Ron Palmer dies after short illness<br />

Another <strong>of</strong> <strong>Walpole</strong>’s originals, Ron Palmer, died on<br />

May 16th after a short illness.<br />

Ron was one <strong>of</strong> five Palmer children who were born and<br />

grew up in the early days <strong>of</strong> <strong>Walpole</strong>.<br />

Their parents were among the families brought here in<br />

the <strong>Walpole</strong> Land Settlement Scheme in 1931 and they<br />

had a farm just north <strong>of</strong> the town site.<br />

Ron’s siblings were sisters June and Betty and brothers<br />

Jimmy and Tommy. June and Jimmy have died and now<br />

only Betty (now Graham) and Tommy, are still alive.<br />

Ron was born at the old Nornalup Hospital on January<br />

26 th 1937 and went to the <strong>Walpole</strong> Number 1 School.<br />

He told a story <strong>of</strong> a time in his teens when he went to<br />

Perth and worked for a circus, dreaming <strong>of</strong> travelling<br />

with it round the world. The dream ended when police<br />

came to the circus after some thefts had taken place and<br />

told the young man he’d be better <strong>of</strong>f moving somewhere<br />

else away from the gang <strong>of</strong> criminals he was<br />

unknowingly mixing with.<br />

Fortunately his sister Betty was living in Perth, so Ron<br />

had somewhere to go and later he worked for a time on a<br />

farm in the wheatbelt.<br />

Back in <strong>Walpole</strong> he took a fancy to Gwenda Underhill,<br />

but she didn’t return the interest and Ron turned his<br />

attention instead to her twin sister Betty. They had<br />

known each other for years and Betty recalls a time when<br />

Ron threw her rubber boots in a creek and <strong>of</strong>fered to give<br />

her a dink on his bike. She quickly told him where to get<br />

<strong>of</strong>f.<br />

Later when she was working at Tinglewood Lodge, he<br />

pestered her with phone calls and she finally allowed<br />

him to come and visit her there – provided he brought<br />

her a packet <strong>of</strong> cigarettes.<br />

The relationship blossomed and they were engaged for<br />

three years before they married at the Church <strong>of</strong> England<br />

church in <strong>Walpole</strong> in July 1958. They leased a block<br />

from Les Chatley and saved for three years to buy it,<br />

living there for 19 years and having five children:<br />

Dianne, Karen, Leonie, Graham and Rose.<br />

For some years they ran dairy cows and then beef cattle.<br />

GOLDEN WATTLE CAFÉ<br />

Please be advised that owning to the<br />

funeral <strong>of</strong> our dear Uncle Ron<br />

Palmer, the Golden Wattle Café will<br />

be closed from 3 pm Saturday 26th<br />

May, 2007. The service station will<br />

remain open 7 am to 6pm.<br />

Ron also worked for a firm <strong>of</strong> log hauling contractors at<br />

the local mill. For a while he drove his own truck for<br />

them, then worked on a bulldozer loading trucks, which<br />

included his own with someone else paid to drive it. For<br />

a time he did an extra shift as night watchman.<br />

The family were all keen on boating and fishing, even<br />

though Betty and some <strong>of</strong> the children couldn’t swim. In<br />

the early days they had a strange little boat which<br />

needed a magneto to start its “putt putt” engine. It also<br />

leaked and the children had to bail it out at the start <strong>of</strong><br />

every trip. Everyone else was out on the water and<br />

started fishing by the time the Palmers got there. Later<br />

they graduated to bigger and better boats.<br />

Ron and Betty retired in the 90s and moved to a house in<br />

<strong>Walpole</strong> Street. They both played golf for many years<br />

but became keen caravaners, travelling all round<br />

Australia and spending three months each year at<br />

Carnarvon.<br />

Six months ago, to his surprise, Ron was diagnosed<br />

with lung cancer after being examined for a cough he<br />

had developed.<br />

He was never really sick and died peacefully, having had<br />

a good night’s sleep the night before.<br />

He was grandfather <strong>of</strong> 14 and great grandfather <strong>of</strong> 11.<br />

May at 11 am at the Tree Top<br />

Telecentre and TAFE<br />

break new ground …<br />

In a first for <strong>Walpole</strong>, a face-to-face class in Spanish was<br />

given at the Telecentre last week.<br />

The course is a pr<strong>of</strong>ile TAFE module, and it is the first<br />

time any language course has been conducted “live” in<br />

<strong>Walpole</strong>.<br />

The participants have been eagerly awaiting the start.<br />

Many people in the district have visited Spain, some on<br />

several occasions, and some having relatives living there.<br />

There was strong interest when the possibility <strong>of</strong><br />

learning the language was first suggested.<br />

Not only does local resident and lecturer Claudia<br />

Simpson, <strong>of</strong> Bow Bridge, originate from South<br />

America and naturally possess a good working<br />

knowledge <strong>of</strong> Spanish, she is also highly qualified to<br />

teach several languages.<br />

So if friends and neighbours start saying Buenos Dias<br />

instead <strong>of</strong> “G’day”, Si Si instead <strong>of</strong> “Yeah” or “amigo<br />

