Justificati<strong>on</strong><br />

4.13 The Neighbourhood Plan process has not identified an overwhelming urge to <strong>on</strong>ly accommodate<br />

the needs of local people or those with a local c<strong>on</strong>necti<strong>on</strong>. Equally however, it has been str<strong>on</strong>gly<br />

felt by the community that <str<strong>on</strong>g>Rollest<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <strong>Dove</strong> is not an appropriate locati<strong>on</strong> for significant growth<br />

in housing that will make a major c<strong>on</strong>tributi<strong>on</strong> to accommodating the wider housing needs of<br />

East Staffordshire borough. <str<strong>on</strong>g>Rollest<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <strong>Dove</strong> is a village and lacks the services to support such<br />

growth.<br />

4.14 Whilst categorised as a Strategic Village in the emerging Local Plan, it is not c<strong>on</strong>sidered by the<br />

Parish Council or the Neighbourhood Plan Steering Group that <str<strong>on</strong>g>Rollest<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <strong>Dove</strong> performs this<br />

functi<strong>on</strong> in the way that the Strategic Villages should do, as envisaged by the Local Plan<br />

Preferred Opti<strong>on</strong>. The principal reas<strong>on</strong> for this is that the village lacks the full range of services<br />

which are required to serve a wider rural catchment area. Also, some of the key services it does<br />

have are at capacity and are therefore unable to serve significant further growth.<br />

4.15 Indeed, <str<strong>on</strong>g>Rollest<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <strong>Dove</strong>’s proximity to Burt<strong>on</strong> <strong>on</strong> Trent has inevitably had the effect of<br />

restricting its growth and the growth of services in the village. People from the wider catchment<br />

look to Burt<strong>on</strong> <strong>on</strong> Trent for many of their basic services, not to <str<strong>on</strong>g>Rollest<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <strong>Dove</strong>. This is shown<br />

by the map in Figure 4.1.<br />
