2.11 Monitoring, Inspection, Audit and Review
The Safety, Health & Environment Section Advisers undertake regular audits and inspections of the
University‟s premises, environment, plant, substances, people, procedures and systems in line with
adopted Service and School Service Level Agreements. This is to ensure the University complies
with its statutory Safety, Health & Environmental duties, sector best practice and the effectiveness of
the implementation of the University‟s Safety, Health & Environment Policy and its associated
organisation and procedural arrangements.
Additionally, audits of the University‟s management arrangements for Safety, Health & Environment
are undertaken by external auditors.
Feedback on audits and inspections will be distributed to the relevant Directors/Deans/Managers as
required and University Safety, Health & Environment Committee as necessary.
The SHE Section provide quarterly and annual Safety, Health & Environmental review reports to the
Vice-Chancellor and University Board, which help to inform the University‟s Safety, Health &
Environmental Strategy 2012-2017.
The University‟s Safety, Health & Environment Policy will be reviewed every 12 months by the SHE
Section Manager in consultation with the University‟s SHE Committee, or as required by changes in
legislation, the results of proactive monitoring, accident investigations or changes to the University‟s
structure or operations.
3.0 SPECIALIST ROLES
3.01 Safety, Health & Environment (SHE) Section / Manager
The SHE Section plays a vital role within the University providing competent and professional
advice on a comprehensive range of health, safety and environmental issues, to help ensure safety,
health & environmental compliance while achieving continuous improvements in the safety and
environmental culture of the University. The Section‟s functions include:
providing competent and professional health, safety and environmental advice to the University
Vice-Chancellor and University Board;
monitoring the development of UK and European legislative standards and interpreting them as
procedures, policies and guidance for managers;
to support where required the University in completing its plans in support of the Corporate Plan
2011 to 2017 and implementation of robust corporate management processes to manage the
implementation of the strategy with particular regard to risk management;
assist the University in becoming a leading healthy, safe and sustainable mainstream institution
with a „zero tolerance‟ attitude towards work related injuries and ill health;
managing fire safety and compliance with the Regulatory Reform (Fire Safety) Order 2005 on
behalf of UCLan ensuring that competent advice is available and that fire risk assessments are in
place and kept under review for University premises.
