2.09 Consultation with Employees<br />

The <strong>University</strong> must consult employees (both union and non-union) or their representatives on<br />
matters relating to their health and safety, including:<br />
any change that may substantially affect their health and safety whilst at work, e.g. changes in<br />
procedures, equipment or methods <strong>of</strong> working;<br />
the process for arranging competent persons to advise on health and safety matters;<br />
information to be given on the potential risks arising from employees work, measures to reduce or<br />
eliminate these risks and what employees should do if they have to deal with a risk;<br />
planning <strong>of</strong> health and safety arrangements/controls; and<br />
health and safety issues related to the introduction <strong>of</strong> new technology.<br />
The <strong>University</strong> aims to provide formal consultative procedures for <strong>Safety</strong>, <strong>Health</strong> & <strong>Environment</strong>al<br />
matters by liaising with:<br />
All staff;<br />
Union <strong>Health</strong> & <strong>Safety</strong> Representatives;<br />
A network <strong>of</strong> <strong>Safety</strong>, <strong>Health</strong> & <strong>Environment</strong> contacts;<br />
The <strong>University</strong> Occupational <strong>Health</strong> Service;<br />
<strong>University</strong> <strong>Safety</strong>, <strong>Health</strong> & <strong>Environment</strong> Committee;<br />
Service/School <strong>Health</strong> & <strong>Safety</strong> Committees.<br />
2.10 <strong>Safety</strong>, <strong>Health</strong> & <strong>Environment</strong> Committee<br />
The <strong>University</strong> <strong>Safety</strong>, <strong>Health</strong> & <strong>Environment</strong> Committee convenes three times per year and reports<br />
annually to the <strong>University</strong> Board. The Committee comprises <strong>of</strong> a wide representation <strong>of</strong> staff at all<br />
levels and also representatives <strong>of</strong> the recognised Trade Unions.<br />
1. The main objective <strong>of</strong> Committee meetings is:<br />
to promote co-operation and effective communication between staff, managers, students and<br />
others - this is so that effective arrangements to protect their health, safety and welfare and support<br />
environmental sustainability initiatives to be developed and implemented.<br />
2. The main functions <strong>of</strong> the Committee are to:<br />
assist in any way possible to achieve the main objective;<br />
promote a positive <strong>Safety</strong>, <strong>Health</strong> & <strong>Environment</strong>al culture, enabling staff, students and<br />
managers, to contribute to the achievement <strong>of</strong> the main objective. This may involve promoting<br />
the inclusion <strong>of</strong> <strong>Safety</strong>, <strong>Health</strong> & <strong>Environment</strong>al topics into the curriculum;<br />
appoint working parties (advised by a member <strong>of</strong> the SHE Section) to take the lead with<br />
Developing arrangements in accordance with the main objective and present proposals to the<br />
Committee;<br />
consider, comment and act upon reports and information presented. The Chair person will<br />
refer issues and information to senior management or others as appropriate;<br />
share information, issues and experiences <strong>of</strong> a corporate <strong>Safety</strong>, <strong>Health</strong> and <strong>Environment</strong>al<br />
nature. Such issues should be discussed with a member <strong>of</strong> the SHE Section in advance <strong>of</strong> the<br />
Committee meeting, so that they can be raised as agenda items and useful and informed<br />
discussion can follow. This does not preclude discussion <strong>of</strong> such issues directly with relevant staff<br />
and line managers.<br />
