officials. In another development, the Central Vigilance Commission (CVC) has found discrepancies in<br />

GoM for separate law to curb corruption in pvt sector<br />
NEW DELHI: In its first meeting, the Group of Ministers (GoM) on ratification of United Nations<br />
Convention Against Corruption (UNCAC) has reached a consensus on having a separate law to curb<br />
corruption in the private sector. The Department of Personnel & Training (DoPT) has been asked to<br />
prepare a draft standalone legislation based on similar laws prepared by countries that have ratified<br />
UNCAC. DoPT will be placing laws of other countries that provide for prevention of corruption in private<br />
sector. UNCAC was adopted by the UN General Assembly in October, 2003, and was signed by India in<br />
December, 2005. However, India is yet to ratify UNCAC. The GoM felt that though the existing Prevention<br />
of Corruption Act covers corruption involving private sector and government officials, it does not extend to<br />
two private parties. According to the GoM, there is no other law in the country that covers corruption in<br />
the private sector. Earlier, a joint working group had said India's domestic legislation does not conform to<br />
the requirements of Article 16 and 12 of UNCAC. While there was a view in the GoM that the Act can be<br />
amended to make it in tune with the requirements of UNCAC, eventually it was decided that a separate<br />
law should be formulated. Article 16 of UNCAC requires the states to have necessary laws to cover<br />
bribery of foreign public officials and officials of public international organisations. Article 12 of UNCAC<br />
also states that each country shall take measures to prevent corruption in the private sector, enhance<br />
their accounting and auditing standards and provide effective, proportionate and dissuasive civil,<br />
administrative or criminal penalties for failure to comply with such measures. The GoM is headed by<br />
home minister P Chidambaram, and consists of law minister Veerappa Moily, HRD minister Kapil Sibal<br />
and minister of state for science & technology Prithviraj Chavan. (TOI, 20/10/<strong>2010</strong>)<br />
29-yr-old man stabbed to death, bobbitised<br />
In a bizarre incident, a 29-year-old man was stabbed to death and his private parts were dismembered in<br />
Rajouri Garden area. This is the second case to be reported in the area in which a person has been killed<br />
and his private parts dismembered. The police are under pressure to nab the person involved as soon as<br />
possible. The police suspect it could be the handiwork of psycho. A police official said that they received<br />
a call that an unidentified body had been found in Rajouri Garden area. Acting on the information a team<br />
reached at the spot to conduct investigations. "We were shocked to find the private parts of the deceased<br />
identified as Maan Singh as dismembered. He was brutally murdered," said a police official. (Pioneer,<br />

CVC zeroes in on Kalmadi aide, spending by OC<br />
NEW DELHI: The dragnet seems to be closing in on close aides of Suresh Kalmadi. The Central<br />
Vigilance Commission has launched a probe into the expenditure on overlays by the Organising<br />
Committee, as well as allegations of misuse of office by R K Sacheti, a close aide of the OC chief. The<br />
vigilance body, which has 16 investigations currently on against Games-related projects, has sought the<br />
sports ministry's response to the allegations against Sacheti who as joint director general of OC, handled<br />
crucial issues of ticketing, accreditation and management of venues. This has been revealed in response<br />
to an RTI query filed by information rights activist S C Agrawal. CVC has also sought details of the money<br />
OC spent on 3D Shera and installation of network equipment from the ministries of sports and commerce.<br />
The vigilance body's investigation into expenditure on overlays — the provocation for I-T raids on<br />
Tuesday — confirms the probe bodies are now fully focused on the OC. The CVC had so far been<br />
concerned with infrastructure projects handled by various government agencies. Sacheti has long been<br />
associated with Kalmadi, having worked with the Pune MP when he was minister of state for railways in<br />
the P V Narasimha Rao government. The handling of ticketing and accreditation has attracted criticism<br />
from various quarters. Besides Sacheti, CVC has also been probing another senior member of Team<br />
Kalmadi — Vijay Kumar Gautam, former Chief Operating Officer of Organizing Committee. Contracts for<br />
overlays accounted for almost Rs 700 crore of Organizing Committee's budget of Rs 1,800 crore, and<br />
have generated allegations of acquisition of sub-standard fixtures at inflated prices. In political circles, the<br />
vigour shown by probe agencies is seen as evidence of Kalmadi's depleted stock with government<br />
leadership. His defiance of the "gag order" on Tuesday when he attacked Delhi chief minister Sheila<br />
Dikshit has not helped. Irregularities have been alleged in supply and installation of network equipment.<br />
There are charges of discrepancies in expenditure on remodelling and upgradation of Major Dhyan<br />
Chand National Stadium, particularly installation of LED scoreboards. Being in charge of management of<br />
