DIRECTORY

Welcoming Message
Mayor Rod Thomas
Dear Resident
This directory is a guide to the services and activities in your community.
The quality of life in our council area relies on the ability to access basic services
and opportunities. The Community Directory has been produced to ensure that
residents have the information needed to take advantage of the many
opportunities available for health, growth and well-being.
The health of any community can be measured by the caring attitude and
involvement of its people. It is in this area that we are indeed fortunate, as one
look at the number and range of community services which owe their existence
to the voluntary efforts of the Renmark Paringa district residents will reveal.
On behalf of the Council and the community, I would like to welcome you to our
district, and hope that you find this guide informative and useful.
Rod Thomas
Mayor
HOW TO USE THIS DIRECTORY
This directory has been produced by the Renmark Paringa Council to inform
residents of local and other relevant services available. Council are committed to
revise this directory annually, to ensure appropriate updates are carried out.
To find information in the directory you can use the contents page, which
contains main headings and a list of services from a-z.
If you are looking for a specific organisation or type of service, these are listed
alphabetically in the index at the back of this directory. Sport & Leisure Clubs
and Associations, and Community Groups are listed by activity only, not by
name.
If you can not find the information you need about an organisation or service,
please contact the Council Office on 8586 6609 and the staff will endeavour to
help you find what you are looking for.
ABOUT YOUR COUNCIL & DISTRICT
The District Council of Renmark Paringa was established on July 1, 1996 when
the former District Council of Paringa and Corporation of the Town of Renmark
amalgamated. On January 1, 2003, the Council changed its name to Renmark
Paringa Council. The towns of Renmark and Paringa are separated by the River
Murray and access between the two is provided by the historic Paringa Bridge.
This bridge has a lifting span and was, until 1983, used for both rail and road
transport. The former railway corridor now forms part of the walking and
bicycle trail between the two towns. Lyrup, a smaller township of 400 residents
is down stream of Renmark. The following is a brief overview of some of the
features of the District:
• Covers an area of 921 square kilometres
• Has a population of 9836 as at the June 2001 Census
• Has 6 Primary Schools and one High School
• A major wine grape production area
• Extensive areas of stone fruit, citrus, olives and nuts
• Export and domestic market packing and processing facilities
• Cereal crops and wool production
• Angove’s Wines producers of famous “St Agnes” Brandy
• “Olivewood” home of the Chaffey Brothers, Settlers of Renmark, a
National Trust property
• Home of the regional arts facility The Chaffey Theatre
• Home port of “PS Industry” a wood fired paddle steamer
• The McCormick Centre for the Environment
• Extensive sporting and recreational facilities
• A large number of parks, gardens and reserves
The Council area consists of a dry land farming strip along the eastern boundary
adjoining the Victoria/South Australia border. Irrigation has lead to extensive
horticulture activities throughout the remainder of the area. While wine grape
production is significant there are major citrus and nut plantations in existence
together with vegetable and stone fruit production. Major horticultural and
viticultural packers and processors market local produce to both the
international and domestic market and provide significant employment
opportunities to the local community.
4

The area provides an expansive array of sporting and recreation facilities
together with the normal water based activities associated with the River
Murray. Renmark is now a deregulated shopping district and the larger
supermarkets now open 7 days a week. The area is well serviced by various
licensed premises that feature an extensive array of services including
accommodation, entertainment and function catering.
GARBAGE SERVICE
Council contracts its garbage collection to Garbusters, who are responsible for
the collection of garbage from wheelie bins. No other bins will be emptied.
Residents are responsible to provide their own wheelie bin. These can be
purchased from Garbusters, with the prices as follows:
Brand New 240L $90
Second Hand 240L $65
Small 120L $65
If your wheelie bin is not emptied on collection day, please contact Garbusters on
0419 822 817 to arrange for it to be emptied. Garbage collection in the residential
area is included in council rates, however it is not included in horticultural
council rates, therefore horticultural residents will need to organise directly with
Garbusters to have their bins emptied and organise payment.
35

