Investing in Langford
Langford is a progressive city growing at an astonishing rate. The City has
followed a path of creating sustainable and livable neighbourhoods. The city
partners with developers to facilitate solutions. Whether you are interested
in building your home or starting up a business, the following sections will
provide you with information about the process, how long you can expect
it to take, as well as important contact information and applicable forms.
Langford is one of the fastest growing, progressive communities in the
region and here are just a few reasons why:
• Langford has consistently maintained one of the
lowest tax rates since incorporation in 1993. By working
with other levels of government and the business and
development communities, Langford has managed
to make significant improvements without burdening
taxpayers.
• Langford has made major changes to reduce fees
and wait times and streamline processes to encourage
more business and development. Experienced,
knowledgeable City staff are available and receptive
to helping you open a new business, or relocate and
expand an existing one.
• Langford Council’s commitment to providing
more parks, highlighted by the world-class facilities
at City Centre Park. The Mini Golf, Splash Park and
people of all ages. Langford is working with the YM/YWCA
on a proposal to build an aquatic centre and provide
other services at City Centre Park. Golfers of all levels
of skill can choose from four great 18-hole courses, all
minutes away. The inclusion of two all-weather artificial
turf fields and facilities at Bear Mountain Stadium and
Goudy Field at City Centre Park was instrumental in
Rugby Canada’s decision to move its national training
centre to Langford, an extraordinary coup for a city the
size of Langford.
• Langford offers the best shopping in the region –
• Langford’s three scenic lakes and close proximity to
world-famous Goldstream Provincial Park are all within
easy reach for hikers, boating enthusiasts and nature
downtown core has created a people-friendly hub. The
dancing waters, fountain with lights and music and the
welcoming arch nearby highlight an area filled with
plantings, colourful flowers, benches and information
kiosks that has become a popular gathering place for
residents and tourists. Goldstream Station Market,
2.4 Growth and Land Use Strategies Map
In Langford’s 2008 Official Community Plan (OCP), the city set smart
growth standards as its key objective. The intention was to designate
development areas near or in neighbourhoods and avoid long commutes
by residents to their places of employment. Centres have been proposed
as part of Goldstream Village, Bear Mountain, Westhills, South Skirt
Mountain, Millstream village, and Olympic View Developments as well as
Sooke Road Revitalization Area. These centers will complement several
existing business parks, which are Millstream, Van Isle, Sooke Road and
Henry Eng/Dunford Ave.
4.1 Langford Businesses
Langford’s economic profile has undergone significant changes since
its incorporation in 1992. Much of the success can be attributed to a
governance structure that responded rapidly to emerging opportunities.
Those opportunities came as a result of the City’s location, shift in regional
retail patterns, increase regional migration and the residential construction
boom that followed.
The City of Langford has always
maintained that commerce and
sustainability go hand in hand and
has paved the way for an abundance
of commercial opportunities. If a
myriad of shopping options is an
indicator of a community’s quality
of life, Langford gets high marks for
ensuring its resident and visitors
have access to the best of everything.
4.2 Downtown
An area with influence on the City’s
economy is the downtown retail
and business area. The accelerated
development of the core has
contributed to turning the area into
a social magnet and has increased
local demands for commercial and
residential spaces.
The Downtown epitomizes
Langford’s future. Urban residential
developments line the red brick
sidewalks. An island fountain dances
to music in a water show. Coffee
shops, boutiques and restaurants
all add to the livability of this fun,
walkable, City centre.
Langford’s core is pedestrianfriendly
with wide sidewalks and
boulevards. There are two major
shopping malls just minutes away
and the trolley reaches either - at
no charge. Throughout the year
festivals, events and parades take
place in downtown.
4.3 Commercial Development Incentives
The City is proposing to increase the lot coverage
of commercial buildings in the City Centre to 75%
or 90%, depending on the zoning, to encourage the
construction of more commercial space and decrease
the amount of surface parking, and to explore the
feasibility of constructing a public parking facility
in the downtown core. Council’s goal is to construct
a public parking facility in the next few years using
funds from the General Amenity Reserve Fund in
order to provide adequate and convenient parking
in the downtown core while encouraging residents
and visitors to enjoy downtown amenities, shops and
services.
Contribution Fees
Commercial development is exempt from amenity
contributions to encourage this type of development
and increase jobs in the City Centre and Mixed Use
Employment Centres.
Reduction of Landscape Bonding & Timing Commitments
The City will reduce landscape bonding from 100% to 50%
for commercial development, complete landscaping
checks within 48 hours of notification, and return bonds
within 2 weeks.
An integral aspect of Langford’s economy is residential construction.
Thoughtful initiatives and policies allowed the City to have a broad range of
dwelling types and costs. Intense activity in this area has also contributed
to the overall prosperity by increasing the population which in turn has
drawn employers who have created jobs.
5.1 Housing Types
Langford has expanded the stock of
affordable housing units attracting
young households and new familyoriented
neighbourhoods. This has
brought to the city core the clientele
needed to support local commerce
and to create a sulf-sustaining
vibrant community.
The existing housing stock is
composed of 52% single-family
detached homes and 21% duplexes,
with apartments, townhouses
and mobile homes composing
the remaining 27%. Langford has
enhanced housing affordability by
allowing small lot housing, fully
legalizing secondary suites, allowing
flex units and carriage houses by
establishing alternative development
standards, and supporting nonmarket
housing with tax incentives
and reductions in Development Cost
Charges.
