Windfalls<br />

4.63 The remaining balance of dwellings required to deliver Policy H1 shall be achieved <strong>on</strong> windfall<br />

sites within the village boundary.<br />

Objectives of the policy<br />

4.64 The policy seeks to ensure that a range of appropriate sites come forward to deliver the housing<br />

requirements of <str<strong>on</strong>g>Rollest<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <strong>Dove</strong> parish over the lifetime of the plan. These sites are all<br />

c<strong>on</strong>sidered to be sustainable in terms of their proximity to the services in the village. Moreover,<br />

they are able to deliver the requirements of Policy H2 and the needs of older people.<br />

4.65 The phasing in the policy seeks to ensure that all the allocated sites do not come forward in the<br />

first few years of the plan period, which would potentially subject the key services in <str<strong>on</strong>g>Rollest<strong>on</strong></str<strong>on</strong>g><br />

<strong>on</strong> <strong>Dove</strong> to unacceptable levels of strain.<br />

Policy H5a: Housing allocati<strong>on</strong>s and phasing – Land at Knowles Hill<br />

Land at Knowles Hill shall provide approximately 12 dwellings. This shall predominantly be for 1-<br />

and 2-bed properties.<br />

An alternative scheme <strong>on</strong> the land at Knowles Hill delivering a lower number of units will <strong>on</strong>ly be<br />

c<strong>on</strong>sidered acceptable if:<br />

- it does not compromise the potential to deliver the overall housing requirement as identified<br />

in Policy H1; and<br />

- sites coming forward later in the plan period would not have to provide an unacceptably high<br />

number of housing units addressing older pers<strong>on</strong>’s needs, such that this could compromise<br />

the viability of the overall scheme.<br />

Where possible, the existing residential property <strong>on</strong> the site should be retained.<br />

The site is not to come forward in the first 5 years of the plan period unless the permissi<strong>on</strong> for<br />

residential development at Meadow View is not delivered and the permissi<strong>on</strong> expires.<br />

Policy H5b: Housing allocati<strong>on</strong>s and phasing – Land off Shotwood Close<br />

Land off Shotwood Close shall provide approximately 12 dwellings. This shall be a mix of 2-, 3-<br />

and 4-bed properties.<br />

The site is not to come forward in the first 5 years of the plan period.<br />