To help identify your bin in the street, write/paint or place stickers on your bin
of your house and street number, and if desired, your name. It is requested that
you do not fill your bin with overly heavy items, such as bricks, tiles etc, as they
may damage or break your bin whilst being manoeuvred and lifted into the
garbage collection truck.
Please do not place your wheelie bin:
• On the sealed road
• Under or next to a tree, power pole, street sign or other obstruction
• Within one (1) metre or behind another wheelie bin
• Behind a parked car
• On uneven ground
Please do not:
• Overfill your bin
• Place anything on top of your bin or lean any objects next to the bin
To find out which day bins are collected in your area, please contact Garbusters
on 0419 822 817.
Your co-operation is sought in maintaining the appearance of the community by
assisting with the prevention of littering. Many road verges continue to be
inundated with litter and it takes considerable effort to restore and maintain their
appearance. Severe penalties exist under the Litter Act 1973 for littering and
several of Council’s Officers are appointed as authorised officers for the purpose
of abating the problems of refuse dumping and littering in unauthorised areas.
You can help by ensuring your garbage is well contained and secure on
collection days, keeping the verge clean near your home and picking up and
disposing if unsightly litter.
NOISE IN DOMESTIC AREAS
The Environment Protection Authority is the Department responsible for noise in
domestic areas. Information can be obtained from them by phone
1800 623 445 or on the internet at www.epa.sa.gov.au .Noise from domestic
premises includes music and party noise, band and drum practice, trail bikes,
revving motor vehicles, hammering, and other non-mechanical construction
noise. When it interferes with the enjoyment of an area by any person living in or
otherwise using it, the noise becomes environmental harm. As these criteria
cannot be measured, they must be assessed subjectively by an attending police
officer, taking into account the time of day and background noise level. The
internet site contains information pertaining to days and times residents are
permitted to use equipment that makes excessive noise. Council would like to
remind residents of the need to have regard for their neighbours.
The following information is available on the EPA’s website:
Equipment
Council Office. Adequate insurance cover of $10 million will be a minimum
prerequisite for the granting of approval to the event organiser. A certificate of
PLANNING AND DEVELOPMENT
Development Plan (Planning) Consent.
The change in use, building work (new and alterations), division of land,
commencement of advertising displays and the like on all land in the Renmark
Paringa Council is controlled by the Development Act.
Development approval is required prior to commencement of development.
Councils Development plan specifies the objectives and principles of
development control and can be viewed at the office or via councils web site at
www.renmarkparinga.sa.gov.au
Please check with the Manager Environmental Services or Councils Development
Assistant prior to commencing any development. We will be happy to advise
when a proposal is or is not Development.
43

Demolition
The demolition of any building or part of a building is “development” and must
not be undertaken unless Development Approval has been issued by Council.
Demolition approval is primarily concerned with site safety protection of public
places and disposal of waste in a suitable manner (i.e. Asbestos) Further
enquiries, phone the Manager Environmental Services or Planning and
Development Assistant at the Council Office on 8586 6609.
Building Rules Consent
Minimum standards for construction of buildings are set by the Building Code of
Australia. This is a national document setting uniform standards for
construction covering structural adequacy, health and amenity building fire
safety, access and egress.
The provisions provide for a minimum acceptable standard for the built
environment to provide for accessible, appealing safe and secure buildings.
Licensed builders are required to undertake building work. If a licensed builder
is not used the work is required to be supervised by a suitably qualified person
unless the work is in the nature of a domestic outbuilding. Building work is
subject to audit inspections to ensure compliance with the approval and
minimum standards and to ensure that building work meets a suitable standard
on behalf of the owners.
When do I need approval?
Approval is required for all building work including new buildings, additions,
internal and external alterations, garages, sheds and carports (even if
prefabricated). You are also required to obtain approval for all plumbing and
drainage work including installation, repair and replacement.
What do I need?
An application for a building approval must be on the approved form and be
accompanied by two sets of plans, specifications, site/location plan and any
other documentation as required by Council and the appropriate fee paid. Plans
must be prepared by a competent person, be of an acceptable standard and
contain sufficient information to indicated likely compliance with the
regulations. Complete details of the requirements are available from the
Building and Planning Department.
Guidelines are also available via council’s web site
(www.renmarkparinga.sa.gov.au)
44

