The Purpose <strong>of</strong> this Manual<br />

This manual is meant to help you learn more about <strong>Langford</strong> and the<br />

ways to invest in both the <strong>City</strong> and the community. Here you will find<br />

basic information such as the location and history <strong>of</strong> <strong>Langford</strong>, as well<br />

as helpful information regarding the population, lifestyle and amenities,<br />

types <strong>of</strong> employment and what kind <strong>of</strong> jobs are in located here. There is<br />

also a section called ‘Residential Snapshots’ which will provide you with<br />

information regarding existing housing types and some <strong>of</strong> the innovative<br />

measures that <strong>Langford</strong> has taken to provide quality, affordable housing<br />

to its residents. The ‘Sustainable <strong>Langford</strong>’ and the ‘<strong>Langford</strong> Advantage’<br />

sections provide information about the many initiatives that <strong>Langford</strong> has<br />

created to help make the <strong>City</strong> more sustainable and business friendly.<br />

The final sections include information for those interested in investing in<br />

<strong>Langford</strong>, either through building their own house or starting up a business.<br />

<strong>Langford</strong> is a progressive city growing at an astonishing rate. The <strong>City</strong> has<br />

followed a path <strong>of</strong> creating sustainable and livable neighbourhoods. The city<br />

partners with developers to facilitate solutions. Whether you are interested<br />

in building your home or starting up a business, the following sections will<br />

provide you with information about the process, how long you can expect<br />

it to take, as well as important contact information and applicable forms.<br />

<strong>Langford</strong> is one <strong>of</strong> the fastest growing, progressive communities in the<br />

region and here are just a few reasons why:<br />

• <strong>Langford</strong> has consistently maintained one <strong>of</strong> the<br />

lowest tax rates since incorporation in 1993. By working<br />

with other levels <strong>of</strong> government and the business and<br />

development communities, <strong>Langford</strong> has managed<br />

to make significant improvements without burdening<br />

taxpayers.<br />

• <strong>Langford</strong> has made major changes to reduce fees<br />

and wait times and streamline processes to encourage<br />

• <strong>Langford</strong> Council’s commitment to providing<br />

recreation for everyone has resulted in the addition <strong>of</strong><br />

more parks, highlighted by the world-class facilities<br />

at <strong>City</strong> Centre Park. The Mini Golf, Splash Park and<br />

Playzone, dry floor arena, outdoor exercise stations,<br />

Westhills Arena and <strong>Langford</strong> Lanes family bowling<br />

centre provide recreational options for families and<br />

people <strong>of</strong> all ages. <strong>Langford</strong> is working with the YM/YWCA<br />

on a proposal to build an aquatic centre and provide<br />

other services at <strong>City</strong> Centre Park. Golfers <strong>of</strong> all levels<br />

<strong>of</strong> skill can choose from four great 18-hole courses, all<br />

minutes away. The inclusion <strong>of</strong> two all-weather artificial<br />

turf fields and facilities at Bear Mountain Stadium and<br />

Goudy Field at <strong>City</strong> Centre Park was instrumental in<br />

Rugby Canada’s decision to move its national training<br />

centre to <strong>Langford</strong>, an extraordinary coup for a city the<br />

size <strong>of</strong> <strong>Langford</strong>.<br />

• <strong>Langford</strong> <strong>of</strong>fers the best shopping in the region –<br />

everything from big box stores, modern malls and the<br />

national chains to unique boutiques – all within minutes<br />

<strong>of</strong> wherever you live in <strong>Langford</strong>.<br />

• <strong>Langford</strong>’s three scenic lakes and close proximity to<br />

world-famous Goldstream Provincial Park are all within<br />

easy reach for hikers, boating enthusiasts and nature<br />

lovers.<br />

• The beautification <strong>of</strong> Goldstream Village in <strong>Langford</strong>’s<br />

downtown core has created a people-friendly hub. The<br />

dancing waters, fountain with lights and music and the<br />

welcoming arch nearby highlight an area filled with<br />

plantings, colourful flowers, benches and information<br />

kiosks that has become a popular gathering place for<br />

residents and tourists. Goldstream Station Market,<br />

which runs from June to October, is one <strong>of</strong> a growing<br />

number <strong>of</strong> family-oriented events that draw thousands<br />

<strong>of</strong> people.<br />

2.1 Location<br />

Located on the southern end <strong>of</strong> Vancouver Island, the <strong>City</strong> <strong>of</strong> <strong>Langford</strong> is a<br />

young and growing community with a population <strong>of</strong> over 27,000 residents<br />

in 2010. <strong>Langford</strong> is within easy access <strong>of</strong> the rest <strong>of</strong> the Greater Victoria<br />

metropolitan area.<br />

<strong>Langford</strong> is one <strong>of</strong> the West Shore municipalities in the Capital Regional<br />

