liaison with enforcing bodies to ensure compliance with statutory obligations and to maintain
contact with outside agencies able to offer expert assistance;
bringing to the attention of the University Safety, Health & Environment Committee matters
requiring policy recommendation or decision;
Advising the University on matters relating to Safety, Health and Environmental management in
relation to its overseas campuses;
ensuring managers recognise they have a responsibility to establish and sustain a positive health,
safety and environmental culture and that they are fully conversant with the health, safety and
environmental performance within their sphere of control and how it compares with acknowledged
good practice within the sector;
co-ordinating performance risk assessments and providing advice on the implementation of
required control measures;
to help ensure the University actively contributes to the sustainable development agenda and the
Higher Education Funding Council for England‟s vision statement for sustainable development;
to ensure that health, safety and environmental issues are a core consideration in all University
decision making processes;
regulatory inspection, testing, reporting, registers and certification;
assistance as required, in the preparation of Safety, Health and Environmental information for
Schools and Services;
preparation of an Annual Report on Safety, Health and Environment performance detailing matters
across the University to the Vice-Chancellor and University Board.

3.02 Safety, Health & Environment Contacts
These are a nominated network of staff whose primary task is to assist managers in meeting their
statutory obligations and ultimately share best practice. Key elements include:
liaise with staff, students and managers;
assist managers in performing their SHE responsibilities;
distribution and collation of information;
provision of feedback to the University SHE Section on health and safety issues.
3.03 Safety Representatives
Under the Safety Representatives and Safety Committee Regulations 1977, the recognised Trade
Unions in the University have appointed Safety Representatives to represent their members on
health and safety matters.
The functions of Safety Representatives include the following:
to investigate accidents and hazards;
to investigate complaints by members;
to discuss health and safety matters with management as part of the joint consultation procedure;
to carry out inspections of the workplace;
to attend meetings of the University SHE Committee as appropriate;
to receive information from Inspectors of the Health and Safety Executive (HSE).