What if I don’t get approval?
Undertaking development without approval is an offence and is subject to large
penalties under the Development Act. In addition to this illegal work is not likely
to be recognised as a saleable asset or in support of a claim for insurance
purposes should an incident occur. It is in the owner’s best interest to achieve
development approval.
Retaining Walls
Any excavation or filling of land which results in a difference in levels of greater
than 1 metre requires suitable retaining. Such a wall/structure is Development
and requires approval. This is primarily to ensure that structural adequacy is
achieved as well as water disposal and appearance factors.
Fences
Any fence in a Flood Zone constructed over 2 metres high requires a building
approval. Council does not become involved in disagreements between
neighbours over boundary fences. The Legal Advice Service based in Adelaide is
happy to give advice on disputes of this nature and can be contacted on
1300 366 424 or on the internet www.sacentral.sa.gov.au/agencies/lsc/lsc.htm or
alternatively you can collect a ‘Fences and the Law’ booklet from the Council
Office. The Legal Advice Service is a free service.
Swimming Pools
All new pools including spas, wading and paddling pools over 300mm deep are
subject to the building approval process and must be fenced with an approved
pool fence.
Home Owners warranty
Domestic construction exceeding a value of $12,000.00 is required to have
indemnity insurance.
Occupation/Completion
For domestic dwellings the builder is required to provide a class 1a statement to
council certifying that the appropriate notifications have been provided, that
building work has been undertaken in accordance with the approval and the
provisions of the building rules, that connections to the building conform with
requirements of the relevant authority or utility, that conditions have been
complied with and that the building is safe to occupy.
45

Building other than dwellings or class 10 structures are required to hold a
certificate of Occupancy prior to any occupation occurring. This is to certify that
the building has been constructed in accordance with the approval and building
rules, that essential safety provisions have been installed and are operational,
that connections to the building conform with requirements of the relevant
authority or utility, that conditions have been complied with and that the
building is safe to occupy.
If you have any other or more specific inquiries please feel free to contact the
Environmental services department on phone 8586 6609, fax 8586 6542. Email
RATES
Property Valuations are undertaken by the State Governments Valuation
Division.
All records of sales are kept by Council and by the State Government and this
information assists the Government Valuer in determining appropriate valuation
levels for each property.
Rating
While property valuations form the basis of rating the final amount of rates paid
by the individual ratepayer is determined by the amount of rate in the dollar
levied by the Council and by the services available to the property.
Before proceeding to strike any rate council prepares an estimate of expenditure
and revenue required for the next year. The rate is struck by comparing total
valuations to the revenue required and rates are then apportioned against each
property on the basis of the individual valuations.
Council sets a minimum rate which in effect is the minimum amount payable on
any property regardless of valuation. In addition, there is a minimum
Emergency Services Levy rate set by the State Government which is payable on
every rateable property.
Rates Payments and other Charges
As an assistance to ratepayers Council offers a system of payment for
rates/charges. Rates may be paid in full with one payment or by quarterly
instalments. Payment of rates are due within 30 days of the issue of the notice.
Late payments will incur at 2% fine, and each month thereafter 0.73% interest on
top of the rates due and fine incurred.
46