District. Bordering <strong>Langford</strong> are the District <strong>of</strong> Metchosin, the <strong>City</strong> <strong>of</strong><br />

Colwood, the <strong>To</strong>wn <strong>of</strong> View Royal, the District <strong>of</strong> Highlands, and the Juan de<br />

Fuca Electoral Area. The <strong>City</strong> has an area <strong>of</strong> 4,146 hectares (10,245 acres).<br />

<strong>Langford</strong> is well served by highways, rail and bus service to Victoria and the<br />

rest <strong>of</strong> Vancouver Island, and by ferries and air to Vancouver and the U.S.<br />

2.2 Climate<br />

<strong>Langford</strong>’s climate is influenced by its topography, its latitude and its<br />

proximity to the Pacific Ocean. <strong>Langford</strong> enjoys warm and dry summers,<br />

and mild, wet winters with a frost-free season <strong>of</strong> approximately 202 days.<br />

Lying in the rain-shadow <strong>of</strong> the Olympic Mountains, <strong>Langford</strong> receives less<br />

precipitation than Vancouver (with an annual average <strong>of</strong> approximately<br />

607.6 mm as opposed to 1285.7 mm). The <strong>City</strong> also enjoys a high annual<br />

average <strong>of</strong> approximately 2,193 sunshine hours.<br />

2.3 History<br />

The <strong>City</strong> boasts a long history <strong>of</strong> European settlement dating back to 1851,<br />

when Captain Edward <strong>Langford</strong> established one <strong>of</strong> four Hudson’s Bay<br />

Company farms in the Victoria area. Previous to European settlement,<br />

<strong>Langford</strong> had been used by various Coast Salish First Nations for hunting<br />

and gathering. <strong>Langford</strong> was incorporated as a municipal district in<br />

December 1992, and gained <strong>City</strong> status in November 2003.<br />

2.4 Growth and Land Use Strategies Map<br />

In <strong>Langford</strong>’s 2008 Official Community Plan (OCP), the city set smart<br />

growth standards as its key objective. The intention was to designate<br />

development areas near or in neighbourhoods and avoid long commutes<br />

by residents to their places <strong>of</strong> employment. Centres have been proposed<br />

as part <strong>of</strong> Goldstream Village, Bear Mountain, Westhills, South Skirt<br />

Mountain, Millstream village, and Olympic View Developments as well as<br />

Sooke Road Revitalization Area. These centers will complement several<br />

existing business parks, which are Millstream, Van Isle, Sooke Road and<br />

Henry Eng/Dunford Ave.<br />

From 2001 to 2006 the <strong>City</strong>’s<br />

population grew 19.2%, an<br />

impressive growth by all measures.<br />

Forecasts made by the CRD Regional<br />

Planning Services in March 2005<br />

projected a growth <strong>of</strong> 123% that<br />

could see <strong>Langford</strong>’s population<br />

grow to 42,100 by 2026 if the current<br />

rate <strong>of</strong> expansion is to continue.<br />

3.3 Family & Income<br />

3.4 Lifestyle & Amenities<br />

What is unique about <strong>Langford</strong> is its<br />

quality <strong>of</strong> life and outdoor amenities.<br />

The three lakes (<strong>Langford</strong> Lake, Glen<br />

Lake and Florence Lake) as well as<br />

the many trails and recreational<br />

opportunities are a draw. There is<br />

much to do for all ages and it is an<br />

active place that reflects the high<br />

well-being level <strong>of</strong> its population.<br />

The <strong>City</strong> <strong>of</strong> <strong>Langford</strong> has almost<br />

