The End of Decade Notes<br />

At the close of the 2000s, the <strong>Asia</strong>-Pacific region reviewed regional <strong>and</strong> national progress toward<br />

the <strong>EFA</strong> goals <strong>and</strong> targets. The resulting <strong>Asia</strong>-Pacific End of Decade Notes on Education for All take<br />

stock of the progress, persisting issues <strong>and</strong> remaining challenges in achieving each <strong>EFA</strong> goal.<br />

The End of Decade Notes, or EDNs, highlight examples of innovative policy reforms <strong>and</strong> strategies,<br />

particularly those aimed at reducing disparities in access to <strong>and</strong> quality of <strong>education</strong>. They also<br />

emphasize the policy, capacity <strong>and</strong> governance gaps to be addressed in order to achieve <strong>EFA</strong> in the<br />

region.<br />

The EDNs consist of six reports, one for each <strong>EFA</strong> goal that build on the findings of the <strong>Asia</strong>-Pacific<br />

<strong>EFA</strong> Mid-Decade Assessment (2006–2008), which examined <strong>EFA</strong> progress <strong>and</strong> gaps at the mid-way<br />

point of the 2000–2010 decade.<br />

The first section of each EDN report provides an overview of progress towards the respective<br />

<strong>EFA</strong> goal. The second section discusses the remaining challenges <strong>and</strong> priority issues. Each report<br />

concludes with recommendations on what needs to be done to accelerate progress towards the<br />

2015 targets.<br />

While each EDN covers the <strong>Asia</strong>-Pacific region, it also highlights issues <strong>and</strong> challenges specific to<br />

subregional groupings, as per the Education for All Global Monitoring Report. The EDNs thus cover the<br />

subregions of Central <strong>Asia</strong>, South <strong>and</strong> West <strong>Asia</strong>, East <strong>Asia</strong> <strong>and</strong> the Pacific. Details on which countries<br />

are included in the subregional groupings are found in the Statistical Annex at the end of this EDN.<br />
