liaison with enforcing bodies to ensure compliance with statutory obligations and to maintain<br />
contact with outside agencies able to <strong>of</strong>fer expert assistance;<br />
bringing to the attention <strong>of</strong> the <strong>University</strong> <strong>Safety</strong>, <strong>Health</strong> & <strong>Environment</strong> Committee matters<br />
requiring policy recommendation or decision;<br />
Advising the <strong>University</strong> on matters relating to <strong>Safety</strong>, <strong>Health</strong> and <strong>Environment</strong>al management in<br />
relation to its overseas campuses;<br />
ensuring managers recognise they have a responsibility to establish and sustain a positive health,<br />
safety and environmental culture and that they are fully conversant with the health, safety and<br />
environmental performance within their sphere <strong>of</strong> control and how it compares with acknowledged<br />
good practice within the sector;<br />
co-ordinating performance risk assessments and providing advice on the implementation <strong>of</strong><br />
required control measures;<br />
to help ensure the <strong>University</strong> actively contributes to the sustainable development agenda and the<br />
Higher Education Funding Council for England‟s vision statement for sustainable development;<br />
to ensure that health, safety and environmental issues are a core consideration in all <strong>University</strong><br />
decision making processes;<br />
regulatory inspection, testing, reporting, registers and certification;<br />
assistance as required, in the preparation <strong>of</strong> <strong>Safety</strong>, <strong>Health</strong> and <strong>Environment</strong>al information for<br />
Schools and Services;<br />
preparation <strong>of</strong> an Annual Report on <strong>Safety</strong>, <strong>Health</strong> and <strong>Environment</strong> performance detailing matters<br />
across the <strong>University</strong> to the Vice-Chancellor and <strong>University</strong> Board.<br />

3.02 <strong>Safety</strong>, <strong>Health</strong> & <strong>Environment</strong> Contacts<br />
These are a nominated network <strong>of</strong> staff whose primary task is to assist managers in meeting their<br />
statutory obligations and ultimately share best practice. Key elements include:<br />
liaise with staff, students and managers;<br />
assist managers in performing their SHE responsibilities;<br />
distribution and collation <strong>of</strong> information;<br />
provision <strong>of</strong> feedback to the <strong>University</strong> SHE Section on health and safety issues.<br />
3.03 <strong>Safety</strong> Representatives<br />
Under the <strong>Safety</strong> Representatives and <strong>Safety</strong> Committee Regulations 1977, the recognised Trade<br />
Unions in the <strong>University</strong> have appointed <strong>Safety</strong> Representatives to represent their members on<br />
health and safety matters.<br />
The functions <strong>of</strong> <strong>Safety</strong> Representatives include the following:<br />
to investigate accidents and hazards;<br />
to investigate complaints by members;<br />
to discuss health and safety matters with management as part <strong>of</strong> the joint consultation procedure;<br />
to carry out inspections <strong>of</strong> the workplace;<br />
to attend meetings <strong>of</strong> the <strong>University</strong> SHE Committee as appropriate;<br />
to receive information from Inspectors <strong>of</strong> the <strong>Health</strong> and <strong>Safety</strong> Executive (HSE).<br />