completed its $25 million <strong>City</strong><br />

Centre Park project, as part <strong>of</strong> its<br />

commitment to providing the best<br />

sports and leisure opportunities to<br />

Part <strong>of</strong> <strong>Langford</strong>’s charm is its<br />

natural beauty, with nearly every<br />

outdoor amenity a nature lover<br />

could imagine just minutes away.<br />

With provincial, regional, sports<br />

and urban parks to choose from,<br />

<strong>Langford</strong> residents can relax and<br />

play in a variety <strong>of</strong> park settings.<br />

A great natural amenity that <strong>Langford</strong><br />

has to <strong>of</strong>fer is its three lakes. In a<br />

short amount <strong>of</strong> time, <strong>Langford</strong><br />

residents can find themselves<br />

swimming, fishing or laying on the<br />

beach.<br />

The <strong>City</strong> <strong>of</strong> <strong>Langford</strong> is proud <strong>of</strong> its<br />

trails and encourages residents and<br />

visitors to wander around the whole<br />

<strong>City</strong> on foot, or by pedal power. Since<br />

incorporation in 1992, <strong>Langford</strong> has<br />

increased the length <strong>of</strong> trails within<br />

its borders by 21.3 kilometres and<br />

has received numerous awards as<br />

well.<br />

3.5 Education & Sports<br />

In <strong>Langford</strong>, the development<br />

and construction <strong>of</strong> new schools<br />

is the responsibility <strong>of</strong> the Board<br />

<strong>of</strong> Education. Presently there are<br />

eighteen elementary schools, four<br />

middle schools and three high<br />

schools located within the Sooke<br />

School District. A new highschool<br />

is underway on land adjacent to <strong>City</strong><br />

Centre Park.<br />

The SportsAssist Program provides<br />

sport program funding for children<br />

aged 6 to 10, residing in <strong>Langford</strong>,<br />

to participate in a sport <strong>of</strong> their<br />

choice. The program’s mission is to<br />

eliminate the financial barriers that<br />

keep children from participating in<br />

sports.<br />

<strong>Langford</strong> is home to Canada’s<br />

National Rugby team, as well as<br />

hopeful Olympians training for the<br />

2016 Olympics in Rio de Janeiro.<br />

<strong>Langford</strong>’s ability to attract national<br />

development teams is testimony to<br />

3.6 Transportation<br />

The <strong>City</strong> <strong>of</strong> <strong>Langford</strong> feels strongly<br />

about providing residents with an<br />

efficient, safe and green, multimodal<br />

transportation system. This<br />

has resulted in a free Trolley system<br />

operated solely by the <strong>City</strong>, a green<br />

pedestrian highway, redbrick<br />

sidewalks and excellent access to<br />

public transit.<br />

The free Trolley concept in <strong>Langford</strong><br />

has proven to be an affordable,<br />

sustainable, accessible and popular<br />

method <strong>of</strong> promoting the use <strong>of</strong><br />

<strong>Langford</strong>’s economic pr<strong>of</strong>ile has undergone significant changes since<br />

its incorporation in 1992. Much <strong>of</strong> the success can be attributed to a<br />

governance structure that responded rapidly to emerging opportunities.<br />

Those opportunities came as a result <strong>of</strong> the <strong>City</strong>’s location, shift in regional<br />

retail patterns, increase regional migration and the residential construction<br />

4.2 Downtown<br />

An area with influence on the <strong>City</strong>’s<br />

economy is the downtown retail<br />

and business area. The accelerated<br />

development <strong>of</strong> the core has<br />

contributed to turning the area into<br />

a social magnet and has increased<br />

local demands for commercial and<br />

residential spaces.<br />

The Downtown epitomizes<br />

<strong>Langford</strong>’s future. Urban residential<br />

developments line the red brick<br />

sidewalks. An island fountain dances<br />

to music in a water show. C<strong>of</strong>fee<br />

shops, boutiques and restaurants<br />

all add to the livability <strong>of</strong> this fun,<br />

walkable, <strong>City</strong> centre.<br />

4.3 Commercial Development Incentives<br />

The <strong>City</strong> is proposing to increase the lot coverage<br />

<strong>of</strong> commercial buildings in the <strong>City</strong> Centre to 75%<br />

or 90%, depending on the zoning, to encourage the<br />

construction <strong>of</strong> more commercial space and decrease<br />

the amount <strong>of</strong> surface parking, and to explore the<br />

feasibility <strong>of</strong> constructing a public parking facility<br />

in the downtown core. Council’s goal is to construct<br />

a public parking facility in the next few years using<br />

funds from the General Amenity Reserve Fund in<br />

order to provide adequate and convenient parking<br />

in the downtown core while encouraging residents<br />

and visitors to enjoy downtown amenities, shops and<br />

services.<br />

contributions to encourage this type <strong>of</strong> development<br />

An integral aspect <strong>of</strong> <strong>Langford</strong>’s economy is residential construction.<br />

