Military enterprises controll<strong>in</strong>g <strong>gas</strong> <strong>revenue</strong>s?<br />

UMEHL, <strong>the</strong> Union of Myanmar Economic Hold<strong>in</strong>g Limited (known<br />

<strong>in</strong> Burmese as “U Pai”) is a military-run enterprise that manages <strong>the</strong><br />

Armed Forces’ pension fund. Formed <strong>in</strong> 1990 by <strong>the</strong> military <strong>and</strong> run by<br />

military officials, UMEHL was <strong>the</strong> first military-run bus<strong>in</strong>ess enterprise<br />

after <strong>the</strong> crackdown on student upris<strong>in</strong>gs <strong>in</strong> 1988.<br />

<strong>The</strong> company is well known as a major arms dealer <strong>for</strong> <strong>the</strong> military<br />

regime as 40% of <strong>the</strong> company’s shares are owned by <strong>the</strong> Directorate<br />

of Procurement at <strong>the</strong> War Office <strong>and</strong> a major shareholder is <strong>the</strong><br />

M<strong>in</strong>istry of Defence. 31 <strong>The</strong> rema<strong>in</strong><strong>in</strong>g 60% of shares are held by<br />

regional comm<strong>and</strong>s <strong>and</strong> active <strong>and</strong> retired military officers, <strong>in</strong>-service<br />

military personnel, 1,467 military units, 6,069 military personnel, <strong>and</strong><br />

89 veteran organization committees. 32 As <strong>oil</strong> <strong>and</strong> <strong>gas</strong> <strong>revenue</strong>s are <strong>the</strong><br />

s<strong>in</strong>gle largest <strong>in</strong>come source <strong>for</strong> <strong>the</strong> regime, it is widely believed that<br />

UMEHL has access to <strong>the</strong>se <strong>revenue</strong>s <strong>for</strong> <strong>the</strong> purchase of weapons. 33<br />

In Burma <strong>the</strong> exploration, extraction, sale, <strong>and</strong> production of <strong>oil</strong> <strong>and</strong><br />

natural <strong>gas</strong>, as well as o<strong>the</strong>r natural resources, are undertaken by State<br />

Owned Enterprises which are commonly chaired by active or <strong>for</strong>mer<br />

military generals. <strong>The</strong>re are 46 state-owned enterprises (SOEs) <strong>in</strong><br />

Burma which provide <strong>revenue</strong>s <strong>for</strong> <strong>the</strong> regime from <strong>the</strong> sale of timber,<br />

gems, <strong>oil</strong> <strong>and</strong> <strong>gas</strong>, <strong>and</strong> m<strong>in</strong>erals. In 2007, accord<strong>in</strong>g to <strong>the</strong> Burmese<br />

Bus<strong>in</strong>ess Investment Group, SOEs earned more than US$ 3 billion <strong>in</strong><br />

profits. 34 UMEHL, toge<strong>the</strong>r with <strong>the</strong> Myanmar Economic Corporation<br />

(MEC), ano<strong>the</strong>r military enterprise, have been <strong>in</strong>volved <strong>in</strong> a majority<br />

of bus<strong>in</strong>ess activities <strong>in</strong> Burma <strong>for</strong> over twenty years <strong>in</strong> sectors rang<strong>in</strong>g<br />

from gem production <strong>and</strong> garment factories to wood <strong>in</strong>dustries,<br />

food <strong>and</strong> beverages, supermarkets, bank<strong>in</strong>g, hotels <strong>and</strong> tourism,<br />

telecommunications, steel production, transportation, construction,<br />

<strong>the</strong> cement <strong>in</strong>dustry, automobiles, cosmetics, <strong>and</strong> trade. 35 Many major<br />

<strong>for</strong>eign <strong>in</strong>vestments are channelled through UMEHL, which s<strong>in</strong>ce 1999<br />

has set up 50 jo<strong>in</strong>t ventures with <strong>for</strong>eign firms. 36 UMEHL currently owns<br />

a total of 38 bus<strong>in</strong>esses <strong>and</strong> ma<strong>in</strong>ta<strong>in</strong>s <strong>in</strong>terest <strong>in</strong> n<strong>in</strong>e jo<strong>in</strong>t ventures<br />

with <strong>for</strong>eign companies. 37<br />

UMEHL has enjoyed <strong>the</strong> privilege of tax exemption s<strong>in</strong>ce it was <strong>for</strong>med.<br />

In January 2011, Burma’s Internal Revenue Department announced<br />

a new law target<strong>in</strong>g companies that evade taxes. However, UMEHL<br />

<strong>and</strong> several o<strong>the</strong>r government enterprises rema<strong>in</strong> exempt from this<br />

regulation <strong>and</strong> are not required to pay taxes. 38<br />
