IKF Board of Directors Meeting Minutes January 23, 2010 – Ontario CA President Bill Hilger called the Saturday Open Meeting to order at 8:03am. Directors present at Roll Call were Glenn Araki, Ed Diederich, Bill Hilger, Jack Hoegerl, Don Holmboe, John Motley, Mike Schorn, Rick Scribner, and Art Verlengiere. Election of Officers For President: Hilger nominated by Schorn: Second by Scribner. In Favor: Unanimous Passed For Vice-President: Scribner nominated by Diederich; Second by Araki. In favor: Unanimous Passed For Secretary: Holmboe nominated by Scribner: Second by Schorn. In favor: Unanimous Passed For Co-Treasurers: Hoegerl nominated by Diederich. Second by Schorn. Verlengiere nominated by Scribner. Second by Araki. In favor: Unanimous Passed President Hilger welcomes the following members and guests in attendance: Gary Gebhart, Ron Linville, Janet Scribner, Sharee Hoegerl, Carmen Carranza, and Cindy Enriquez. President Hilger thanks the guests for attending the Meeting. Hilger gives a brief description of the meeting format and agenda. Treasurer’s Report Presented by Hoegerl. Accounts Receivable Summary – concern if in the 120 days. Paid out small number of credits on the books. Most receivables are for the 2010 IKF Rulebook. Profit & Loss – 3 Year Comparison – Membership down, magazine ads down, pit pass income down, TaG Homologation up. Some expenses higher as we had one additional Grand National in 2009. Insurance costs – sold more passes – passes cost more. Virtual magazine reduced expenses. One time purchase of the original Duffy and original Duffy mold. Additional adjustments for 2009 to be done. Will show a profit. Balance Sheet – 3 Year Comparison – Assets are higher, A/R lower. Fixed Assets – no purchases, more depreciation. Pre-Pay Items – carry over during the year. Liabilities – regional funds – held for the regions. Held for IKF to do business during the year. Net income up for 2009. Motion by Schorn to appoint Ed Diederich for the vacant seat on the Board for 2010-2012. Second by Verlengiere. In Favor: Unanimous Passed 2009 Top 5 Pit Pass Sales Hilger reads the Top 5 2009 Pit Pass Sales. States that each of them will receive a certificate for a free year of track sanctioning. Clarifies that tabulation is done by number of pit passes sold not dollar sales. 2011 Grand National Bids & Questionnaires Reviewed the bids and questionnaires received for the 2011 Grand Nationals. Verlengiere states he is unhappy with the accepting of bids past the deadline. The other tracks complied and they are taking a late bid; it is blatantly unfair to the people who honored the deadline and went by the rules. Hilger states they have done this in the past. States they will need to weigh this in their decision. Hilger clarifies that Northern Nevada Kart Club and Huron Kart Club were late to submit their bids. Verlengiere states their bids should not have been accepted. Discussion of date the Huron bid received in the IKF Office. Hilger states the Board can reject a bid and not allow it. Araki asks for clarification on items on the Questionnaire from CalSpeed. Items questioned were numbers 4, 9, 24, 27, 48, 58, 84. Most questions are on charges. Feels there should be some kind of criteria for what the charges can be for a Grand National event, charges are getting out of control. Hilger asks for an acceptable price range for pit spots. Verlengiere states the Grand National date is too early in the year. Needs to be late August or early September. Interferes with regional programs. Hilger states Line #4 needs to be changed on future Questionnaires. Motley states there were a lot of complaints about hidden charges at the last Grand National at this location. Feels all charges should be transparent. Scribner feels prices are in line as they should be. Board agrees. Hilger states there was a Board vote to accept the late bid from Northern Nevada Kart Club. Verlengiere states he will not pursue Rob Niles business if they go along with this program. Someone else will need to pursue his business. Araki asks why the bid was late from NNKC. Diederich did not know why it was late. Scribner suggests the Board accept the NNKC bid as there is no alternate track for the event. Hilger states that tracks that put on a very good Grand National should have the option for the event after the next years event. Discussion by Board of acceptance of the late bid. Schorn says the vote is in April. Hilger says to invite both promoters to make presentations in April. Chris Villarreal joins the Meeting. Araki asks for clarification on item numbers 9, 24, 48, 53, 54, 58, 82 and 85 on the Questionnaire from Northern Nevada Kart Club. Diederich to speak with Brian. Letter to be sent for clarification on items above. Scribner states all fees need to be upfront. Villarreal states the promoters should be told what they can charge. States that Araki is doing a good job; knows what competitors want. No bids received for the 4 Cycle Sprint Grand National. Hilger states a Questionnaire was submitted for a 2 Cycle Speedway/Speedway Midget/4 Cycle Speedway combined event. The bid was also submitted late. Hilger suggests they keep the 2 Cycle event around the Newton area. Hilger states there are two Questionnaires for the 4 Cycle Speedway from South Dakota Kart Club and Huron Kart Club. Araki asks questions regarding items 39 and 40. Hilger answers the fees are not out of line. Hilger states the Huron Questionnaire was late. Huron states it was sent prior to deadline. Hilger accepts the Questionnaire, Verlengiere does not accept. Araki has same questions. Hilger questions item 36 – they don’t want pump around. Discussion on pump around. Hilger states there is one Questionnaire for Road Race. Araki questions items 48, 58, 59, 82. No bids received for the Speedway Pavement Grand National. No bids received for the 2 Cycle Speedway/Speedway Midget Grand National. Verlengiere suggests they cancel the program. Hilger states there was a successful event last year. Motley asks why they can’t get bids for it. Hoegerl says there are two hosting track that bid on it. Tracks to be contacted if they want to bid on the event. Schorn to call Delaware Speedway. Diederich asks if the 4 Cycle Sprint Grand National is a worthwhile project. Verlengiere asks if there are potential growth areas. Schorn says absolutely. Villarreal says it is not a growing market. Schorn believes the 4 Cycle group is 40% of their business in Portland. Villarreal asks why they have Grand National events on this side of the country and there is no 4 Cycle participation, especially from Region 6. Villarreal says they do not travel. Schorn says there are no classes that they run are down here. Villarreal says that is a problem they allow to happen. Schorn states the Portland Kart Club could host the 4 Cycle Sprint Grand National. Diederich suggests a joint effort with two tracks. Discussion by Board. Hoegerl requests a Questionnaire be sent to Delaware Speedway. Hilger agrees. Hilger suggests that each Committee look at the Questionnaire and suggest the changes to the Board. Minimum/ Maximum fees.