Densification, primarily in the
downtown area, has led to the
buildings, many of which have
commercial uses on the ground
floor.
Mixed use development in Langford (Source: City of Langford 2010).
5.2 Housing Affordability
Collaborating closely with local
developers, the City was also able to
introduce innovative housing types.
Prototypes such as very small units
and secondary suites or accessory
structures, which are also known
as Carriage Homes, help to keep
costs down. Other initiatives include
reducing planning standards (e.g.
narrower roads, smaller set-backs)
which contribute to densification
and as a result cost reduction.
The City of Langford requires either
one out of every 15 single-family
units in new developments be
subsidized and constructed by the
developer, or that the developer
provides cash contributions towards
Market rental housing (Source: City of Langford 2012).
Langford’s Affordable Housing
Strategy includes:
• Inclusivity not segregation
• Pursuit of both market and nonmarket
(subsidized) options
• Diversity of housing types
• Diversity of income groups
• Diversity of tenure (both rental
and owner-occupied)
Secondary suite in an accessory building (Carriage House) (Source: City of
Langford also believes in creating
diversity in the market by allowing
through zoning:
• Fee simple lots as small as 220
m 2 (2368 ft 2 );
• Fee simple townhouses;
• Detached building stratas
(multi-unit sites as well as
detached duplexes);
• Micro cottages on fee simple
lots less than 220 m 2 ;
• Secondary suites in single
family dwellings;
• Mandatory secondary suites in
some zones;
• Secondary “flex units” in some
apartment and townhouse
zones; and
• Secondary suites in accessory
buildings (carriage houses).
Densification in the downtown area led to the replacement of single-family
homes with low- to mid-rise apartments and mixed use development (Sources:
5.3 Housing Incentives
Waiving Development Cost Charges (DCCs)
Where developments consisting of dwelling units in
apartment building which provide either for profit or
not-for-profit rental housing for low income families,
seniors, youth and people with disabilities, DCCs may
be waived.
The developer will be required to register a covenant on
title restricting the use of that portion of the development
to the applicable development class only (shown above
in the table), for a period of at least 10 years from the
date of payment of the charge, or in the case of a 100%
reduction of the charge, the date that the charge would
otherwise have been payable.
Property Tax Exemptions
Mayor and Council have supported property tax
exemptions up to 10 years for building only in exchange
for improving the supply of rental housing in the
community. The minimum criteria set by Council to
qualify for this economic stimulus measures are the
following:
1. The rental housing must be in the form
of multi-family apartment housing,
with a minimum density of 1.0 Floor
Space Ratio (FSR) and a minimum
number of units per building of 10;
2. The units must be rented to members
of the general public; and
Residential Snapshot
27
3. A Housing Agreement (a form of Section 219
Covenant) is to be registered to title, in priority
over all other charges, securing the tenure of
all units in the building to rental for a period
of not less than the term of the tax relief,
dated from the issuance of Occupancy Permit.
As an economic development incentive and
to encourage densification and sensitive infill
development, the City has structured its fees to
make it cheaper to redevelop its downtown core.
Waiving development application fees for nonmarket
affordable housing projects
Council waives development application fees as a
non-market (subsidized) affordable housing projects in
the community.
Langford is a green community on a mission; the City’s various departments
have dozens of green initiatives and continue to add more every year. The
City is a signatory to the B.C. Climate Action Charter and is serious about
meeting its commitments under the Charter. In Langford the “greening” of
the City is more than just words; from mega projects, such as partnering
with a local developer to provide geothermal energy and heat recovery for a
district energy sharing utility, to releasing 35,000 lady bug beetles into local
parks to eradicate aphid populations, this City looks for every opportunity
to minimize impact on the environment. Since 1994, Langford’s park
inventory has grown by over 300%. Parks and green spaces account for
approximately 14% of the total land area.
6.1 Local Agriculture
Towards this goal of achieving a
sustainable food system in Langford,
the City adopted a new agricultural
strategy in November 2009. The
purpose of the strategy is to promote
and support community agricultural
activities, ensure edge planning and
compatibility of urban/agricultural
land uses, and provide a net-benefit
to agriculture.
Langford is not known as an active
farming community, however, the
City has approximately 118 hectares
(292 acres) of protected farmland.
6.2 Housing Certification
The City of Langford created a Green
Development Checklist* that sets
a minimum green standard for
comprehensive developments within
the City. This document is evidence of
Langford’s commitment to creating a
more sustainable place to live, work and
play. Langford is developing a system to
credit or offset costs related to existing
or new innovative green initiatives.
6 key goals:
• Develop complete, compact,
healthy neighborhoods;
• Provide residents a diversity of
transportation choices;
• Improve the efficiency of buildings
and infrastructure;
• Develop flexible renewable energy
that will be incorporated into the
Green Transportation Plan currently
underway. The City has constructed
32 kilometres of bike lanes since
incorporation. In 2011 alone, the
City built 14 kilometres of bike lanes.
It is Council’s policy to require a
Fast forward almost twenty years and the City of Langford has drastically
changed. Thanks to the ten percent reduction in taxes, businesses have
taken a new look at the town and are flocking here to open their doors.
The City of Langford’s prime strength lay in its ability to adapt rapidly to
changing circumstances and not to miss any opportunities that have come
along. In addition, the City created a suitable framework in which decisions
can be made and implemented efficiently. Langford has created an “open
to business” culture where investors are welcomed and helped.