Thoughtful initiatives and policies allowed the <strong>City</strong> to have a broad range <strong>of</strong><br />

dwelling types and costs. Intense activity in this area has also contributed<br />

to the overall prosperity by increasing the population which in turn has<br />

drawn employers who have created jobs.<br />

5.1 Housing Types<br />

<strong>Langford</strong> has expanded the stock <strong>of</strong><br />

affordable housing units attracting<br />

young households and new familyoriented<br />

neighbourhoods. This has<br />

brought to the city core the clientele<br />

needed to support local commerce<br />

and to create a sulf-sustaining<br />

vibrant community.<br />

The existing housing stock is<br />

composed <strong>of</strong> 52% single-family<br />

detached homes and 21% duplexes,<br />

with apartments, townhouses<br />

and mobile homes composing<br />

the remaining 27%. <strong>Langford</strong> has<br />

enhanced housing affordability by<br />

allowing small lot housing, fully<br />

legalizing secondary suites, allowing<br />

flex units and carriage houses by<br />

establishing alternative development<br />

standards, and supporting nonmarket<br />

5.2 Housing Affordability<br />

Collaborating closely with local<br />

developers, the <strong>City</strong> was also able to<br />

introduce innovative housing types.<br />

Prototypes such as very small units<br />

and secondary suites or accessory<br />

structures, which are also known<br />

as Carriage Homes, help to keep<br />

costs down. Other initiatives include<br />

reducing planning standards (e.g.<br />

narrower roads, smaller set-backs)<br />

which contribute to densification<br />

and as a result cost reduction.<br />

one out <strong>of</strong> every 15 single-family<br />

5.3 Housing Incentives<br />

Waiving Development Cost Charges (DCCs)<br />

Where developments consisting <strong>of</strong> dwelling units in<br />

apartment building which provide either for pr<strong>of</strong>it or<br />

not-for-pr<strong>of</strong>it rental housing for low income families,<br />

seniors, youth and people with disabilities, DCCs may<br />

be waived.<br />

The developer will be required to register a covenant on<br />

title restricting the use <strong>of</strong> that portion <strong>of</strong> the development<br />

to the applicable development class only (shown above<br />

in the table), for a period <strong>of</strong> at least 10 years from the<br />

date <strong>of</strong> payment <strong>of</strong> the charge, or in the case <strong>of</strong> a 100%<br />

reduction <strong>of</strong> the charge, the date that the charge would<br />

otherwise have been payable.<br />

Property Tax Exemptions<br />

Mayor and Council have supported property tax<br />

exemptions up to 10 years for building only in exchange<br />

for improving the supply <strong>of</strong> rental housing in the<br />

community. The minimum criteria set by Council to<br />

qualify for this economic stimulus measures are the<br />

following:<br />

1. The rental housing must be in the form<br />

<strong>of</strong> multi-family apartment housing,<br />

with a minimum density <strong>of</strong> 1.0 Floor<br />

Space Ratio (FSR) and a minimum<br />

number <strong>of</strong> units per building <strong>of</strong> 10;<br />

2. The units must be rented to members<br />

<strong>of</strong> the general public; and<br />

3. A Housing Agreement (a form <strong>of</strong> Section 219<br />

Covenant) is to be registered to title, in priority<br />

over all other charges, securing the tenure <strong>of</strong><br />

all units in the building to rental for a period<br />

<strong>of</strong> not less than the term <strong>of</strong> the tax relief,<br />

