We have 86 one bedroom units located at<br />
Calumet and Centennial Court, and 14 three<br />
bedroom, and 22 two bedroom units located at<br />
Veterans Parkway and High Street. Additionally<br />
we have lease agreements with Alternatives<br />
Unlimited and Glavin Regional Center to operate<br />
2 homes for 16 individuals.<br />
Eligibility requirements are posted in the<br />
<strong>of</strong>fice located at Calumet Court. These requirements<br />
have been updated to reflect the changes<br />
in Income Limits, and Veterans Preference<br />
Monthly meetings <strong>of</strong> the board, open to all,<br />
are held on the first Monday <strong>of</strong> each month at<br />
6:30 PM in the Administration Building at<br />
Calumet Court. The Annual Meeting is held on<br />
the second Monday in September at 6:30 PM.<br />
Meeting notices are posted at the <strong>Town</strong> Hall and<br />
the <strong>of</strong>fice.<br />
We regret the sudden loss <strong>of</strong> Bernard Gervais,<br />
Chairman and long-standing member <strong>of</strong> the<br />
Housing Authority. We will miss his support <strong>of</strong><br />
public housing, as well as his wit, humor and<br />
his willingness to engage in conversation<br />
throughout the community.<br />

Insurance Advisory Committee<br />
The Insurance Advisory Committee (IAC) is a<br />
State-legislated Committee that consists <strong>of</strong><br />
representatives from each <strong>of</strong> the employee bargaining<br />
units, management, and retired<br />
employees. The purpose <strong>of</strong> the IAC is to discuss<br />
proposed initiatives related to employee/retiree<br />
insurance benefits and make recommendations<br />
to the Board <strong>of</strong> Selectmen.<br />
The IAC met many times throughout the year,<br />
researching options for a comprehensive<br />
approach to modifications to the health insurance<br />
plans for employees and retirees. As a<br />
result <strong>of</strong> these efforts, the IAC made a recommendation<br />
to the Board <strong>of</strong> Selectmen in March<br />
to increase co-pays for <strong>of</strong>fice visits, emergency<br />
room visits, and in-hospital stays, with step<br />
increases over two years for the employee plans.<br />
It was estimated at the time by the <strong>Town</strong>’s<br />
insurance advisor that this would save the <strong>Town</strong><br />
approximately $100,000 annually. The IAC also<br />
reviewed the Section 18 proposal the <strong>Town</strong> was<br />
pursuing. Because the recommended co-pay<br />
increases in the employee insurance plans<br />
brought those plans in-line with the Medicare<br />
plans, the IAC recommended in June the adoption<br />
<strong>of</strong> Section 18, provided the <strong>Town</strong> treat the<br />
Medicare B premium as part <strong>of</strong> the cost <strong>of</strong><br />
insurance in determining the <strong>Town</strong> contribution<br />
amount. Paying the Medicare B premium<br />
is required in order to have Medicare insurance,<br />
therefore it is part <strong>of</strong> the insurance cost.<br />

Veterans’ Services<br />
The Veterans’ Services Department is a mandated<br />
position in the Commonwealth <strong>of</strong><br />
Massachusetts. Any city or town with a population<br />
<strong>of</strong> 12,000 or more is required to have a<br />
full-time Veterans’ Services Officer (VSO). The<br />
primary duty is to assist veterans and their<br />
dependants in applying for state and federal veterans<br />
benefits. This year because <strong>of</strong> a more<br />
robust outreach initiative, more veterans/dependants<br />
are seeking the aid <strong>of</strong> State Veterans<br />
Benefits (M.G.L. Chapter 115). These benefits<br />
can be applied for confidentially with the VSO.<br />
Benefits can include reimbursement <strong>of</strong> out-<strong>of</strong>pocket<br />
medical expenses and fuel assistance.<br />
The Welcome Home Bonus for active duty<br />
personnel and veterans <strong>of</strong> the Global War on<br />
Terrorism is an underutilized benefit. Those eligible<br />
should contact the VSO to apply for this<br />
tax-free bonus.<br />
Many veterans continue to take advantage <strong>of</strong><br />
VA Healthcare benefits. Enrollment forms are<br />
available at my <strong>of</strong>fice. In many cases, free<br />
transportation to the VA Medical Center can be<br />
arranged. Veterans are finding they will save on<br />
prescription costs. Military Discharge Form<br />
DD214 is the document necessary to obtain any<br />
veterans’ benefits. If you have lost or misplaced<br />
yours, I should be able to obtain a copy for you.<br />
During <strong>FY</strong>07, $38,075.99 in benefits was disbursed<br />
for <strong>Uxbridge</strong> veterans/dependants, an<br />
increase <strong>of</strong> $11,795.88 over the previous year.<br />
The Commonwealth reimburses 75% <strong>of</strong> authorized<br />
benefits to the town.<br />

Blanchard Reuse Committee<br />
The Blanchard Reuse Committee was<br />
charged with having a study done on the<br />
Blanchard Building on Hartford Avenue East in<br />
North <strong>Uxbridge</strong> to determine the feasibility and<br />
costs <strong>of</strong> having the building reused as a community/town<br />
<strong>of</strong>fice building.<br />
The Blanchard Committee applied for and<br />
obtained a grant from MA Historical<br />
Commission to complete this study.<br />
In July <strong>of</strong> 2006, the Blanchard Reuse<br />
Committee made a recommendation to the<br />
Board <strong>of</strong> Selectmen to hire the firm <strong>of</strong> Durland-<br />
Van Voorhis Architects to conduct the feasibility<br />
study. The Blanchard Committee felt this firm<br />
was the best-qualified applicant based on their<br />
presentation to the Committee, their work on<br />
similar buildings and their attention to historic<br />
details and preservation.<br />
In August, <strong>Town</strong> Manager Jill Myers held a<br />
kick-<strong>of</strong>f meeting for all departments to meet the<br />
architect, Charles Van Voorhis.<br />
By the end <strong>of</strong> September, three separate invitations<br />
had been sent to all <strong>Town</strong> Departments<br />
and Committees to meet with the Blanchard<br />
Committee and the architect to discuss space<br />
