cage and does not permit multi-stage reeds. 657.6 Ignition System: 657.6.2 The stator and flywheel must be stock 1999 OEM. Only repairs approved by the Technical Director may be done to the wiring. Stock flywheel key must remain in place with no modifications. The left hand lower limiting plate on the stator must be intact, with no modification. Either the factory limiting plate or SKUSA limiting plate (available from SKUSA) may be used. Machined aluminum stator slots, underneath unmodified limiting plates, are allowed at this time. No modification to the hold down bolts is permitted. Static timing must be controlled by the stock stator plate or the SKUSA plate. No modification to any of the components that change the static timing. 657.7 Exhaust System: 657.7.1 Exhaust: Only the following exhausts are allowed. No modification of any kind is permitted. Exhaust flange is open, but must meet OEM length dimensions. No spacers allowed between cylinder and exhaust flange except one OEM steel gasket. rlv R2 standard stinger (part# 6800) rlv R2 w/cross stinger (part# 6800/c) rlv R4 (part# 6830) rce T-3 Competitors using either the #6800 or #6800/c pipes are allowed to reduce their minimum weight by 10 lbs. 657.7.2 Silencer: Exhaust silencer body shall be a minimum of 12 inches and a maximum of 14.5 inches in length. Diameter will be at least 3 inches. Factory produced silencers only, no modifications allowed. Holmboe states the Road Race Committee is almost unanimous in favor of this rule change. Motley, Shifter Committee, states it should have been done years ago. Second by Motley. In Favor: Araki, Diederich, Hilger, Hoegerl, Holmboe, Motley, Schorn, Scribner, Verlengiere Passed Motion by Holmboe to suspend the 30 day posting rule, Section 102.2.1, for the Section 657 rule change above. The rule would be effective immediately. Second by Scribner. In Favor: Araki, Diederich, Holmboe, Motley, Schorn, Scribner, Verlengiere Opposed: Hoegerl Passed Diederich states his concerns were resolved over the 09 Leopard weight penalty rule through making it a local option until they have a chance to review it. He withdraws the item from the Agenda. Motion by Schorn to appoint Keith St. George as the 2010 IKF Southern Nevada Governor. Second by Verlengiere. In Favor: Unanimous Passed Motion by Araki: A One Event Membership participant at any regional event be awarded regional points for that event. Their entry will also be included in the event participation numbers. Discussion by Board. Clarifies the One Event Membership has a flat $20 fee. Second by Verlengiere. In Favor: Unanimous Passed Hilger opens the floor for discussion. Region 7 Issues Mr. May states that the short term between the racing seasons, including Christmas did not sit well with a lot of the people in Region 7. Length of series is an issue, i.e. number of races. Did not get the time between the seasons to recuperate financially. Disconnect between the customers. Goal is to bring back clubs/tracks and get more input. Suggests a committee of racers. Tire rule helps them out tremendously. Verlengiere discusses the series races at end of 2009 and beginning of 2010. Diederich states it is too many races, too close together and tracks are too far apart. Araki states you must take that into consideration with a rotational system. Verlengiere states they have 2 five race series, trying to accommodate all the tracks. Feels they may not be able to save the first series but people are going to run the second series. They had meetings to try to rebuild clubs. Maybe did loose tracks of the racers. Mr. May says people said they were going to focus on the first series. Some have joined together to consolidate/reduce costs. Really is the issue. Diederich says that 2-3 year ago they asked for volunteers from each class to be the driver rep, then come to annual meeting with report on the class. One two attended the annual meeting. Felt it bridged the communication gap. Diederich says that they do not have a direct path to voice their concerns right now. Mr. May feels that Art has done a good job of breaking the ice; people not afraid of him. Mr. May says that everybody’s intent is to make it better and all working for the same goal. Verlengiere says that everybody has to win – the drivers, tracks, to be healthy. Mr. May states there was a huge challenge for persons to attend this Board Meeting. Disappointed more people are not there. Motley states the Board is also disappointed. Verlengiere states the Board wants to have the best interest of the racers in mind, accommodate them. Wants to avoid all the nonsense on the peripheral that causes all the drama. Mr. May states that, in years past, from a drivers standpoint in representation, their best interest was not the goal. Feels it is more of a concern today than in the past. Verlengiere feels it is best to hire people to do their job. Needs to encourage people. Did not know what the people wanted until Araki got involved. Phone calls were good too. The consensus was to fix the tire issue. Always been an issue. Araki says to try to focus on the weekend warrior racer; not the high baller guy. Villarreal says they want more in the class to race against. Mr. May and Mr. Perry talk and have different perspectives. Scribner says this conversation is good; disconnect is in other racing organizations also; not an uncommon theme in racing. Mr. May says one of the problems is IKF is trying to put together transparent, 14 KARTER NEWS - march 2010
