusts removed<br />

• 5g basil<br />

• 1 jar raspberry sauce<br />

4. Cut the bread to form a small circle for the<br />

base, slices for the sides and a larger circle for<br />

the top. To line the mould - dip the bread on<br />

one side in the sauce and place in the mould,<br />

dipped side against the mould. Make sure the<br />

pieces overlap to securely encase the filling.<br />

5. Fill the centre with the fruit mixture and press<br />

down well, top with the last slice of bread.<br />

6. Remove the pudding from the mould and<br />

place on a plate. Pour over the remaining<br />

sauce. Dust with icing sugar and serve.<br />
