warehouses in Assam's North Lakhimpur were claimed in fraudulent ways. They had also claimed that<br />

the bills were cleared "without any financial concurrence" when Apang was the CM of the hill state. "The<br />

state exchequer had suffered a loss of about Rs 1,000 crore due to such fraudulent claims of hill transport<br />

subsidy bills," an official said. "Apang was arrested on the basis of material evidence produced against<br />

him and statements given by other accused," Special Investigation Cell investigating officer M S Chauhan<br />

said. "We had provided Apang with a set of questionnaires. Despite three summons issued earlier, he<br />

appeared before the probe panel for the first time today, but denied any knowledge of facts or persons<br />

involved in the scam," he said. "Since the charges brought against him were non-bailable, police had the<br />

power to arrest him," Chauhan added. Apang's counsel Kardak Ete, however, said the former CM had<br />

been "illegally detained". "We smell political foul play. The probe panel had called Apang as a witness.<br />

There should not be any question of his arrest under any clause. But law will take its own course," Kardak<br />

said. Soon after the news of Apang's arrest, an elated Tago said, "I'm happy that our claims about the<br />

scam are vindicated." Arunachal police had earlier named 40 people, including Apang and two of his<br />

office staff, an MLA each from Assam and Arunachal and three IAS officers, as accused in the transport<br />

subsidy scam. Apang served as Congress CM from January 18, 1980, to January 19, 1999. In 1996, he<br />

broke away from Congress and floated Arunachal Congress but retained the CM's post. Apang was about<br />

to break Jyoti Basu's record as the country's longest-serving CM, but he lost a trust motion in the<br />

Arunachal house in 1999. He was the lone Opposition member in the 60-member assembly. In 2003, he<br />

merged his party with BJP and toppled the Mukut Mithi-led Congress government and made Arunachal<br />

NE's first BJP-ruled state. Even as he was CM of the BJP government, he returned to Congress after the<br />

fall of the NDA government at the Centre in 2004. The same year, Apang led Congress to victory in the<br />

assembly elections and became CM again. He was finally shown the door by present CM Dorjee Khandu,<br />

Man murders wife in front of their kids<br />

KANPUR: In a shocking incident, a 45-year-old housewife was brutally done to death by her husband<br />

right in front of her three children. The woman's only fault was that she had raised voice against her<br />

husband's extra-marital affair. The accused, Chandrashekhar Dubey, a labour office employee and<br />

resident of A E Block Baragadiyapur, Panki, was arrested on the initial statement of his 20-year-old son<br />

Sumit and two minor children. The three accused their father of attacking their mother (Saroj) with a stone<br />

slab. According to reports, Dubey, a native of Etawah, was having an affair with the wife of another man,<br />

Shivji Gupta, who also lived in Panki (C Block). A few days ago, Saroj went to the woman's home and told<br />

her to stay away from her husband. On Wednesday evening, Chandrashekhar Dubey returned home with<br />

Shivji Gupta and his wife, and started beating up Saroj. The woman fainted and Dubey then hit her with<br />

the stone slab till she died. He then escaped with the others. The police have arrested Dubey and Gupta<br />

but Gupta's wife is at large. A senior police official said: "The woman was found in a pool of blood, with<br />

her two minor children (12-year-old daughter and nine-year-old son) sitting beside her body and crying,<br />

on early Wednesday morning." She was rushed to a nearby hospital, where she was pronounced dead<br />

CM Modi should file affidavit before riots probe panel, Teesta demands<br />

AHMEDABAD: While an NGO, Jan Sangharsh Manch, has been trying hard for over a year to persuade<br />

the Nanavati Mehta commission to summon chief minister Modi for questioning in connection with the<br />

2002 riots, another NGO, Citizen for Justice and Peace ( CJP) on Thursday submitted before the probe<br />

panel that Modi and 14 others should at least file affidavits explaining their roles during violence. CJP's<br />

secretary Teesta Setalvad submitted that phone call records show that many accused persons like<br />

Jaideep Patel and Maya Kodnani were in contact with the CMO. There were as many as 15 calls from<br />

CMO to then city police commissioner PC Pande on February 28, 2008. "Therefore, Modi should, if not be<br />

called, be compelled to file an affidavit before the commission, explaining his role during the post-Godhra<br />

riots," she submitted. Setalvad also claimed that the police control room records of the time of riots had<br />

been destroyed and sought an inquiry in the matter. Besides Modi, Setalvad sought the explanations from<br />

Pande, then DGP K Chakravarti, joint police commissioner MK Tandon, DCP PB Gondia, former chief<br />

secretary Subba Rao, former health minister Ashok Bhatt, former urban development minister IK Jadeja,<br />

former home minister Gordhan Zadafiya, and other BJP leaders. Setalvad also asked for records of the<br />

special telephone exchange of Ahmedabad police, specially manned by control room staff that had facility<br />

of direct communications of senior officers with police stations and chowkies. Setalvad demanded setting<br />

up of a special team for authentication of CDs containing phone records provided by IPS officer Rahul<br />

Sharma. Following CJP's submission, the commission told the state government advocate T Nanavati<br />

that he could file affidavit in answer to the submissions if the government wants. (TOI, 27/8/<strong>2010</strong>)