dated from the issuance <strong>of</strong> Occupancy Permit.<br />

As an economic development incentive and<br />

to encourage densification and sensitive infill<br />

development, the <strong>City</strong> has structured its fees to<br />

make it cheaper to redevelop its downtown core.<br />

517 acres, with a significant portion<br />

committed to open space. In addition<br />

to the open space, Westhills utilizes<br />

a geo-exchange Community Energy<br />

System which takes energy from<br />

the land to heat and cool the homes<br />

and buildings in the community.<br />

The Westhills vision includes<br />

buildings that will accommodate<br />

both live and work spaces, a village<br />

centre, neighbourhood retail service<br />

centres, an internal commuter bus<br />

service, and a commuter rail station.<br />

Sooke/Jacklin is just under 3 hectares<br />

in size, this mixed-use development<br />

<strong>Langford</strong> is a green community on a mission; the <strong>City</strong>’s various departments<br />

have dozens <strong>of</strong> green initiatives and continue to add more every year. The<br />

<strong>City</strong> is a signatory to the B.C. Climate Action Charter and is serious about<br />

meeting its commitments under the Charter. In <strong>Langford</strong> the “greening” <strong>of</strong><br />

the <strong>City</strong> is more than just words; from mega projects, such as partnering<br />

with a local developer to provide geothermal energy and heat recovery for a<br />

district energy sharing utility, to releasing 35,000 lady bug beetles into local<br />

parks to eradicate aphid populations, this <strong>City</strong> looks for every opportunity<br />

to minimize impact on the environment. Since 1994, <strong>Langford</strong>’s park<br />

inventory has grown by over 300%. Parks and green spaces account for<br />

approximately 14% <strong>of</strong> the total land area.<br />

6.1 Local Agriculture<br />

<strong>To</strong>wards this goal <strong>of</strong> achieving a<br />

sustainable food system in <strong>Langford</strong>,<br />

the <strong>City</strong> adopted a new agricultural<br />

strategy in November 2009. The<br />

purpose <strong>of</strong> the strategy is to promote<br />

and support community agricultural<br />

activities, ensure edge planning and<br />

compatibility <strong>of</strong> urban/agricultural<br />

land uses, and provide a net-benefit<br />

to agriculture.<br />

<strong>Langford</strong> is not known as an active<br />

farming community, however, the<br />

<strong>City</strong> has approximately 118 hectares<br />

(292 acres) <strong>of</strong> protected farmland.<br />

<strong>Langford</strong>’s commitment to creating a<br />

play. <strong>Langford</strong> is developing a system to<br />

At <strong>Langford</strong>’s incorporation in 1992, the <strong>City</strong> had approximately 25 percent<br />

unemployment, no street lights, no sidewalks and pot holes in the streets.<br />

Required Submissions for Planning Applications<br />

The application form will be supported by the following documents. Plans will be submitted via email or USB port in pdf format. You may include one (1) set<br />

<strong>of</strong> either 8.5” x 11” or 11” x 17” and it will show all dimensions, preferably in metric; for legibility <strong>of</strong> larger developments, the maximum plan size will be 2’ x<br />

3’—anything larger will not be accepted.<br />

If you require assistance, a staff member will be pleased to go through the list <strong>of</strong> submissions with you. Please check the items submitted. You may also<br />

email plans directly to the department. Please note the checklist is a guide and Planning staff may request additional information once a complete review <strong>of</strong><br />

the application has been undertaken.<br />

In the case <strong>of</strong> re-submissions, applications should identify all changes to the plans with a yellow highlighter and submit a letter describing the changes and<br />

their rationale.<br />

Payment: A staff member will be pleased to advise you <strong>of</strong> the application fee. Please note the <strong>City</strong> <strong>of</strong> <strong>Langford</strong> accepts cash, cheque, or debit, but not<br />

credit cards.<br />

Data sheet on the site plan should include: address <strong>of</strong> the subject property, architect/designer contact information, site area, site coverage (%), total<br />

floor area, floor space ratio, height <strong>of</strong> building from average grade, setbacks/yard dimensions, parking numbers, access, layout, dimensions, and signage<br />

Written description <strong>of</strong> the present and intended use <strong>of</strong> the site and reasons for the proposal<br />

One (1) copy <strong>of</strong> a fully-dimensioned BCLS site plan (including a digital plan in pdf format) showing the location <strong>of</strong> all existing and proposed buildings<br />

and structures to be developed and any watercourses on or within 30 m <strong>of</strong> the subject property and one (1) set <strong>of</strong> reduced plans<br />

