Purpose<br />

<strong>Nonviolent</strong> <strong>Peaceforce</strong> (NP) Philippines was officially invited to be part of the Civilian Protection<br />

Component (CPC) of the International Monitoring Team (IMT) that oversees the implementation of<br />

the ceasefire agreement and the peace process between the Government of the Philippines (GPH)<br />

and the Moro Islamic Liberation Front (MILF).<br />

The role of the NP International Civilian Protection Monitor (ICPM) is within the Agreement<br />

on the Civilian Protection Component of the peace process. Specifically, the ICPM will monitor,<br />

verify and report on the compliance and non-compliance of the Parties to their commitments under<br />

international and national humanitarian and human rights laws to protect the civilian population.<br />

The ICPM reports directly to the Field Team Leader (FTL). The position is based in one of the NP<br />

field offices in Mindanao, Philippines.<br />

Key tasks and responsibilities<br />

1. Monitoring and verification<br />

Provide regular patrolling and proactive presence in the most vulnerable<br />

communities, especially in buffer zones or other volatile areas<br />

Monitor compliance of both parties to respect the sanctity of all areas of a civilian<br />

nature (schools, religious places, hospitals, markets and other public establishments)<br />

Monitor compliance and non-compliance of both parties to their basic undertaking to<br />

protect civilians in accordance with the CPC Terms of Reference and the GPH-<br />

MILF Agreement on the CPC of the IMT<br />

Monitor and verify patterns of violence in Mindanao<br />

Organize and conduct verification and fact-finding missions in response to alleged<br />

violations of civilians in conflict affected areas<br />

Monitor relief operations so that they are conducted without negative outside<br />

interventions or interferences<br />

Monitor internal displacement and identification of IDP sites and return movements<br />

2. Reporting and documentation<br />

Support the FTL in preparation of weekly and monthly field work plans specifying<br />

activities and indicators attuned to the field based log frame and annual work plan<br />

Support the FTL in preparation of the monthly field budget plan<br />

Contribute to the writing of daily field reports about the situation in the respective<br />

area of responsibility<br />

Contribute to the writing of weekly field reports covering log frame based field<br />

activities and outcomes as well as patterns of violence and civilian protection cases<br />

Document conducted verification and fact-finding missions and submission of<br />

corresponding reports to the FTL.<br />

Submission of IDP/ Returnee Monitoring and Assessment Reports to the FTL<br />

3. Networking<br />

Together with the team and local CPC member organizations conduct Community<br />

Orientations about the mandate and work of the Civilian Protection Component<br />

Maintain close relationships with and assist in the coordination of activities with<br />

other local CPC member organizations<br />

Establish and maintain contacts and relationships with civilian stakeholders,<br />

government authorities, paramilitaries and militias associated with the peace process<br />

and bodies of the peace structure<br />

Work closely with and share information with the NP Philippines Conflict<br />

Prevention Program (CPP) at field level<br />

4. Protective accompaniment<br />

Lead in the provision of protective accompaniment to vulnerable and at risk<br />

civilians, particularly women and children during and after armed clashes, in order to<br />

bring them to safer locations;<br />

Provide proactive presence on the ground, in communities that are under direct threat<br />

of violence, especially in buffer zones and other volatile areas<br />

Provide protective accompaniment to relief workers operating in conflict affected<br />

areas<br />

Ensure safe return of internally displaced persons back to their places of origin<br />

Regularly visit IDPs and returnees to ensure that basic services are afforded to them<br />

by allied agencies and the government and provide proactive presence when<br />

necessary.<br />

Person Specification<br />

EDUCATION & TRAINING<br />

REQUIRED<br />

University degree in a related field (Social Science, Development Studies, International<br />

Relations, Management, etc.)<br />

Training related to conflict, peacekeeping or nonviolence or relevant field experience in these<br />

areas<br />

WORK EXPERIENCE<br />

PREFERRED<br />

Minimum three (3) years relevant work experience<br />

NGO/humanitarian work and/or at least 2 years NP experience<br />

Work experience in protection<br />

Post-conflict/conflict area experience<br />

Work experience in monitoring and verifying civilian protection<br />

Cross-cultural work environment experience<br />

Exposure to Mindanao context<br />

KNOWLEDGE & SKILLS<br />
