Rs 3.51cr scam in DUSIB: Walia<br />

Urban Development Minister Dr Ashok Kumar Walia on Wednesday disclosed that the Delhi Urban<br />

Shelter Improvement Board (DUSIB) has detected a case of misappropriation of about `3.51 crore in<br />

process of depositing charges being collected from the squatters over the years. According to a Press<br />

release, an Assistant Director (Cash Purshottam Kumar is suspected to be involved in this case.<br />

Accounts Officer (S) NK Gupta has lodged an FIR at the IP Police Station. It has been observed during<br />

studying the old records that Kumar used to collect charges from the squatters in cash/cheques. The<br />

cheques were being directly deposited in an account maintained with the Central Bank of India whereas<br />

cash amount collected which were supposed to be deposited in bank was being misappropriated by<br />

issuing fake counterfoils with bank stamp to the squatters as their proof of payment. It is yet to be<br />

ascertained about the period for which this sort of misappropriation continued. Walia has directed the<br />

Special Officer (DUSIB) to further study the old records thoroughly to know about the exact quantum of<br />

embezzlement and any other form of misappropriation which might not have come to the notice till now.<br />

He has further instructions which says that no transaction be made henceforth in all the saving bank<br />

accounts in operation in SBI, IP Estate and Central Bank of India, Vikas Kuteer without the approval of<br />

the Financial Advisor (DUSIB) and new accounts in lieu of existing accounts be opened in the name of<br />

DUSIB. Kumar is being placed under suspension and an LDC Bal Kishan is being posted to work as<br />

Too many 'dead men' walking around<br />

CHANDIGARH: A dead man coming back to life sounds like good news. But the number of ' dead men<br />

walking' cases being handled by the Punjab and Haryana High Court is bizarre. There seem to be one too<br />

many dead men walking around and exposing the criminal negligence behind police investigations in<br />

such cases. On Wednesday, a division bench headed by Chief Justice Mukul Mudgal raised a valiant<br />

point when it asked the Panipat Police: "How can you do that? Who will be responsible for the<br />

imprisonment undergone by innocent persons for the murder of a live (living) person?" The case in point<br />

was of three persons from Panipat serving five years in jail for the 'murder' of a person who appeared<br />

before the trial court two years later, to convince it of his 'living' status. Surprisingly, the then SP of<br />

Kurukshetra, Bharti Arora, had exonerated the investigation officer (IO), who was responsible for booking<br />

them for murder. Now, Arora has been asked to file an affidavit, to explain the reasons for reaching a<br />

conclusion wherein she exonerated the IO who was responsible for such negligence. Evidently, the IO,<br />

sub inspector Baljit Singh, had concocted a story that the accused pushed victim Sham Lal into Gang<br />

Canal of Meerut, which led to his death by drowning. On September 15, the CBI traced a 23-year-old<br />

youth — believed to have been "killed" by the Haryana Police. Sanjay, arrested by the Gurgaon Police for<br />

stealing a mobile in May 2009, had escaped from police custody but his father had accused the police of<br />

eliminating him. Last September, a court had directed the Punjab government to pay Rs 1 crore to five<br />

persons of Barnala district who had undergone a five-year prison in the prime of youth for having<br />

'murdered' a man who was actually alive and living under an assumed name away from his village. It was<br />

possibly the highest ever compensation granted in rare cases of this nature. Similarly, on August 27 last<br />

year, a dead woman, Charanjit Kaur, from Zira town of Punjab, had appeared before the high court,<br />

appealing it to save her husband, who had been put behind bars for her alleged killing. Following her<br />

appearance, the "accused" husband was released immediately and a special investigation team<br />

'Hire upright, honest judges to change corrupt judiciary image'<br />

NEW DELHI: Concerned at the dipping image of the judicial system due to growing incidents of<br />

corruption, the Supreme Court has said all round efforts were needed urgently to recruit upright and<br />

honest persons as judicial officers to effect an image makeover for the judiciary. "Upright and honest<br />

judicial officers are needed not only to bolster the image of the judiciary in the eyes of the litigants but<br />

also to sustain the culture of integrity, virtue and ethics among judges," said a bench comprising Justices<br />

Mukundakam Sharma and Anil R Dave. Writing for the bench, Justice Sharma said: "Public perception of<br />

judiciary matters just as much as its role in dispute resolution. The credibility of the entire judiciary is often<br />

undermined by isolated acts of transgression by a few members of the bench, and therefore it is<br />

imperative to maintain a high benchmark of honesty, accountability and good conduct." The bench gave<br />

vent to its feeling while upholding the dismissal of a Jammu & Kashmir district judge. It said the officer<br />

was in the probation period and that the high court was right in not confirming his services after
