Community Showcase: City of Langford
City Centre Park is Langford's showcase multi-purpose recreation centre, located in the
heart of this fast-growing community.
On land donated by the neighbouring Westhills master-planned community, City Centre Park
has something for everyone.
The development of a dry-floor arena, playzone and minigolf made up the first phase of
development, and this was followed quickly by the construction of two all-weather turf fields,
a small stadium, a lake surrounded by walking trails and exercise stations, a water play
park, an ice arena with both indoor and outdoor skating areas, a 10-pin bowling facility and
a facility that will become the national headquarters for Rugby Canada.
City Centre Park is the realization of a vision for community recreation that was expressed by
the citizens of Langford at a series of public open houses in January 2008.
Swim Bay Wheel Chair Ramp
Swim Bay is a favorite waterfront park
which, during the summer months, is the
hub of the community.
In the Centennial year of 2009, the
Lions Club partnered with the District of
Peachland to provide wheelchair access
to this swim area.
Ideally situated because of its proximity
to seasonal lifeguards, the ramp allows
individuals who are mobility challenged
to easily access the water, swim safely
and enjoy the Okanagan lifestyle.
The ramp is also used by children of all
ages who like to play in the shallow
water. It is also an ideal exit point for
both triathlon and swim races that
happen on the waterfront.
Staff Report
to
Council
Date: October 17, 2011
Department:
Subject:
Fire / Administration
Proposed Agreement with BC Ambulance Service (BCAS)
Background
Over the past year and a half, staff have been working closely with the British Columbia Ambulance
Service (BCAS) to relocate their existing Vancouver Island Ambulance Dispatch Center currently located
in Saanich to Langford. Staff are pleased to advise that the City has received a signed offer to lease a
purpose built facility from the City to house the Dispatch Center and Ambulance Station.
The Agreement (attached) with BCAS provides for the City of Langford building and lease back to the
BCAS a two storey, post disaster designed building that would house a 4 bay ambulance station on the
main level, with the second floor occupied as the Vancouver Island Ambulance Dispatch Center on Leigh
Road just south of the TCH. The lease would be structured to pay all the costs associated with the
facility.
Operationally, considering response times are critical to medical emergencies it would be a significant
benefit to Langford residents to have a post-disaster built, 4 bay ambulance station centrally located in
our community. The fact that the building will have excellent access to both provincial and municipal
roads, due to close proximity to the Spencer Road Interchange, which is proposed to be completed
around the same time as the opening of the facility, is also a benefit. As well, relocating the dispatch
personnel to a new state of the art BCAS 911 dispatch facility will bring additional employment and new
families to our community.
Options
That Council:
1. Agree to the terms of the offer and direct staff to prepare the necessary lease agreement for
signature by the Mayor and Corporate Officer; or
2. Advise BCAS that it is not prepared to enter into the agreement as proposed.
File: 2240-40
Subject: Request for permission to enter into a Municipal Encroachment Agreement
With the Registered Owner of 2279 Player's Drive, Langford BC
BACKGROUND
The owner (Mr. Nirpal Sidhu, of 2279 Player's Drive) has requsted that the City enter into an
encroachment agreement with the City, regarding an existing mortared masonry wall that was
constructed on Mr. Sidhu's property. When surveyed by Scansa Construction Ltd., the wall was found
to straddle City of Langford property. Please see the attached sketch and photos of wall.
COMMENTARY
As the wall was constructed at the cost of the owner, it is not practical to re-build the wall. The wall as
constructed does not pose any danger to the public. The wall retains existing back fill that is stock
piled nearby adding to usable 'back-yard' space forthe resident (to the extent of the property line).
The terms of the Encroachment Agreement if approved would be for the life of the structure and be an
agreement with the property owner. Any change of owner would result in Council's ability to reconsider
the encroachment. Staff propose to amend the agreement to include the statement that any
costs related to the removal and or repair of the wall would be borne by the owners, not the City.
The retaining wall exceeds 4 feet in height; therefore a professional engineer's review was required and
has been provided.
FINANCIAL IMPLICATIONS
If Council agrees to enter into the Encroachment Agreement, there will be no financial implications to
the City of Langford. The agreement will clearly state that any costs associated with the fence will be
paid by the current owners, as stated above.
LEGAL IMPLICATIONS
None.
OPTIONS
That Council direct staff to:
Review of Stone Retaining Wall
This letter summarizes our meeting of September 21 at the above site. Of interest is the mortared
stone retaining wall along the rear property line. Photos are appended.
The grade difference between the front and back of the wall will be approximately 1.0 m. The
wall has a substantial base approximately 0.5 m wide. The wall will be backfilled with shotrock
stockpiled nearby on the City ofLangford Parks property.
The wall is suitable for the intended purpose of retaining higher ground on the City ofLangford
properly behind the subject lot. Wall backfill should be graded level w ithin 1.2 m of the property
boundary.
I trust that this information meets your present requirements. Please do not hesitate to contact the
undersigned if there are any questions.
Strata Title Conversion of Detached Duplex at 969 & 971 Glen Willow Place
Background
Andrew Zado on behalf of Kerry and Leana Zado has applied to stratify a detached duplex on the
property legally described as Lot 16, Section 81, Esquimalt District, Plan 27634, PID No. 000-955-698
(969 Glen Willow Place).
Commentary
The building complies with DP10-65 and the R2 Zone. The detached duplex is currently under
construction at 971 Glen Willow Place under Building Permit BP11-0351.
The applicant has moved and added another storey to the existing dwelling addressed as 969 Glen
Willow under Building Permit BP11-0033. The Building Department has received a letter from an
Architect certifying the building substantial complies with the 2006 British Columbia Building Code.
Financial Implications
All costs will be borne by the applicant. The City can request, though the Building Permit, that frontage
improvements equivalent to the value of 5% of the estimated cost of construction as described in DP10-
65. The applicant may request a variance to eliminate the requirement for frontage improvements.
Legal Implications
None
Options
That Council:
1. Endorse the legal plan to create the strata lots; OR
2. Take no action at this time with respect to 969 and 971 Glen Willow Place;