mio” instead <strong>of</strong> “Mate”, you’ll know who to blame.<br />

The course will run 17 weeks. There are still vacancies<br />

for one or two people and anyone joining this week<br />

should have no trouble in catching up.<br />

Fisheries Department Volunteer and Education Activities<br />

Co-ordinator Gilbert Stokman believes something should be<br />

done about the orange silt that is washed into the <strong>Walpole</strong> Inlet<br />

from the car park at the boat ramp.<br />

Bunbury-based Gilbert saw the run-<strong>of</strong>f when he was in<br />

<strong>Walpole</strong> recently to conduct a fishing clinic.<br />

He said the silt is covering marine organisms on the floor <strong>of</strong> the<br />

inlet and local people should be getting onto the DEC, the<br />

Shire and other authorities to do something about it.<br />

Gilbert is also concerned that some people cannot identify the<br />

fish they catch.<br />

“There are number <strong>of</strong> fish species that look very like each<br />

other, but have quite different daily bag limits and minimum<br />

sizes,” he said. “Unfortunately for young Australian salmon,<br />

they bear a close resemblance to adult Australian herring.<br />

While herring mature at about 19 to 21cm in length, salmon<br />

don’t reach maturity until they reach 54cm.<br />

“My advice is to grab a copy <strong>of</strong> the Department <strong>of</strong> Fisheries<br />

species ID guide for the region in which you fish. There are<br />

five parts <strong>of</strong> juvenile Australian salmon and herring that can be<br />

used as a checklist for knowing which you have caught.”<br />

“A young salmon has a pointed nose, a relatively small eye,<br />

smooth scales, a yellow pectoral fin and no black tips on its<br />

tailfin. In contrast, a grown-up herring has a rounded nose, a<br />

relatively large eye, rough scales, a transparent pectoral fin and<br />

black tips on its tailfin.<br />

“ It is also possible to mistake juvenile undersized pink<br />

snapper for adult black bream. Although adult snapper look<br />

nothing like black bream, adult black bream look disturbingly<br />

like young pink snapper to some fishers. “<br />

In the absence <strong>of</strong> Techpet, some local IT addicts<br />

have been satisfying their desire for technological<br />

trivia by scouring obscure sources like back issues<br />

<strong>of</strong> Popular Mechanics magazine.<br />

Their attention was naturally caught by this picture<br />

in a 1954 issue which proclaimed this was what a<br />

home computer would look like in 2004!<br />

Scientists from the RAND Corporation had put<br />

together this model to illustrate their view <strong>of</strong> what<br />

the future was going to bring.<br />

The article confessed that the needed technology for<br />

such a wonderful machine would probably not be<br />

economically feasible for the average home.<br />

Also, the scientists admitted that their future<br />

computer would require technology that had not<br />

then been invented.<br />

“But, 50 years from now scientific progress is<br />

expected to solve these problems,” they predicted.<br />

They got that bit right, anyway.<br />

A regular series <strong>of</strong> informative notes in relation<br />

to responsible home ownership and buying and<br />

selling real estate.<br />

Getting The O.K. Before You<br />

Buy<br />

It's only natural that home buyers want to save<br />

money on the costs associated with their property<br />

purchase.<br />

They shop around for legal/conveyancing deals,<br />

removalists and so on.<br />

Sometimes, especially on newer properties, they<br />

decide that the recommended pest and building<br />

reports are an unnecessary expense.<br />

Purchasers should never take anything for granted<br />

even on relatively new houses.<br />

Most real estate agents have a story or two <strong>of</strong><br />

purchasers that were wiser after the event. The fact<br />

that a house is new doesn't mean that a purchaser<br />

should bypass the pest report. White ants can enter<br />

even a new home if a tradesman has been careless.<br />

They have been known to enter via formwork that<br />

has been left around concrete steps, for example.<br />

Reports that cost a few hundred dollars could save<br />

thousands even tens <strong>of</strong> thousands <strong>of</strong> dollars if the<br />

