salary awards differed with CSC because <strong>of</strong><br />

1 G.C.A. § 1907(b), which states that the<br />

“salaries <strong>of</strong> the <strong>Public</strong> Auditor and his or her<br />

staff shall be fixed by the Department <strong>of</strong><br />

Administration in accordance with the Hay<br />

methodology.”<br />

As a result, DOA has not processed salary<br />

increments for unclassified OPA staff above<br />

step 10 since March <strong>2006</strong>. DOA has<br />

requested legislation to clarify the intention<br />

<strong>of</strong> the Legislature in this regard, and to<br />

avoid further interruption <strong>of</strong> the processing<br />

<strong>of</strong> OPA personnel matters.<br />

In late <strong>2006</strong>, legislation was proposed to<br />

allow the <strong>Public</strong> Auditor the flexibility to<br />

make salary adjustments similar to other<br />

elected <strong>of</strong>ficials. In 2007, similar legislation<br />

was again introduced. We urge the<br />

Legislature to allow the <strong>Public</strong> Auditor the<br />

flexibility to make salary adjustments that<br />

are afforded other elected <strong>of</strong>ficials.<br />

Staff Hours<br />

In <strong>2006</strong>, OPA employees cumulatively spent<br />

almost 70% or 24,895 out <strong>of</strong> 35,960<br />

available man-hours on performance,<br />

financial, other audits and reviews.<br />

Of the 18 OPA employees, there are four<br />

CPAs, four CGFMs, two CIAs, one CFE,<br />

and one Juris Doctor; there are three CGFM<br />

candidates, two CIA candidates, and one<br />

CPA candidate. Additionally, two OPA<br />

employees hold masters degrees in Business<br />

Administration, one employee has a<br />

master’s in Accountancy, and one in<br />

Organizational Management. Five<br />

Management Analysts hold degrees in<br />

Finance and Economics, Business<br />

Administration, International Business,<br />

Political Science, and <strong>Public</strong> Administration.<br />

Two employees are currently working<br />

towards their Master Degrees in Business<br />

Administration and <strong>Public</strong> Administration.<br />