Payments can be made at the Council Office, Paringa IGA Store, Lyrup General
Store, by post (do not send cash in mail), telephone and internet payments can be
made through BPAY. Cheques and money orders should be made payable to
“Renmark Paringa Council” and marked “Not Negotiable”. Credit Card and
EFTPOS facilities are now available at the Council Office. Information on
payments can be obtained from the Rates Officer.
Pensioner Rate Remissions
Ratepayers who hold a Pensioner Concession Card (Centrelink) or Repatriation
Health Card (Department of Veteran Affairs Goldcard) and who meet the
application requirements are eligible for a rate rebate. A pensioner is required to
make an initial application for the remission. Applicant’s details are then
forwarded to SA Water for approval. Once approval has been granted by SA
Water, Council is informed of the approval. The Rates Officer will then contact
the applicant by letter to inform them of the approval and the amount that will
be discounted from their rates. Pensioners are requested to contact the Rates
Officer for a form or any further details.
Holders of a Seniors Card may apply to Revenue SA for a Self-funded Retirees
Concession. Application forms are available at the Council Office.
A concession is available to some Health Care Card holders who fit the criteria
by Family & Youth Services. Application should be made to FAYS Office in Kay
Avenue, Berri, or phone 8595 2400.
Valuation Definitions
Land Value (LV) – This valuation is generally the valuation pertaining to the
land exclusive of visible improvements.
Capital Value (CV) – This valuation is generally the total value of the property
including land and improvements.
Revaluation of Land
The Land Valuation Act provides that land is revalued at least every ten years
and in the case of new improvements to the land following notification by the
Councils building department.
Ratepayers have the opportunity to object to valuations of land following the
revaluation conducted by the Valuer General Department. The requirements for
lodging an objection to valuations are usually advised by that department when
your revised valuation is sent to you.
STREET LIGHTS
Street lights are generally the responsibility of ETSA, who owns them. If you see
a street light that is not working or has been damaged, you can contact the
Council Office who will complete a form and fax it to ETSA to request fixing.
TRANSPORT
Unfortunately there is no mode of public transport, such as buses or trains in our
council district, however there are a small number of community transport
schemes available.
Riverland Community Transport Scheme
The Riverland Community Transport Scheme is administered by the Berri
Barmera Council and is one of several Community Passenger Networks
operating across rural South Australia. The scheme is available to eligible
residents who live within the boundaries of the Loxton Waikerie, Renmark
Paringa and Berri Barmera Councils. Transport is provided either by our Scheme
vehicles driven by volunteers or through the use of local commercial operators
(eg Taxis).
How can the Scheme be used? – Due to funding guidelines of the Scheme, it is
necessary for an evaluation form to be completed which determines the
eligibility of each applicant. You may be frail, elderly, have a disability, or
simply be isolated. Those deemed eligible will be issued with a transport
booking number for future use. Evaluation forms are available from the Berri
and Barmera Council Offices as well as scheme vehicles and should be returned
to the Scheme Co-ordinator, PO Box 229, Berri SA 5343.
For what purpose can the Scheme be used? – You may require transport to:
• Visit your doctor, dentist or specialist
• Attend a job interview or appointment
• Attend education and training
• Visit a government office
• Visit a friend or relative
• Visit the hospital
• Go shopping or to the bank
How can the Service be obtained? – Ring 1800 334 882 (free call). Bookings can
be made between 8:30am and 4:00pm Monday to Friday. The service does not
operate on weekends and public holidays. The out-of-hours emergency and/or
cancellation number is 0407 396 987.
52

While the scheme is a community service, a donation by passengers toward the
day to day vehicle costs of the scheme will be greatly appreciated. A donation
can be given to the Transport driver who will issue a receipt. A return trip is
generally referred to when the duration at the destination is approx 1 hour.
Otherwise passengers can be picked up and returned at later times as requested
when booking.
Renmark Taxi Service
The Renmark Taxi Service runs 24 hours a day, 7 days a week around most
Riverland towns. They can be contacted on 0408 851 155 to arrange a pick up.
This is not a free service.
