The following information can help you to decide which type of care best meets your needs and those of your
child and family.
early childhood education and care services under the national quality
framework >>
On 1 January 2012, the National Quality Framework (NQF) for early childhood education and care services was
introduced.
The National Quality Framework is a new integrated national approach to the regulation and quality
assessment processes for the following types of early childhood education and care services:
>> Long Day Care
>> Family Day Care,
>> Outside School Hours Care, including Before School Care, After School Care and Vacation Care
>> Pre-Prep
>> Kindergarten services.
The NQF includes a new quality rating system for services and new national standards that include more
educators to educate and care for children and enhanced educator qualification requirements.

queensland licensed and regulated services >>
In Queensland, the Child Care Act 2002 (the Act) and Child Care Regulation 2003 apply to early childhood
education and care services that are licensed or regulated and are not captured under the National Quality
Framework (NQF). These include:
licensed services
>> Occasional care services
>> Budget-Based Funded services not receiving the Australian Government’s Child Care Benefit
>> Limited hours care services receiving Queensland Government funding.
regulated (but not licensed) services
>> Stand-alone care services, where care is provided for up to six children, usually in a person’s home.

unregulated services
Certain types of care are not regulated in Queensland. Generally, this includes, but is not limited to the
following types of arrangements:
>> personal arrangements, for example, care shared by parents, provided by family members, nannies or
babysitters
>> care in a child’s home
>> activity specific classes, coaching or tuition
>> disability or early childhood intervention services
>> hotel or resort care

>> mobile services
>> transition to school programs
>> college or secondary school student’s children
>> vacation care offered for not more than four weeks per year

To help with child care costs, the Australian Government offers two types of financial assistance: the Child
Care Rebate and the Child Care Benefit.

We live in a diverse society and every family will have its own ideals and values for its children, just as
every child care service will have its own unique qualities. A child care service that meets the needs of one
family, may not suit another. The Office of Early Childhood Education and Care provide useful information
and resources which will support you to choose quality child care that will suit you and your child’s needs.

The Early Years Information Services can assist you with advice and answers to those day-to-day questions
that pop up with raising children. No appointment required, just pop in and speak with our friendly
educators. Mothers, fathers, grandparents, and carers are all welcome to access this free service.
A range of services are provided, including:
>> FREE information, support and referral services for anyone who cares for children – mothers, fathers, or
grandparents or guardians.
>> Access to information about early years and parenting services available in Townsville.
>> Parks, playgroups, child care centres.
>> Hints and tips on feeding, sleeping, behaviour, and activities.
>> Child Health Nurse service – available every Tuesday from 9am to 2pm and Saturday from 9am to 12pm to
weigh, measure and answer any questions about children’s health. No appointment required.
>> Messy Play Program – Messy Play offers an assortment of messy play activities in age appropriate groups.

to children whose parents are faced with a crisis situation. Wee Care offers a twenty-four hour service for

Inclusion Support Agency North Queensland is part of the Inclusion and Professional Support Program,
funded by the Department Education, Employment and Workplace Relations. ISANQ is responsible for
managing and coordinating access to quality inclusion support that is relevant, appropriate and timely for all
eligible child care services in our region.
The provision of inclusive child care is an indicator of quality, thus ensuring programs serve all children
providing a stronger foundation for developmental outcomes.
The Target groups for Inclusion support:

>> Children with ongoing high support needs, including children with a disability
>> Aboriginal and Torres Strait Islander Children
