Appendix B – Quality Assurance Plan Guideline<br />
The purpose of the Quality Assurance (QA) plan is to ensure that delivered products satisfy<br />
contractual agreements, meet or exceed quality standards, and comply with the project<br />
methodology. The delivered QA plan will include a Program Level plan and Project plan. The<br />
Program Level plan describes all potential activities that QA could apply to a projects task and<br />
the Project Level QA plan will describe the actual QA activities that will be integrated with the<br />
project plan and schedule. The level of detail contained in the Project Level QA plan will be<br />
consistent with the complexity, size, intended use, mission criticality, and cost of failure of the<br />
system development effort.<br />
Purpose<br />
Establish the requirements for QA applicable to all portions of the system's development<br />
effort. QA activities require effort, resources, and time just like other project activities.<br />
References<br />
List documents used in QA reviews with complete citations (title; version number, if any;<br />
originating organization; date; etc.). References should include all standards that will<br />
apply to the QA function.<br />
Objective<br />
Outline QA objectives of the program as established by the Project Manager. Describe<br />
the benefits that will be realized by conforming to quality requirements and the<br />
contributions that QA makes to the success of the program.<br />
Organization<br />
Provide an operational organizational chart developed for the program from a QA<br />
perspective. Describe the tasks in terms of QA activities associated with the project.<br />
Identify responsibilities for project tasks.<br />
<strong>System</strong> Development<br />
Describe the objectives of QA in monitoring formal development to ensure that the<br />
concepts and standards applied by QA are implemented at the project and program levels.<br />
Test and Evaluation<br />
Describe the role of QA in ensuring that project requirements are satisfied and that formal<br />
testing is completed in accordance with plans, standards, and procedures. Discuss reviews<br />
of test plans, test specifications, test procedures, and test reports.<br />
Configuration Management<br />
Describe the role of QA in ensuring that CM activities are performed in accordance with<br />
the CM plans, standards, and procedures. Discuss reviews to verify that baseline control,<br />
configuration identification, configuration control, configuration status accounting, and<br />
configuration authentication have been accomplished.<br />