damage turns out to be extensive.<br />

Home buyers should make sure they use licensed<br />

tradespeople that have pr<strong>of</strong>essional indemnity<br />

insurance.<br />

There should be no question <strong>of</strong> the buyer being out<br />

<strong>of</strong> pocket as long as the tradesperson is covered if<br />

they fail to analyse building faults that later become<br />

apparent.<br />

If your building and pest report does uncover<br />

problems that doesn't automatically mean you should<br />

pull out <strong>of</strong> the sale.<br />

One way to approach the issue is to re-negotiate the<br />

sale price to allow for repairs.<br />

Prudent vendors usually see the wisdom <strong>of</strong> making<br />

adjustments to retain their purchaser.<br />

Sometimes vendors prefer to arrange for a tradesman<br />

to carry out the work before settlement takes place.<br />

Even a termite infestation doesn't necessarily mean a<br />

purchaser should pull out <strong>of</strong> the sale.<br />

A surprising number <strong>of</strong> homes have had termites at<br />

some stage. It's a case <strong>of</strong> quantifying the damage and<br />

taking a calculated risk. However, in the case <strong>of</strong><br />

serious structural damage which is <strong>of</strong>ten<br />

unquantifiable it is usually safer to give up the idea <strong>of</strong><br />

purchase no matter how much you like the property.<br />

The Department <strong>of</strong> Conservation and Land Management and the Department <strong>of</strong> Environment merged on the 1 st July 2006 to<br />

become the Department <strong>of</strong> Environment and Conservation (DEC).<br />

Conservation and Land Management Traineeship<br />

Traineeship Agreement<br />

(Salary Range $15,164 - $25,259 under the National Training Wage. In addition camping allowance is available)<br />

We are seeking to employ one fulltime Aboriginal trainee to undertake a Conservation and Land Management Traineeship,<br />

commencing in July 2007. The successful applicant will be based at the DEC <strong>Walpole</strong> Office and will undertake<br />

a range <strong>of</strong> natural and cultural resource management duties, within the Frankland District national parks and<br />

reserves.<br />

The successful applicant will also undertake a Conservation and Land Management Traineeship, over three years,<br />

which will involve completing Certificates II, III, IV in Conservation and Land Management. Upon successful completion<br />

<strong>of</strong> the Traineeship, a permanent position will be <strong>of</strong>fered within DEC.<br />

The role will include assisting DEC staff with:<br />

• Protection and management <strong>of</strong> culturally significant Aboriginal sites<br />

• Working closely with the Traditional Owners <strong>of</strong> the area<br />

• Nature Reserve Management<br />

• Nature Conservation programs<br />

• Fire Management Activities, including fire suppression<br />

• Parks and Visitor Services activities<br />

• General Office Duties<br />

Aboriginality – Under Section 50D <strong>of</strong> the Equal Opportunity Act 1984 - is a genuine requirement for this position. DEC<br />

