Gas & Plumbing Inspector<br />
During <strong>FY</strong>07 there was a slow down in Single<br />
Family Homes. There were a lot <strong>of</strong> additions<br />
to existing homes which included new<br />
plumbing & gas.<br />
Hannaford supermarket was in the process <strong>of</strong><br />
remodeling the complete store.<br />
St Mary’s Church added an activities center &<br />
<strong>of</strong>fices to the church and Precision Engineering<br />
added more warehouse space onto their building<br />
on Industrial Drive<br />
There were 198 Plumbing permits issued during<br />
the Fiscal year <strong>2007</strong>; <strong>of</strong> those16 were commercial:<br />
Fees collected Residential $ 16,532.00<br />
Fees collected Commercial $ 8,860.00<br />
Total Fees $ 25,392.00<br />
There were 170 Gas permits issued during the<br />
Fiscal year <strong>2007</strong> out <strong>of</strong> those 18 were for<br />
commercial:<br />
Fees collected Residential $ 7,121.00<br />
Fees collected Commercial $ 850.00<br />
Total Fees $ 7,971.00<br />
Total Gas & Plumbing<br />
Fees Collected $ 44,275.00<br />
All Plumbing and Gas work was inspected and<br />
approved or corrected and re-inspected for<br />
approval according to the State <strong>of</strong> Massachusetts.<br />
There were over 586 inspections completed.<br />

Emergency Management and<br />
Local Emergency Planning<br />
The National Homeland Security Directive<br />
HSPD-5 has required that a National<br />
Incident Management System (NIMS) be established<br />
and communities was adopted by formal<br />
declaration <strong>of</strong> the Board <strong>of</strong> Selectman on June<br />
10, 2006. This action designates the Incident<br />
Command System <strong>of</strong> Management for all critical<br />
departments in the event <strong>of</strong> a disaster or catastrophic<br />
event. We have continued to focus on<br />
the NIMS requirements, which provide a consistent<br />
nationwide template to enable Local, State<br />
and Federal agencies to work together effectively.<br />
The second phase <strong>of</strong> NIMS implementation<br />
has required all functional responders in the<br />
operation level be certified in ICS 200. It has<br />
been the focus <strong>of</strong> this Department to facilitate<br />
training and pursue alternative sources <strong>of</strong> funding<br />
to accomplish this mission. All mandates<br />
were met and the required responders certified.<br />
<strong>Uxbridge</strong> Emergency Management continued<br />
with facilitation <strong>of</strong> school security and emergency<br />
planning and exercises. Several very successful<br />
drills were conducted within the<br />
<strong>Uxbridge</strong> School system with the cooperation <strong>of</strong><br />
the Superintendent, School Principals, Crisis<br />
Intervention and Response Teams, Police, CERT<br />
and Fire personnel.<br />
The <strong>Uxbridge</strong> Citizens Emergency Response<br />
Team (C.E.R.T) was successful in receiving a<br />
grant providing personal protective equipment<br />
for each member. The team has been active in<br />
supporting police, fire and emergency management<br />
functions. Several members have participated<br />
in Massachusetts Emergency<br />
Management training opportunities.<br />
The Central Massachusetts Planning<br />
Commission has been working with our agency<br />
to complete mapping <strong>of</strong> our protected infrastructure<br />
and hazardous occupancy exposures.<br />
This map will contain site information that is<br />
useful in conducting threat assessments for our<br />
community. It will be available in an electronic<br />
format to all emergency responders in the event<br />
<strong>of</strong> a disaster.<br />
In cooperation with the <strong>Uxbridge</strong> Board <strong>of</strong><br />
Health and the Massachusetts Department <strong>of</strong><br />
Public Health we have been active in pandemic<br />
planning. As director I have attended training<br />
and become an instructor for Continuity <strong>of</strong><br />
Government Operations or commonly referred<br />
to as COOP planning. This function incorporates<br />
a plan <strong>of</strong> succession for continued operations<br />
<strong>of</strong> vital community services in the event <strong>of</strong><br />
a disaster that disrupts the <strong>Town</strong>s ability to provide<br />
citizens with normal government services.<br />
Efforts in completing the <strong>Town</strong>’s plan are ongoing.<br />
Once again I would like to thank the <strong>Town</strong><br />
department heads and elected <strong>of</strong>ficials for their<br />
continued support. The volunteers who give so<br />
generously <strong>of</strong> their personal time and security<br />
cannot be commended enough for their<br />
participation.<br />

Chairman LEPC<br />
<strong>Uxbridge</strong> Fire Department<br />
The Fire Department is the service provider<br />
for the community responsible for fire suppression,<br />
rescue and emergency medical services.<br />
Personnel also provide fire prevention services<br />
through plan review, inspections, and participation<br />
in the planning process in cooperation<br />
with the Building Inspector and Planning<br />
Department and public education through<br />
school and community programs. Members<br />
include 11 full-time Firefighter/EMTs and 29<br />
“on-call” members operating from three stations.<br />
We provide intermediate life support (ILS)<br />
ambulance service with two ambulances serving<br />
the town.<br />
On Saturday, February 24, <strong>2007</strong> EMT Bernie<br />
Gervais passed away suddenly at age 78. Bernie<br />
had retired from the department several years<br />
ago after more than ten years <strong>of</strong> service on the<br />
Ambulance. Throughout that time he served as<br />
a capable EMT as well as mentor to new members<br />
<strong>of</strong> our squad. He served in various other<br />
capacities in <strong>Town</strong> government and we are<br />
honored to have had him on our department.<br />
There are several personnel changes to report<br />
this year. New appointments as firefighter<br />
included James Huth and Micheal Bosma both<br />
appointed as reserve members. Jim has been<br />
serving as an EMT on the ambulance for some<br />
time and Micheal was our student intern from<br />
<strong>Uxbridge</strong> High School during the previous<br />
school year. Firefighters Kevin Feen and Roger<br />
Lavallee have been certified as EMT-Paramedic.<br />
Both <strong>of</strong> these individuals put incredible effort<br />
and personal investment into reaching this<br />
goal. Three members have left the department<br />
over this past year. Thanks to Firefighters Rob<br />
Kimball, Brad Chabot and Barry Smith for their<br />
service.<br />
We continued our successful internship program<br />
in association with the <strong>Uxbridge</strong> High<br />
School. Jeff Hutchinson spent the school year<br />
with us and spent countless hours learning the<br />
