Former military officers control key positions <strong>in</strong> new government<br />

Follow<strong>in</strong>g Burma’s military-controlled elections <strong>in</strong> November 2010,<br />

a new parliament opened <strong>in</strong> March 2011. Former military officers,<br />

<strong>in</strong>clud<strong>in</strong>g President <strong>The</strong><strong>in</strong> Se<strong>in</strong> <strong>and</strong> 28 out of 35 high level cab<strong>in</strong>et<br />

m<strong>in</strong>isters, control key positions <strong>in</strong> this new regime. All 28 <strong>for</strong>mer<br />

military officers resigned <strong>the</strong>ir military posts just weeks be<strong>for</strong>e <strong>the</strong><br />

election.<br />

Under <strong>the</strong> new government, Burma’s largest money-mak<strong>in</strong>g sectors<br />

- energy, m<strong>in</strong><strong>in</strong>g, <strong>and</strong> electricity - are m<strong>in</strong>istered by <strong>for</strong>mer military<br />

generals. <strong>The</strong> M<strong>in</strong>istry of F<strong>in</strong>ance <strong>and</strong> Revenue, critical <strong>in</strong> manag<strong>in</strong>g<br />

import <strong>and</strong> export <strong>revenue</strong>s, is now m<strong>in</strong>istered by U Hla Tun, head of<br />

<strong>the</strong> F<strong>in</strong>ance <strong>and</strong> Revenue department under <strong>the</strong> Than Shwe regime.<br />

<strong>The</strong> follow<strong>in</strong>g laws <strong>and</strong> practices enacted s<strong>in</strong>ce <strong>the</strong> election have<br />

cemented <strong>the</strong> military’s position, legaliz<strong>in</strong>g <strong>the</strong> advantages <strong>and</strong><br />

protections that <strong>the</strong> armed <strong>for</strong>ces <strong>and</strong> its companies enjoy.<br />

Budgetary process is not transparent<br />

In 2011 <strong>the</strong> national budget was publically disclosed <strong>for</strong> <strong>the</strong> first time<br />

<strong>in</strong> decades. 45 <strong>The</strong> budget was enacted by <strong>the</strong> military be<strong>for</strong>e <strong>the</strong> new<br />

legislature opened its first session on January 31, giv<strong>in</strong>g <strong>the</strong> Parliament<br />

no oversight of expenditures.<br />

In 2012, a budget drafted by <strong>the</strong> president was submitted to Parliament<br />

<strong>for</strong> some debate on allocation decisions, which was an improvement<br />

over <strong>the</strong> previous year. However, <strong>the</strong> source of budget <strong>revenue</strong>s,<br />

<strong>in</strong>clud<strong>in</strong>g <strong>revenue</strong>s from <strong>the</strong> sale of <strong>oil</strong> <strong>and</strong> <strong>gas</strong>, rema<strong>in</strong> undisclosed.<br />

This makes it impossible to calculate whe<strong>the</strong>r all <strong>gas</strong> payments have<br />

been entered <strong>in</strong>to <strong>the</strong> budget <strong>and</strong>, if so, at what exchange rate. This<br />

lack of <strong>transparency</strong> makes it impossible to allocate <strong>gas</strong> <strong>revenue</strong>s <strong>for</strong><br />

specific expenses, such as social spend<strong>in</strong>g. <strong>The</strong> budgetary process <strong>for</strong><br />

state budgets also rema<strong>in</strong>s opaque.<br />

Given <strong>the</strong> limited nature of debates with<strong>in</strong> <strong>the</strong> Parliament thus<br />

far, how much genu<strong>in</strong>e <strong>in</strong>put <strong>in</strong>to or control over budget allocation<br />

decisions MPs will have rema<strong>in</strong>s unclear. It must be remembered that<br />

25% of seats <strong>in</strong> Parliament are held directly by military personnel <strong>and</strong><br />

a fur<strong>the</strong>r 58% are held by <strong>the</strong> military-backed USDP party. Accord<strong>in</strong>g<br />

to <strong>the</strong> Myanmar Times, <strong>the</strong> military will receive about US$2.3 billion <strong>in</strong><br />

<strong>the</strong> 2012 budget, a 36% <strong>in</strong>crease from <strong>the</strong> 2011 fiscal year. 46<br />
