6.6 Public response<br />
For those liv<strong>in</strong>g <strong>in</strong> the ‘deep rural’ area around Alnwick, this scenario represented the most ‘desirable’<br />
vision of the countryside <strong>in</strong> 20 years time. These respondents wanted to see far tighter land use<br />
policy and a ‘tail<strong>in</strong>g off’ of <strong>in</strong>ward migration. They were keen to preserve a countryside that looked<br />
and felt traditional.<br />
6.7 Plenary response<br />
6.7.1 Community/public response to liv<strong>in</strong>g <strong>in</strong> the scenario:<br />
This scenario implies even greater polarisation and <strong>in</strong>equality at a local level with greater antipathy<br />
to community and erosion of networks and ties. The protected ‘haves’ are concerned about crime ‘rich<br />
pick<strong>in</strong>gs’ but there is no <strong>in</strong>frastructural support for the local ‘have nots’ and much of the local<br />
development is about tourism and rich residents not improv<strong>in</strong>g life for all. Positively, there is some<br />
care for susta<strong>in</strong>ability and biodiversity – but not social <strong>in</strong>clusiveness. The preservation of the<br />
countryside <strong>in</strong> a nostalgic and protected form is the most important value.<br />
6.7.2 Implications for Defra/policy mak<strong>in</strong>g<br />
In terms of policy, it was felt that strengthened local government and a protectionist ethos would<br />
push towards this scenario outcome. Strong plann<strong>in</strong>g restrictions would be necessary. It would be<br />
necessary to have f<strong>in</strong>ancial support for farm<strong>in</strong>g from central or cont<strong>in</strong>ued CAP policies, and possibly<br />
to allow cheap labour from an enlarged Europe <strong>in</strong> to the countryside to provide the necessary labour.<br />
Policies to <strong>in</strong>tegrate these migrants and prevent discrim<strong>in</strong>ation and isolation would be critical.<br />
Environmental protectionism and bio-diversity would be seen as the key values. However, it is<br />
unlikely that this would be possible as this would make the countryside less accessible and available<br />
to society and protect the country <strong>in</strong> the <strong>in</strong>terests of a m<strong>in</strong>ority only.<br />
Local services <strong>in</strong> the 21 st century good life scenario would be thought to be <strong>in</strong>appropriate, e.g.<br />
consist <strong>in</strong> expensive private services for the affluent. It was felt that this scenario would be<br />
paradoxical <strong>in</strong>sofar as it is driven by a commitment to susta<strong>in</strong>ability, but is not susta<strong>in</strong>able for the<br />
entirety of the country. It could happen <strong>in</strong> some areas but not <strong>in</strong> the whole of the UK.<br />