One (1) copy <strong>of</strong> a plan showing the existing and proposed site grades and the relation to the elevations <strong>of</strong> adjoining properties<br />

One (1) copy <strong>of</strong> a schedule detailing floor space by use, site coverage, and building heights<br />

One (1) colour copy <strong>of</strong> exterior treatment, on all elevations, identifying materials, colours, and colour chips—material samples will not be accepted<br />

unless specifically requested<br />

One (1) colour landscape plan showing the location and treatment <strong>of</strong> open spaces, landscaping, fences, and walls prepared by a registered Landscape<br />

Architect—should also include species, size, number, spacing, vents, refuse and recycling containers, and irrigation systems, paving materials, lighting<br />

concept and cross sections<br />

One (1) landscape cost estimate (can be submitted at building permit stage) totalling 125% <strong>of</strong> the cost. Sureties may be in form <strong>of</strong> cash or letter <strong>of</strong><br />

credit from an accredited financial institution. Please refer to “surety and bonding returns” below for more information<br />

One (1) plan showing specifications for the proposed siting, size, type, and appearance <strong>of</strong> all signs and lighting on the property<br />

One (1) ro<strong>of</strong> plan showing treatment <strong>of</strong> all exposed surfaces, including vents, chimneys, and elevator housings<br />

Important<br />

FEES: Must be paid at time <strong>of</strong> application—the <strong>City</strong> <strong>of</strong> <strong>Langford</strong> accepts only cash, cheque, or debit, but not credit cards. Processing <strong>of</strong> applications will not<br />

begin until fees have been paid and all attachments and plans submitted.<br />

REQUIRED MEETINGS: This relates to rezonings, OCP amendments, and DVPs only. The number <strong>of</strong> meetings may vary depending on the application, but the<br />

average is:<br />

A. Rezoning/OCP Amendment - (1) Development Review; (2) Planning, Zoning, and Affordable Housing Committee; (3) Council for first review; (4) Council<br />

for first reading; (5) public hearing; and (6) Council for bylaw adoption<br />

B. Development Variance Permit/Temporary Use Permit - (1) Development Review; (2) Planning, Zoning, and Affordable Housing Committee; (3) Council<br />

for first review; and (4) Council for issuance<br />

PROCESSING TIME: Processing <strong>of</strong> an application does not begin until all documentation has been submitted. Once everything has been submitted, the<br />

average length <strong>of</strong> time to process a rezoning or OCP amendment is six (6) to eight (8) months, the average length <strong>of</strong> time to process a development variance<br />

permit or temporary use permit is approximately four (4) months. Please note this is only an estimate and that workloads and meeting schedules should be<br />

taken into consideration.<br />

SURETY AND BONDING RETURNS: Please ensure your quotes are directed to the appropriate department. Once the works have been completed, the<br />

landscape architect or contractor must submit, in writing, to the appropriate department a letter to that effect. Bonding may be submitted in two forms:<br />

(1) surety (cash or cheque); or (2) letter <strong>of</strong> credit. Bonding will be returned in the same format that it was originally submitted.<br />

Indemnity Clause<br />

Sewage disposal permits are issued pending a 30 day appeal period. Installation <strong>of</strong> usage disposal system and/or<br />

construction <strong>of</strong> a building before the expiry <strong>of</strong> the 30 day appeal period is done so entirely at the owners risk. An<br />

occupancy permit will not be issued without the approval <strong>of</strong> the Ministry <strong>of</strong> Health.<br />

The applicant, developer, contractor, or owner, assumes all risks or hazards incidental to building inspection services<br />

and agrees to release, save harmless and indemnity the <strong>City</strong> <strong>of</strong> <strong>Langford</strong> and its <strong>of</strong>ficials, agents, servants, and<br />

representatives from and against all injury, loss or damage to the person or property <strong>of</strong> the applicant, developer,<br />

contractor or owner, however caused, arising out <strong>of</strong> or in connection with the building inspection services,<br />

notwithstanding that the same may have been contributed to cause or occasioned by the negligence <strong>of</strong> the <strong>City</strong> <strong>of</strong><br />

