IS- 133. At present this system corprises SS, SI T0 and E.OHUPO with various<br />
auxiliarf services, such as Fire Police, OD (uni<strong>for</strong>med penmueent ARP .<br />
billetted in barracks) and LUFTSCHUTZ (ARP), The personnel of all these<br />
Services is now subject to SS discipline and thus to HINCER. Since his<br />
additional assumption of the office Of Minister of:the Interior, Germans'<br />
expect hourly the incorporation of the entire remaining Civil Administration<br />
- in the frame work of SS, thus making of HIMMLIER the direct chief of all<br />
German Government employees, with exception of those in the armed <strong>for</strong>ces, the<br />
Foreign Office and a few minor ministries, with these exceptions all members<br />
of Government organisations are subject to 'trial by SS courts dnd the •<br />

all occupied countries. Similar high SS ranks were,beStawed uPon leading<br />
Germans in the Reich, sportsmen, scientists, politicians and financiers. .<br />

41mtschof II, etc. Each ;Jai was split up into divisicns,called REPHRLTE,<br />
which received capital letters instead of numbers, viz. Re<strong>for</strong>at Re<strong>for</strong>at B,<br />
Refcrat C, etc. The C.O. of a Refcrat was named Leiter des Referates ate.<br />
or Re<strong>for</strong>atsloiter A, B, etc. The subdivision of a Rcfcrat was called<br />
Lbtcilwig (Seotion) and was given Arabic numerals, viz. Abt. 1, Abt. 2, etc.<br />
with an Abteilunpsloiter (0.C. Section) <strong>for</strong> each.<br />

(b) Aims and Functions of SIFO.<br />
157. Originally SEPO, as its m.lac, Security lice, implies, aimed at<br />
internal political and social security. _From this defensive civil policy -"<br />
it soon went over toan offensive policy, in some cases assuming the<br />
prerogatives of (zDefencet), especially throu3h SD omissr.ries abroad.<br />
MERE knows of this change of policy only through hearsay and small. talk in<br />
various SIPO offices where he worked. It has, huwever, come to his knowledge<br />
that four ANT VI men wore to be sent to AFE112,a <strong>for</strong> military sabotage on a<br />
largo railway tunnel. He has also learned of military plans of kla vi in<br />
' connection with the hoped-<strong>for</strong> eolish volunt,eor anay which was to fht•tho<br />
Russians. (Soo SVC Report No.6, Chapter G, para. 51,a, vi and vii).<br />
Theoretically all military intelligence plans based on it, are to be<br />
