Rates include operating, building, and student<br />

activities fees. A student must carry at least <strong>12</strong><br />

credits to be considered full-time for funding from<br />

federal and state financial aid programs, Veterans<br />

Administration, Social Service, and most other<br />

outside agencies. The college reserves the right to<br />

change tuition rates and any fees without notice to<br />

comply with state or college regulations or policies.<br />

Tuition and Fees<br />

Residency<br />

A Washington State resident must have<br />

lived continuously in Washington State<br />

for the last <strong>12</strong> months. A student cannot<br />

qualify as a legal resident of Washington<br />

for tuition calculation purposes if she/he<br />

possesses a valid out-of-state driver’s<br />

license, vehicle registration, or other<br />

documents that give evidence of being a<br />

legal resident of another state.<br />

For state-supported class tuition<br />

purposes, a Washington State resident is<br />

one who is a U.S. citizen or one who has<br />

permanent resident immigration status,<br />

or conditional entrant status,<br />

AND<br />

1. Has established a domicile (residence)<br />

in Washington State primarily for<br />

purposes other than educational for<br />

the period of one year immediately<br />

prior to the first day of the quarter and<br />

was financially independent from<br />

parents or legally appointed guardians<br />

for the calendar year during which<br />

college enrollment begins,<br />

OR<br />

State Support for Higher Education<br />

Through Opportunity Pathways, Washington<br />

State provides a variety of financial aid programsto<br />

help students and their families pay for college.<br />

Pursuant to RCW 28B.15.0681, theapproximate<br />

level of state support received by students is being<br />

provided to the colleges.<br />

The following table indicates average state<br />

support by tuition category for students attending<br />

community and technical colleges for the academic<br />

year <strong>2011</strong>-20<strong>12</strong>.<br />

2. Is a financially dependent student, one<br />

or both of whose parents or legal<br />

guardians have maintained a domicile<br />

in Washington State for at least one<br />

year immediately prior to the last day<br />

of the quarter.<br />

Typically, state residents document their<br />

legal residence in Washington State by<br />

showing that for the entire <strong>12</strong> months<br />

immediately preceding the beginning of<br />

the quarter, they have done all of the<br />

following:<br />

1. Held a Washington driver’s license or<br />

identification card,<br />

2. Had their vehicle registered in<br />

Washington State, and<br />

3. Have been registered to vote in<br />

Washington.<br />

There are some exceptions to these<br />

general rules (e.g., for active military<br />

personnel, for some employees of public<br />

institutions of higher education, etc.).<br />

Certain students who are not permanent<br />

residents or citizens of the United States<br />

may be eligible for resident tuition rates.<br />

To be eligible they must have:<br />

Resided in Washington State for the<br />

three years immediately prior to<br />

receiving a high school diploma, and<br />

completed the full senior year at a<br />

Washington high school,<br />

OR<br />

Completed the equivalent of a high<br />

school diploma and resided in<br />

Washington State for the three years<br />

immediately before receiving the<br />

equivalent of the diploma,<br />

AND<br />

Continuously resided in the state since<br />

earning the high school diploma or its<br />

equivalent.<br />

Students who meet the above criteria and<br />

have filed an application for admission<br />

must submit a signed affidavit to the<br />

Kodiak Corner main counter. The affidavit<br />

is available online, at the Kodiak Corner<br />

main counter, or call 425.352.8860.<br />

Fees<br />

The amount assessed for each of the fees<br />

identified below is published in the<br />

quarterly schedule of classes.<br />

Adult Basic Education, ESL, and GED<br />

Preparation<br />

There is a $25 per quarter fee charged to<br />

students enrolled in federally funded or<br />

grant funded classes. Students who<br />

demonstrate need may have the fee waived.<br />

Admission Application Fee $30<br />

Assessment of Prior Learning/Course<br />

Challenge $16.25 per credit<br />

A non-refundable fee is charged for<br />

challenged courses. Successful completion<br />

of the preparation course is a prerequisite.<br />

Certification Examinations<br />

A fee is charged for examinations for<br />

certification which are administered.<br />

Class Fee<br />

Individual classes may also have lab or<br />

other fees that will be charged in addition<br />

to the basic credit hour rate. These fees are<br />

listed in the quarterly schedules.<br />

Clinical, Phlebotomy $22.85<br />

Students enrolled in phlebotomy clinicals<br />

are charged the materials fee to help<br />

defray the cost of consumable supplies<br />

and special materials.<br />

Computer Account $20.00 per quarter<br />

for non-credited students<br />

This fee covers your optional individual<br />

email account, file storage, and network<br />

access from campus.<br />

eLearning, Online $43.25 per course<br />

Students who enroll in classes conducted<br />

entirely or predominantly online are<br />

charged the fee to help defray the costs of<br />

course licensing fees, technology, and<br />

technical support.<br />