<strong>Langford</strong>, its <strong>of</strong>ficers, employees, <strong>of</strong>ficials, agents, servants and representatives. It is understood that no warranty is<br />

implied for building inspection services <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Langford</strong> and that this agreement is to be binding myself, my<br />

heirs, executors and assigns.<br />

The charge for permits issued in accordance with Bylaw No. 977, shall be based on the value <strong>of</strong> <br />

construction as determined by the Chief Building Inspector and the fee shall be calculated in <br />

b) For permits in excess <strong>of</strong> $1,000.00, the fees shall be $50.00 for the first thousand, plus <br />

9.1 Councillors<br />

Mayor Stewart Young grew up and attended school in <strong>Langford</strong> and is now<br />

a local business owner. Mayor Young was a Councillor when <strong>Langford</strong> was<br />

first incorporated in 1992. Mayor Young was elected Mayor in December<br />

1993, and has been declared Mayor in the following seven elections.<br />

Councillor Denise Blackwell is a long-time resident <strong>of</strong> <strong>Langford</strong>. She has<br />

been a <strong>City</strong> <strong>of</strong> <strong>Langford</strong> Councillor since incorporation in 1992. Councillor<br />

Blackwell is the Chair <strong>of</strong> the Planning and Zoning and Affordable Housing<br />

Committee. She is also <strong>Langford</strong>’s representative on the Capital Regional<br />

District Board. Councillor Blackwell will be Acting Mayor for the <strong>City</strong> from<br />

January 1, 2012 to June 30, 2012.<br />

Councillor Matt Sahlstrom was born in Victoria and has been a resident <strong>of</strong><br />

<strong>Langford</strong> since 1969. Elected to the <strong>Langford</strong> <strong>City</strong> Council in November <strong>of</strong><br />

2002, Councillor Sahlstrom chairs the Administration & Finance Standing<br />

Committee. He is <strong>Langford</strong>’s representative on the West Shore Parks and<br />

Recreation Commission. Councillor Sahlstrom will be Acting Mayor from<br />

January 1, 2014 to June 30, 2014.<br />

Councillor Lanny Seaton has been a resident <strong>of</strong> <strong>Langford</strong> and an active<br />

member in local sports, youth organizations and community groups for over<br />

40 years. Councillor Seaton has proudly served as a <strong>Langford</strong> Councillor<br />

since 1996. He is Chair <strong>of</strong> the Parks, Recreation, Culture and Beautification<br />

Committee, and Vice-Chair <strong>of</strong> the Protective Services Standing Committee.<br />

Councillor Seaton is <strong>Langford</strong>’s representative for the West Shore Parks<br />

and Recreation Commission, and Greater Victoria Public Library and will<br />

be Acting Mayor from July 1, 2013 to December 31, 2013.<br />

Councillor Winnie Sifert has been active in politics in <strong>Langford</strong> for over 15<br />

years. Prior to being elected to the first council in <strong>Langford</strong>, Councillor Sifert<br />

was on the Advisory Planning Commission for six years. She was elected to<br />

council when <strong>Langford</strong> was first incorporated in 1992. She is Chair <strong>of</strong> the<br />

Transportation & Public Works Standing Committee. She is also <strong>Langford</strong>’s<br />

representative for the West Shore Parks and Recreation Commission, West<br />

Shore Chamber <strong>of</strong> Commerce, Regional Water Supply Commission, Juan<br />

de Fuca Water Distribution Commission. Councillor Sifert will be Acting<br />

Mayor from January 1, 2013 to June 30, 2013.<br />

Councillor Lillian Szpak has been actively involved in our beautiful and<br />

growing community since moving to langford from Lahr, Germany in 1993.<br />

She is proud to be serving her fourth consecutive term on langford Council.<br />

Councillor Szpak is the Chair <strong>of</strong> the Protective Services Committee, Vice Chair<br />

<strong>of</strong> the Transportation and Public Works Committee. She is also <strong>Langford</strong>’s<br />

representative for the Capital Regional Services Telecommunications Board<br />

(CREST) and Inter Municipal Committee on Disability Issues. Councillor<br />

Szpak will be Acting Mayor from July 1, 2012 to December 31, 2012 .<br />

Councillor Roger Wade is proud to be serving on his second consecutive<br />

term on <strong>Langford</strong> Council. He sits as Vice-Chair on the Administration and<br />

Finance Committee and Vice Chair on the Parks, Recreation, Culture and<br />