<strong>of</strong> sky jetty<br />

In conjunction with its 20 th Anniversary celebrations<br />

the weekend before last, the <strong>Walpole</strong> Nornalup<br />

National Park Association organized a trip to Little<br />

Mt Frankland where DEC is building a walkway.<br />

When completed, this will lead on to a sky jetty<br />

which will overlook a deep valley leading away up<br />

to the north east to the Soho Hills, taking in a<br />

magnificent vista. It is part <strong>of</strong> an interpretive centre<br />

to be built at Mt Frankland.<br />

Newly elected President Colin Steele said about 20<br />

members attended and all were equally surprised at<br />

the beauty <strong>of</strong> the surrounding area from this vantage<br />

point. After many photos were taken, they walked to<br />

the boardwalk leading to the track around the base <strong>of</strong><br />

Mt. Frankland and followed this route back to the<br />

car park, enjoying the ruggedness <strong>of</strong> the area.<br />

“It never loses it’s beauty, no matter how many<br />

times you walk this trail,” Colin said. “Many thanks<br />

to Chris Goodsell, for guiding us in a semi-<strong>of</strong>ficial<br />

capacity, around the site.<br />

“We then made our way back, some via the<br />

Swarbrick Discovery Centre which made for some<br />

entertaining discussions at the dinner in the evening!<br />

“On the Sunday morning, Rainbow Lady, along with<br />

Gary Muir, Ross and Leah, took us around the<br />

<strong>Walpole</strong>/ Nornalup Inlet systems and out to the<br />

entrance to the Southern Ocean. With Dr Anne<br />

Brearley on board to give us her thoughts on the<br />

ecology <strong>of</strong> the inlet systems we arrived at the jetty,<br />

where the group then made the 3km return walk<br />

across to Shelley Beach, returning with samples <strong>of</strong><br />

sea shells, grasses and sea grasses. After a<br />

magnificent lunch on the jetty, we returned, with Dr<br />

Brearley explaining the collected items. The trip was<br />

an end to a perfect weekend.”<br />

As President <strong>of</strong> the Association, Colin said: “I am<br />

neither scientist, nor naturalist, more someone with<br />

a “little” knowledge on lots <strong>of</strong> things concerning our<br />

area. I feel the Association is here to bring<br />

awareness <strong>of</strong> the wonderful forests and systems we<br />

have, and to get people to appreciate what we have<br />

around us and see how important it is to protect and<br />

enjoy the area. With a very good working<br />

relationship with DEC, this allows us to provide a<br />

focus on the Park’s interest.”<br />

improved season, but are starting to pay a price in<br />

injuries to a number <strong>of</strong> players.<br />

This weekend they put together a score <strong>of</strong> 18.18 to<br />

trounce Kojonup with 4.4.<br />

Best players were Matt Warburton, Cord<br />

Brunning, Reece Sinagra, Brodie Hickey, Darren<br />

Mumford and Josh Venhatachalam.<br />

Local lad Shaun Sims played a good game midfield,<br />

Chad Stewart had a quiet game by his standards and<br />

Warren Hawkins pulled a hammy in the early stages<br />

heavy knock early in the second half and also sat<br />

POWER ISSUES<br />

Following up on last month’s report on Council’s concerns with <strong>Walpole</strong>’s power failures, Wade De Campo (Shire<br />

President) and Jeremy Hubble (Director <strong>of</strong> Statutory Services) will join Ward Councillor Dave Tapley at a meeting with<br />

Western Power delegates and other stakeholders at the Denmark Shire Council’s <strong>of</strong>ficers to discuss the situation on<br />

Tuesday 22 nd May. The meeting has been coordinated by the Great Southern Development Commission.<br />

Western Power representatives will include: Mark De Later (Asset Manager), Syd McDowell (Network Performance<br />

Manager), Miriam Borthwick (Media representative) and AnnaLise Doesburk (Stakeholders Relations Officer).<br />

Cr Tapley stated that he hoped that the meeting would mean an end to the costly disruptions to <strong>Walpole</strong>’s power supply.<br />

REHABILITATION PROGRAM<br />

A grant <strong>of</strong> $6,560 from Coast West will allow the Shire to rehabilitate the <strong>Walpole</strong> Foreshore area from Swarbick Jetty<br />

running parallel along <strong>Walpole</strong> Street approximately 500 metres. The natural foreshore line has been severely impacted<br />

on over the years by invasive species and little attempt has been made to preserve the natural ecosystem. If this<br />

encroachment is not managed, the natural ecosystem along the foreshore will be lost.<br />

Council is expected to approve the rehabilitation project at its Council Meeting on Thursday 24 th May. Some<br />

preparation works, such as spraying, have been undertaken by the Parks Service team over the past two years as part <strong>of</strong><br />

the normal <strong>Walpole</strong> Works programme at a cost <strong>of</strong> approximately $4,250.<br />

Provenance planting is a high priority <strong>of</strong> the grant and species survival, and all plants will be sourced from a local<br />

wildflower nursery. Labour required to advance the project has been volunteered by the <strong>Walpole</strong> Prison Camp and<br />

community (estimated at $ 4,655). All decision making has been undertaken in consultation with community members,<br />

and the South West Catchment Council has already contributed $1,000.<br />

COUNCIL MEETINGS<br />

Ordinary meetings <strong>of</strong> Council will be held on Thursday 14 th & 28 th June commencing at 5.30pm. All members <strong>of</strong> the<br />

community are welcome to attend. Agendas and Council Minutes are available for public viewing at our Customer<br />

Service Centre, Public Libraries or on Council’s website.<br />

SOUTHERN FORESTS MAP & GUIDE<br />

In 2006, Council’s Southern Forests Tourism Advisory Committee proposed to produce a comprehensive Map & Guide<br />

for exclusive use by the Visitor Centres. SFTAC members include the four Visitor Centres and a representative <strong>of</strong> the<br />

Department <strong>of</strong> Environment and Conservation. After input by the Visitor Centres, Shire and DEC, the final draft <strong>of</strong> the<br />

Map & Guide was presented to the SFTAC at its recent meeting in Pemberton.<br />

Cr Tapley and Don Redman, President <strong>of</strong> the <strong>Walpole</strong> Visitors Centre, expressed their satisfaction with the detail <strong>of</strong> the<br />

regional map, which covers the entire Shire <strong>of</strong> Manjimup, and the town maps <strong>of</strong> <strong>Walpole</strong>, Pemberton, Northcliffe and<br />

Manjimup.<br />

“The printer’s pro<strong>of</strong> <strong>of</strong> the A2, double-sided map, is colourful and easy to read,” Cr Tapley said. “It is uncluttered by<br />

any commercial advertising, and will allow the Visitor Centre to easily direct tourists to tourist attractions and their<br />

destinations.”<br />

The Southern Forests Map & Guide highlights “Things to Do”, shows National Parks and Nature Reserves, and lists<br />

regional events. Its main purpose is to encourage visitors to stay longer in the district by being made aware <strong>of</strong> activities<br />

available. The final version is expected to go to print in June.<br />
