Environmental Report Aberdeen Offshore Wind Farm Onshore Transmission Works December 2012 4 ENVIRONMENTAL APPRAISAL PROCESS, SCOPING AND CONSULTATION RESPONSES 189 This Chapter of the Environmental Report (ER) outlines the environmental assessment process that has been undertaken in relation to the proposed Aberdeen Offshore Wind Farm (AOWF) onshore transmission works (the ‘Proposed Development’). 190 Although not required, the supporting environmental appraisal process for the Proposed Development has been undertaken to Environmental Impact Assessment (EIA) standards, and has involved the following key stages: • initial development of design concepts and site / route options • baseline data gathering, including site survey work • confirmation of site / route and evolution of design • scoping of the assessment with Aberdeenshire Council and consultees • assessment of impacts (including any indirect/secondary and cumulative impacts) • development of mitigation and enhancement measures (where necessary), and identification of residual impacts • preparation of the Environmental Report 191 A systematic analysis of the potential impacts of the Proposed Development in relation to the existing baseline environment has been carried out. The assessment has been undertaken in order to identify the likely significant environmental effects. The generic methodology is set out later in this chapter but each assessment sets out the methodology applied to the particular assessment chapter. 192 The process followed by AOWFL and its consultants ensures that the potential impacts associated with design, construction, operation and decommissioning have been identified and assessed and, where necessary, appropriate mitigation strategies adopted. Monitoring of some of the mitigation measures would continue during the operational phase of the project. 193 This Environmental Report (ER) has been written with due regard to the Guidelines for EIA issued by IEMA in 2004, and with other guidance documents as discussed within the relevant chapters. 4.1 Scoping and Consultation 194 Prior to advice from the local authority that the project was NOT considered to be an EIA development, early consultation was undertaken as if Regulation 14 of the EIA Regulations (2011) applied. Accordingly, in September 2012, a request for an EIA Scoping Opinion was made to Aberdeenshire Council for the Proposed Development to facilitate the export of electricity from AOWF – see Appendix 4A. 195 The request contained information on the proposal, the proposed content of any environmental statement; and the proposed desk and field study methods which would be used to collect information for the studies to be presented.