fair, competitive set of rules, providing insurance and what was ok two years ago is not ok today. Verlengiere says they have not responded quickly enough. Mr. May says they are trying to address the masses. Regrets he did not attend the Buttonwillow meeting. Araki says the meeting seemed to be an informational success; got to a desperation point; need to do something; realized there was a big issue here and voiced legitimate concerns. Araki now regrets that he did not attend the meeting. Mr. Perry gives details of the issues discussed at the meeting. No arguing. Problem mentioned was Region 7 and 11 going head to head on the same weekends. Also club races and regional races on top of each other. Araki states this has been fixed in Region 7. Mr. Perry says there is a multitude of issues that can be fixed. Meeting and race schedules for 2011 need to be earlier. Are looking back but need to go forward. Verlengiere says they will do anything they can to help Phoenix. Then on to the second series. Possible two day events. Reduce costs. Unhappy with the banquets; too many champions. Verlengiere says it will get fixed. Schorn says everyone knows issues, goal is to make it work. Schorn compliments Mr. May and Mr. Perry for carpooling. Verlengiere states they will make sure that Phoenix at least breaks even. Discuss Buffalo Bill event. Too late for 2009 banquet. Need to have high quality banquet. Verlengiere discusses the banquet. Hilger agrees when you run a series, most people do not step up to the plate. Mr. Perry says Tim Holden said there are too many leaving, not enough coming in. Mr. Perry takes karts to car shows, arrive & drives, how to get them hooked. Others don’t do that. Hilger says new customers see how much it costs and they are not interested. Mr. Perry discusses Streets of Lancaster event – should have been a kart booth there. Need to get the kids. Says they need to build a weekly/ monthly base. Board thanks Mr. May and Mr. Perry for their input. Motion by Verlengiere to award a free entry fee for Mr. May and Mr. Perry for their next IKF regional race. Funds to be taken from the Region 7 and 11 regional funds. Second by Schorn. In Favor: Unanimous Passed Motley asks and Verlengiere explains vouchers to be given away at the banquet. Mr. May says members do not vote because they do not know the people running for the Board. Most of the members have no idea who the people are. Questions income from karting. Hilger says we have not had enough candidates to run for the Board. Mr. Perry asks Hilger about running mini cups in Speedway. Asks if IKF insures them, reply is yes. They are run as a local option. Verlengiere states the IKF insures motorcycles. Need rule set for any class. Hilger says to send the rules to the IKF office. Michael Davis Insurance is the new IKF insurance company. 2010 2 Cycle Speedway/Speedway Midget Grand National Agreement. Hoegerl asks about the letter from Region 5 Speedway – Diederich to call Todd/Jeff regarding classes, insurance for a two pass/two punch weekend. He will forward the information to IKF Office to forward to the Board. Hoegerl wants to be involved. Schorn clarifies it is a Certified Birth Certificate required by January 1, 2011 for all minors. Diederich states that he enjoyed the Meeting, learned more from the guys in the audience. Motley says the Board is good and works together good. Hilger discusses the Holiday Classic; promote the Sprint race next year. Is an IKF insured event. Hilger says Speedway Pavement Grand National will probably have a Firestone only rule. Board will vote. Hilger says 4 Cycle Speedway Grand National – do not know at this time if there will be a tire rule. Working with regions on tires. Might keep it open this year. Discuss branding tires. Araki asks the website pictures be changed. Motion by Holmboe to eliminate the phrase “with participation from at least two regions” from Section 101.3.4.1 3,5,6,8. Discussion by Board. Second by Scribner. In Favor: Araki, Diederich, Holmboe, Schorn, Scribner Opposed: Hoegerl Abstain: Motley, Verlengiere Passed The April Board Meeting will be in Sacramento on April 16-18, 2010. Motion to Adjourn the Meeting by Motley. Second by Diederich. Meeting Adjourned at 5:15pm. Meeting opened on Sunday. All Directors Present. Motion by Schorn to approve the 2010 Region 6 Sprint and Region 6 Road Race regional and local option classes. Second by Diederich. In Favor: Holmboe, Diederich, Schorn Opposed: Motley, Hoegerl Abstain: Verlengiere, Scribner, Araki Passed Motion to Adjourn the Meeting by Verlengiere. Second by Holmboe. Meeting Adjourned at 11am.
