2.11 Monitoring, Inspection, Audit and Review<br />

The <strong>Safety</strong>, <strong>Health</strong> & <strong>Environment</strong> Section Advisers undertake regular audits and inspections <strong>of</strong> the<br />

<strong>University</strong>‟s premises, environment, plant, substances, people, procedures and systems in line with<br />

adopted Service and School Service Level Agreements. This is to ensure the <strong>University</strong> complies<br />

with its statutory <strong>Safety</strong>, <strong>Health</strong> & <strong>Environment</strong>al duties, sector best practice and the effectiveness <strong>of</strong><br />

the implementation <strong>of</strong> the <strong>University</strong>‟s <strong>Safety</strong>, <strong>Health</strong> & <strong>Environment</strong> <strong>Policy</strong> and its associated<br />

organisation and procedural arrangements.<br />

Additionally, audits <strong>of</strong> the <strong>University</strong>‟s management arrangements for <strong>Safety</strong>, <strong>Health</strong> & <strong>Environment</strong><br />

are undertaken by external auditors.<br />

Feedback on audits and inspections will be distributed to the relevant Directors/Deans/Managers as<br />

required and <strong>University</strong> <strong>Safety</strong>, <strong>Health</strong> & <strong>Environment</strong> Committee as necessary.<br />

The SHE Section provide quarterly and annual <strong>Safety</strong>, <strong>Health</strong> & <strong>Environment</strong>al review reports to the<br />

Vice-Chancellor and <strong>University</strong> Board, which help to inform the <strong>University</strong>‟s <strong>Safety</strong>, <strong>Health</strong> &<br />

<strong>Environment</strong>al Strategy 2012-2017.<br />

The <strong>University</strong>‟s <strong>Safety</strong>, <strong>Health</strong> & <strong>Environment</strong> <strong>Policy</strong> will be reviewed every 12 months by the SHE<br />

Section Manager in consultation with the <strong>University</strong>‟s SHE Committee, or as required by changes in<br />

legislation, the results <strong>of</strong> proactive monitoring, accident investigations or changes to the <strong>University</strong>‟s<br />

structure or operations.<br />

3.0 SPECIALIST ROLES<br />

3.01 <strong>Safety</strong>, <strong>Health</strong> & <strong>Environment</strong> (SHE) Section / Manager<br />

The SHE Section plays a vital role within the <strong>University</strong> providing competent and pr<strong>of</strong>essional<br />

advice on a comprehensive range <strong>of</strong> health, safety and environmental issues, to help ensure safety,<br />

health & environmental compliance while achieving continuous improvements in the safety and<br />

environmental culture <strong>of</strong> the <strong>University</strong>. The Section‟s functions include:<br />

providing competent and pr<strong>of</strong>essional health, safety and environmental advice to the <strong>University</strong><br />

Vice-Chancellor and <strong>University</strong> Board;<br />

monitoring the development <strong>of</strong> UK and European legislative standards and interpreting them as<br />

procedures, policies and guidance for managers;<br />

to support where required the <strong>University</strong> in completing its plans in support <strong>of</strong> the Corporate Plan<br />

2011 to 2017 and implementation <strong>of</strong> robust corporate management processes to manage the<br />

implementation <strong>of</strong> the strategy with particular regard to risk management;<br />

assist the <strong>University</strong> in becoming a leading healthy, safe and sustainable mainstream institution<br />

with a „zero tolerance‟ attitude towards work related injuries and ill health;<br />

managing fire safety and compliance with the Regulatory Reform (Fire <strong>Safety</strong>) Order 2005 on<br />

behalf <strong>of</strong> UCLan ensuring that competent advice is available and that fire risk assessments are in<br />

place and kept under review for <strong>University</strong> premises.<br />

providing advice, information, instruction and training on <strong>Safety</strong>, <strong>Health</strong> & <strong>Environment</strong>al matters to<br />

managers, employees, students and others (contactors, visitors, members <strong>of</strong> the public etc.)<br />

whether in the UK or overseas;<br />
